>> all right. thank you so much, tom. well, today, thousands of people are expected to attend the justice or else rally in the district. the rally is part of the 20th remembrance anniversary of the million man march. news 4's derrick ward joins us from the national mall this morning. how's it looking? >> reporter: good morning, molette. let me give you a sense of where we are. you can see the capitol dome in the background. take a look, though, as we go by the capitol reflecting pool. you can see state flags, other flags here. folks began arriving here before sunrise for this justice or else match. it is the 20th anniversary of the first million man march. and there are a lot of folks who were not here for that when they felt like they had to be here this time around. >> i want to see us sticking together more, supporting our businesses more. that's what i want to see. >> we have to be here no matter what. no matter of your color or race. we're still human. >> everybody has a responsibility afterwards within they leave here for what they're doing to be doing in their communities. we will see. >> reporter: we've heard that from a lot of people, this is a good rally, a good jumping point. what happens after this. the rally itself gets under way at 10:00, lewis farrakhan will be addressing the crowd at 1:00 p.m. this afternoon. they expect to have other speakers. metro is running 0 a regular weekend schedule. they say theyç suspended some the track work. they get trains through every four minutes which is a good interval for an event like this on a weekend. we're live on the west end of the capital. back to you. sandra bland's family is in washington today. she was the inmate found dead in her jail cell this past july. her death and video of her arrest led to massive protests she told news 4 in an exclusive interview while she'll take part in the rally on the national mall today. >> with the rest of the mothers, parents who have suffered just this senseless violence that has taken someone from our families. >> to be clear, that is bland's mother. organizers are expecting a big turnout for the justice rally today. speakers will address the crowd from the west steps where derrick was right there. wow, that was incredible, new video showing the moment when twin explosions went off in the middle of a peace rally there in turk can. this happened outside the main train station in the capital of ankara. at least 30 people were killed. protesters were rallying against conflict between turkish security forces and kurdish militants. today the maryland transit administration is con dulting an emergency drill. the drill will include a simulated terrorist attack on a local bus and metro subway. this begins at 9:00 tonight. >> what appeared as a car accident now being ruled a homicide in district heights. detectives found 32-year-old marqui marqui marquita wims inside the car. when police arrived they discovered she had likely been shot before that crash. the trial of a suspected serial killer in alexandria resumes tuesday. dna samples and fingerprints taking from the ruthanne lodato murder scene did not match charles severance. the prosecutors introduced security camera video that showed a vehicle that looked like the ford escort wagon driving near lodato's home minutes after her murder. prince george's county police made a huge drug bust but no arrests. police there seized more than 1,800 packets of synthetic drugs from three convenience stores on thursday. those stores. >> reporter: back open by friday. no one arrested because police still have to confirm that the drugs contain illegal ingredients. the county doesn't have any laws that allow them to go after store owners. >> we're not going to arrest a clerk in a store just doing a job. legislation needs us to enable us to go after store owners who are bringing this in. >> one of the store owners said he did not know the products were illegal. president obama is trying to find a way to ease tensions in oregon after he was greeted by protesters. what the president did and why thousands made it clear he wasn't welcome. the rush is on to find a new house president obama says the american people will eventually have to come together to figure out how to prevent deadly mass shootings. he met privately with the victim's families yesterday. nine people died at a community college in roseburg when a lone gunman opened fire on them, then himself. the president's renewed call for stricter gun laws did not go over well in the city where protesters greeted his motorcade. >> presidents are supposed to protect liberty. it's clear he doesn't respect that. >> president obama said yesterday's visit was about the families, not about politics. and for the first time, we're hearing from the 18-year-old college student singled out by the shooter as the lucky one. matthew downing said christopher harper mercer told him i will not shoot you if you give this to the cops, this being a package to deliver to the police with a flash drive. downing said the shooter was firing at people who were just laying there. he added that after the shooter was hit by police gunfire, he laid down and shot himself in the head. the big question this morning will congressman paul ryan jump into the race for house speaker? ç ryan has repeatedly said he's just not interested in the job. that hasn't stopped top republicans like mitt romney from showering praise on the wisconsin lawmaker and asking him to run. ryan flew home to wisconsin last night. his family life expected to weigh heavily on his decision. at 8:10, a family pleads for help in their