kierein. >> the winds have been picking up. we've had gusts over 30 miles an hour. kind of swirling that fluffy snow around blowing it off tree limbs. slick side streets. we are below freezing. your headlines for this wednesday is going to be a wednesday afternoon. as well as overnight tonight. which will bring us frigid tomorrow morning. temperatures right now are hovering in the low to mid-20s across northern virginia and much of maryland. right near the bay. it's near 30 degrees. farther west though it is frigid. out in western maryland. oakland's only 5 above zero though. just 19 degrees above petersburg. hagers town martinsburg, wind chester, down to front royal. we'll have this frigid windchill tonight. and this cold pattern lingering for the next several days. a look at how long it lasts. that's coming up at 11:30. now we join chuck bell live out looking at road conditions. >> good morning, tom. it has been cold all morning. it was 24 degrees when we left the tv station just before 4:00 a.m. this morning. now, here we are at 11:00 a.m. the temperature here in bethesda is only 23 with a windchill of only 11. so it is definitely cold outside. luckily, we're inside the warm storm team 4 x 4. we've been taking views around town of icy roads all over the area all day. we've talked to quite a few people who like to work outside in this kind of cold. and nobody's any too happy about it. particularly there's one who is ready for a change of scenery. >> i live on the -- it's pretty slick. this is not the best car in the world for this type of weather. i like winter but i don't like this type of winter. so i'm ready for spring. >> reporter: so that was mr. boyd and i only refer to him as an old dude because i loved his license plate so very much. he's out here just like the rest of us trying to make the most of it and stay warm. those guys working on the metal fence, some had as many as six layers of clothing on and they put individual hand warmers inside their gloves. it's a cold day for sure. as you guys know it's only the beginning of january. we have a long way to go before springtime reaches any of us. back ton you. >> i'm glad you explained that old dude comment. the license plate said that i guess, huh, chuck? thanks a lot. right now, students at schools are in class following a two-hour weather delay. many people criticize the school system for not closing yesterday despite the treacherous road conditions. news 4's richard jordan is live outside fairfax villa school. >> school just started here at this school because of the two-hour delay all across fairfax county so we still have a couple of students that are trickling in late because there was a little challenge for some of the people that came to school today. especially those that walk to school because of the sidewalks. still covered in ice. still pretty slick. we saw a couple of children struggling to keep their balance. the roads are clear, this here fairfax villa elementary is a neighborhood school. you have to take the side streets to get here. many parents say they didn't have any problems. that two-hour delay gave them more than enough time to navigate the roads. a difference story from yesterday when a lot of parents were upset with fairfax county schools because they decided to open schools, open on time even with the heavy snowfall and the dangerous road conditions. today, fairfax had a two-hour delay. loudoun county canceled. you'll hear from ed he lives right across the street from middle school. he has seen a lot of kids coming and going from school for the past several decades. he says yesterday it was a big mess. >> they definitely should have called it off yesterday. they've learned their lesson. they'll do better next time. >> the teachers and students who did not make it to school yesterday, they will have an excused absence. that won't be held against them for missing school yesterday. the teachers that did go to school in fairfax county they're getting an extra administrative leave day they can use any time this year. reporting live richard jordan news 4. >> we have new information on this accident on route 50 early this morning. chopper 4 was over the scene. it happened in the westbound lanes of route 47. maryland police say 40-year-old jeffrey kaplan lost control of his car and hit the center median. he got out of the car when another suv came by and hit and killed him. police are not sure why kaplan lost control of his car. right now, more than 100 customers do not have power in the dupont circle neighborhood in the district. that number dropped from more than 2900 overnight. three underground breakers tripped causing flames to shoot through a manhole center. we checked with pepco. it says all wreckage of the air asia plane. coming up, the tail section was discovered. a maryland television station hacked and why the security breach could be connected t ♪ good morning, usher! hey! did you know bees communicate through dance? me too... we're practically twins! at the live desk with a developing story out of paris, france. right now, the hunt is on. french security forces searching for three gunman who stormed a magazine in the heart of paris. the u.s. saying they're working with the french government to find those behind the attack. this is new video actually we got our hands on showing the masked men gunning down innocent people. this is outside the charlie hebdo building. they were shouting allah akbar, air arabic for "god is great." this magazine has been in the