day forecast with sheena parveen. good morning, sheena. >> good morning. a cold start this most areas, around freezing and we still feel that way with the wind in place, at 13 miles per hour. not as waeindy as yesterday. actual temperature low 40s. overcast skies. and the radar finally giving us moisture out of these clouds. not much, though. a few sprinkles around fredericksburg, warrenton. some reports of flurries. temperatures above freezing. we don't expect much to be falling as all. highs around 50 degrees. so we will be rebounding. a little bit abnormal for this time of year. one cold day as we go through the rest of the week and another weekend warmup. i'll show you that with your extended forecast, coming up. >> thanks, sheena. developing this morning, two crimes involving atms. now police are trying to figure out if they are connected. first, this morning someone stole not long after that in lanham, someone tried to steal another one. molette green is live on annapolis road to tell us more about what's happened. did they get away with it, molette? >> reporter: well, the suspects got away with one atm at the first location. basically, just walked in, lifted it up and left and got away. but they weren't so lucky at this one. it started with a smash and grab around 4:00 a.m. at this laurel gas station. anne arundel county police say three men backed a white ford van into a window at the parkway crossing exxon on ft. knead road. here's the clean up of the debris. on a speaker, signs posted inside and outside about an atm at this lanham gas station on annapolis road. >> they tried to rob them last night, but didn't get any money. that's why i was laughing, because the machine is all messed up. >> reporter: just look at the broken atm machine. it's tilted, visibly damaged. a would-be robber attempted to steal it around 5:00 a.m. the cashier on duty at the time was not injured. customers have a message for the suspects. >> maybe what they need to look is for a job. you know, instead of stealing. >> reporter: now, we have seen people come into this gas station to use the atm throughout the morning, only to find that it is not working. now prince george's county police tell me this morning the would-be robbers did not get this particular atm machine, because new carrollton police interrupted them in the act. police still have not confirmed whether the two incidents are actually related. and there is a third location involved here. when police retrieved -- recovered what is believed to be the suspect vehicle. they're still investigating. a lot of jurisdictions involved in this investigation. so they're not confirming whether that is actually the suspect vehicle they located this morning at pennsylvania and southern avenues. that is the latest, live, from annapolis road in lanham. back to you. >> molette, thank you. today the montgomery county council will take what it learned from a deadly explosion in an apartment complex and hopefully use it to prevent a similar tragedy. the council will discuss its final internal audit on the explosion and fire at the flower branch apartments in silver spring last year. seven people died there. the report will reveal 14 lessons the county learned about responding to this type of emergency. news4's chris gordon will be tweeting from inside that meeting today. follow him at chris gordon news. a new mayor tonight. david meier will be sworn in. the council member was last week during a special election. former mayor scott silverborn resigned last year after police arrested him in a sex for drugs sting. tonight's ceremonial swearing in takes police tonight. a high school principal is now on leave in fairfax county. the "washington post" reports a letter went out to parents of west potomac high, letting them know the assistant principal, jessica stats will fill in for principal alex case. another assistant principal at west potomac is also on leave. fairfax county schools isn't saying when the administrators went on leave or why. supporters of a principal are rallying tonight to have him reinstated. john brewer is principal at dominion high in sterling. he has been on leave since december and he was put on leave after giving the school's former band director a letter of recommendation. the sheriffs office is investigating inappropriate behavior. this girl has been missing from gaithersburg since december. her remains were identified yesterday. our northern virginia bureau chief reports there were fears for the teenager's safety because she had contact with gang members. you can follow this on twitter at julie carey on nbc for an update. prince george's police are trying to figure out why a driver ran over a man in a parking lot, killing him. >> the man drove off! >> the video you see here shows some of the chaos that followed a range rover hitting that man yesterday. this happened in upper marlboro j in a parking lot. the victim was armed with a rifle. police did recover a weapon toe scene. the driver is cooperating with police. the vics new information on the man shot and killed in maryland yesterday morning. he's 28-year-old timothy sharod and police say he was shot to death inside a car. a sticker for the ride share service, lyft, was found on the car. it's not clear if the man was working as a driver when he was killed. police are hoping to use neighborhood security