search for a missing 80-year-old. how they're renewing their efforts and hoping their prayers will be looking for a missing father. it's been 22 days since anyone has seen 80-year-old lubin phipps. his family want tos make sure people are still looking for him. he went missing at a prince george's county park in september. darcy spencer went back to that park and spoke to his daughter. ♪ >> that somebody, oh, god will call the authorities so that we can reunite him with his family, god. >> reporter: a group of family and friends gather for a prayer and candlelight vigil. their numbers are small but their hope is strong that their loved one, 80-year-old lubin phipps, will be found safe. >> it's been three weeks and, you know, we're just trying to stay positive. >> reporter: mr. phipps' daughter says her dad suffers from dementia. he went missing from watkins regional park on september 18th, under an assisted living center. he was here at the park at picnic area zero. they were having a picnic for senior citizens that day. at one point he asked if he could use the bathroom. he walked away and simply vanished. his daughter says she doesn't know if her father made it to the bathroom. she says mr. phipps is a resident of woodmore house are keeping up their search, every day, in the park and surrounding areas. using flyers and social media. hoping he'll turn up somewhere, hoping their prayers will be answered. darcy spencer, news 4. for the first time ever, doctors in sierra leone will have access to medical equipment that will help them save lives. a few days ago volunteers at brothers brother in fairfax packed a truck lot of instruments and other items. the machines were donated by a suburban hospital in bethesda. >> they can do the lab system rather than sending the lab work out of the country for results. >> with this machine, the results will actually be available within two hours. the group is hoping the supplies arrive in west africa by next month. a local company helped a dream come true this week for an arizona teen living with some health issues. eric hans became an honorary anchor and designed his own t-shirt at fairfax-based custom inc. then they took off for the company's production facility in charlottesville to print his shirt in person. eric lives with autism and a form of muscular dystrophy. the make a wish foundation helped his dream come true. are you ready for it? beer and wine going to be flowing at octoberfest reston this weekend. one of the largest fall festivals in northern virginia. draws crowds of up to 85,000. the event featuresç the best i fall brews. admission free but you have to pay for right now in culpepper at 55 degrees and we're in the low to mid-50s nearby suburbs, reagan national is at 56. mid to upper 50s around the bay. and eastern shore is rather cool, so is the shenandoah potomac. highs in the mid to upper 60s and then overnight lows by this time tomorrow morning, the chilliest morning of the autumn season so far will be down to just near 40 degrees in the mountains and shenandoah mountains. closer to washington, starting off early tomorrow morning, nearby suburbs should be in the low to mid-40s, upper 40s in town and right near the chesapeake bay. then a nice jump in temperature in the afternoon on sunday with sunshine, low 70s. great weather on monday for columbus day, the mid-70s and then tuesday, small chance of a sprinkle, mainly in the morning. otherwise partly sunny into the upper 70s. wednesday and thursday, looking terrific next week. partly cloudy both days, morning lows near 50. afternoon highs around 70. a bit cooler by the enthe of watching news 4 today. >> welcome back. the men and women in blue from the manassas park police department have added a touch of pink. you have to check this out. this is manassas park police's code pink cruiser designed to help raise awareness about breast cancer. inside, even pink handcuffs right there and a pink radio console. they have it all, all of it donated. the department hopes it will inspire both women and men to get a breast exam. you'll see the cruiser in virginia through october. one of the many landmarks across the country pinking it up for breast cancer awareness month. early detection gives women the best chance of battling the disease. david, a maryland woman is trying to inspire others by using her talents to help those in need. laura reed is a hairdresser who spends her free time helping the homeless. as melissa mollet reports, her actions are really having a lasting impact. >> reporter: today, just a typical day off for hairstylist laura reed. >> i have a trade and i'm lucky to be able to have that, to give back to people that are in need. >> reporter: laura spends her ç free time working here at the wilkins avenue women's assessment center in rockville. it's a shelter with 65 beds run by interfaith works and filled with dozens of grateful ladies. >> she was talking to me, asking me, what is your story. i want to know your story. >> reporter: laura comes to the center once a week. she's given hundreds of haircuts on the streets, too. >> my purpose is to give back to people. >> reporter: laura says she knows some of their pain. >> there is no catch. i want to be able to uplift that person. >> reporter: she can recognize it in their eyes. >> i know what it's like to live out of a paper bag. i lived out of a paper bag with my name on it for a few years. i was transferred to different homes when i was young in my life, a teenager, and i know what it's like to be at the bottom of the barrel. and to hate yourself and to hate the world and to not have