bring you updates as we get them. we're also following a developing story in montgomery county. right now police are searching for a 14-year-old boy who they say shot a young woman in silver spring. chopper 4 above that scene. derrick ward is live with more on the investigation now. derrick? >> reporter: well, the investigation does continue. as you can see police have cleared the scene. you might be able to say this about anyone who survives a shooting, that they are particularly lucky to be alive, but that holds true in this case, especially we understand that the victim was shot in the street in this intersection and that the shooter may have substitute over her and delivered some of those shots. she was shot multiple times. police believe that that shooter is no older than 14 years old. according to police, it began with a flurry of text messages among members of two groups of teens, one group of males and the other a group of females. by earl morning those two groups converged here in this silver spring neighborhood. >> i walk by dog through here every morning and it's peaceful, it's quiet. >> reporter: but that gave way to something else just before 5:30. one resident said there were voices what sounded like female. they couldn't tell if it was an argument but a short time later it became clear. >> officers responded to a sound of shots at this intersection. >> reporter: the officers found an 18-year-old female who had been shot several times. the person believed to have fired those shots got away in a vehicle. >> we have witnesses from that group of females back at the station being interviewed now. when she's able, the victim will also be able to give us information. >> reporter: police believe they know who the suspect is, but they're working to confirm that and to advance the investigation before they release a name. police believe the shooter was a male, possibly as young as 14 years old, and that members of the group may have been as young as 13. >> what's important is, is that there's a young person with a firearm still out there. before anything gets worse, we want to get him and that gun safely in our custody. >> reporter: the investigation continues. at the scene residents of this quiet neighborhood don't think this incident, as troubling as it was, is enough to make them change their routine. >> not at all. i feel very safe in this neighborhood. >> reporter: while the crime scene tape and the police cars are gone, some investigation is going full bore. we hope to have more on news4 later today. right now we're live in silver spring, derrick ward, news4, back to you. we are working to find out what led an officer to shoot a man. it happened around 1:00 this morning. police say the man was conscious and breathing when he was taken to the hospital. no word on how he's doing otherwise. hours after the shooting, a crew towed a police suv from the scene on minnesota avenue and burn street. you see it there. police also checked a second location just a few blocks away. more now on the unusually chilly weather this morning. record-breaking, in fact, let's go to storm team 4 meteorologist chuck bell for the forecast. >> good morning, richard. it's a beautiful morning outside now but, oh was it a july chill first thing this morning. we got our hash tag jackets in july going first thing. 48 degrees the record low temperature at dulles airport. the old record was 51 set back in 1981 and they were not alone. bwi-marshall airport dropped to 55 this morning. the old was 56 set back in 1997. also in martinsburg, 49 degrees this morning. the old record of 50 set back in 1928. so some real chill in the air this morning. here's the areawide plot of the overnight lows. 60 in washington, our coldest morning in six weeks here in town. even bayside communities made it into the upper 50s, which is extremely rare, because the bay water temperatures are near 80 degrees, so it really takes something to get numbers that low. currently with the sunshine out there, we're back up into the 70s just about everywhere. one of the cool spots at 63, lorton, virginia, is 74 degrees. we're 77 at national airport. we'll spend most of the afternoon in the low 80s with a fair amount of sunshine coming on through. when i see you in a few minutes, we'll start talking about the weekend and i have some rain shower concerns for your weekend, richard. new at midday we have video of virginia's former first couple as they entered court this morning. news4's julie carey tweeted that maureen mcdonnell was quiet as she headed inside the court house. she cried when she left yesterday. the mcdonnells are using a failed marriage as part of their defense in their corruption trial. julie was also there to hear what bob mcdonnell had to say. >> well, as i mentioned, i have great faith in god and in the justice system and that sustains me every day. >> be sure to follow julie on twitter. you can learn all of the latest developments there. former d.c. councilmember michael brown is in prison today. brown checked himself into a federal prison in montgomery, alabama, yesterday. a judge sentenced him to 39 months. brown pleaded guilty to taking more than $50,000 in bribes from an undercover fbi agent while in office. brown and former d.c. councilmember harry thomas are both serving time at the same prison. maryland and virginia made the short list for the new fbi headquarters. the next step is to hear from you and assess the proposed sites. the general services administration says it's between