I was afraid you werent going to show up. Got to man up. Next up, we have reporters notebook, a look at stories affecting our community. Were back in 15 minutes. Im jim handly, welcome to reporters notebook. Its the sunday after the election. Some numbers, surprises are starting to settle in. One of the biggest, larry hogan taking the Governors Mansion in maryland. What a surprise . A republican in a state where democrats out number republicans two to one. Huge surprise. An earthquake for maryland politics, not totally unprecedented. If you think about spero agnew wing in 1966, bob erlich winning in 2002. What happened with the Brown Campaign . The democrats i was speaking to say he rachb a terrible campaign. It was lackluster, didnt excite people, didnt give a reason to vote for him. It lacked a central theme whereas hogan had a clear them and obviously was resonating with voters. Even there was precedent for hogan winning, still to michaels point, only the third in nearly 50 years in terms of republican governor. I was at the brown Election Night in college park. There was not a lot of spark in the room. You felt like they knew what was coming. When i stalked to steny hoyer and elyjuh couple mings. They tried to paint the picture this was a National Wave that brown got caught up in. Mike miller, the head of the senate in an nap sis, maryland, also said the same thing. Hoeing gachb caught a wave and rode it. Really i think it comes down to the candidate, that proun probably didnt run a very good campaign. I talked to folks in Prince Georges County which he ended up winning. There wasnt a lot of spark that folks thought this was the guy that was going to take us there. Maryland may not be quite as blue as we think it is beyond baltimore city, Prince Georges County and Montgomery County. To keep nautical metaphors tlrks might have been a wave. But the democrats created quite a bit of undertow. I was talking to senator car den earlier. He admitted they didnt get their message. They had the right message and didnt get it out. More than that, they didnt get the base out, the people that would vote. By implication, the campaign he wouldnt say lieutenant brown, he Said Lieutenant governor brown. He said the campaign failed. I think thats what most people thought. Didnt get gansler supporters out. The party that was there, no sign of the governor. A lot of distance between Martin Omalley and anthony brown. What hogan did successfully, he tied brown to omalley. Lieutenant governors, its tough to run on your own. The one thing brown had, he was in charge of the Health Care Website that failed, it was about 30ds million to put it back up. Hogan said you had one thing to run, the thing you ran wasnt very successful. Hogan ran a message on taxes are too high. Theyre taxing us to death. Were going to reduce tax. How he does it is a whole other question. I think hes tied in to where the voters were feeling. He didnt allow them to tag him as a hard core republican on womens rights. He let that go by. He hammered away, lower taxes, more jobs. The democrats didnt pierce that. In the end brown brought in both clintons, he brought in the first lady on election eve. In the end, too, he tried to play up the fact he would be the first africanamerican governor for maryland, in thinking that would pull people out. The turnout was not high. Some saw that as an act of desperation. And dont forget, brown lost howard county. This is ken almonds center and his running mate is from howard county. That shows a central weakness for a campaign, where you cant carry your home jurisdictions gep, i think you hit it right on the head which is that the Hogan Campaign gave people a reason to vote for him. Taxes are too high, hes going to do something about it. However, now he goes to the Capitol Building and has to try to cut taxes. Thats going to be very different you have all these School Systems that want to build schools, and hes going to hit a ball. 2 billion he said he would cut out of the budget. Legislators are saying god bless you if you can find a way to cut that and not cut education . Now hes going to have to back up what hes saying. Once he gets through annapolis, hell have to see how to cut 2 billion out. Lets go to virginia, we saw ed gillespie put up quite a fight against incumbent mark warner. It was much tighter. Were going in thinking there could be seven, nine points. Within a point in a purple state, safe to say, but much better than his own party thought he was going to do. Is a new day for mark warner. Hes always run on a campaign, i can appeal to republicans. Now he has lost that veneer. He didnt he clearly didnt he got liberal democrats mad at him for not being liberal enough and got conservative republicans mad at him for not being conservative. This is the tightrope walk that mark warner seemed to have down pat. But no longer. You have to imagine the people close to gillispie, that ran his campaign, are really angry, that they didnt get the kind of money that