Well show you how much rain were going to be getting and how warm it will be tomorrow. Former White House Press secretary james bradys death is ruled a homicide. This morning, federal prosecutors are debating whether to pursue charges. 33 years ago, brady was shot in the head during the attempted assassination of president ronald reagan. Authorities now say brady died this week because of that shooting back in 81. But experts tell news4s Jackie Benson it will be extremely difficult to bring new charges against the shooter, John Hinckley jr. The nowfamiliar but still shocking video of the attempted assassination of president ronald reagan. A d. C. Police officer and a secret Service Agent were also injured. White house press secretary, james brady, shot in the head, suffered the longestlasting injuries. Four days after his death at 73 comes the startling news, a virginia medical examiner has determined james brady died as a result of the 1981 shooting. In 1982, a jury found gunman John Hinckley jr. Not guilty by reason of insanity. Since then hes been a patient at st. Elizabeths psychiatric facility but has had growing freedom in recent years, supervised visits to his mothers home in williamsburg. Is the United States Attorneys Office now going to prosecute John Hinckley for the homicide death of james brady. Noted defense attorney ted williams says hinckley could be tried again despite the 1982 acquittal. There is no double jeopardy. He was never, meaning John Hinckley, tried for the homicide of mr. Braidy. Because mr. Brady was alive. Williams feels prosecutors would have an uphill battle. All of the evidence that the government would be able to bring forth would be the evidence that, that they had in 1981, or when this incident occurred. Williams the end, the question is, whether the verdict would be any different this time. They had some of the best attorneys in this country involved. Some of the best psychologists and psychiatrists in this country involved. And as a result of that, they came back, a jury with not guilty by reason of insanity. Jackie benson, news4, today. And federal prosecutors are not giving a timeline for if and when they may decide to pursue charges against hinckley. At 6 04, we want to show you new video into our news room from our overseas feed. This morning this is coming out of iraq. U. S. Air strikes happening in that country. Take a look at the video. This shows two bombs dropped on the militant Islamic Group isis. The group threatening the u. S. Conflict there. Its all quiet until the bright flash. And then a massive plume of smoke as the bomb hits the ground. This is the first u. S. Military action in iraq since 2011. Given the strikes, authorized by the president , we could see more coming today. Take a lk at this video, brand new, also in this morning. Package after package going off the cargo plane. Its packages of food, water, dropped down into iraq. These are just a fraction of 72 bundles of humanitarian for thousands of folks trapped on mount sinjar, aid going in there. Isis has said that they will kill those people on that mountain. Those packages are little circles that you see opening up there and the parachutes have more than 28,000 meals, 1500 gallons of water inside. Of course, angie, with the new attacks, security ramping up, especially in new york city. Our area, iraqis say they are worried about loved ones living in the wartorn region. The first on Second Street and todd place in northeast d. C. Four men were shot around midnight. All four survived the shooting. One of them took himself to the hospital. Were working to find out what exactly led up to the shooting. We can tell you police have not released any information when it comes to a suspect. And d. C. Police are keeping busy this morning, also on the lookout for the man responsible for a deadly shooting on quebec place northwest. This happened off Georgia Avenue in northwest washington, one man shot and killed around 11 30 last night. Police not releasing the victims name. If your were driving in the Southeast Region of d. C. This weekend, you may have trouble getting to parents row. In less than an hour from now crews close off the exit ramp to m street southeast. The closure part of the 11th Street Bridge project, youre going to see detour signs to the local bridge to get around the work. The ramp will reopen tomorrow night. The patient has been isolated and blood sampling for testing. Doctors quick to say there is no confirmation the man has ebola. But they are simply just being careful. So far the deadly disease has killed 960 people across west africa. Growing stronger every day, that is the message from doctor ken brantley this morning. Hes one of the two americans that contracted the deadly ebola virus while working in west africa. From his isolation room he released a statement saying quote, i thank god for his mercy as i have wrestled with this terrible disease end quote. He went on to speak about the situation in west africa saying i witnessed the horror firsthand. And i can still remember every face and name. Ken brantley and nancy rightbold are being treated at Emory University in atlanta. Police in new york city say they have solved the mystery of white flags placed on top of the Brooklyn Bridge on july 22nd. Thats the flags up there. Usually american flags go up there. These are actually american flags, but they were bleached white. Police studied Surveillance Video along with dna samples and social media postings to find out who did it. They say theyve identified four persons of interest. No arrests have been made. Political leaders in hawaii hope cleanup efforts from iselle will not stop people from coming out to vote in todays primary. The trouble isnt over yet, hawaii. And the southern Shenandoah Valley is where your rain chances will be the highest. Storm team radar, were dry inside the capital beltway. A couple of lonesome showers drifting across parts of charles county. Raindrops southernmost tip of st. Marys county. A heavy shower on the virginia maryland border near chincoteague and assoteague. And down towards virginia tech, thats where most of the raindrops are, trailing to the east and southeast. Thats where the best rain chances are definitely going to stay, because this area of low pressure is along a weather front. A stationary front, just not going to budge in really either direction. Hence the reason stationary front. But because the front is down to our south and west, thats going to be the focusing mechanism for the best rain chances, not just for today, but on into tomorrow as well. The average ticket price is about 13, so we really have taken a risk in lowering our prices, but its working. Theyre taking a chance by lowering their ticket prices to 6 and 8. Were making it affordable for families. Some theaters are offering fancy seats and wine and jacking up the price. Others are taking the opposite approach. I think those luxury theaters