a warehouse site in springfield, virginia, and two sites in prince george's county. the old landover mall and a site near the green belt metro. the gsa will let the public chime in and then look for qualified developers. the fbi headquarters will bring with it 11,000 jobs and a $2 billion economic impact. we are following new developments in the middle east. a break from the violence, a cease-fire called by the israeli military, but it is not expected to last long. and strong reaction this morning on a vote expected today in the house that would authorize legal action against the president. right now a four-hour humanitarian cease-fire is in place in parts of the gaza strip. israel declared this cease-fire. no word from hamas. the cease-fire comes after more fighting today. nearly 1300 palestinians, 56 israeli citizens and soldiers altogether have been killed in this recent fighting. richard. >> all right, melissa. that temporary cease-fire comes after another attack at a u.n. school in the gaza strip. at least 15 people died, 100 others were hurt. right now the u.n. is blaming israel. nbc's chief foreign correspondent richard engel has the latest now from gaza city. >> reporter: another u.n. school struck in gaza, kill more than a dozen palestinians trying to take shelter from the war. the u.n. blamed israeli incoming fire and told nbc news it has proof, including pieces of israeli artillery rounds that rained down. israel says it's investigating but has previously said militants have fired on israeli forces from near u.n. schools and stored weapons inside them. this is why, israel says, it's still bombing gaza. hamas edited and released this video claiming to show militants using a tunnel to attack israelis. they opened fire, enter the gate and struggle with an israeli soldier, apparently trying to kidnap him. then escape through the same tunnel. five israeli soldiers were killed. in gaza, many see these attacks as justified. 16-year-old fara has developed a following online. one said this is my area, i can't stop crying. i might die tonight. she never supported hamas before, but does now. >> when i see the rockets getting to israel, i start loving them more and more and i pray for them. >> reporter: israel says hamas shouldn't be praised but blamed for bringing on this deadly war. >> that was richard engel reporting from the middle east. u.n. officials tell nbc news they informed israel of the school's location 17 times. the temporary cease-fire will ending at 12:00. you can look for the latest starting at news4 at 4:00. russiaes central bank is promising to support financial institutions affected by anew round of sanctions. the u.s. joined the european union in issuing new tougher sanctions against russia in the ongoing crisis against ukraine. the sanctions target the russian energy, arms and banking sector. the president once again accused russian-backed separatists are tampering with the investigation into the downing of a malaysia airlines plane in eastern ukraine. right now we will begin to see an anti-gun ad on tv and online on protecting women against gun violence. >> 911. what's your emergency? >> it's my ex. he's trying to break in. >> do you have a restraining order? >> yes. please, my son is sglehere. >> open the door! >> right now we can take you inside a u.s. senate hearing. advocates are urging congress to close the loopholes in federal law that allow abusers and stalkers to buy and keep guns. we'll monitor that hearing. phone companies are charging you and you may not even realize it. it's an illegal practice known as phone cramming. third-party services stick people with unauthorized charges for services like horoscopes. the federal trade commission just released a report on what carriers can do to protect you, the customer. one of the recommendations is for carriers to clearly display third party charges. sometimes they are so well hidden most people don't notice them on their bill. the house will vote today on two pieces of legislation. first authorization for a lawsuit against president obama and second the va reform compromise bill. carrie dan is joining us with more on both of these topics. good morning, carrie. >> good morning. >> we heard from house democrats in a news conference. let's play a clip of that before we start talking about this. >> today house republicans are bringing to the floor a resolution authorizing a lawsuit against the president. an unprecedented action, which many republicans think is wasting time. that's not what the american people want. >> we see there how house democrats feel about what the house republicans who are behind it. >> we're expecting to see a party lines vote this afternoon. you can see how partisan this debate has become. house speaker john boehner and republicans are saying the president has overstepped his limits. this is a necessary way to make him recognize the overstepping of executive action. house democrats say they're wasting time, it's going to waste taxpayer dollars and it's all about midterm turnout. obviously house democrats are also talking a lot about this and about the talk of impeachment that we're also hearing from some on the conservative side. both sides are raising a lot of money off of this. that's one reason that you're hearing so much talk both from republicans and democrats. it's really motivating their base and getting some dollars coming in. >> any chance this will pass the house? >> we're expecting to see it pass the house because republicans dominate there