headed today. >> it's still fun at the zoo. rain or shine. storm team 4 meteorologist chuck bell is tracking exactly when we're going to see the rain today. good morning, chuck. >> hey, molette and adam. weekend finally here and for better or worse you're going to start out your weekend with a full deck of cloud cover this morning. the good news is i think our weather will be improving as the weekend wears along. but storm team 4 radar early on your saturday now showing mostly cloudy skies and hit and miss chances for rain out there. at any point you could be hit with a drop. already light rain here. that's going south along 270. again, not expecting a complete washout today. but do remember that rain drops will be part of it. out the door temperatures in the 60s and 70s. what you're doing this morning, hit and miss showers. temperatures are going to stay in the low 70s. rising to only 80 degrees today. we'll get more into the details of tomorrow in a few more minutes. >> that's right. thank you very much. we're following a developing story in the middle east. the israeli military says a rocket that launched from gaza hit and killed a 4-year-old boy in israel. benjamin netanyahu says hamas will pay a heavy price for the attack. a strike killed two women, two children, and a man. rockets have been crisscrossing the sky since the cease-fire end bed. the war against isis could expand from iraq across the border into syria. the u.s. has been launching air strikes against the terrorist group in iraq. isis' main headquarters there in syria. one of the top advisers says the border doesn't mean a thing. we're staying on top of another developing story in missouri. overnight the streets of ferguson have been calm once again since a police officer shot and killed an unarmed black 18-year-old. last night dozens of people marched in the streets protesting the death of michael brown. captain ron johnson from the missouri highway patrol says arrests have dropped from 47 on tuesday to 0 overnight. >> the whispering winds of change continue to reflect a brighter tomorrow for our community. >> captain johnson says police will re-evaluate their plan every day to keep that communi safe. right now dozens from our area are on their way to ferguson. they organized a bus trip on social media. >> they plan to rally in support of michael brown. chris lawrence talked with the group as they left union station. >> let me know you're on the bus. >> reporter: a bus load of people are on their way to ferguson brought together by a single tweet. >> i said does anybody else want to know and the response was overwhelming. >> reporter: she organized the trip and says the bus could have carried more. >> several people who canceled coming today because they were afraid. they said honestly, i'm sti afraid to go to ferguson. >> reporter: but we haven't seen violence like this in days. the crowds have dwindled and the governor pulled the national guard. with the protest sort of dying down now, do you think you're going too late? >> i think we're going just the right time. all that passing over is perfect. >> reporter: someone put down $8,000 to reserve the bus. the group needs to pay him back, but so far they've only raised $2500. >> i spent word to everybody with the word black in its name. i thought i was naive. i thought people meant what they said. if you claim to be about social justice and change, you should be about it. >> reporter: so they're take it upon themselves trying to raise money along the way. 40 people riding 14 hours to help other demonstrators and registered missouri citizens to vote. right now the future is uncertain for officer darren wilson who shot michael brown. a grand jury will meet again wednesday to decide if he should be charged. there's a lot of support for wilson online where we checked, more than $280,000 has been raised. that includes from the chapter of the fraternal order of police. now county police chief ken davis says he disagrees with that donation. two police officers are suspended because of information posted online. including one that says, quote, you are a burden on society and a blight on the community. the second officer is in a controversial youtube video from 2012. he calls himself a killer and had strong comments about american political leaders. later today, a big group in maryland will protest against walmart. they'll be at the village shopping center off of glendale road. there's a plan to build a new super-walmart there. neighbors say they are concerned the walmart could create more crime and traffic. the protest begins at noon time. also today you'll see a group handing out fliers about ralisha rudd. that's the 8-year-old that disappeared back in march. this is what she looks like. it's possible rudd was killed, however, she's not been found. today you can celebrate the national zoo's giant panda cub birthday. bao bao turned 1 year old today and the zoo is throwing a party. it's a major milestone. the celebration begins with a private ceremony at 9:00 a.m. for friends of the national zoo. bao bao will take part in the traditional ceremony given to chinese children on their first birthday. at 11:00 you can stop by the zoo for a special demonstration. zoo keepers will give her a frozen cake. and at 1:30 eat a special noodle addition just for bao bao's birthday. >> no word if he'll be blowing out candles. coming up, what no one saw coming when these people pulled out their camera to watch a rocket launch. just a few more days now until those school bells start ringing. this morning how technology can help protect your kids on the school bus. plus let you know about any problems along the ride. plus the moment on this date that's hard to forget. now how this region's preparing it's that time of year. there's a big back to school event in rockville today. montgomery county schools start up again on monday. if the rain stays away, it should look like this again at the back to school fair. this is our video from the fair last year. you'll see lots of music, activities