while theyre Beautiful People go for special occasion. They go once a year. They dont come all the time and we need people to come see all the movies. Ultrastar says attendance has picked up since they lowered their prices, hoping to plant seeds for future moviegoers. Because going to the movies was a fun part of going with my kids, i would like her to see that, too, and decide. Seeing it on the big screen is always better. I agree with her. Sometimes some movies are better in the theater. But it is neat to see all the theaters adding the little bars and having certain days and mornings that are set aside for the kids to come. Gaza militants refused to extend a threeday truce after talks between the two sides broke down in egypt. Now gaza began firing rockets at israel before the truce expired yesterday. This morning we now know the name of a maryland teenage another drowned on his 13th birthday. His name is dennis ke. He drowned yesterday at oregon ridge lake in baltimore county. While with a camping group from silver spring. Lifeguards saw him go under, they jumped in to help, but couldnt find him. Kemp was swimming in the deeper part of the lake, but passed multiple swim tests before he was allowed in. Rescuers from the Fire Department eventually recovered his body. Were just praying for the family. And because you know, you lose your breath when this happens, you have to keep reminding yourself to breathe because its so hard. Kemp spent five years as a camper at camp sonshine. Yesterday was his last day of camp for the summer. The second phase of the silver line is getting a new director. And youre not going to believe how much a hospital in new jersey charged a man. Nbcs chris glorias tells us about the 9,000 bill. A hammer costs about 20. It was not my first Home Improvement accident. But this trip to the emergency room cost almost 9,000. I nailed my middle fing wer the claw end of the hammer. This man could hardly have had a more minor injury. Just a little cut on the finger. There were no complications with this, right . Nothing at all. You didnt need stitches . No xrays, nothing. I got a bandaid and a tetanus shot, how could it be 9,000 . This is crazy. Even subtracting charges for the shot, alcohol and the bandage. The e. R. Visit cost 8200. How could the hospital charge so much . Its a question we took straight to hospital management. Can you understand why patients view an 8,000 bill for a bandage as outrageous . I can certainly understand that. And it is unfortunate. Dr. Mark spector is president of bayonne medical center, which turned into a forprofit hospital after a Company Called care point bought the facility six years ago. Since then, care point has failed to strike innetwork pricing deals with big Insurance Companies, including bears united healed care. Spector said his hospital was right to charge 8,000 to bandage bears finger because hes out of network. These only apply to a minority of patients where their Insurance Companies have refused to negotiate fair contracted prices with us. But a spokeswoman for United Health care said care point doesnt really want a fair contract. She said United Health care is deeply concerned about hospitals establishing an out of Network Strategy to hike the rate they charge for emergency room visits. New jersey law requires insurers pay for e. R. Treatments no matter what the price. If every hospital in new jersey was out of network and was charging you know, 14,000 for a couple of stitches or 8,000 for a gauze bandage. You know, the system would collapse. Part of the problem is, we dont really know how much a cut finger should cost to treat. Its a question we asked Linda Schwimmer of the new Jersey Health care quality institute. I can tell you the right price is somewhere between the neighborhood of 400 to 1,000 and i know that because ive called around and asked. But why doesnt everybody know that . Had bear known, he would be hammered with a bill like this, he would have taken his cut finger elsewhere. If i severed a limb, i would carry it to the next emergency room in the next city before i would go back to this place. Thats a pricey bandaid there. The hospital says it is now not planning to collect the 2,000 part of the bill that the patient was responsible for. I dont even know what to think of this. Okay, well today, Prince Georges County is helping you get your kids ready to go back to school. County Public Schools are having a backpack giveaway at 10 00. This is video from last years fair. You might remember when Prince Georges Countys pink fire truck paid us a visit. It pulled into our parking lot last week. It was the ambulance that came in amelia brought us the report from outside. The truck promotes Breast Cancer awareness, its nicknamed hope. Spokesman for the department was hope was proposed more than any other name. Picked up from more than 230 potential names that you submitted. It got my vote. Im so glad. Saw some of the runnerups that caused rose orr rosie, survivor and courage. If you want to see it up close, you can find the truck stationed in college park. Just a week into the monthlong fundraising effort. A Fairfax Theater has passed the halfway mark. Check it out. The University Mall theaters on braddock road launched the save our butts campaign on kickstarter last friday. The theater is hoping to raise enough money to replace its decadesold seats with larger, more comfortable seats. University mall theaters has been a fixture in the area for more than two decades. I think its a really cool idea. I mean just being able to help out a business thats in need and being able to donate and everything like that. Its easy to get the word out that these things need done to to help out the theater. You know that the university theater, people who donate can get free stuff like movies and popcorn. If the theater makes more than its goal, the extra money will be used to other upgrades, the theater sure can use. I love that theater. Grew up five minutes down the road. Went there several times. The new seats, the red one we showed you, are 400 a pop. Obviously theyre getting close to it. Hopefully it will keep going for them. Hollywood descending upon the d. C. Area. If youve never given a thought to the airport ground crew, let me be the first to show you, its complicated. We hit the tarmac and already wade putting us to work. Are you going to identify yourself. With a straight motion, so it sees the leadin line. Before you can blink, its go time. Here she comes. Im the communication link to the pilot, telling him how far to come forward and when to stop. Putting blocks under the wheels, checking the plane for damage. Connecting the plane to a power supply. Connecting the plane to a push cart that will push it back when all is said and done and yes, unloading the bags. Its a bit tight. Climb inside with this group calls the pit and time to do some heavy lifting. This is like being in your crawl space of your attic.
