reporter: barbara, happening now, the man who pled guilty to killing noah leota is sentenced. in the courtroom right now and recently tweeted that luis reluzco will address the judge and noah's family as well. his lawyer has asked the judge to temper justice with mercy. if you remember, noah's law that we have in the state of maryland is in ignition interlock device that prevents those convicted of deadly shooting and an 18-year-old killed. he was shot outside the amc st. charles towne center. we have megan live w >> reporter: the young man shot in waldorf, we learned his name. we have a picture of him. his name is reuel hicks. we are here at the charles county school headquarters learning more about him and his background. he was a senior on track to graduate in the spring. he was fatally shot behind the administrator who knew him and knew reuel hicks. she says he was popular and hard working and just secured an apprenticeship and excited about his future. those plans were derailed after hicks and his friends encountered the suspect behind the theater. >> the victim was with a couple of friends. they were walking behind the movie theater and apparently he stopped to talk to the suspect. it was at that point we believe ey make a drug transaction. that is when the suspect pulled out a gun and shot the victim. it is not clear. >> he was a hard worker. working two jobs in school. i would see him at taco bell. he would joke with us and let us know he was okay. he would walk by and give a smile. >> reporter: and this man, 19-year-old deavan quindel jefferson has been charged with good description of him after the shooting last night. investigators were with that description and quickly able to pick him up in the area and taken into custody. as for students at westlake, they are said to be devastated. grief counselors are there. back to you in the studio. >> megan live for us in charles county. thank you. a motorcyclist has life threatening injuries after a this happened at 6:30. three cars and the motorcycle were involved. it is not clear what happened, but the motorcyclist was seriously hurt and transported to the local hospital. and there is an urgent search for the missing 14-year-old teen. her name is jsanai howard. police say she was last seen on monday the 17th in the 3600 block of florida avenue northwest. where she may be, call police right away. and it could be a rainy afternoon out there. chuck, what do you say? >> you need to make sure you know where that umbrella is because you are likely going to need it. i told you it would not rain before lunchtime in washington. that is true, but the clouds have thickened up. light rain in hagerstown and right down i-81 in luray. the west which will make its way through here. between now italy. and incredible new video from a fire in new york city. witnesses say flames shot 20 feet in the air. what we know about the people who escaped and what is being called an inferno. and the latest on what caused this panic on a boston subway train. right now, crews assessing the damage in italy. two earthquakes shook the country yesterday damaging buildings and toppling some here. there were dozens of aftershocks. no one died. an earthquake expert told nbc news this should serve as a tremors. developing now, investigators are working to piece together the chaotic moments of the deadly apartment fire on the east side of new york. authorities say one person is dead and another critically hurt here. the fire started around 3:30 this morning. it's not known how. you can see the incredible repair. there were 20 apartments in the building. people were awakened by people shouting fire in the streets and others pounding on doors. passengers in panic in boston after the subway cars were filled with smoke. nbc's tom costello has the video. >> reporter: it was a minor after rush hour commuters train filled with smoke. commuters breaking windows and jumping to safety of the others working to pry open the doors. tracey taylor used her knife to smash her way to safety of the. >> i took my scarf. this is my chef knife. i'm a certified black belt. i >> reporter: the train's doors did not open because the engineer did not pull the train up against the platform. a move praised by the transit police. >> the motor man made a proper decision not to open the doors because folks would have jumped out a live third rail. >> reporter: it was a combination of the fire on the orange line that caused the smoke to pour into the bay station. the tracks which we extinguished both. >> you can imagine. that was tom costello reporting. five people were treated for smoke inhalation. three were taken to the hospital. they are all expected to be okay. a place of worship is a crime scene. james crinley was there. the church rents space to people. he and another man participating in the program got into a killing. and easy to make and assemble and dangerous. >> the homemade explosive in new york city earlier this year. the review by the i-team shows a rising number of explosive device cases in our area too. scott mcfarland has more. people arrested for threatening to use >> little sweet and sour. the apple butter is not necessarily sweet all together. a little of both. paprika and cayenne pepper. little nice creamy sauce. >> that is what you have here? >> what we do is basically layer the pasta down. we put a layer of the mixture on top. we take a duck egg yolk and lay it in the middle and cover it up. >> can you buy these already made? >> you can buy them made. >> i see. you put the filling in and put the top on. >> we top it off and crimp it all together and cut it up. >> the egg is raw? >> the egg is raw inside. we cook the egg slightly in a fondue here. >> you have some of the filling? >> you put it around to hold the egg like a basket to hold the egg. we warm it up into a fondue that we make with cream, milk and cheese. >> while that is cooking, tell me quickly, what determines the price of the truffle?