cameras to help solve the case. now to the big news out of the white house. michael flynn has resigned as national security adviser, leaving the administration scrambling to replace him. news4's edward lawrence, has the latest. >> when you have this -- >> embattled national security adviser, michael flynn, resigned. in his letter to the president, he says he briefed the vice president and others with incomplete information, regarding his phone calls with the russian ambassador. >> the key here is the misleading of the vice president and others. the incomplete information or the inability to completely recall what did or did not happen as debriefing of particular phone calls. >> reporter: democrats jumped on the information that flynn may have discussed sanction against the russians before president donald trump was sworn into office. >> what concerns me is that -- if the allegations are true, has misled the country about something as serious as secret communications with the russian ambassador designed to undermine u.s. policy. that's about as serious as it gets. >> reporter: nbc news confirmed a report by the "washington post," saying last month then acting attorney general, sally yates, alerted the white house that flynn misled officials. opening himself up to russian blackmail. >> mike pence, the vice president. this is going to make him witness number one in the fbi-led investigation and in the senate and house of representatives investigations into the russian matter. >> reporter: retired army general, keith kellogg takes over as acting adviser. the white house wants to move quickly to replace michael flynn. several folks considered are actually meeting with the president today. washington. and here is what we know about possible replacements for flynn. three men on the short list. retired vice admiral robert harrward. he formed under president george w. bush, deputy commander under james mattis. the current defense secretary. then there is retired lieutenant general, keith kellogg. he was named the acting national security adviser after flynn resigned. kellogg is a vietnam vet and he was a commander in the second iraq war. and finally, a potentially controversial choice. david petraeus could be the next adviser, but he resigned from the cia in 2012 after admitting he gave classified information to his mistress. we're told the decision will be made by the end of the week. the trump administration will not be able to implement his travel ban in virginia. a federal judge granted a preliminary injunction on that the judge noted in her ruling the administration offered no justification for the travel ban, and wrote that the president's executive power, quote, does not mean absolute power. the injunction only applies to people who live, work, or attend school in virginia. the federal court has also suspended the immigration order. two major retailers are dropping the trump brand. sears and kmart carried the trump home brand online. the online sales of the collection will be discontinued to focus on more profitable items. it's not clear whether the boycott called grab your wallet had an impact on that decision. the boycott asked people to stay away from retailers that sell trump-branded goods. and more trouble for ivanka trump's clothing line. the fashion brand will not go on sale in japan next month, as expected. and international licensing agreement is taking longer to finalize. japanese retailers say the delay has nothing to do with american stores cutting back on trump-related clothing. there is much more ahead on >> including a dramatic rescue involving a woman who had to be pulled from an icy pond. hear her amazing story of survival . you're the very first sunday. in a matter of seconds, a former detective was on the scene, trying to break the window while two officers jumped into the lake. their quick thinking and acting helped save her life. a massive evacuation order affecting nearly 200,000 people around the oroville dam remains in place today. no word on when they can go back. nbc's miguel almaguer has the latest. >> reporter: officials call this a race against time. crews working overtime, dropping boulders to secure oroville's emergency spillway. continuing to release as much water as possible all to prevent a catastrophic failure of the nation's tallest dam. >> whether it's levees or dams or bridges, we've got a lot of work to do. >> reporter: the threat of a breach so 190,000 residents ordered to evacuate. in the rush, some parents leaving their kids' shoes behind. >> it was hectic. i had to pick up our kids. we have six kids. we left with nothing. >> reporter: others like bill morrison, staying put. the dam within eyesight of his backyard. he knows if it fails, he'll be in the path of a torrential flood. >> i can see it from here. if i see the break, adios, i'm out of here. >> reporter: now nbc news has learned, officials were warned more than a decade ago about the potential danger. in 2005, three environmental groups, including ron storks, filed this motion with the federal government, asking them to armor the emergency spillway with concrete, saying it didn't meet modern safety standards. officials rejected the request, including it was safe and would, quote, perform as designed. >> this impacts real people and real lives. and the money. >> reporter: water officials say they are