for your kids, health screenings, and me. i'll be the master of ceremonies for an award ceremony. it's on hungerford drive. also on monday, d.c. student wills head back to class. today volunteers will clean up more than 100 campuses to get them ready for the first day of school. families, community leaders, and students will all take part in the tenth annual beautification day. it runs from 9:00 this morning until 1:00 this afternoon. when you walk your kids to the bus stop, you want to know they'll be getting to school safely and an time. >> that information could be just a tap away. companies are now outfitting buses with wi-fi and upgraded camera systems and gps's that can be tied to an app on your phone. >> my mom didn't know if there was a bus late in traffic, if there was an accident. so it's just wonderful. >> right now those buss are farther down the east coast. next, one woman's surprise when she sat down to dinner. what happened to her home that now has a cleanup crew very busy this weekend. are we going to get wet today? the earthquake that shook our area. it sent visitors running and put the washington monument out of commission for years. that happened three years ago today. now the scaffolding on the monument is gone and in just a few hours visitors will be lining up to go inside. if you want to mark exactly when it all happened, check where you are at 1:51 where you are this afternoon. also put the great shake on your calendar. this morning spacex is reviewing its rockets after one of them exploded on a test flight. listen to this. >> oh, my gosh! was that supposed to happen? >> yes. take a look at the cloud of black smoke there in the sky. this is what it looked like when á+e rocket actually exploded.hen now, the company says discovering problems is exactly why it's important to have test flights. no one was hurt, thank goodness. spacex says an internal system set off the explosion when something was wrong. we could learn today what the issue was exactly. this morning many people are cleaning up the mess left behind from damaging mud slides and flooding in washington state. two busy highways shut down -- are now shut down. >> reporter: it was almost time to sit down for dinner. >> it was nice and it was raining. bob comes in the kitchen and he said, did you hear that. i said, what? >> reporter: that's when the front door burst open and water started flooding in. >> it was just roaring through. >> reporter: the slope just outside jamie lewis and bob elk's home simply gave way. >> it took less than ten minutes to make a 60-foot ravine. >> reporter: they may have dodged the wildfire this summer, but there was no escaping the mud and boulders that took aim on their house of 20 years. >> the furniture was floating. >> reporter: just to the north another mudslide swept debris across a handful of properties. a construction crew worked to build a temporary bypass so traffic could get through. in all, the washington department of transportation knows of at least ten mudslides. four of which blocked roads including highway 153 which runs right in front of their house. >> this is the worst i could think of. >> reporter: as soon as neighbors heard what happened, they rushed to the scene buckets in hand. >> i had no idea what i was walking into. this is the worst thing that my best friends have had to deal with. yep. so it's a mess. >> we got the important stuff out. we have the art work and musical instruments. whoa. that was close. >> reporter: not to be outdone by what came down the hillsi hillside -- >> look at all the people that showed up. respect we lucky? >> reporter: now is a torrent of help. >> it's awesome. . it's why we live here. >> wow. >> tough for the folks in washington. >> and the forest fires are doubly bad. you have to avoid the fire, but it leaves the hillsides completely unprotected and as a result it makes mudslides more likely out there. tough stuff for our neighbors in the pacific northwest. for us, we do have a bit of a weekend challenge to get around in the form of cloud cover today and a risk of showers as well. i think if you're trying to pick on which day is better, tomorrow will be a better day than today from an outdoor weather perspective anyway. there's the look over downtown early this morning. cloudy skies await you almost no matter where you live. and if you're one of the lucky few you'll get a sliver of sunshine later on this afternoon. but i think sunshine is going to be hard to come by this afternoon. 73 at national airport today with 76% humidity. winds are light out of the east averaging 6 miles per hour. on the whole the weather impact on your day will be somewhere between low and moderate. more low than moderate. rain chances are actually at about 60% for today, but no heavy, heavy rain is expected. if you're going out this afternoon, baseball game time, the nationals and the giants. first pitch at 4:05 this afternoon. cloudy skies for sure and a risk of a shower. i don't think there's going to be as much of a threat of rain delay. your weather picture will be improving a bit. on the whole, you'll need your umbrella from time to time today, but it will not be a washout. there will be plenty of usable dry outdoor hours between the rain chances. one cluster north, one south of us, and another stream trying to come straight down interstate 270 right now. so the rain right now at the moment is in frederick county, maryland. it's moving to the southeast. you have the best chance of seeing a little rain here in the next bit. and down to our south and west. showers moving in culpepper, those will be making for a wet start in fredricksburg this morning. little bit of light rain just on top of the north side of dulles international airport right now. that's drifting into northern fairfax county. little bit of light rain in your immediate future here over the next hour and a half to two hours. here's where we are. full cloud cover out there at 7:00 this morning. any rain we get today will be light. by 10:00 a.m., sprinkles in northern