It looks like at least one left local lane now gets by. The other accident im tracking, this one from earlier, crossing the wilson bridge. Also on the inner loop. And also in the local lanes. This one is still just blocking the right lanes. Left side. Thats getting by. Again, your right lane is blocked, and if youre taking the rails, im still tracking red line delays. It could be a rough commute this morning. Richard jordan is moving around, checking out the conditions in Loudoun County, and has more. Reporter we are just off of Market Street and route 15. Things are looking pretty good. Yesterday, this street here was a nightmare. The snow was coming down so fast and so heavy that plows couldnt keep up. You see the plows are still out this morning trying to get those side streets and going over the major roadways and highways again just to make sure theyre clear. But really they have done a fantastic job out here in Loudoun County because most of the roads are completely clear. You have no issues with snow that was left over or ice. Take a look because there is a dividing line when it comes to side stets. It is pretty clear. Youve got the white snow that was left over, and right over it, the dark pavement. So it is very clear that there are some streets that the crews have not hit yet. So once you get on the roads, not too many issues. However, getting your car out on to the road, that could be a problem. A lot of cars are actually stuck. What happened was those plows started coming through, hitting the streets, they pushed that snow and in some cases right up against some vehicles that were parked on the street there. Basically locking those cars in. So the first order of business for a lot of people that took the advice that officials put out yesterday and said stay incoarse doors, dont go out if you have to, the people who did that and left cars parked on the street, the first thing theyll have to do today is dig their cars out. A man was found buried under a pile of snow in southeast washington yesterday. When police got there, the man was already dead near the Anacostia Metro station along Shannon Police in southeast. How he died remains unclear. 6 04. Three people are dead in Howard County, maryland, after going into cardiac arrest while shoveling snow. The men ranged in age from 45 to 57. We told you yesterday about a wreck. That was yesterday morning. It killed a vdot contract worker in Loudoun County. That man was standing behind his salt truck in ashburn on Belmont Ridge road when a dump truck hit him and killed him. 6 04. Even though schools are closed and the government is on a twohour delay, you might still have to get up and move your car. D. C. Is enforcing morning rush hour parking restrictions. Thats from 7 00 a. M. Until 9 30 this morning. If youre caught parked in a rush hour zone, you could be fined 100, and your car could be towed. This winter has been brutal for people trying to fly anywhere. According to the associated press, this winter has had the highest number of flight cancelations in more than 25 years nationwide. Since december 1st, 75,000 nationwide flights have been canceled. Taking a live look at Reagan National airport, now 70 Flights Canceled today. 37 have been canceled at Dulles Airport today. And 32 at bwi marshall. If youre trying to fly out of town this morning, check your flight before you leave for the airport. Ifs a busy morning for power crews, too. Right now more than 1,300 domini Dominion Virginia Power companies dont have power. Pepco working to restore power to 600 mainly in the district. Bge has more than 2,200 outages now. About 240 Potomac Edison customers are out of power, mostly Montgomery County. Smeco has 900 outages, mostly in charles county. The numbers down in the last hour. The plowing crews that have been working through the region have been a yeomans job on clearing the major roads at least. Theyll have more work to do through the day today. And its going continue to drop a little and hover near 30 degrees for another couple of hours. Watch out for the slick spots. Temperatures today i think will get above freezing by 9 00 this morning. By noontime, we should be near 40 degrees. Then midafternoon, should make it into the low 40s. Then another refreeze tonight. Could get accumulating snow on saturday. Theyre shutting down at the beltway. Theyll force you to go on the beltway. Theyve had multiple accidents between 410 down to the route 50 split. Again, southbound bw parkway, not an option as theyre dealing with multiple accidents in that area. The other thing that im tracking if youre traveling the beltway in the local lanes, at 295, this time heading toward the wilson bridge, that earlier accident involving a tractortrailer is clear. A man in colorado gets caught in an avalanche and gets the whole thing on tape. Take a look. You see here he is riding along on his snowmobile when all of a sudden the snow sweeps him away. The snow was moving incredibly fast there. The man and his snowmobile were pushed forward almost 100 feet. He wasnt bury toad deeply and was able to buried too cleanly and was able to dig out. We have crews moving around to check out the snow. The trouble spots nears derek ward found so far this morning in Montgomery County. The sidewalk, your yard, not so good. You see snow and ice. You can sort of see what looks like that. A t of places close to the freezing mark or lower. Our storm team 4 radar may be one of the most revealing images we can show you after nearly 24 hours. This snowstorm ms. Moved out of the area, but not before