won't even be the coldest day by far. wait until this weekend as that cold air continues to move in. the winds will really be a factor in how it feels outside. in fact, we have wind chills in the 20s right now. by the weekend they'll be in the single digits, even below zero. our next chance of precipitation doesn't look to be until monday. maybe a few flurries out there but few and far between. our high will be between the midded to upper 30s, so it's going to be pretty brisk. we've had a wind about 10 miles an hour average out there. winds are only going to increase as we go into the overnight. not a lot of flurry action going on right now, but we're going to keep it in the forecast. we have a mix of sun and cloud, and we'll be talking about that snow and rain coming up for monday. guys? >> thank you. developing this morning, a portion of m street northwest is back open after police initially shut it down overnight for a fatal shooting. shots tuesday evening. they found a man on the ground with gunshot wounds. he was taken to the hospital where police say he was then pronounced dead. no suspect description or identity of the victim has been released. we're working to learn the name of the man who started shooting at reston hospital center this morning. police tell us the incident happened around 1:30 a.m. at the hospital in reston. the hospital is just off the town center parkway. police say the man showed up at the hospital with a self-inflicted gunshot wound. he approached the doors, and after realizing they were locked, he started shooting in the facility. once the gunman made it inside, staff tried to help him, but he started shooting again. >> when they went to render aid, he again displayed the handgun and allegedly fired another round, or discharged another round inside the hospital. nobody was hit, nobody was injured. >> hospital security rushed to the scene and got the man under control. doctors treated him and transferred him to a hospital. turning to decision 2016 and a landslide win for vermont senator bernie sanders. the democrat took 60% of the vote and earned 13 delegates in new hampshire. hillary clinton took a little more than 38% and nine delegates. at rallies last night, clinton vowed to bounce back, and sanders vowed to carry the voters' message forward. >> we learned it's not whether you get knocked down that matters, it's whether you get back up! [ cheers and applause ] >> what happened here in new hampshire in terms of an enthusiastic and aroused electorate, people who came out in large numbers, that is what will happen all over this country! >> clinton has an advantage going into south carolina, a state in tune with her political message. this afternoon sanders may take up a key endorsement in new york. now to the republicans and the blowout win for donald trump. he took delegates. ohio governor john kasich came in second with about 16% of the votes and three delegates. wi both kasich and trump appeared on "today" early this morning. >> who do you see as your biggest competition now? is it kasich? is it cruz in south carolina? >> that's a good question. they're all accomplished people, governors and senators, and they're all very good people. maybe. >> you're now behind the guy who is way ahead in the polls who has a bit of a habit who, when someone gets close to him, and i'm talking about donald trump here, targeting that person with extreme negativity. can your positive message hold up under that kind of withering attack that has claimed other candidates? >> well, matt, here's the thing. if somebody wants to mess with me, they're messing with the wrong guy. i'm not going to sit there and be a marshmallow and have somebody pound me. finished third with nearly 10% of the vote. marco rubio followed with 11% and 10% respectively. his performance on saturday may have contributed to his fifth place finish. right now a brand new homeless shelter is about to open up in d.c. marian bowser is holding a ribbon cutting. good morning. >> reporter: good morning, barbara. today is another step in d.c.'s fight against homeless, specifically for women. you are right, we did get a preview this morning, but in the next couple minutes, we're waiting for mayor marian bowser to arrive. it's something the mayor calls a dignified shelter for women. the shelter is named in honor of the legendary worker handy. it is completely renovated. we went inside earlier. we saw the brand new beds, showers, kitchen areas. there are six floors to the building, and it's able to accommodate more than 200 women. but this isn't the only thing the district is doing in an attempt to end homelessness. in fact, right now on your screens, we want to put up a map. this is something that our colleague, news4's mark seagraves, was covering yesterday. this outlines the plan the mayor has to not only close d.c. general, but it outlines eight other centers set to open across the city. another one to open in 2016 and many more to follow in 2018. but here