headlines before. the weekly is known for its outrageous and funny cartoons. it was a target in 2012 when it published cartoons of a figure resembling that of the prophet muhammad. france was on high alert then. it is on high alert again now. france has raised its security alert to the highest level. the president is saying prior to today's tragedy, several terrorist attacks have been foiled in france in recent weeks. also getting word that the vatican has condemned this attack as well and pope francis is expected to release a statement later today. that's the latest on this developing story. barbara, back to you. >> all right, thank you, angie. now to another developing story. six boats were deployed to help retrieve the tail of the air asia plane that crashed in the java sea. you can see the tail there. it's been confirmed this sighting of the wreckage ageage 11 days -- is exactly what they were looking for. 162 people were on board that plane. this is a major find because the black boxes should be in that tail. if they're not damaged, they should give investigators clues as to why the plane crashed. a hacker sympathetic to isis appears to be responsible for taking control of a maryland tv station's twitter account. the hacker went by the name of cyber caliphate. they took control of the twitter account and the website of wboc in sales bury maryland. there were several posts claiming to have classified government information. the station manager says he has been in contact with the fbi. the albuquerque news journal suffered a similar attack yesterday. a virginia hospital is being rated the worst for their care of veterans. plus, the speaker of the house just reacted to the president's threat of vetoing the keystone pipeline bill. i'm storm team 4 meteorologist tom kearnierein. a look at how much longer this cold pattern right now, investigators are trying to determine what led to a deadly shooting at a va clinic in texas. the gunman killed a doctor before killing himself. the shooting happened yesterday at the el paso va clinic at william beaumont army medical center near fort bliss. the same va clinic that came under fire last year. it had one of the longest weight time also in the country. the clinic is closed today. new numbers say veterans are waiting longer for medical care at a hospital in virginia than anywhere else in the country. the department of veterans affairs says the hampton va medical center has weight times more than 30 days on average. the national average is less than a week. the hospital's director says they are hiring more doctors and adding more rooms both there and virginia beach. well today we're expecting former virginia governor bob mcdonnell to appeal -- to appeal his two-year prison sentence for corruption. he says he plans to appeal the decision today but northern bureau chief says mcdonnell has not submitted it as of right now. he was convicted of taking money to promote a dietary supplement company. a judge ruled he will spend two years in prison. here's what mcdonnell said after that ruling. >> i have failed at times in some of the judgments that i have made during the course of my governorship. have hurt myself my family and my beloved people of virginia and for that i am deeply deeply sorry. >> mcdonnell's wife maureen was also found guilty. if you live in fairfax, many of you have a new representative in the house of delegates. comstock a republican is now in congress in the house of representatives. she's among the 20% of women in the house now. let's go back to news 4's angie goth at the live desk. >> this is happening within the hour. we are hearing from the house majority what steve scalice. he was recently at a house republican leadership event this morning. this is what he said. >>cy reject bigotry of all forms. people who know me best both here and especially back home people who i've been on opposite ends politically with who know the truth and know what's in my heart. they're the ones who speak the best. >> house speaker john boehner also throwing his support behind skal lease. there are some democrats who feel he should resign. according to the skalese camp he has no plans to do that. >> president obama is leaving for the midwest. he'll be highlighting his agenda with a new congress in place and a state of the union address just weeks away. nbc's tracie potts. >> the president plans to meet three stops starting with detroit today to talk about how washington helped bring back the auto industry and create manufacturing jobs. then it's off to phoenix to talk about housing there. some new things he wants to do. plus some new initiatives he'll announce in tennessee on college loans. that is his agenda. it is not the agenda of the republican-led congress here. they want to focus first and foremost on renewing that keystone xl pipeline debate and getting the president to approve it. they now have the votes in the house and they believe in the senate not only to get it on his desk but override 63 votes in the senate. which would include some democrats. the white house says the president will now veto if they send the same bill back to his desk. so congress is just back. one full day completed. already, they're drawing lines in the sand. barbara. >> thank you, tracie. for more on the new congress and the president's trip we're joined by carrie dann a political writer for nbc news. house speaker john boehner had a news conference. let's listen to what he said. >> the president essentially is telling the