it left behind snow that some of are you measuring by the foot. Storm some of you are measuring by the foot. Storm team 4 has more from derek ward with tough road conditions. Hour are things how are thing looking . Reporter ive seen people coming through at normal speed. Probably not the best with these condition. It doesnt look like its freezing. Feels slightly above freezing. So you might not have a problem with black ice. You have to assume especially at intersections places where plows had to make a turn, youve got slush. You probably wont be able to stop in those conditions. People have been out and about moving around. Weve seen some pedestrians going to bus stops. The good news is weve seen rideon buses riding through here, at least this part of east diamond. Whether theyre running on some of the smaller streets, it may be a bit more hard to navigate. You might want to find out. We have seen people starting to move around. And that, again, is good that people are moving around. If youre a driver, its Something Else to look out for. A lot of people are moving around on the streets because the sidewalks are not cleared. If you come back live here, you can take a look at the typical sidewalk here. Near the marc station, theyve taken the opportunity to clear the sidewalk pretty well. Take a look, thats solid ice there. And to get to the sidewalk, youre going to have to traverse this icy pond right here thats sort of sprung up in the gutter. Be careful. Megan mcgrath live near the Eastern Market metro station in capitol hill. Megan, how are things looking there . Reporter its very icy. On d street, you see all the slush on the road. We also have a lot of water on. Somef in some areas, the water actually has a layer of ice on top. The slush, chunky, slippery, very slick. Treacherous conditions on side roads here in d. C. We also are having issues with sidewalks. This is a sidewalk, not that you can see it, frozen solid. Because the sidewalks in many areas are in such bad shape, folks have chosen ton use them and are walking down the middle of the street. Weve encountered a number of people doing that. Volume is light, so its not a huge issue, although it is still dangerous. Lots of folks say the sidewalks are so icy that theyre afraid theyll fall if they use them. Some of them are just straightup covered with ice. The rest are covered with bumpy, frozen, slushy stuff. I was hoping they would melt overnight, but they didnt. Reporter and just keep in mind if are you a pedestrian, if youre going to be walking around, its kind of hit or miss. Some folks have taken care of their sidewalks and are okay. Other areas, theyre not good. Theyre completely covered or if they have been shoveled, not reshoveled after the additional snow last night, that has frozen up, as well. Difficult conditions out here. A lot of people say theyre leaving their cars at home. Theyll take the metro. Not a bad idea. Even walking to the metro can be difficult. Back to you. Thank you. If youre taking amtrak, youll want to check your train status, as well. Lines are running on a reduced schedule because of the snow. This includes acela. Several trains have already been canceled. Meantime, vre and marc trains running on a reduced schedule, as well. Vre officials confirmed about two hours ago that theyre running on an s schedule. Theyll be adding train cars to help with the passenger load. Marc pushed by the 880 train, 880 train on the brunswick line. That is departing at 8 25 this morning. This is to accommodate the twohour delay set by the government. Penn line train 425 is also on a delay leaving at 9 25. And while much of the midatlantic is getting a slight break from the snow, many are using this time to dig out. Video from pennsylvania had over a foot dumped on parts of it. Yes, we came here to phoenixville because of trees like this one you see behind me. This tree came down last week. Last weeks ice storm took a lot of trees from this neirh out. Were by valley forge to give you an idea outside of fill extra y where were located here. We saw about ten inches of snow yesterday morning followed by a break in the afternoon. Then we saw the freezing rain. 1 inch. And additional snow overnight. We got up to about a foot in this particular area. 10. 4 inches. A recordbreaker at philadelphia international. And that also puts us in the alltime record for four sixplusinch snowfalls in a single season. That has never happened before in philadelphia. Today kids are out of school. Well be using time to dig out. We see the plows and sand trucks around nonstop around the clock. Theyve been working hard to keep the roads in good shape. The snow did inhibit that a bit. So far, its been pretty good. Well kind of wrap up this current snowstorm here. Getting geared up for more snow later in pennsylvania. New York City Schools havent canceled classes this week which proved to be a controversial decision. One of the issues being talked about, safety. Hundreds of students depend on Public Transportation and money buses werent able to arrive at their normal stop. This left kids in the cold. More than half of the students abandoned the idea and stayed home. Students could be facing the same problem again today. Part of bw parkway is shut down. Breaking news with danella from first 4 traffic. Good morning. Right now, live look from chopper 4. This is bw parkway southbound at 202. Multiple vehicles involved in the accident here. These drivers in the left lane, shut down at the beltway because of multiple accidents. I was watching thisview, and you see these