melting on roads. it's mainly a rain event. looking at storm team 4 radar. the areas in green, rain. the pink sleet. this includes northern virginia. this blue line is the freezing line. all the cool is off to the north and east. much of this is in the form of a sleet and the pink and in the areas you see herein it's rain. maybe a little bit of wet snow down 95. all this tracking off to the east. now hour by hour timing. eventually works out throughout the day, when it's going to end tonight is coming up in a few minutes. >> thanks, tom. we're tracking this winter weather out there this now. we've headed into a little bit of rain. as tom was saying, the road temperatures are above freezing at this point. not too many issue at this time. that could change throughout the day. tom was saying there is sleet out there. there certainly could be freezing rain as temperatures drop a little bit. temperatures in d.c., at 38 degrees. now, we're on 123 right now, headed to mcclain, virginia. so some of the back roads right now, really not a big this point. but as i said, the crews, they've been treating the roads since yesterday. keep it here and wtop. we'll keep you updated on the road conditions. we'll continue to see the rain and possibly freezing rain and sleet throughout the remainder of the day. things could get dicey through the day. we're headed out 66 and we'll app. this is the best time to have it. we're following breaking news overnight out of prince george's county. police found a man shot to death in a car. this happened just after midnight. this is video from the scene near the red oak park. police are asking anyone with information too give them a call. you can remain anonymous. a $25,000 reward is offered for any information that might lead to an arrest. prince george's county police are still searching for the person who shot a high school student. it happened yesterday around noon near the school. the student was shot in the leg and is expected to be okay. they think the suspect is also a student. now, witnesses say it all started from an argument in a parking lot near the high school ann annex. the bullet was lodged in the ceiling of a classroom. no one was hurt and five shell casings were found. >> i mean, this is ace serious occasion. someone brought a gun to school. lives could be lost. >> it was terrifying. i didn't feel comfortable. i wanted to get out. >> scary moments for sure. anyone with information about this incident is asked to contact the prince george's county police. impor remain anonymous. let's head to politics now and the presidential transition. your safety at the 58th presidential inauguration is the focus at mac, the multiagency communications center. its location, we can't tell you. we don't know. it's secret. 47 state and local agencies going to coordinate security from there. the center will operate continuously from thursday to saturday. one of those agencies is the d.c. national guard. we've learned its head will be stepping down at 12:01 on inauguration day. >> it's not because he wants to. major general earl schwartz followed procedure for when a new president takes office. he submitted a letter of resignation and expected president-elect trump to reject it. that wasn't the case. the trump team accepted the letter and schwartz found out about it. vincent gray wasn't too >> so much service to this country, so much service to the city. he's a quintessential leader. >> schwartz was appointed by former president george w. bush. he remains as the head for both of president obama's terms. now to the day after the inauguration. the woman's march on washington will force several streets to close. we'll show you the closures. the red lines show you what will be closed and then the yellow lines represent the actual route of the march. people across the country are expected to participate in the march. d.c. police will be monitoring the crowds. >> our strategy has been to develop a security plan that will create a safe and secure environment for everyone. >> the march will start at 10:00 on saturday at the intersection of independence avenue and 3rd street southwest. ahead of the dr. martin luther king, jr. holiday, thousands of people will march in washington so as to keep his dream alive. the rally will begin close to the washington monument. it will continue along independence avenue to the martin luther king, jr. memorial around 9:00 this morning. over in al sharpton's national action network is sponsoring it. they want to protect his dream and preserve the legacy of president obama. a few miles across the district, the we are here to stay rally is going to bring folks out this morning. immigrants and minorities will join together in opposition of hate crimes and deportation. u.s. senator chris von hol infrom maryland is expected to speak at 11:00 at the ame church in northwest. a high stakes space mission with a tight deadline. how a local company is counting down to launch and the risks they're hoping pays off. talking thousands worth of clothes and accessories swiped in seconds. the one similarit that couldy you can expect the folks at one ashburn company to cross their fingers today. they're working with spacex to launch ten is the lights into space. the launch is expected to happen today after storms canceled last week's launch. what you're looking at there, is the first launch for spacex because it blew up right there. this happened at cape canaveral last year. it was quite a mess. pepper spray, three women and high-end retail stores. d.c. police say those are the similarities among three robbery investigations. the most recent happened on thursday night at the faragamo store in d.c.'s city center. employees were threatened with the pepper spray as the women got away with $12,000 in items. neighboring gucci store, pepper spray was actually used in that situation. the third robbery happened on see the areas in the pink and this white, there's a little bit of wet snow, a little bit of sleet mixing with rain across northern virginia and southern -- really cold air is north and east of this blue