and it will be a party line vote. it does not need to go to the senate so this will authorize. however, it's going take a long time to go through this legal process. and nothing is going to happen immediately after we see this pass. >> this was seen as scare tactic initially but now it seems that it's coming to fruition. >> it's something house speaker john boehner has said very explicitly we do not have a plan to impeach the president, we're not considering that. this is a step that he and his allies describe as, you know, something that's sort of along the way there and making a warning to the president but doesn't go as far as impeachment. let's move on to the va reform bill now. remind us again what this is all about. >> well, compared to the lawsuit, this is sort of a tale of two votes. this is actually a success story, a rare success story for the house, the senate, republicans and democrats. they had a lot of disagreement about what should be in this bill to address how to help veterans who are trying to access veterans hospitals with long wait times or if they live far away from those hospitals. they came together after a lot of disagreement, they came up with a compromise bill. it's a little more than $15 billion. about $10 billion of that will be spent on allowing those who are subject to big wait lines to be able to access private health care instead of going to a va hospital. you know, sort of a big victory for compromise, something you don't see very often. we're expecting to see it pass the house today and go on to the senate. >> and it also means doctors and nurses, more people available to help the vets. >> and greater infrastructure within the va system. we also saw the new secretary of the va confirmed, so they're on their way to addressing is the way it looks outside from our tower looking northbound right over downtown bethesda, maryland. it's a beautiful day outside today. plenty of sunshine has allowed for a very speedy recovery from a cold, we'll even call it cold by july standards morning. 77 now at national airport. a light wind from the north averaging only 3 miles per hour, but the air mass overhead remains incredibly dry. humidity only at 40%. dew points still in the upper 40s and low 50s around the region. so the weather impact on your day today, no worries at all today. the only thing you need to be worried about is your sun block. the uv index is at an 8 today, so burn time is 20 minutes or less. be careful, use your spfs. outside temperatures now, 73 in frederick, 73 in edgewater, 73 leesburg and manassas is at 70. 70 degrees front royal and winchester, 72 in comeberland, so it's a pleasant afternoon. we'll see more warming from here. 78 degrees next hour. 83 our high today an back down into the upper 70s by mid-evening time. outdoor dinner plans, perfect night to sit outside in the backyard and have a little hot dog or hamburger out on the grill. maybe a chicken breast a little healthier for you. these lonesome showers up here across parts of central ohio, these are going to be drifting mainly north of the mason-dixon line, but i couldn't rule out a quick little shower in far northern maryland in the mountains of west virginia. highs today once again generally up into the upper 70s and low 80s. it will be another chilly night tonight, not as cold as last night. you'll probably be three, four, five degrees warmer tomorrow morning than you were this morning but that still means plenty of chill in the air. low 50s in the shenandoah valley, low 60s once again right here in the metro area. here's a little bit of a rain chance. by 6:00 today, small chance at a quick little shower moving into western maryland. by later on, 9:30 tonight, little bit of a rain chance into western maryland, what's hot right now on nbcwashington.com. right now redskins training camp is under way in richmond and this year the team is focused on offense with new drills under head coach jay gruden. if you want to go to practice you have until august 11th. this saturday the team will hold fan appreciation day at camp. young girls who diet may face health problems later in life. the younger the woman was when she began her first diet, the more likely she was to have an eating disorder, abuse alcohol or be overweight or obese in her 30s. the takeaway from this, experts stress the importance of teaching ung girls about overall wellness rather than focusing on weight loss alone. the list of america's most gust-busting meals is out and the cheesecake factory is at the top of the list with the most calorie-laden meals. for instance the bruleed french toast. it would require you to swim laps for more than seven hours to burn off the more than 2,000 cal reeorie calories. it has almost five days of saturated fat and a day's worth of sodium. the extreme eating awards is put together by the center for science in the public interest. just minutes ago on capitol hill, a bill was introduced that could help put a stop to sex assaults an college campuses. plus, new information released in the last hour on the damage caused by this huge water main break on the campus of ucla. and chuck bell just went outside to enjoy the beautiful weather. we'll check in with him to find out what we can expect tomorrow morning. right now several senators have just introduced brand new legislation to help stop sexual assaults on college campuses. take a listen. now, the bill is based in part on claire mccaskill's nationwide survey of how colleges and universities hands sexual