investigating the claims and the dam is structurally sound. but with more rain coming as early as tomorrow, swift water rescue teams are standing by. deciding how much time to take off work after having a baby can be a tough decision for any family. now democratic lawmakers are pitching a bill to help federal workers with young families. it's called the federal employees' paid parental leave act. the bill would provide federal employees six weeks of paid leave following the birth of a child. right now federal workers are entitled to up to 12 weeks of unpaid leave. in news for your health, premature babies may be at a higher risk for mental health problems later in life. a 30-year study found extremely low birth weight bie significantly more likely to have adhd as children. they were also more likely to have social problems during adolescence. researchers say difficult prenatal conditions and stresses the cause of these problems. shoveling snow may be more dangerous pore men, apparently. canadian study looked at data showed increase in heart attacks immediately after a snowstorm. the likelihood went up with each extra day of snow. shoveling the risk was not the same for women. good luck with that. >> there may be a breakthrough for people going through chemotherapy. as you probably know, chemoo makes many people lose their hair. but scientists at baylor college of medicine say this special cooling cap makes hair loss a lot less likely. breast cancer patients who used it for several chemo cycles kept more of their hair than they expected to. many also said they felt more attractive and had a higher quality of life. a center devoted to thwarting cyber aac today in london. queen elizabeth attended the inauguration ceremony this morning. officials warned that cyber attacks were increasing in both severity and sophistication. the head of the facility talked about its priorities. >> it's about managing the cyber attacks that do get through, because some attacks, as you said, will get through to make sure they do as little harm as possible. and it's about reducing the risks of the attacks happening in the first place through improving the technology that we use in everyday life. but also in educating people in how to use that technology more securely. >> he said 65% of large businesses have reported a cyber breach or attacgáhe past 12 months. it is tax week here on news4. all this week, consumer reporter, susan hogan, is getting you ready. >> some things have changed this year. and this morning we're focusing on the four new things to know about your 2016 returns. historically, the official tax day is april 15th. but this year, tha case. uncle sam is giving us a few extra days to get our returns in order. so this year, you'll have until april 18th to file your taxes. that's because april 15th falls on a saturday and monday april the 17th is emancipation day in washington, which is being legally celebrated this year. and under the tax code, legal holidays in the nation's capital affect the tax deadline. something else new this year, refunds will be held until february 15th, according to a new tax law, the irs cannot issue refunds before then for tax returns that claim the earned income tax credit, or the additional child tax credit. if you are using a software product for the very first time, you will need to know your 2015 adjusted gross income to e file your 2016 tax return. and tax penalties related to obamacare are going up again. for 2016, penalties for adults will now your income. and there are some things that are not changing for you. contribution limits to 401(k) plans, i.r.a.s and flexible spending likely to find that special someone. all you valentine's day lovers out there, the economy thanks you. according to aaa, americans spend a lot of money on this holiday, an average of almost $19 billion every year. that includes more than $50 million on jewelry and another $50 million on flowers. you're also expected to buy 58 million pounds of chocolate this week. if you find yourself alone this valentine's day, it may be your address. >> trulia has just released a list of the best city in which to find love. the district was the fourth-best place to live if you're looking for mrs. right. baltimore came in at number 5. while richmond, virginia, was number ten. but we didn't crack the top ten when it came to men that are marriage material. for that, you'll have to go out west. the top three cities were california, top two states, th washington state. >> got to feel for women around here, then. >> apparently there's a shortage. and it's impacting a lot of folks in a lot of for most of the week and even through the weekend and going into the weekend. we have milder temperatures in the forecast. it's going to feel like spring again. with temperatures in the mid 60s. district. 39 in gaithersburg and if you have a valentine's day plan, lunch, mid 40s, overcast skies. so cool out. happy hour, low 50s. by dinnertime, upper 40s and dry. for now we have a few sprinkles on the radar. mostly south and west of the district. so near manassas into fauquier county, woodbridge seeing a few sprinkles. future weather dries out this afternoon. and tomorrow some rain down to our south. 6:00 a.m. so we could see early showers, mostly south of the district tomorrow. i think most of us should stay dry and clearing for tomorrow afternoon. today, 53 for a high temperature. mostly cloudy skies. not as windy. and then we go into tomorrow. 