line. we're well away from the cold air. we'll continue to see this just very light rain, maybe mixed with wet snowflakes crossing the immediate metro area now. pavement dry at northwest washington. road conditions will stay just wet 8:00 a.m., noon into 4:00 p.m. because road temperatures are well above freezing. we'll hear from lauren ricketts, she's driving and checking road conditions and timing in a few minutes. >> as tom told you, wet here, but a major winter storm creating havoc across the middle of the u.s. ice is the biggest problem here. it's coating trees, power lines, accidents as well. cars sliding and spinning off the roads. blake mccoy reports on the its way from texas to ohio. >> reporter: freezing rain leaving a coating of isiah cross much of missouri. in springfield, some residents are already without power. >> we have young children in the house. so we're all worried. >> reporter: plows are out in force treating icy roads that have proven deadly. states of emergency are declared in camden where residence dents are stocking up on essentials. >> if you've got elderly or homebound neighbors, check in with them. >> reporter: a quarter inch of ice can create hazardous rose. half an inch can cause power lines to snap and an inch of ice can damage homes. this is just the beginning for a system threatening over 40 million people across 15 states. out west where the storm began, the utah department of transportation shared this terrifying individual yoav a snowplow being cut off sliding 300 feet down a hill. the dri in portland, oregon commuter train slid off the track. blowtorches had to be used to get the ice off. people are being urged to stay home. >> gosh, that snowplow video was scary. that was blake mccoy reporting. if you want to repeal the affordable care act. the house approved the blueprint for the repeal yesterday after the senate passed it on thursday. the tricky part now is figuring out what would replace it if anything at all. 20 million people currently receive health coverage through the 2010 law. the affordable care act health care has been his signature bill. it's something he's proud of. if you missed it, sat down for an exclusive interview with lester holt and reflected on his eight years in office. he said the massacre at sandy hook elementary school was the worst day of his presidency. he said failing drive camera in virginia. how do things look out there? >> reporter: you know, we're now. as tom was saying, the road temperatures are above that freezing mark. i noticed since we've left the greater washington area, outside the beltway, we're traveling on 234 southbound, just leaving manassas in virginia, we do realize that the road temperatures are up, but the temperature has come down. the air temperature down to 36 right now as opposed to 38. that may come down just a little bit more. so we really have to watch the temperatures of the roads. the sleet and snow are trying to come down. but i got my radar app up. download the nbc washington app. that will help you navigate around town. we'll try to help you navigate around as well. really, we're just seeing some wet roadways out there right now. we've got a few cars on the roads. but, again, we've seen a lot of v dot trucks. they've been treating the roads since last night. the only thing is, now since it's raining, some of that brine is being washed away. if we get that temperature down a that sleet developer freezing rain. it could fix. we could be running into problems through the mid-morning. that's something tom and i us. >> both her husband and son have worked every inauguration since they've joined the force. both will be working next friday wearing the badge kathy designed. >> we're very proud of her. >> the tradition started in 1981 with the swearing in of ronald reagan. every inauguration since, d.c. officers have worn an inaugural badge which they get to keep. when they saw a notice that they were looking for designs, he urged her to give it a try. she had a half a day to play with it. >> i asked her but i didn't think she would. >> she's been an amateur artist since college. these days, she does her drawings at her kitchen count every. that's where she put pencil to paper and came up with the badge. she wanted it to be different from the past inaugural badges. >> all of his badges have been the capitol. i thought it would be different to put the white house and with the campaigns and all, they were all racing for that white house. >> kathy wanted the badge to reflect the men and women of the metropolitan police department. so she included a badge within the badge. >> the most important element is the badge. it represents our metropolitan police and what they go through each around every day with their families. and my husk in the police department 44 years and i have another 15 years with my son, it's just -- it means a lot. a lot of guys know this, i think. when your wife asks you to get ice cream, you might want to listen. >> doesn't matter if you're the next vice president, mike pence joking on twitter, that when his wife wants ice cream, he gets ice cream. he tweeted after the "washington post" reported that he was spotted in a safe way in the chevy chase neighborhood. the post says it's not clear what kind of ice cream he picked up. if you've ever had a anyone wants to buy it. a local boy got to fulfill his dream to help protect and serve as he personal health battle. elijah young became an honorary prince george's county police officer yesterday morning. he he's 7 years old and battling stage 4 brain cancer. his mom said he's always been a fan of the police. prince george's county officers pulled out all the stops to show him the ropes. >> so just seeing how riding the motorcycle and seeing him being able to move about and just be a child today, that means so much. >> while he was there, elijah got to meet the canines, check out the squad cars and take a ride on a motorcycle. >> that's really cool. to some sports news. bryce harper betting a raise. the washington nationals star set to make more than $13 million this season. last year