outside the patricia handy place, we're waiting for marian bowser to arrive for this ribbon cutting ceremony. barbara, back to you. >> thank you, from virginia governor terry mcauliffe's office about the plan to expand i-66 and add toll lanes on i-66. they've reached a compromised deal. the governor and state republicans in the legislature. the plan would allow for expansion adding one lane eastbound on i-66 before tolls are put in place. that's the big change here. initially the governor wanted to add those toll lanes first. there was pushback on that. now they'll add a lane of travel and then add the tolls or do that simultaneously. our david culver is in the governor's news conference right now getting more details about this. you can follow him on twitter. for information, the latest right here on air this afternoon in our evening newscast. ladies? caught on camera, a man verbally abusing other passengers and threatening a crew here are just some of the stories lining up. an alaska airlines flight was forced to land midflight after a drunk passenger became abusive and threatened crew members. flight 169 was en route from boston to san diego when the man became abusive. the man was upset the flight attendants would not let him drink the small bottles of alcohol he brought on the flight. passengers gave a round of applause when police escorted him off the plane. the pilot diverted the plane to the closest airport, which was denver. well, it's not quite the infamous lock ness monster, but it seems like the monkey of of minerva park was spotted again. he snapped a picture just before it went back into theo ohio. despite cameras being put out across the region, there was no sign of the mysterious monkey. >> live it up 20 miles an hour, leesburg, 30 miles an hour, and you factor in the temperature and we come up with this. this is what it feels like if you were to step outside. it feels like we are in the 20s right now and that's how it will feel for much of the day, because the wind is not going anywhere, in fact, it's going to increase overnight. so for tomorrow, your wind chill when you wake up will be in the single digits. the weekend doesn't get any better, so we'll go over that weekend forecast coming up. right now we're working to learn how a plow driver is doing after being hit by a car in damascus. chopper 4 was over the scene light night on ridge road and huffman road. the driver was seriously hurt. no word whether icy roads played a role in that crash. the fire department is blaming a hoverboard for a fire that seriously burned a million-dollar home. the fire department saidli ignited last month, causing all that damage there. three people were hurt. the fire department says never leave your hoverboard unattended while it's charging or allow it to charge overnight. we've seen fire after fire with those things. very dangerous. coming up after the break, new information on an iranian drone that flew over a u.s. aircraft carrier. plus new troubles for d.c. fire and this video just in as a meteor report verifies an iranian drone flew over a u.s. aircraft carrier last month. according to an internal report on the incident obtained by the ap, it happened at the u.s.s. harry s. truman when it was about 89 nautical miles southwest of an iranian port. iranian television aired footage reportedly taken by that drone. from the i-desk, we are keeping an eye on a road closure in the district. we're getting information from ddot that they had to close down corcoran street northwest. this is just near dupont they had to close it because of some gas problems. it could be closed for five or six hours while they do that repair work. now over to lauryn. >> it is cold and it is breezy. temperatures are rising to the upper 30s today, but with that wind it feels like the 20s. wind will pick up overnight, so breezy conditions once again tomorrow. wind chill will be stuck in the teens for much of your thursday. they'll calm down for friday, but unfortunately on the weekend they'll gust back up. with temperatures only in the lower to mid-20s, we're going to have wind chills in the single digits all throughout the day on saturday. that wind will stay with us saturday night into sunday. in fact, that wind chill will drop to zero for saturday night and sunday morning. winds die down just a little bit. it's still frigid by the time we get to sunday. a toxic culture is just one of the reasons the medical says she's out. dr. juliet saucy submitted a brutally frank resignation letter on thursday. she said there is a lack of cooperation when it comes to improving ems. she specifically cites training. saucy said she tried to inform the department, but she was met with a lot of resistance. in our interview, saucy said the fire and ems should be separate departments. she said one person can't effectively do both jobs of ems and firefighter. >> so being prohibited from measuring the right things was a red flag early on. being unable to assess where we were