50 for a high, 39 on thursday. that's the coldest day out of the week. and breezy, but look what happens this weekend. 64 saturday, 65 directly into the wall. >> reporter: and that's a big tip. plug the hereto directly into the wall. he says some people use cheap extension cords to move the heater closer. but many extension cords can't handle that amount of electricity. just watch when he does it. >> there you have from a loose connection. start a fire. >> reporter: what's the next tip. >> the next tip is we keep this three feet from anything combustible that will burn. the couch, the end table, anything that will burn. best to do it in the center of the room. >> reporter: keep the hereto in the center of the room. >> you got it. >> reporter: and you tell me people sometimes let blankets fall on top of the heater. >> that's correct, and this heater can catch on fire and then the next thing the room is on fire and blanket. >> and just like that, boom. >> reporter: it's already hard to breathe in here. >> it is kicking off some serious black smoke. >> now that it's got the polyurethane couch on here, you won't be able to stay in another two minutes. >> reporter: suddenly, an inferno in our living room. you can't even breathe in here any more. everyone out. oh! that happened, jamie, so fast. i mean, you can't breathe in there. >> people don't realize how fast the fire takes off and now nasty it gets. >> reporter: i was able to breathe, then i wasn't. >> yep. and here's the scariest part of all. the fire immediately spreads, jumping from room to room. the fire is receiight here. let me show how fast this spreads. look over here. on the other side of the house, within just a couple minutes, we already have black smoke coming out here, too. this could be your home. it is super dangerous. flames engulf the house, shattering these glass doors as it burns. if this doesn't show you to follow the instructions, i don't know what does. >> you're dead if you're in this room right now. >> reporter: were a space heater. >> from a space heater and someone improperly using it. >> jeff rossen reporting. some space heaters come with an automatic shutoff switch. so if it gets too hot, it accidentally turns itself off. but experts say even those heaters can be dangerous. you should still follow the three-foot rule and do not plug them into extension cords. and remember, it's important to check the batteries in your smoke detectors. and it's important to come up your family. if you millennials are the worst behaved drivers out there. these are people in their early 20s now. 88% of them admit to texting, speeding or running red lights at least once a month. one in nine says it's acceptable to speed through a school zone. congress could take action today to put more self-driving cars on the road. the house energy and commerce committee is having a hearing on capitol hill today. the senate is working on new legislation to speed up the technology. the vice presidents from general motors, volvo, toyota and lyft are scheduled to testify at today's hearing. if you get into a crash, you may still have to pay for it, even if it isn't your fault. the consumer federation of america says many drivers are seeing premium hikes by as much as $400 the group took a look at premium quotes in ten cities and found progressive aggressively used a no-fault penalty. geico, farmers and all-state sometimes raised rates. and state farm issued absolutely no penalties. it was a car dealership, not a drug dealership. but somehow a guy in minnesota drove off in a brand-new car with 50 pounds of marijuana inside. apparently both the man and the car dealership had no idea about this. police were tipped off about it and got the drugs back. all that marijuana has a street value of about $250,000. no word on how much the car cost, though. a lot of the roses you may buy for your valentine today may come from colombia. but the other major export is also cocaine. authorities have been working around the clock to make sure the drug does not make its way into flower boxes. last year they found 200 pounds of hidden cocaine. after 75 ys, of a deceased soldier has finally been returned to his family. james thompson lost his tags while training in the arizona desert. in 1942. he died in 2003. but it wasn't until recently that a treasure hunter found his tags in the arizona sand. >> when i pulled it out of the ground, it was like i had dug a gold bar. i was so thrilled. >> may, and for the first time, visitors are able to ride the wheel in the wintertime, because the gondolas are heated. >> what best way to host speed dating on the wheel to give locals a chance at love. >> reporter: participants mingle with drinks and appetizer at the craft cocktail bar. and then people are paired up based on age and sexual orientati orientation. two couples per gondola and after a full time around and then they switch. so far, more women than men have i would have done it. i mean, men are fickle sometimes. but once they get here, they'll see a beautiful lady and they'll be all right, i think. >> reporter: they own the bronze sugar bakery at navy pier and recently tied the knot on the ferris wheel in the vip gondola. >> i like the thought of getting married in the air. there's