maryland. as we go through the afternoon, the overall coverage of the rain will start to diminish just a bit. then a little back door cold front will turn our winds back to the northeast. that will bring in drier air. by 11:00 tonight, the rain should be over and skies will be trying to clear out a bit. and by tomorrow morning, still a partly to mostly cloudy start. by tomorrow afternoon, things will be starting to improve quite a bit. so for today, cloudy skies, indeed, all across the region. there will be a chance for showers at almost any point in time throughout the day. redskins and ravens play at 7:30 tonight in baltimore. i think that game is going to be dry. couldn't completely rule out a drop or two as the game is getting started, but on the whole, there will be no reason for a skins loss. >> what's your prediction? the news4 i-team set up a hidden camera sting to help you protect your property. plus the five-mile stretch with no options for a traffic jam. how this dream one step closer to becoming a 29-. take a live look over reston, virginia. it's a great morning to grab a cup of coffee and get back in bed. but people are making plans today. bao bao at the zoo, the birthday celebration. and the d.c. beautification cleanup day at city schools. >> a lot of outdoor stuff going on, you're telling me. >> the pressure is on. >> i can deal with it. there are plenty of rain chances today but no washout is coming. that's the good news in all this. plenty of clouds for sure. there will be rain chances today. storm team 4 radar bears the fact there is already rain out there this morning. first drops into parts of northern maryland. they're going down to the south and east. western parts of howard, northern montgomery. clarksburg over to mount ayr. look out for drops coming your way shortly. there are a couple of showers out across parts of some north/central virginia as well. so just kb on the lookout for drops this morning. out the door upper 60s and low 70s. hour-by-hour here. off and on scattered shower chances will continue through the heart of your morning with temperatures rising through the 70s this morning and this afternoon upper 70s to near 80 degrees. if we get any break of sunshine at all, we'll make 80 degrees. if the clouds hang in tough, we'll probably hold in the upper 70s. rain chances tapering off late this afternoon into the evening. probably going to be rain free tonight. we'll talk about sunday in a few more minutes. >> thanks, chuck. happening today, community leaders will hold a ribbon cutting ceremony for a new bus service in northern virginia. the metroway route will cnnect the braddock road to crystal city in arlington. crews removed part of the median to install the bus line. you can suz the bus transit system tomorrow. well, bike thieves striking in seconds. but what they don't know is that the news4 i-team is on their tail. we're taking you on a wild ride through the streets of d.c., maryland, and virginia. scott mcfarland and the i-team went undercover to show you how though operate. >> reporter: in a moment we'll show you exactly what happens when we get our bikes snatched because we put a gps locater on the bike. but first a warning to would be thieves, you're being watched. and not just by the news4 i-team. you're about to witness a crime. >> it's like a wolf pack mentality. >> reporter: the guy in the number 3 shirt comes to scope it out. our hidden cameras catching it all in northeast d.c. >> they have no problem doing it in the open. >> reporter: where a series of bike thefts have happened recently. >> it's something we're challenged with every day. >> reporter: number 3 gives a thumbs up to a second guy on the bike who goes in for the steal. little do they know, they just nabbed a police bike. the bait bike project started a couple years ago. more than 400 bike thefts last year alone. most of the crimes happen late morning to early afternoon when commuters are at work. as we saw at the braddock road metro station. this time the man works alone pulling on the bike, checking the wheels, positioning the seat before riding off. >> police! right now you are under arrest. for stealing that bike. >> reporter: why were you trying to take that bike? >> it was just sitting there, sir. >> reporter: it's not your bike though. >> it's not my bike, sir. it truly isn't. i made a mistake. >> reporter: metro says high-end bikes are usually the target. >> broken down for parts, reuse, resell. >> reporter: a question the news4 i-team wanted to know. so we took this to the next level to see what happens after a bike is snatched. >> occasionally here bits and pieces of the bike. >> reporter: jonathan brand brandenburg says a couple months people have thefts. we added a secret weapon. this gps tracking device to see the bike's every move. parking the bike at spots hit hard in the last year. more than 1,000 thefts in 2013. k street, 14th street. 3:00 in the afternoon we saw these two guys check out our bike. a guy returns with something in his back pocket. bolt cutters. he cuts the lock and takes off. >> between metro stop. >> reporter: but this time the i-team is tracking it. >> came down, went over. >> reporter: finding him and our bike three blocks away when he's showing it off and doesn't want to talk to us. >> come here. can we talk to you? >> reporter: another day, another team tempt. here where 11 bikes were stolen just this year alone. one appears to be the lookout. the other uses bolt cutters to break the lock. are they both riding it? >> yeah. >> reporter: the i-team tracks them down the road to an apartment complex. can we talk to you about my bike? one takes off down a trail across town to another apartment complex. to this neighborhood. the man living here tells us a guy on a bike did come by. so you saw the bike? >> yeah. >> reporter: he says he doesn't know him. but our tracking device shows our bike is still here. it's our bike. after about 15 minutes he finally admits he bought the bike from the guy not knowing it's stolen. >> how much? and six