from a baseline so that i could guide the training appropriately was a red flag. >> and dr. saucy had been on the job just seven months. well, following the resignation letter, said, the mayor is committed to performing an investigation. we are committed to improving patient outcomes and delivering the change that residents expect and deserve. this is some incredible footage taken last week in fairfax county. kind of gives you the chills. a bird's-eye view from a helicopter at night of a lake rescue. a 17-year-old girl was pulled from lake barcroft in falls church after she was reported missing. they used night vision technology to spot her and coordinate with ground crews. the girl was taken to the hospital and is expected to be okay. if you're a wssc customer, don't be shocked if your water bill is higher this month. you might be able to blame the blizzard for that. the utility says the storm kept it from reading a significant number of meters, so about 100,000 customers will have their water usage the building cycle will also be ten days longer, so your bill will include a notification of the charges that are approximated when you get that bill. wssc says you should pay the bill, and during the next billing cycle, actual readings should help even things out. a plan to provide d.c. workers with some of the most generous paid leave benefits in the nation is being scaled back now. the revised bill calls for 12 weeks of paid leave rather than 16. the time could be used to recover from illness or to care for a baby or sick relative. the new plan also caps the benefits at $1500 a week. d.c. councilmember phil mendelson wants to pay for the leave with a 1% [announcer]redfin pays its agents based on your happiness... that's real estate, redefined. right now thousands of passengers aboard this rocky caribbean cruise on the way back to new jersey. the boat was rocked by hurricane force winds and 30-foot waves off the carolinas. it scared passengers. they captured the storm during and after including damage on the boat with their cell phone cameras, you can see. the cruise ship is expected to be back in port by 9:00 tonight. a growing risk for local firefighters and possibly your neighbors. an investigation tonight at 5:00 by the news4 i-team found a rising number of local fires fueled by so-called hoarding, people storing too much clutter in their homes. nearly a dozen of those fires have been deadly in the area in the last couple years. tonight prince george's county firefighters will take us inside their special training to show us what makes those conditions especially dangerous and how they're trying to combat those blazes. >> every time you try to move something the next foot forward, something else falls down on top of you. >> the i-team also sits down with the family of one victim who explains a big piece of advice for anyone concerned about a loved one at risk. coming up, we look into the connection between depression and i make sure you send those kids out to the bus stop, whether it's tomorrow morning or tomorrow evening when you pick them up, with plenty of gear, because it's going to be chilly. it's going to be chilly today when you pick them up as well. temperatures will be in the mid to upper 30s, but the wind is really the factor. it's going to feel more like the 20s. and between 4:00 and 5:00, definitely blustery with temperatures in the mid-30s. we drop it to the low 30s tomorrow. still winds whipping around tomorrow, so it's going to feel like we're in the teens for your thursday. friday the winds calm down. we're back in the low to mid-30s. but look mid-20s for saturday and sunday. a wind factor as well for the weekend. single digits on saturday. below zero for saturday and sunday. it looks to be snow on monday. catholics across the world are starting lent today. thousands of worshippers attended a mass in manila. they lined up to have ash put on their forehead with the sign of the cross. donald whirl will offer a special service at st. matthews cathedral. the mass will begin just after noon at 12:10 at the alfred street baptist church. they're offering ashes to go in your car between noon and 1:00. folks can receive ashes as they drive by in their car. depression can be a debilitating illness. it affects about 10 we're talking about evidence that there may be a connection between depression and inflammation in the body. >> depression is a complicated illness. there isn't one cause for someone to get depressed. we know about these chemical imbalances that people are aware of, low levels of seratonin or dopamine, but inflammation may be one of the contributing factors. there's a few reasons for this. number one, there was a study where they did brain imaging of depressed patients and noticed there was a high level of inflammation in those people that were depressed. >> anywhere in the body? >> this particular study looked at the brain, but we know from other studies, actually, that when you draw the blood of patients