just a lot that goes between us, like -- our relationship defies gravity. we're getting married in the air. it's just a lot of good things. >> reporter: and since the wheel opened, there have been more than 50 proposals. >> maybe somebody in the speed dating will be as lucky as you. >> i hope they find some love, especially coming out for valentine's day. >> good luck. 100 is the magic number, especially if you win 100 games in a row. sounds pretty incredible, because it is. but the university of connecticut women's team just got there. the last time they lost a game was more than two years ago. the team has also won straight national championships. congratulations to them, i would say good luck, but they don't need it, i guess. in the nba, the wizards on fire. they're going for their fourth win in a row later this week. last night, they dominated the oklahoma city thunder. their tenth win in the last 11 games. the all-star game this weekend. john wall representing the wiz. and if you're a baseball fan, we didn't forget about you. today is the first day of spring training. it's supposed to get up to 65 degrees in west palm beach. nationals pitchers and catchers are day forecast with sheena parveen. good morning, sheena. >> good morning. a cold start this most areas, around freezing and we still feel that way with the wind in place, at 13 miles per hour. not as waeindy as yesterday. actual temperature low 40s. overcast skies. and the radar finally giving us moisture out of these clouds. not much, though. a few sprinkles around fredericksburg, warrenton. some reports of flurries. temperatures above freezing. we don't expect much to be falling as all. highs around 50 degrees. so we will be rebounding. a little bit abnormal for this time of year. one cold day as we go through the rest of the week and another weekend warmup. i'll show you that with your extended forecast, coming up. >> thanks, sheena. developing this morning, two crimes involving atms. now police are trying to figure out if they are connected. first, this morning someone stole not long after that in lanham, someone tried to steal another one. molette green is live on annapolis road to tell us more about what's happened. did they get away with it, molette? >> reporter: well, the suspects got away with one atm at the first location. basically, just walked in, lifted it up and left and got away. but they weren't so lucky at this one. it started with a smash and grab around 4:00 a.m. at this laurel gas station. anne arundel county police say three men backed a white ford van into a window at the parkway crossing exxon on ft. knead road. here's the clean up of the debris. on a speaker, signs posted inside and outside about an atm at this lanham gas station on annapolis road. >> they tried to rob them last night, but didn't get any money. that's why i was laughing, because the machine is all messed up. >> reporter: just look at the broken atm machine. it's tilted, visibly damaged. a would-be robber attempted to steal it around 5:00 a.m. the cashier on duty at the time was not injured. customers have a message for the suspects. >> maybe what they need to look is for a job. you know, instead of stealing. >> reporter: now, we have seen people come into this gas station to use the atm throughout the morning, only to find that it is not working. now prince george's county police tell me this morning the would-be robbers did not get this particular atm machine, because new carrollton police interrupted them in the act. police still have not confirmed whether the two incidents are actually related. and there is a third location involved here. when police retrieved -- recovered what is believed to be the suspect vehicle. they're still investigating. a lot of jurisdictions involved in this investigation. so they're not confirming whether that is actually the suspect vehicle they located this morning at pennsylvania and southern avenues. that is the latest, live, from annapolis road in lanham. back to you. >> molette, thank you. today the montgomery county council will take what it learned from a deadly explosion in an apartment complex and hopefully use it to prevent a similar tragedy. the council will discuss its final internal audit on the explosion and fire at the flower branch apartments in silver spring last year. seven people died there. the report will reveal 14 lessons the county learned about responding to this type of emergency. news4's chris gordon will be tweeting from inside that meeting today. follow him at chris gordon news. a new mayor tonight. david meier will be sworn in. the council member was last week during a special election. former mayor scott silverborn resigned last year after police arrested him in a sex for drugs sting. tonight's ceremonial swearing in takes police tonight. a high school principal is now on leave in fairfax county. the "washington post" reports a letter went out to parents of west potomac high, letting them know the assistant principal, jessica stats will fill in for principal alex case. another assistant principal at west potomac is also on leave. fairfax county schools isn't saying when the administrators went on leave or why. supporters of a principal are rallying tonight to have him reinstated. john brewer is principal at dominion high in sterling. he has been on leave since december and he was