went to other tight races. If you think about the all the senate races that were close, this was not really part of the discussion, it was not part of the funding. Could that have made the difference, just to put him over the top . Gillespie was sort of he had lots of television ads, they were late in the game. He was on television closer to labor day, if he got money from the republican party, from crossroads jps, then the dynamics of the campaign might have changed and we might be talking about a different outcome today. It also may go to what does the internal polling say in the gillispie camp. You would have thought they would have got National Money into that campaign. After the fact you had democrats, Jerry Connelly saying maybe mark warner should have run more to the left, maybe he should have run a more partisan campaign instead of the centrist position that he is taking that he has to get out there and have rhett meat and get democrats out to vote. Thats interesting. Warner says listen, im a centrist, this is how i work, i dont plan on changing. There is that blue wall in fairfax and in Northern Virginia that stopped what appe to be a republican surge. Thats probably going to be very important to democrats in the future. Well take a quick break and move into district two. St lets move into virginia. Barbara comstock, first woman to represent this. Frank wolfs seat. You were at the party. They must have been not surprised because she was af head all the way to the end, but very pleased. Obviously a good night for republicans. They were in a good mood after the come stack event. They sort of went into election day ahead, largely because john faust was never the candidate the democrats thought he was going to be. The wheels sort of fell off the campaign when he made this comment about Barbara Comstock never having a real job. And then that sort of caused the democrats to pull money out and so he had to cancel some of his television ads. Comstock wins and takes the stage and says at last i finally got a real job. The crowd kind of went insane. Comstock ended up winning with a margin larger than expected. However, here is the catch. She has to run for reelection two years from now which is a different battlefield. Its president ial year. The voters tend to be younger and more diverse. She might have a difficult time in reelection. John faust is making noises like he might just come back in two years. Whether theyll let him do that, i dont know. Shes considered a superlative political operator, legislatively shes been very conservative. Thats the rap on her. No frank wolf. Much more to the right of him. Her supporters say she will adapt and learn and meld into what she has to do. The test will come in two years. Wasnt it somewhat surprising that her numbers were as large. Won by about 16 . Wasnt the expectation that that race would be a little closer than it was . I think it was. Until the wheels fell off the faust campaign. Thats basically what happened. That would be surprising, if we saw him in two years, thats interesting. In d. C. Not a surprise but perhaps again the margin a surprise. Almost 20 Percentage Points between Muriel Bowser who wins and David Catania. I think what happens here is bowser is able to get the votes that vincent gray had east of the anacostia. She didnt get those votes in the primary. When it came to the general election, she was able to grab those. Then she lost some of the wards she had won in the primary. I think thats a very interesting dynamic. Now, she says what this is a referendum on that the voters dont want the status quo any longer where gray says, well, were hoping the mayor elect sees that what voters want is to keep moving in a direction were moving in right now. Whats going to be interesting is how does she govern . She doesnt give a whole lot of specifics during the campaign, right . She didnt give a lot on the day after. I think shes holding her cards close, has a lot of great folks in her transition team. I think the challenge, youre right, is for her to establish wh kind of a program she wants to accomplish at city hall. Shes been very, very quiet. Shes basically said, you know, trust me, im the person you should vote for. They trusted her. Shes got to produce. The standard way of looking at the bowser victory is it shows the strength of the Democratic Party. Even if she didnt have a lot of specifics during her campaign it shows how the Democratic Party is. However, you make the same argument in maryland. Brown didnt get a lot of specifics about what he wanted to development he didnt have an inspiring campaign. Yet the outcome was very different in d. C. Than in maryland. But the Democratic Party is certainly very powerful. So bowser despite her lack of specifics on the campaign trail has to go into city hall and it will be interesting to see what she does and who she picks for leadership. Marijuana, overwhelming victory. Again. No surprise there. Irts not a done deal in terms of how this is executed