months ago we brought in an expert to help two small businesses that were struggling to stay open. have they been able to turn things around? and it's a huge day in the little league world series as las vegas and chicago face off. we'll hear from the players as they get ready for the biggest game of their lives. >> all that and more when we get started here on "today." back to you. >> be nice to andr andrea. >> we have to work together on "dateline" so he has to be nice. >> we'll be watching. today commemorating the county's role in a war fought years ago. derek ward tells us how the community of bladensburg. >> reporter: much of the water front is buried beneath the levies but some is still there if you know where to look. >> on this very spot is where the british set up their rockets. it was a new sort of secret weapon. >> reporter: yes, there was rockets red glare here before baltimore harbor. this town was a battleground as british regulars descended upon the nation's capital after marching up from southern maryland. american forces met them at a bridge here which they held four times. >> the british started out flanking them and they crossed up the river here a little bit further. >> reporter: joshua barney and his men stood as long as they could. >> the idea was to show not just joshua barney but to represent the other guys he had with him that day. >> reporter: more than 400 men. three african-americans among them. joanna worked to depict the stand and the fall. it's not a monument to victory on the field. >> it needed to have something a little more solemn and somber. and so actually the design is based on a mausoleum. >> reporter: they will continue on to burn the capital building and the white house. the americans lost about ten men. but with the monument, they've gained some recognition. >> a legacy of courage and resolute spirit. >> really there was nothing in bladensburg that would let anybody know. >> reporter: derek ward, news4. >> a lot of history. today the town will unveil a monument honoring the battle of bladensburg. then there's a festival to go to starting at noon. and then culminating with fireworks tonight. today a mary mount university's volunteer service day. volunteer it is will put together 2500 care packages who are now transitioning to life on their own. most of those people are teenagers now. registration begins at 8:00. it ends with a barbecue lunch at noon. happening today, you can take your dogs to play in the snow. yeah. that's right. this is a look at last year's unleashed by petco's annual summer snow day. the company is bringing in 20 tons of snow, seriously. so your favorite pooch can play and cool off from the summer heat. it's happening at the reston town center beginning at 9:00 a.m. until the snow melts which will take exactly how long, chuck? >> we've got to know how deep the snow. >> 20 tons? >> if you spread it over everywhere, it's a thin layer. >> we haven't had really a hot, hot august. >> no. only two 90-degree days in august. 17 now for the whole summer. that is a real break from where we've been the last couple of years. the good news for snow lovers, the snow should last a little longer at reston town center today than it otherwise would. if we were going to have a bright sunny 95 degree day it would be gone in no time. but with the cloud cover, it has a chance to make it until 2:00 or so in the afternoon. depends on whether or not they get sunshine out there at all. sunshine will be hard to come by today, but you'll get a sliver here and a sliver there. let's take a check of the radar. there we go. showers out here in pennsylvania. showers in central virginia. and a little area of rain in south/central pa trying to make its way into maryland over the next little while. rain chances are real first thing this morning. rain showers much of frederick county is getting wet right now. that's going to drift into montgomery county. also some light rain here towards the plains in gainesville, virginia. few showers towards culpepper. these are all going down towards fredericksburg. be on the lookout for a little light rain here this morning. not a lot of rain on the beltway now. here's one lonesome shower leaving the east side of dulles airport. so be on the lookout for a couple of rain drops here first thing this morning. little light rain over the bay bridge as well. there it is put back together again. this is the way it's going to look for much of the day. going to be a good chance you're going to get rained on from time to time today. not everyone is going to see rain all day. there's the sky outside first thing this morning. 73 degrees with 76% humidity. hourly temperatures today will see a slow but steady climb into the upper 70s if you see a peek or two of sunshine you'll make about 80 degrees for a high today. i think everybody gets at least a look at the sun late in the afternoon. by the time the afternoon's over, you're going to be driving up to baltimore for the redskins playing the ravens today. kickoff at 7:30. showers are possible as the game is getting started. hit and miss rain shower chances through the day. but with time rain chances will be dropping by later on today and on into early tomorrow. so there's a little bit of good news. skies clearing out. i think tomorrow is going to be a rather pleasant day. i know it's a saturday morning. you're loading up the station wagon. you're ready to go to the beach. you're all excited. today, good travel day. when you get there, you go to the mall, do whatever you're going to do. baa tomorrow and monday, plenty of sunshine. near-perfect weather at the beaches. make your plans to get on down there. i know it's the week before labor day and a lot of people pick this week to go to the beach. this week looks amazing at the beach. i'm not going down until thursday. there's the whole seven-day forecast. all rain chances are bookended on today and friday. there is is a strong likelihood of a tropical system forming off the coast. as of now, off the coast. >> not a washout day today?