put on leave after giving the school's former band director a letter of recommendation. the sheriffs office is investigating inappropriate behavior. this girl has been missing from gaithersburg since december. her remains were identified yesterday. our northern virginia bureau chief reports there were fears for the teenager's safety because she had contact with gang members. you can follow this on twitter at julie carey on nbc for an update. prince george's police are trying to figure out why a driver ran over a man in a parking lot, killing him. >> the man drove off! >> the video you see here shows some of the chaos that followed a range rover hitting that man yesterday. this happened in upper marlboro j in a parking lot. the victim was armed with a rifle. police did recover a weapon toe scene. the driver is cooperating with police. the vics new information on the man shot and killed in maryland yesterday morning. he's 28-year-old timothy sharod and police say he was shot to death inside a car. a sticker for the ride share service, lyft, was found on the car. it's not clear if the man was working as a driver when he was killed. police are hoping to use neighborhood security cameras to help solve the case. now to the big news out of the white house. michael flynn has resigned as national security adviser, leaving the administration scrambling to replace him. news4's edward lawrence, has the latest. >> when you have this -- >> embattled national security adviser, michael flynn, resigned. in his letter to the president, he says he briefed the vice president and others with incomplete information, regarding his phone calls with the russian ambassador. >> the key here is the misleading of the vice president and others. the incomplete information or the inability to completely recall what did or did not happen as debriefing of particular phone calls. >> reporter: democrats jumped on the information that flynn may have discussed sanction against the russians before president donald trump was sworn into office. >> what concerns me is that -- if the allegations are true, has misled the country about something as serious as secret communications with the russian ambassador designed to undermine u.s. policy. that's about as serious as it gets. >> reporter: nbc news confirmed a report by the "washington post," saying last month then acting attorney general, sally yates, alerted the white house that flynn misled officials. opening himself up to russian blackmail. >> mike pence, the vice president. this is going to make him witness number one in the fbi-led investigation and in the senate and house of representatives investigations into the russian matter. >> reporter: retired army general, keith kellogg takes over as acting adviser. the white house wants to move quickly to replace michael flynn. several folks considered are actually meeting with the president today. washington. and here is what we know about possible replacements for flynn. three men on the short list. retired vice admiral robert harrward. he formed under president george w. bush, deputy commander under james mattis. the current defense secretary. then there is retired lieutenant general, keith kellogg. he was named the acting national security adviser after flynn resigned. kellogg is a vietnam vet and he was a commander in the second iraq war. and finally, a potentially controversial choice. david petraeus could be the next adviser, but he resigned from the cia in 2012 after admitting he gave classified information to his mistress. we're told the decision will be made by the end of the week. the trump administration will not be able to implement his travel ban in virginia. a federal judge granted a preliminary injunction on that the judge noted in her ruling the administration offered no justification for the travel ban, and wrote that the president's executive power, quote, does not mean absolute power. the injunction only applies to people who live, work, or attend school in virginia. the federal court has also suspended the immigration order. two major retailers are dropping the trump brand. sears and kmart carried the trump home brand online. the online sales of the collection will be discontinued to focus on more profitable items. it's not clear whether the boycott called grab your wallet had an impact on that decision. the boycott asked people to stay away from retailers that sell trump-branded goods. and more trouble for ivanka trump's clothing line. the fashion brand will not go on sale in japan next month, as expected. and international licensing agreement is taking longer to finalize. japanese retailers say the delay has nothing to do with american stores cutting back on trump-related clothing. there is much more ahead on >> including a dramatic rescue involving a woman who had to be pulled from an icy pond. hear her amazing story of survival . you're the very first person i saw jump in there. and you kept telling me, it's going to be okay, it's going to be okay. >> that was a thank you that a woman that young her car plunged into an icy pond in new jersey on sunday. in a matter of seconds, a former detective was on the scene, trying to break the window while two officers jumped into the lake. their quick thinking and acting helped save her life. a massive evacuation order affecting nearly 200,000 people around the oroville dam remains