down the road. We have a few months ahead of us and perhaps congressional involvement. Very much congressional involvement. Andy harris has already signaled that he is ready to perhaps clearly ready to move some legislation or perhaps amend spending bills to prohibit any spending on implementing this law. Were waiting to see. The question is, the republicans are ruling the roost now on the hill. They have so many things theyre thinking about. Will they be thinking about pot in d. C. , enough to get andy harris get any accomplices with him, any colleagues to really move through and spark a debate. We dont know. This is where the National Election comes in. Rand paul probably will take over that subcommittee that looks over d. C. Hes already said i dont think the federal government should be involved in what the state legislatures do. He has that libertarian point of view. Eleanor norton holmeses that said this will be a fight to the death. Bowser has already said that she wants to look at this and put some legislation in in terms of taxing it, how it will be sold. Right now you cant sell it but you can possess it. How do you get it if youre not selling it . You have to grow it. Its still very complicated. I think maybe from the national standpoint, the republicans may back off this issue and leave it alone. It is important to remember that were talking about a new congress here with new leadership. It will take a different approach than the previous congress. On the issue of marijuana and its popularity, this is part of a larger trend. Weve seen local elections like this all across the country where marijuana has been increasingly popular. You could think of it as a war on the war on drugs or perhaps just saying no to just say no. Quickly, also know d. C. , 130ds million, the chief Financial Officer said, if they could tax it, they could bring in 130 million to the coffers of d. C. Stay in d. C. , if we can. How effective will Muriel Bowser be with members of the council, particularly David Catania and a few others. Its going to be a whole new council. Catania is stepping down. Shes going to be dealing with a whole new area and new folks coming in. We dont know her allies yet. This will test her real people skills and her political skills. Up till now, she succeeded, adrian fenty in ward four. By one step, mayor gray was in between. Shes followed fenty into the mayors position. Now shes got to govern. The challenge now is who will she pick, what proposals will she have . How will she do it . She seems to get along with people. She seems to, if not inspire them, they at least trust her. Thats a big thing. To your point about new council, graham is gone, catania is gone. Bowsers seat will be empty. This is a whole new cast of characters. Could be a fresh start. Could be a fresh start. We were talking earlier about her lack of specifics on the campaign trail. Theres a downside. The upside is theres not a lot she has to accomplish to say she did everything she campaigned on. Thanks for having us in for reporters notebook. Now back to news 4 today. Yes theyre in advisory roles, not supposed to be on the front lines. In the end of the day they are there to assist in the training of iraqi soldiers. I think its going to be interesting with the new congress when it comes in, i think theres a bipartisan feeling that they need to come up with their own form of authorization. But to at least have congress have some say in this. Speaking of congress, wow, what a week . What do you kind of make of this . Well, i think when you look back and you see where, it was not a surprise that the republicans won the senate. I think the surprise was how republicans dominated up and down the ballot. If youre the democrats and wake up this morning and start to they did go through big your storm analogy. It is like a hurricane or tornado went through. Theyre picking up the pieces. It looks like in some of these states its going to take them half a decade at a minimum in order to come back. Then you start asking yourself, where is the next den jags of Democratic Leaders going to come from . It did hollow out the party in a way that i think they didnt see coming. What does this mean looking forward when it comes to u. S. Policies. Are we looking at big changes ahead with republicans taking over the senate. If so, whats going to be the first thing i think it depends on, fw the republicans decide they have to do something semi big with the president. If they do, the one area that they could do Something Big on is tax reform. The president is open to it. Obviously republicans would like to see it. Thats the one big thing you can see happen. I cant imagine either health care or immigration, its so polarizing in each party, in some ways like a policy Nuclear Weapon that they could each launch that would end up creating huge gridlock. The question is do they use it as an excuse not to do any other business . Or do they actually set those two issues aside. What do you have coming snup.