american people he doesn't care what i think. our commitment is to stand up for the american people and their priorities. and a commitment. we will not break. >> has fighting started? >> i think it has in several ways. one is republicans now have control of the senate. house speaker john boehner has the ability to get things passed through the house and senate and get them through the president's desk. he'll challenge the president to veto things he says are good for the american people. one of those things obviously is the keystone xl pipeline. we'll see motion in that in the house on friday. the white house has said they will veto that. that's going to be one of the big first fights we'll see coming between this new republican-led congress and the white house. >> we just mentioned the president is heading west. he's going to detroit first. what's he planning to talk about? >> this trip is all about things the white house can do to help americans. and to highlight good economic news. for the past couple months there's been a lot of really good economic news including those low gas prices. the white house wants to tell that story a little bit better than they have. the president used to say, you know the economy's recovering but americans aren't feeling it. there's enough data that they can drop that qualifier and say americans are feeling an increase in the economy. >> jeb bush established a leadership pac yesterday. what does that mean? >> he can raise money for his efforts going forward. he's starting two organizations. one is a superpac one is a pac. this is stuff he can use to help both other candidates and to build his own ability to handle advisers and things like that. >> would you say bush is the front-runner among republicans for 2016? >> i think he's certainly dictating the scheduleonths ago, a lot of people were skeptical jeb bush wanted to do this. but he's taken some very decisive steps in the last few weeks. both the establishment of this fund-raising organization and also, you know getting off of these corporate boards that could have been a problem for him. i think if you're another establishment republican somebody like marco rubio or chris christie, you're looking at that time line saying i should act quicker than i thought i was going to. >> we'll start seeing things pick up. i guess 2016 looming there in the very near future. >> and those not been charged. a controversial ad on the urban outfitter's site is no longer on the site. someone claimed this underwear ad was irresponsible because the model looked too skinny. the following developments of a shocking murder case in florida this morning. who police say, sister aged 15 and 11 killed. plus a new effort to allow students in montgomery county sleep in a little bit us know if it's going to drop further tonight. a look at the arctic blast affecting much of the nation. >> reporter: bone chilling cold as an arctic air blast puts much of the u.s. in a deep freeze. so cold chicago public schools are canceled. along with many districts across the region. that's as snow piles up from the midwest to the northeast. >> here in central new york up to three feet of snow is possible in some areas by the end of the week. the big story is the cold. highs wednesday will barely hit zero with windchills at 15 and 25 below. >> reporter: pennsylvania roads became treacherous with sliding cars and multiple crashes. a scene repeated across the mid-atlantic and midwest. but it's the brutal cold that is impacting millions. all the way to the deep south. the cold is also prompting safety warnings to stay off the ice. in indiana, a woman and her dog had to be saved by a swift water rescue team. back in chicago, rail crews are heating up the switches to keep commuter trains moving. winter storm and windchill warnings remain in effect through thursday. mark barter, nbc news. >> it is cold out there with that wind blowing, tom. >> it must be january. >> i guess it must be. and one of the coldest januarys in a long while, huh? >> certainly off to a much colder than average start. the wind is whipping around. this is a live view right in front of nbc 4. the wind has been gusting 20 to 25 miles an hour through the morning. occasionally we've seen a few gusts over 30 as well. you see some dark clouds there in the background. we can see the flurry activity and these little patches of gray across northern virginia and into maryland. they've been coming in from the north and west as the arctic air is coming through. just a few scattered flurries and snow showers. really not producing any accumulation. just fast moving now. talk falkier, prince william. we'll have a few scattered flurries as these temperatures are subfreezing. it is certainly feeling colder with the windchills in the mid to upper 20s now. during the afternoon, temperatures may make it up to near 30 in washington. hold steady in the mid and upper 20s elsewhere with those flurries flying through the air on these gusty winds. we'll have windchill temperatures that are right now in the teens to just near single digits. right now, it feels like 7 degrees in gathersburg. that's the windchill temperature there. look at this windchill advisory. all these counties in blue. windchill advisory from new england all the way down to coast, all the way into the midwest. we're right in the middle of that windchill advisory here. all across west virginia virginia maryland eastern shore. the strong gusty winds are going to be with us here overnight tonight. gusts 