guys are just down one vehicle completely off of the roadway. Again, you cannot use bw parkway as a route. And you see solid delays from the beltway. Heads up. Over here, you see the cars off to the side of the roadway. Just slid off of the roadway. Now the big question i have for you is when are we going to get above freezing because this refreezing is really making thing a mess for drivers in the area. It is. I dont think well get above freezing until 8 30, 9 00 this morning. A critical time between now and then when all the slush and whatever turned to water overnight has frozen up. Big area with ice in the red zone. Covering much of virginia, west virginia, maryland. Nearby suburbs in the rural areas, hovering at 30. Some upper 20s. The big weather story today, this icy morning. But then we have a possibility of another round of snow coming in. When will it arrive . This is saturday morning at 6 00 a. M. , leading edge of the snow coming into Northern Virginia, Loudoun County, western maryland, frederick, Washington County, points west. But then i think it will be getting closer to washington by mid mortgage, getting close mid morning, getting closer. It will move in from 10 00 in the morning until 2 00, 3 00 in the afternoon, moving east of the bay. How much snow would it leave . Nothing like the last couple of days. There may be an inch or so in washington to a couple of inches, two to four, Montgomery County, howard, northern fairfax, Loudoun County, and four to six, the higher amounts, six just in some of the higher ridges farther to the west. But mainly up to around four inches many counties near the border. For your valentines day, though, youll love the forecast. Highs making it to the low 40s. A lot of melting today. Lots of sunshine. Well have a light southwesterly breeze. If youre going out tonight, should be staying above freezing. Near freezing, then snow mid morning and midday. Sun back in the afternoon. Today in prince georges county, a judge is preparing to sentence a former Deputy Sheriff after he admitted to having sex with an inmate. Lamar macintyre is looking at less than 18 months in jail. He pled guilty to having consensual sex with a woman waiting to see a judge in june of 2012. The encounter tax place at a courthouse holding cell. And take a look at these surveillance photos now. Police are asking for help to find this man. They say he robbed the hsbc bank in bethesda on wednesday. This is along old georgetown road. Crime solvers is offering cash reward up to 10,000 for any information at leads to an arrest. Prince georges county schools chief Kevin Maxwell will find out today whether he is the National Superintendent of the year. Maxwell was nominated for his work in his previous job as head of the Anne Arundel School system. The announcement will be made at the National Conference on Education Today in nashville. Maxwell will named maryland superintendent of the year in october. Loudoun county saw some of the most snow during this storm. Were live to show you why it may be even harder to get to your car this morning than it was yesterday. Look at that. And some streets are still covered in snow. The other thing im tracking, same situation. This time on pennsylvania avenue, right near marlboro pike. Police saying reports of ice there. And drivers sliding off of the roadway. You have to look out for the ice in our area. Still tracking another accident. This one on the beltway for some time. This is the inner loop of the beltway at branch avenue. Just blocking the left lane. Police still on the scene of that accident right there. Now tom, ill send it to you. Youre saying more snow on the way . Yeah. Maybe tomorrow. Boy, all along there, bw parkway, along the sides of the roads, weve got a lot of snow on the ground. And what did melt yesterday and overnight has refrozen. Watch out, its slippery. Were down to near or below freezing much of the region. Well say that way through 8 30, 9 00 this morning. Well stay below freezing. Well have bright sunshine, light southwesterly breeze. For lunch hour, it should be around 40 degrees. Well have a lot of melting again of the slushy snow. Into midafternoon, well touch the low 40s midafternoon. Date night tonight, valentines this evening, it should be in the 30s and staying above freezing. It will be slushy as that snow will continue to melt. Until midnight, above freezing with increasing clouds. Well have a light southwesterly breeze. I think its going to freeze right back up again after midnight tonight. If youre going to be out and about. Watch out for that late tonight. Eun . Weve been talking a lot about the snow. It looks like the center of it all where it was heaviest was really in leesburg, virginia. Yeah. Loudoun county got almost 20 inches of snow in some of the locations there. Leesburg, right there at the airport, got 18 inches of snow. Yikes. All right. News4s Richard Jordan has been driving around Loudoun County all morning long. Hes live in leesburg with the latest on conditions there. Reporter hey, eun. When you hear the totals, its imprefbssive that the roads aren such good condition. The plows out overnight, treating major roadways. They are cleared. The side streets are having issue. Another big problem is the vehicles that were locked in. This truck right here is completely blocked just about every side. And whats blocking it in is pretty much a short wall of ice. Look at this, it is like clumping and going to take a while before they dig it out of here. Not only this truck, imagine one car is locked in. Look at this, several