violence. it shows many assaults are underreported and one-fifth didn't train staff or faculty about sexual assaults. mccaskill says they'll hold schools accountable for properly reporting, investigating and prosecuting those assaults. we are following a developing story in west africa now. a top doctor treating patients in the latestoutbreak died from the virus. we've also learned the first american to die from ebola was a liberian finance minister. two american aid workers are fighting that deadly virus. at least 660 people across guinea, liberia and sierra leone died from the recent ebola outbreak. the airports in that region are closed because of fears the virus could spread. one man is trapped. he traveled to visit his family there. his cousin says he's in a coma. they say the government won't allow medics to drive him to another medical facility for fears of spreading ebola but he tested negative for the deadly virus. now they are raising money to bring him home. >> in order to transport him they'll need to have a doctor and all of the medical equipment on the plane when they transfer him. then they need the money to pay for the medical expenses. >> family and friends will have a fund-raiser at 6:00 at lima lounge on k street in northwest washington. now to a developing story from the pentagon. yesterday the department of defense announced that a young man was found dead near the wheel well of a u.s. military plane. the incident is sparking questions about security. nbc's pentagon correspondent jim miklaszewski has the story. >> reporter: the c-130 is a cargo plane or gunship is considered the u.s. military's work horse. but this week one of those c-130s became a death trap for a young stowaway. the plane and crew made several stops during a support mission in africa. at one of those stops, the young african boy crawled up into the wheel well of the rear landing gear undetected. the c-130 hopped from mali to chad to tunisia, then flew to sicily where it refueled before it finally arrived at the u.s. air base in ramstein, germany. during a routine inspection of the rear wheel well the ground crew noticed an orange piece of cloth protruding from a tight seam in the medal. the boy had crawled into a space so narrow he was not visible, and that's where he died. the crew actually had to remove an outside panel from the plane's fuselage to recover the body. but the fact that a young african teen could stowaway on a u.s. cargo combat plane appears to be a dangerous breach in security. >> the aircraft is a rugged aircraft. it shouldn't come as a surprise to anybody that the security at some of these fields is not going to be at the same level. >> that was jim miklaszewski reporting there. the concern is that a young teenager could board and easily slip aboard a u.s. military plane and what about the threat of a potential terrorist. that's what officials are looking at. the military is launching a full investigation. an ashburn ceo accused of killing his wife is a free man today but a hearing could send him back behind bars before the day ends. he posted a $2 million bond yesterday. today lawyers will ask that it be revoked because of new dna evidence they say links him directly to the crime scene. prosecutors say castillo was in the midst of a bitter divorce with his wife, michelle. they say he killed her an then made her death look like a suicide. we now know the identity of the man police say was at the center of a carjacking and crash in landover hills. we followed the breaking news live for you yesterday on news4 today. police arrested 21-year-old dominique harrison. he faces several charges. harrison is accused of carjacking an suv, crashing into two other cars and then slamming into the side of a mcdonald's restaurant on annapolis road. prince george's county investigators believe that harrison suffers from mental illness. right now two people in maryland are in the hospital after a porch collapsed underneath them. just take a look at the damage here from chopper 4. this is in katinsville in baltimore county. the two victims were trapped about 20 minutes. both people are expected to recover. investigators are working to figure out what exactly caused that accident. and you may have seen a geyser. well now we are taking you inside the flooded ucla buildings to show you the mess that crews are cleaning up right now. the water main break damaged six buildings, including ucla's pauley pavilion. that just went under renovation, a $132 million renovation two years ago. there's so much water there, firefighters had to do this, use their hoses as squeegees. the 93-year-old 30-inch water main break happened yesterday afternoon. it released an estimated 8 to 10 million gallons of water. they haven't even reached the broken main yet. it's going to be days before they can fix the problem. >> this operation that we've got going on here is very complex. the location of the leak is creating issues for us as far as the location of the pipe. >> here's what the ucla campus looks like right now. you can see a huge sinkhole there where the broken water main is. school officials say they will spending the day assessing the damage, but they expect it will be in the millions of dollars. no one was hurt, but the los angeles fire department did rescue five people who were stranded in the flooding in parking garages. the cause of the break is still being investigated. developing now, firefighters are gaining ground on wildfires in california. evacuation orders were lifted