hope. >> reporter: laura doesn't want money. she wants a smile. >> i feel like a million bucks when she's finished. i want to go show off my hair. >> it's important to me to be able to watch someone that hasn't been spoken to in a week when i come up and say i want to do something nice for you today. they look at you like, why are you talking to me. >> reporter: the center's director knows what laura does is far beyond a free haircut. >> this really helps our ladies who are going through a difficult time rebuild some of their self-esteem. it's a really important service. because when you're here and looking for employment and traying to save your money, time for a haircut or paying for a haircut is really a luxury. >> reporter: laura and her friends from her rockville salon hold clothing and undergarment drives. >> how much length do you watch the to take off? >> reporter: she says all of this is also a bit about her. >> i say find your passion, find what you love thousands are calling for new attention towards issues facing the black community. south carolina is getting more rain this weekend as the folks there lived through historic flooding. the new problem area that's led to more evacuations. as we look live outside, closer to home, grab the jacket before we head out. you can expect a chillier weekend. tom will let news 4 today starts now. it didn't last long but the rain certainly came down last night. you could hear quite a bit of thunder. >> our tower cam caught the storm rolling in. a wall of rain came in and out in less than 45 minutes. hollow falls in shann shannenandoah national park. great time of the year to go mountain hiking. chilly mornings and cool afternoons with light breezes. great weather for hiking or outdoor activities or recreation or xwer size. there's a live view showing the high clouds driving over the region right now. there is a chill in the air. it's in the low to mid-50s north and west of the metro area, right around washington, southern eastern suburbs in the mid-50s there, too. upper 50s by the bay. on the eastern shore, it's in the mid-50s. the wind picking up a little bit here. that will be 90 minutes way from the actual beginning of the program here on the west end of the capital. this is the 20th anniversary of the million man march. this one deems justice or else. jumbotrons are set up for those who can't get to the stage, which is on the other side of those trees along the foot of the capital. here along the capitol reflecting pool, they've been gathering since before dawn this morning. this is the video of when people were just in silhouette. when the sun came up, it brought to life the size of the crowd here. there was a first million man march that created the policy by the park service and federal authorities that they do not count crowds anymore because of whatever controversy arose out of the actual number of people that showed up. of course the folks that are here today are not worried about that so much. we talked to a lot of people who didn't make that one and said it was imperative they be here. so much has changed in the 20 years since that march. the issues are changed, they thought that made it more critical that they come. lewis farrakhan is expected to speak at 1:00 p.m. the theme of this, justice or else, was somewhat foreboding or threatening a bit. we heard other people say, history is replete with slogans like that, gin or die, don't tread or me, things that have made it on to license plates. yesterday when asked about that, the organizers said all that will be explained, justice or else, when the speeches begin. that will start at 10:00 with farrakhan speaking at 1:00. >> derrick, thank you so much. developing now sometime this weekend, the pen gone expects to receive a second round of talks on pilot safety in the air war over the conflict with syria. russia claims it only attacks isis targets but most have been directed in areas controlled by other rebel movements opposed to the assad regime. alexandria is forming a group to decide what to do about confederate memorials and street names in the city. they want alexandria residents to join the ad hoc advisory group will have two at-large positions. applications are due by october 30th. the group will consider what to do with the statue. representations are due to the alexandria city council by next march. today will be the first court appearance of a suspected gunman in a deadly shooting on the university shooting. 18-year-old steven jones opened fire on four fraternity members outside a residence hall. one person died. three others were hurt. this was yesterday morning. on another campus, police still look for a shooter after someone was shot at texas southern university. someone shot and killed a opportunity there yesterday in the parking lot of a university-owned apartment complex. a second person also shot. that personmainçs in serious condition. students will head back to class at texas southern university on monday. homes in parts of south carolina are still dealing with flooding from rising rivers. american red cross volunteers from arlington are helping fred flood victims in the state. three more counties in the state have been declared federal disaster areas. the storm has moved on. now the cheenleanup begins for hundreds of people. gabe gutierrez has the latest. >> floodwaters nearly reaching rooftops near the south carolina coast. >> that little white boat, that's the only way i got the things out of my house. >> reporter: 17 dams breached, officials now worried and watching 84 at risk. the national guard out in force. this