in place today. no word on when they can go back. nbc's miguel almaguer has the latest. >> reporter: officials call this a race against time. crews working overtime, dropping boulders to secure oroville's emergency spillway. continuing to release as much water as possible all to prevent a catastrophic failure of the nation's tallest dam. >> whether it's levees or dams or bridges, we've got a lot of work to do. >> reporter: the threat of a breach so 190,000 residents ordered to evacuate. in the rush, some parents leaving their kids' shoes behind. >> it was hectic. i had to pick up our kids. we have six kids. we left with nothing. >> reporter: others like bill morrison, staying put. the dam within eyesight of his backyard. he knows if it fails, he'll be in the path of a torrential flood. >> i can see it from here. if i see the break, adios, i'm out of here. >> reporter: now nbc news has learned, officials were warned more than a decade ago about the potential danger. in 2005, three environmental groups, including ron storks, filed this motion with the federal government, asking them to armor the emergency spillway with concrete, saying it didn't meet modern safety standards. officials rejected the request, including it was safe and would, quote, perform as designed. >> this impacts real people and real lives. and the money. >> reporter: water officials say they are investigating the claims and the dam is structurally sound. but with more rain coming as early as tomorrow, swift water rescue teams are standing by. deciding how much time to take off work after having a baby can be a tough decision for any family. now democratic lawmakers are pitching a bill to help federal workers with young families. it's called the federal employees' paid parental leave act. the bill would provide federal employees six weeks of paid leave following the birth of a child. right now federal workers are entitled to up to 12 weeks of unpaid leave. in news for your health, premature babies may be at a higher risk for mental health problems later in life. a 30-year study found extremely low birth weight bie significantly more likely to have adhd as children. they were also more likely to have social problems during adolescence. researchers say difficult prenatal conditions and stresses the cause of these problems. shoveling snow may be more dangerous pore men, apparently. canadian study looked at data showed increase in heart attacks immediately after a snowstorm. the likelihood went up with each extra day of snow. shoveling the risk was not the same for women. good luck with that. >> there may be a breakthrough for people going through chemotherapy. as you probably know, chemoo makes many people lose their hair. but scientists at baylor college of medicine say this special cooling cap makes hair loss a lot less likely. breast cancer patients who used it for several chemo cycles kept more of their hair than they expected to. many also said they felt more attractive and had a higher quality of life. a center devoted to thwarting cyber aac today in london. queen elizabeth attended the inauguration ceremony this morning. officials warned that cyber attacks were increasing in both severity and sophistication. the head of the facility talked about its priorities. >> it's about managing the cyber attacks that do get through, because some attacks, as you said, will get through to make sure they do as little harm as possible. and it's about reducing the risks of the attacks happening in the first place through improving the technology that we use in everyday life. but also in educating people in how to use that technology more securely. >> he said 65% of large businesses have reported a cyber breach or attacgáhe past 12 months. it is tax week here on news4. all this week, consumer reporter, susan hogan, is getting you ready. >> some things have changed this year. and this morning we're focusing on the four new things to know about your 2016 returns. historically, the official tax day is april 15th. but this year, tha case. uncle sam is giving us a few extra days to get our returns in order. so this year, you'll have until april 18th to file your taxes. that's because april 15th falls on a saturday and monday april the 17th is emancipation day in washington, which is being legally celebrated this year. and under the tax code, legal holidays in the nation's capital affect the tax deadline. something else new this year, refunds will be held until february 15th, according to a new tax law, the irs cannot issue refunds before then for tax returns that claim the earned income tax credit, or the additional child tax credit. if you are using a software product for the very first time, you will need to know your 2015 adjusted gross income to e file your 2016 tax return. and tax penalties related to obamacare are going up again. for 2016, penalties for adults will now your income. and there are some things that are not changing for you. contribution limits to 401(k) plans, i.r.a.s and flexible spending likely to find that special someone. all you valentine's day lovers out there, the economy thanks you. according to aaa, americans spend a lot of money on this holiday, an average of almost $19 billion every year. that includes more than $50 million on jewelry and another $50 million on flowers. you're also expected to buy 58 million pounds