cars, this is a car dealership in leesburg. These cars are all covered. Its likely not going to be a good day here for business trying to sell and move these cars out of here. Now, issues as far as getting on the roads and getting out of your home, also some of the schools. We were earlier in potomac falls at horizon elementary. That school is completely socked in. There is no way a school bus will be able to get this there today. The ice and snow thats accumulated from the plows pushing that off the roadway, that pretty much created a barrier around the school. Thats why we have so many school cancelations. Its just not safe for buses, for kids to be out in those conditions and trying to get those kids to school. Luckily they have a couple of days to recover from that, trying to clear the snow. Hopefully whoevers driving these vehicles will have wont have big valentines day. It will be a while before they are able to get their vehicle on the roads. Roads looking pretty good. Reporting live, news4. Still, federal workers do have laid extra time before you need to be at work. The federal government will own two hours late today. Workers have the option for unscheduled leave or unscheduled telework, too. Take a look at the map. The Public Schools in red, the counties in red here are closed again today. Yeah, thats everybody. D. C. Public schools were already closed for a teacher insession day today. A complete inservice day today. A complete list at nbcwashington. Com and the bottom of the screen. The countless snow and ice storms have led to the highest number of flight cancelations in more than 21 years nationwide according to the associated press. Right now 70 flights have been canceled at Reagan National. Bwi marshall canceled 32. Right now, 37 flights are canceled out of dulles. The storm grounded about 65 of the flights out of the airport yesterday. We ran into several travelers who say they were going back and forth between all the airports around here trying to get out of town. I was supposed to fly out of baltimore. And that flight of canceled. Then i came through dulles here. And apparently my flight was canceled here, as well. I cant wait to get back home. The judge ruled last night that the ban is unconstitutional. Our Northern Virginia reporter, david culver, was first to report this. Samesex couples cant marry in virginia right away, though. The judge issued a stay of her ruling. While it is appealed. And we are monitoring the reaction from this ruling, as well. Part of a statement from Virginia Attorney general mark herring released today. This decision shows that virginia, like america, is coming to a better place in recognizing that every virginian deserves to be treated equally and fairly. Brian brown of the National Organization for marriage called the ruling another example of an obamaappointed judge twisting the constitution and the rule of law to impose her own views of marriage in de defiance of the people of virginia. We start in the district with news4s Megan Mcgrath. Reporter we have tough conditions out here on some of the side streets. Were right here at the intersection of 7th and d street. If you can do this without killing myself here, look at the ice and the frozen slush that we have. Anything that was wet just absolutely froze last night. Weve got pretty bad conditions here. You see all of the frozen slush that is stacked up here along the side of the roadway here. The the lefthand turn lane here is a tough go. Basically whats going on here is the plows because of all the cars parked along the curb, they were not able to plow curb to curb. And so the lanes themselves are more narrow than they normally are. Everything has frozen up. And so what they need to do is come back here once some of the cars leave here so that they can get those plows in there and really do a better job. Its going to be a tough go on the streets because the lanes are narrowed passing. This is a twoway street here. You dont have the width of the road that you normally have. Some folks are going to have to pull to the side a little bit and let an oncoming car go. People will have to be courteous to get through the side streets. Some of the major streets, as well, are an issue. This is pennsylvania avenue that youre seeing there. And right at the intersection, were seeing some frozen slush right there at the stoplight. Keep in mind that if are you going to be coming up to a light, to a stop sign, youll need stop, youre going to want to hit the brakes earlier than you normally would. Also, if you are a pedestrian and we have seen a lot of them out here this morning, right by the Eastern Market metro station, are you going to have a tough go as well. A lot of the sidewalks including the one i am standing on, they are absolutely frozen. You cant see the asphalt or pavement at all. Its slick. Right now crews across the area are working to clear the streets. That means your car could be ticketed or towed if its in the way. News4s derek ward live in Montgomery County with more on that. Derek . Reporter in Montgomery County, a snow emergency remains in effect. That means that you will be ticketed and towed if you are parked in a designated snow emergency route. It also means that the cityoperated parking lots will allow free parking for the duration of the snow emergency. Were not completely out of the woods yet. Take a look here. You see this is what some folks are having to deal with as they try to move around. And people are indeed moving around today. A lot of people going back to work for the first