for about half of the homes in the path of the fire in yosemite national park. in the last week alone, 216 wildfires scorched that state. the cost to fight the wildfires could top a record $1 billion this year. so to give you an idea, one drop of retardant costs about $60,000. as california's drought intensifies across the region, it's creating what's called mega fires, burning faster, hotter and more explosive than ever before. let's check in with chuck bell again for the latest on the forecast. he's outside on the storm team 4 weather deck. >> hey there, richard, yes, indeed. jackets on in the month of july out here on the weather deck. that's an unusual occurrence, at least for yours truly, anyway. it's nowhere near as hot as we would expect it to be at the tail end of july. temperatures are generally in the low to mid-70s around the region and there's a lot of beautiful weather to be enjoyed. breathe it in, everybody, like it while it's here. august and humidity are looming just around the forecast corner, so to speak. there's the view from prince george's county. capital wheel, national harbor, woodrow wilson bridge. here it is in northern virginia, reston town center there, just a few fair weather puffy cumulus clouds rolling overhead. tomorrow morning will be the last really cool morning before the humidity starts to bring overnight low temperatures up and the humidity will also bring chances for rain and just in time for the weekend. 77 now in washington. 70 in winchester and martinsburg. the forecast out on the chesapeake bay, friday, saturday, sunday, couple of showers likely friday afternoon, showers likely off and on throughout much of the day on saturday and a scattered shower chance lingers into sunday as well. ocean city, down to the ocean, mostly cloudy, chance of showers both days this weekend. i still say it's worth the trip down because a bad weekend at the beach is still a good weekend doing yard work here at home, richard. >> i'm with you on that philosophy. the news4 i-team is learning snow days could cost maryland's largest school system $2 million. montgomery county used up too many snow days this winter and had to add extra class time to meet the state requirements. here's what the news4 i-team scott mcfarland dug up. the monday cost $1 million and an extra day in june cost $500,000. those costs come from buses, utilities and overtime. maintenance workers and drivers got extra pay. walmart fans, listen up. today the store in germantown opened up its new renovations. it underwent an expansion to add more for you to buy. the renovation also created 80 new jobs. the store is open now until midnight and you can find it in the milestone center in germantown just off i-270. neighbors in lorton get their wish as their landfill will close as scheduled. the board of supervisors denied a proposal to push back the closing seven years. the meeting was contentious and lasted for hours. some members supported the closing, but it was passionate leo posed by the people who live there. >> we'll have more tax developments for the county and a better place for live for the residents. >> jerry hyland also opposed that proposal. the landfill will close in 2018. the redskins have launched a w campaign to defend the team's name. it's called redskins facts and it has its own website at redskinsfacts.com. the goal is to create constructive talks about the name. five former players are meeting with native american communities as part of the campaign. hillary clinton added her name to the redskins name debate in an interview airing later this week. she told jorge ramos of fusion tv that the name is insensitive. clinton encouraged dan snyder to think hard about adopting a new name. when asked if she had any suggestions, clinton said she had not thought of an alternative. this morning we're learning about the new york city woman who just received a great anniversary gift. you see nicole pagliero thought she lost her dress two years ago during superstorm sandy. the dress was at the dry cleaners and the store was destroyed in the storm. get this. two weeks ago she took a new route to work and spotted her dress in the window of the owner's new store. she still had the ticket for it. >> that dress could survive a storm, then our marriage could survive anything. >> paglireo says now she wants her daughter, who is only 18 months old, to wear that dress on her wedding day. if you like taking selfies the company showed a new window phone with a five mega pixel front facing camera. it also features a bigger screen, more than 4 inches, which will make it easier for anyone to take a selfie. the unveiling happened at the company's annual employee meeting in seattle. the phone could launch pretty soon. change your diet, change your mood. coming up, the three changes that you can make today that will make a difference in how you feel mentally. plus, the change americans are making in their drinking habits. later today, you will have the chance to weigh in about the possibility of having a food truck outside your office in fairfax county. right now the cost of obtaining a food truck permit and other fees in the county is about $16,000. a new proposal could drop the cost to under $200. that means that the food truck industry could expand, setting up at office buildings, construction sites and shopping centers. you can speak out on the plan at tonight's planning commission hearing at 7:00. the bubble has burst for soft drinks. a new gallup report reports more and more