30 to 40 miles per hour this eningvening. windchills will be dangerously low. down to near 10 below zero. future wind speeds by 3:00 this afternoon will have just some steady winds and gusts between 25 and 30 miles an hour. may get some stronger gusts by 7:00 p.m. we could have gusts 35 to 40 miles per hour. that continues all the way until 10:00, 11:00. could have gusts around washington near 40 miles per hour. and then after midnight and by dawn tomorrow they will settle bit. we'll still have some very cold windchills. the windchill temperatures by 7:00 p.m. it will be down to near zero. and then we'll have subzero windchills after that through the evening. minus 3 windchills to minus 10 windchills will be common. we'll have those around until dawn tomorrow. then lighter winds during the day tomorrow. snow covered side streets. i took this temperature. that photo predawn when temperatures were down to around 20 degrees. this will take care of the roads out near loudoun county. this was in a little bit later. the school board is considering five new options for adjusting start and end times. news 4's kristin wright has more from rockville. >> schools on a two-hour delay to give students parents and teachers extra time to get through the ice and snow. this is julius west middle. the weather delay as the supertendant proposes later start school times permanently. all students could start 20 to 35 minutes later. or elementary could begin their day first and high school later. several schedules possibilities are on the table. >> whatever's in the best interest of the kid. i think there's research that says high school students do better with a later start date. >> it's all alertness. them being more ready for school. and just being able to get out, be more independent. it's really about being more present for teaching. >> those against later start times point to the cost of changing bus schedules. in montgomery county the school board only wants to hear recommendations having a financial impact of less than 10 million. >> it may require us to lengthen the amount of time the bus drivers have to work or get more buses on the road hire more drivers. >> two public hearings are scheduled for january 22nd. signup to give comment during these meetings starts on january 15th. the school board is expected to vote next month. in montgomery county kristin wright news 4. today, a former baltimore ravens cheerleader accused of having a sexual relationship with a teen will head back to court. molly shannon faces s shadic faces these assault charges. investigators say she contacted the boy on instagram and began having a sexual relationship with him. shadic has pleaded not guilty. a man behind bars four days after allegedly shooting a new mexico police officer. it happened during a traffic stop. that traffic stop was caught on the officer's body camera. we want to warn you, you may find the video graphic. >> turn it off. ahh! [ gunfire ] >> this traffic stop happened on saturday. police say the officer believed the driver was drunk. this morning, police say that driver was a homeless man who stole the suv. he is also a convicted felon. the officer is expected to be okay. the family of a 16-year-old florida boy who was shot and killed will be in court today. police say his 15-year-old sister shot him inside their white springs home on monday. investigators believe her 11-year-old sister somehow assisted in the shooting. the parents were out of town at the time. both have since been arrested and are now facing child neglect charges. a 3-year-old sibling is now in state custody. virginia's recent surge in gun sales appears to be over now. over 400,000 gun transactions last year. that's a drop according to the dispatch. this after two years of growth including 2012 when sales of guns rose by 35%. we're keeping an eye on developments out of paris. as we reported earlier, at least 12 people are dead in france's deadliest terror attack in at least two decades. how the u.s. plans to help. and gas prices like you see here are making most people pretty happy right now. but there are some down sides angie goth at the live desk. we are hearing from highway patrol. a bad accident on 97 georgia avenue approaching 495, the beltway. all northbound lanes right now currently shut down. we are hearing drivers are slowly creeping by. they're getting by to the left. but if you are headed out this way, you are asked to avoid the area as the police continue their investigation into this crash. pedestrian possibly involved but not confirmed. once again, georgia avenue going northbound approaching the beltway, shut down right now. barbara. >> thanks angie. we are seeing gas prices as low as $1.95 in virginia. this is a picture from the wawa in the fredericksburg area. the low gas prices may be keeping more money in your pocket but it could affect your 401k in the long term. >> reporter: from coast to coast, it's the talk at the tank. 46% of the country's stations are now selling gas for $2 or less. >> the price is so low. it's unbelievable. >> that co hurt my pocket. happy i can pay $2 a gallon now. >> put simply the bottom has fallen out of the oil market now selling for under $50 a barrel. a 5 1/2 year low. it means the typical family will likely save 5 to $700 per car this year. blame it on the global oil glut with saudi arabia refusing to turn off the spigot. the oil prices have pulled down oil company stocks hurting 401k and retirement accounts. >> think that saudi is paylaying a