time. Buses, the rideon buses, weve seen them running here at least along east diamond avenue. Theyve been running with seemingly regular frequency. Cant speak for the side roads. They may still be somewhat treacherous. The roads are slushy, as youve seen. Again, to get to the sidewalks that are clear, when you do find one that is cleared, the plows have created a sort of wall of snow. And that is crusted and frozen and hard. People are having to hop over those. Even if you are walking, allow yourself extra time. You know, i spent time in buffalo. Theres a thing they call the buffalo shuffle for these conditions. When you have ice on the road or streets, you sort of have to walk like this. You know, drag your feet along. Thats apparently what youll have to do right now. Even though schools are closed and the government is on a twohour delay, you might have to get up and move your car. D. C. Is enforcing morning rush hour parking restrictions. Thats from 7 00 to 30 this morning. If youre caught parked in a rush hour zone, you could be fined 100, and your car might be towed. Police are investigating a number of deaths in the area that could be linked to the snowstorm. A man was found buried under a pile of snow in southeast washington yesterday. When police arrived, the man was already dead near the Anacostia Metro station along Shannon Place in southeast. How he died remains unclear. 6 50. Three people are dead this morning in Howard County after going into cardiac arrest while shoveling snow. The men ranged in age from 45 to 57. The fifth death we told you about yesterday morning when a vdot contract worker was killed while working in Loudoun County. The man was standing behind his salt truck in ashburn along Belmont Ridge road when a dump truck hit and killed him. Some of you may be watching us on your phone or tablet this morning because you dont have power. Dominion virginia power has more than 1,300 outages in its service area in Northern Virginia. That number has not changed much through the morning. Pepcong me than 0 customers with service, without service, i should say, in the district. And the Progress Report in other spots, bge down about 170 outages. Potomac edison has most of its customers back on line in Montgomery County. Heres another view from chopper 4 live now. Traveling bw parkway southbound, those lanes are blocked. Youre forced on to the beltway. Youll have to loop around. And then get up on route 50. So far it looks good, light volume, not terrible over there. But again, bw parkway traveling southbound, jammed heading to the beltway because of multiple accidents. I can tell you i counted over six. Its more than that. Cars are just veering off of the road. You see just very slick on the roadway. Choppers going zoom out. Well talk about again, want to show you how the congestion is. But the good news once you loop around, smooth sailing as you continue on to the beltway. Traveling along Georgia Avenue excuse me, northwest on Georgia Avenue at kansas avenue. You see here a lot of icy conditions there. What time do you think the ice is going to let up . Most of maryland, most of virginia, nearby suburbs around washington and roads and sidewalks and front steps are going to be slippery here for another couple of hours. Temperatures are still hovering right near freezing or a little below freezing around much of the region. And then it will have a rapid warmup. I think much of the region by the time we get to midafternoon should be into the low 40s. But this icy morning is going to be with us here for another few hours. Then we have snow returning on saturday. I think the leading edge, as of 6 00 saturday morning, thats going to begin to move in to the shenandoah valley, panhandle of west virginia, western maryland, Washington County and frederick county, Loudoun County after that by 9 00. Then getting closer to washington by around 10 00, 11 00, that band of snow sweeps on through, moves east of the bay by 3 00 p. M. How much snow will we get . I think theres a good chance well see one to two inches in this light blue zone around washington, nearby suburbs south and southeast. Just north and northwest, we may get two to four inches. Some isolated spots in the dark blue zone, Higher Elevations could get six inches of snow. So for your valentines day, well have that milder weather moving in this afternoon. Then down to near 30 by dawn on saturday. After the snow ends saturday afternoon, sun back, highs upper 30s. Another refreeze on sunday morning, in the 20s. Afternoon highs on sunday, the upper 30s. And upper 30s again on monday. Well have continual melting and refreezing each night all the way into next week. Look at these numbers. Richard jordan is live in leesburg. Reporter this is one of the areas that was hardest hit with the snowfall. But they are bouncing back and bouncing back fast. Take a look at Market Street here. It is completely clear. We had now trucks, salt trucks comes back and forth all night long. Theyve been able to push all that snow and ice off to the shoulder and keep the road clear. Now the focus is going to be on the side streets, getting to those so people in their neighborhoods can get out quickly. Then of course youve got the parking lots. Were in a big lot here now. There is a lot of ice on the pavement. Weve got a bobcat trying to clear that up so that once the businesses open, especially after yesterday when businesses werent able to open, once they start opening they want to make sure its safe for customers to park and come i without all that slipping and sliding.