newly released video shows a man being pulled to safety from the raging waters. these before and after images reveal the staggering amount of rain that devastated much of the state. all that water now flowing downstream toward the coast as voluntary evacuations are under way. >> follow what they tell you. do not assume you can simply wait this out. >> i never thought we'd see the water cover the driveway. >> reporter: tammy swales has lived in andrews for 31 years. >> we're praying, hoping things will get better, hope the water will go down real quick. >> gabe gutierrez reporting there. a d.c. police officer facing charges after getting into a fight. ulysses delaney is accused of assaulting a clerk at a cell phone store. according to "the washington post," delaney claims he was defending his girlfriend when the clerk threatened to get a gun. that's when the fight started. police arrested the officer and the clerk on wednesday. according to documents, police couldn't determine who started the fight. foodies, listen up. you can take part in the taste of d.c. it kicks off decade, the comedian was forced to answer questions under oath about allegations he sexually assaulted a woman. this particular incident at the playboy mansion 40 years ago happened when she was 15. the alleged victim is one of more than 55 women who have come forward with their stories. attorney gloria allred will make a brief statement about the status of yesterday's deposition today. >> actor shia labeouf waking up in a texas jail cell this morning. the transformer star was arrested in downtown austin for public intoxication. not the first time he's been on that side of the law. last year labeouf was arrested for his strange behavior while watching a broadway play. imagine a tv soap opera, squeezing it into two hours and putting it on the stage. meet a local woman who's found a unique way to bring "telenovela" to life. quite a chilly start to the weekend as we take a live look outside. tom will tell usç how long the colder weather is startling there. in the last half hour we have learned much more about the twin blasts in turkey's capital. at least 47 people were killed, this happened outside the main train station in the capital of ankara during a peace rally. protesters were operas they typically run over the course of several months eachç weeknight. but a local playwright recently changed that by performing a live "telenovela" here on stage right here in washington. >> the play's name, "destiny of desire." >> it's an art form that's made for tv. i was curious what would happen if we transpose that story telling to a theatrical stage. >> that's a place where the audience is going to laugh and go oh, my god, she's been saved. >> reporter: karen zacarias wrote the play one year ago. already the curtain is up, adopting to theater what is a cultural staple in the latino household, the "telenovela." >> we've done what happens in a soap opera in a year in two hours. >> reporter: karen's heard the criticisms of "telenovela" before, cheesy, over the top. >> it's a really big part of our culture. i think we need to be unapologetic of the things that make us latinos. >> flittering toward the light. >> reporter: born in mexico and raised mostly in the u.s., she knows the significance is rooted in her heritage. >> we become the scapegoats and kind of the target for hate. and i don't think that's acceptable. ♪ >> reporter: it's set in a fictional town. two rest of the afternoon is looking mostly sunny, just a few wispy high clouds will pass over the region. as the winds diminish and under a clear sky, the temperatures begin to drop back out. if you have plans for the rest of the afternoon and for this evening, dress accordingly. it will be fairly comfortable by midafternoon. it won't last long. there are the high clouds over the capital now. live view from our city camera. temperatures by noontime should be climbing into the low 60s and then hitting mid to upper 60s by 3:00 or 4:00. lots of sunshine and then this evening, those temperatures really begin to drop back. so great weather today for the 20th anniversary of the million man march on the mall becoming sunny with an afternoon high there, too. right on the mall, should be in the upper 60s with just a few light breezes, not as blustery as they are right now. the temperatures are still quite chilly. shenandoah mountains, just around 50 degrees. alexandria, falls church, arlington, generally mid-50s. mid to upper 50s around the bay right now. storm team 4 radar showing scattered light showers coming through. that was the front that came through yesterday giving us morning lows up into the low 70s on sunday afternoon, lots of sunshine and another great day if you have columbus day off to go out and enjoy this autumn weather. then a bill milder on tuesday. a safety lapses. the new regulations empower the federal transportation organization to announce unannounced inspections. and an emergency drill at 9:00 tonight, the drill will include a simulated terrorist attack on buses and the metro. today is the out of the darkness walk. doreen gensler will be there along with the american foundation for suicide prevention. the event is at the sylvan theater at the national mall at 5:00 p.m. the smithsonian is hosting national fossil day with a fossil and dinosaur festival. that's all happening at 10:00 a.m. to 4:00 p.m. at the national museum of natural history and then over in alexandria, there's the art on the avenue, celebrating diversity through art. that begins at 10:00 as well. news 4 today is back right after this break. the washington