of you of drinking less soda. 63% of americans are actively avoiding drinking soda. the study also found that 52% of us are trying to limit the amount of sugar we eat. so that's how it all works out. now, we've all heard the old adage you are what you eat. we are learning that that can even apply to your mental well-being. dr. joshua weiner is joining us with three dietary changes people can make to help their overall mood. >> i'm talking about the types of food and some supplements that you can take and the way you eat. the first one is omega 3 fatty acids, the second are pro by ought ix or healthy bacteria and the third has to do with the way you eat and that's intermittent fasting. >> the omega 3 fatty acids, what are the benefits? >> they have been shown to be helpful for mood and anxiety, including bipolar disorder. there's also evidence it hey be helpful for adhd. it's the only supplement that may help with adhd. it's really important that you take the appropriate amount. there's one type known as epa. studies have looked at taking anywhere from 1,000 to 9,000 milligrams a day of that substance. 1,000 milligrams has been shown to be just as effective as 9:00. -- 9,000. i tell people to take a daily supplement unless you're avid eaters of fish or flaxseed. >> so seafood seems to be where it's most prevalent. >> yes, in salmon in particular. >> but you can do the capsule and control what you're taking in. >> exactly. >> what about probiotics. >> they are healthy bacteria. the average adult has four to five pounds of bacteria in their gut. there's been an explosion of rrv on what these bacteria actually do for your body. it's really fascinating because this is off the topic of mental health but at georgetown university they're doing fecal transplants where they're taking feces from a healthy person's gut, putting it in an unhealthy person to treat a lot of gi conditions. so this is remarkable. what we're finding is that these bacteria actually help produce something that helps calm the brain down. it also is involved in helping the production of serotonin, which is involved in mood. so here again, people should consider taking a daily probiotic. there's no downside and i definitely see an upside. i take it in my family. if you want to eat it, you can find it in yogurt, in cheeses, in things like fermented vegetables, but sometimes supplements are some of the easier ways to get some of these. >> and some of the yogurts say with probiotics. >> i would suggest people need more than what they're going to find in a cup of yogurt. >> the third thing you said is fasting. it's a limited fast? >> what people can do is there's a type of intermittent fasting where you're eating normally for four or five days out of the week but on the other two or three days out of the week you're eating about 600 calories. you want to make those healthy choices on those days when you're eating less. studies have shown actually -- a lot of these, granted, are in animals and some studies in humans. with animals it's shown to slow down the aging process, it can help with decreasing the rates of cancer, increases the amounts of bdnf which has an probably not going to feel that good but if you do this for a period of several weeks, you're going to find ultimately your mood and energy are better. >> is this fasting for a couple of days or day or two and then making the week off or how often should be fasting? >> there are all sorts of studies that looked at different scenarios. some involve fasting every other day, some involve eating normally five days out of the week and on the weekends doing the fasting. it doesn't matter. the whole idea is that some periodic fasting where you're eating less, about 600 calories a day, on a couple days out of the week does have a beneficial effect it seems for mood and particularly for anxiety and just general well-being. so i think it's worth considering for a lot of people. now, you need to be careful about this obviously if you have certain health conditions. but for the majority of people if they're relatively healthy, it's worth considering. >> a lot to digest with all this fix problems with the gear shift levers on its is it nsonata. it covers the 2011 through 2014 model years. the shift lever may show the wrong gear, increasing the risk of a crash. owners should receive notifications in the mail between now and the end of september. if you drive a small car, new crash tests say you may be more at risk. nbc's chris clackum has what you should look out for. >> reporter: the mini cooper countryman was only one of a dozen small cars to get a good rating in what's called a small overlap front crash test. >> because it's got a rock solid structure that keeps the space around the occupant intact, lets the seat belts and the air bags do their job. >> reporter: conducted by the insurance institute for highway safety, the small overlap test replicates what happens when the front corner of a vehicle collides with another vehicle or object at 40 miles an hour. seven of the 12 tested received acceptable or marginal ratings, while four others received a rating of poor, including the fiat 500-l, nissan's juke and their all-electric leaf as well as the mazda 5. the institute concluded they didn't provide enough protection to the occupant's compartment. >> the survival space wasn't well maintained and that means things are pushing against the occupant, pushing on the legs. >> reporter: however, the manufacturers of each point out that all four cars