who are depressed, about a third of them will have higher levels of proteins that are associated with inflammation. and finally, we know that if you actually give somebody these proteins that promote inflammation, they are much more likel t so, for instance, treatment for hepatitis c involves interferon. a lot of people that gets that treatment will go on to acquire depression. >> what about long-term treatments, like aspirin? >> there was a large study that looked at thousands of people, and found that those patients with depression who took anti-depressants along with an anti-inflammatory like aspirin responded quickly to their depression treatment and had a longer term success rate dealing with their depression. so there is a success rate for people dealing with depression. >> are there any environmental factors that can predispose people to inflammation in the body? >> yes. we know that diet plays a role. we know that sleep, exercise and stress, and in particular, early traumas for people. early traumas can actually cause elevated levels of stress and inflammation in your bodyh so i'll talk some more about this later in the show when we talk about foods that can decrease people's inflammation. >> there's nothing we can do about this, the inflammation. we'll go back to you. have you ever been charged the wrong amount right now busy morn on at capitol hill. the senate is in session debating a bill for north korea over its missile launches. they have to ask for money to deliver nuclear warheads and the missiles to deliver them. janet yellen is on capitol hill and her message about the economy is not a good one. she says the economy faces a number of global threats. lauryn? well, temperatures out there are still in the 30s right now. and for the next 12 hours or so, we're only going to drop a little bit. mix of sun and clouds out there, but 37, that's going to be about our high temperature here in d.c. some other places a little lower, into the mid-30s. it's going to feel colder because we have that wind and that wind is going to increase as we get into the overnight. wind chills will fall into the single digits overnight. this afternoon they'll be in about the 20 to 30-mile-an-hour range and tomorrow morning, s that's what it will feel like heading to work, putting the children on that bus. i'm not expecting any issues in terms of traveling because we're looking good traveling wise, but there could be a few icy spots out there. for the most part, those winds will take care of that. we have the weekend forecast coming up along with the 7-day. melissa? >> i think i would knock him out. >> reporter: darcy news4. >> i want to know how much they paid him. >> hopefully a lot. you would have to pay me a well, temperatures out there right now fairly chilly. we're just above that freezing mark in some spots. you can see lower to mid-30s across the board. you factor in the winds, oh, and that wind is really whipping around out there. we've got wind speeds in about the 10 to 20-mile-an-hour range, fredricksburg a little higher so they won't have much of a wind chill in addition to that temperature, but a lot of people seeing cold wind chills right now. it's very cold out there. the feel-like factor, winds will pick up overnight. by tomorrow morning, 8:00 a.m. on thursday, take a look at these wind chills. that's what it will feel like when you step outside tomorrow morning. we don't improve much during the day. it's going to feel like the teens pretty much during the not looking good valentine's weekend. hope you have someone to love and cuddle with because it's going to be cold. >> at least a big furry dog, right? we have a report on the zika virus and how it might affect the olympic participants in brazil. they say the zika virus will not be a threat to athletes, only to pregnant women, because they can give birth defects. a lot of athletes are worried, however. we're back talking about the connection between depression and inflammation. you have suggestions for us? >> i do. number one, limit sugar. sugar is pro-inflammatory. number two, make sure you get plenty of exercise and sleep. those decrease inflammation. but there are certain foods you should try to number one are things that increase the bacteria in your gut, the healthy bacteria. these are things like taking probi probiotics or eating foods that are fermented, yogurt, et cetera. there is a root called tumeric which has an active ingredient shown to be helpful for treating depression. there was a study which compared cercumen, 500 milligrams a day, to prozac and found it to be almost as effective as prozac. the reason we think that's the case is cercumen has anti-inflammatory properties in the body. it also helps with pain. >> you can buy cumen as a spice. could you just season your food with that and get some kind of result. >> let me make sure you have this. it's not cumen, it's which is found in another spice. >> curcumen, would that make a difference adding it to your food?