of chocolate this week. if you find yourself alone this valentine's day, it may be your address. >> trulia has just released a list of the best city in which to find love. the district was the fourth-best place to live if you're looking for mrs. right. baltimore came in at number 5. while richmond, virginia, was number ten. but we didn't crack the top ten when it came to men that are marriage material. for that, you'll have to go out west. can't handle that amount of electricity. just watch when he does it. >> there you have from a loose connection. start a fire. >> reporter: what's the next tip. >> the next tip is we keep this three feet from anything combustible that will burn. the couch, the end table, anything that will burn. best to do it in the center of the room. >> reporter: keep the hereto in the center of the room. >> be able to stay in another two minutes. >> reporter: suddenly, an inferno in our living room. you can't even breathe in here any more. everyone out. oh! that happened, jamie, so fast. i mean, you can't breathe in there. >> people don't realize how fast the fire takes off and now nasty it gets. >> reporter: i was able to breathe, then i wasn't. >> yep. and here's the scariest part of all. the fire immediately spreads, jumping from room to room. the fire is receiight here. let me show how fast this spreads. look over here. on the other side of the house, within just a couple minutes, we already have black smoke coming out here, too. this could be your home. it is super dangerous. flames engulf the house, shattering these glass doors as it burns. if this doesn't show you to follow the instructions, i don't know what does. >> you're dead if you're in this room right now. >> reporter: were a space heater. >> from a space heater and someone improperly using it. >> jeff rossen reporting. some space heaters come with an automatic shutoff switch. so if it gets too hot, it accidentally turns itself off. but experts say even those heaters can be dangerous. you should still follow the three-foot rule and do not plug them into extension cords. and remember, it's important to check the batteries in your smoke detectors. and it's important to come up your family. if you millennials are the worst behaved drivers out there. these are people in their early 20s now. 88% of them admit to texting, speeding or running red lights at least once a month. one in nine says it's acceptable to speed through a school zone. congress could take action today to put more self-driving cars on the road. the house energy and commerce committee is having a hearing on capitol hill today. the senate is working on new legislation to speed up the technology. the vice presidents from general motors, volvo, toyota and lyft are scheduled to testify at today's hearing. if you get into a crash, you may still have to pay for it, even if it isn't your fault. the consumer federation of america says many drivers are seeing premium hikes by as much as $400 the group took a look at premium quotes in ten cities and found progressive aggressively used a no-fault penalty. geico, farmers and all-state sometimes raised rates. and state farm issued absolutely no penalties. it was a car dealership, not a drug dealership. but somehow a guy in minnesota drove off in a brand-new car with 50 pounds of marijuana inside. apparently both the man and the car dealership had no idea about this. police were tipped off about it and got the drugs back. all that marijuana has a street value of about $250,000. no word on how much the car cost, though. a lot of the roses you may buy for your valentine today may come from colombia. but the other major export is also cocaine. authorities have been working around the clock to make sure the drug does not make its way into flower boxes. last year they found 200 pounds of hidden cocaine. after 75 ys, of a deceased soldier has finally been returned to his family. james thompson lost his tags while training in the arizona desert. in 1942. he died in 2003. but it wasn't until recently that a treasure hunter found his tags in the arizona sand. >> when i pulled it out of the ground, it was like i had dug a gold bar. i was so thrilled. >> chad zinc was able to track down thompson's son, living in rock hill, south carolina, and returned the tags to him. it's an amazing milestone for a nationally celebrated women's basketball team. see may, and for the first time, visitors are able to ride the wheel in the wintertime, because the gondolas are heated. >> what best way to host speed dating on the wheel to give locals a chance at love. >> reporter: participants mingle with drinks and appetizer at the craft cocktail bar. and then people are paired up based on age and sexual orientati orientation. two couples per gondola and after a full time around and then they switch. so far, more women than men have i would have done it. i mean, men are fickle sometimes. but once they get here, they'll see a beautiful lady and they'll be all temperatures concerns, average high, 47 today. around 53 tomorrow. there is the cold day out of the week. 39 on thursday. friday, 47. we starting to back up and the weekend is going to be even warmer. today, though, 53 for a high. mostly cloudy. and after those sprinkles we have right now, we'll be staying dry. chance of a shower early tomorrow morning. but again, mostly south, thursday is the