game of chicken with the u.s. willing to see oil prices down to $10 per barrel and they can sustain it more than we can. >> reporter: it cost the saudis only $10 to produce a barrel of oil. it costs russia $15. but it costs the u.s. $50 to $75 to produce a barrel from the new oil shale fields. now the very jobs created in the american boom is on the line. >> at this point, tens of thousands, if not hundreds of thousands of jobs are at risk because oil producing companies cannot make money at the price at which oil is trading now. >> reporter: it's a big tradeoff. a sort of international price war leading to lower pump prices but the potential for big layoff in the very industry that helped america wean itself from foreign oil. tom costello nbc news alexandria virginia. to be suffering from a mild case of pneumonia. ali has been waging a battle with parkinson's disease for years. his family says he's looking forward to celebrating his birthday later this month. greek life will resume immediately at the university of virginia. fraternities need to abide by some new party rules. the university says their members must stay sober through the night and monitor the alcohol consumption of those being served. at least one member must be stationed at stairways heading up to the bedrooms and outside security will also be required for large events. uva suspended greek life last september after a rolling stone article claimed a woman was gang raped at a frat party. fraternities have to sign on the new rules. is your child moody, dealing with behavioral problems or have trouble containing their emotions? if so you may be concerned your child is depressed. it could be something else. your child may be dealing with adhd. dr. winer is here to explain. welcome, good to see you. you know, most of us think of adhd a child not able to sit in class and concentrate or being higher active. but there are some other issues as well right? >> exactly. a lot of kids with adhd have a few problems. about 60% are very oppositional. they don't follow or respect the rules of adults. they tend to be very argument th don't take responsibility for their actions. about 25% to 50% of kids with adhd are chronically irritable. the big one i see is 75% of kids with adhd have just this problem with what we call emotional regulation. these are the kids where you just ask them to do simple things. time for you to take a bath. go brush your teeth. instead of them giving you a little bit of a look or getting a little upset, they have a blowup and a temper tantrum or meltdown that can last 20 minutes, half hour. that is a very common problem with adhd. >> are these symptoms above and beyond compounding the ones we think of as the ones of the symptoms? can the child have what you described and not just have problems in school? >> no these are problems they're going to have in addition to the typical problems. but i think some people they might see some of these issues but not maybe recognize their child is intentive, having a hard time with getting distracted frequently. a lot of people still i think only really think of that hyperactivity when they think of adhd. >> can you diagnose a child with adhd just by knowing, hearing a parent say he does this this and this? >> yes, that's the best we have. taking a good thorough history. getting collaborative reports from the teachers and outside people. because you want to have the person exhibiting the problems not just in the classroom but in a couple settings. at home at school outside of scoot. you need to talk to a bunch of different people to get a good diagnosis. >> we still don't know what causes it right? >> we don't know what causes it. there's nothing in psychiatry not a single diagnose we know with certainty what causes it. depression bipolar disorder adhd. we have theories and good treenlts but streatments but we don't know. when it comes to adhd the main culprit seems to be the functioning of the frontal lobe, part of the brai beh the forehead. the organizer or the executive for the rest of the brain that tells what parts of the brain what to do. >> is medication the only treatment at this point? >> well medication is the most effective treatment. and i really encourage people to consider medication. because it works the best. there are some behaveioral intervepgs sinter intervention really the most common thing that i hear families say is when they go on the medication those who are hesitant about going on the medication for a while, they say, wow, i just wish i had done this earlier. because things could have been so much better. who knows. maybe we would be doing better in school. we would have saved a lot of arguments around the household. >> for parents who are concerned about any medication for their children are there any negatives to taking it? >> yeah there absolutely are negatives. the positives in my opinion far outweigh the negatives. the most common side effect is appetite suppression. that's the big one. sometimes kids also have some moodiness when the medication's wearing off. they might have some sleep difficulties. they might have a little bit of blunting of their personality. but most of the time there are 20 different medications out there to treat this condition. some are stimulants. the vast majority of the time you're able to find a medication everybody's happy with. >> you and i are going to be together. we'll talk about this too coming up this weekend on sunday at the nbc health and fitness expo. we're going to be
