Officers at the navy yard search building 197, interviewing employees. Emotions ran high because thats the same building were in 2013, a lone gunman killed 12 people. But today, the investigation revealed there was no gunman, no shots fired, no one was hurt. Im very proud of all of the officials that anticipated the call. We know that there have been a lot of Lessons Learned from previous incident fatality here at the navy yard. And we have found that there has been a clear, coordinated and convincing response to this scene. Reporter heres what will happen next. Law enforcement agencies that responded here today will hold an afteraction meeting with the navy. We are going to review this again to see what went right and what we can continue to improve upon to improve our procedures in the future. Reporter d. C. That is the latest live at the Washington Navy yard, chris gordon, news4. Todays massive Emergency Response looked a lot like the scene after the shootings at the same location two years ago. Our pat collins talked with people who work on that compound who will never forget that day. He joins us now with their reaction. Pat . Reporter doreen, he is a navy officer. He has seen more than his share of action. But you never get used to Something Like this. They say whats the chances of lightning striking twice . Never thought it would happen again. Reporter thats lieutenant commandser scott williams. He was here in 2013 during the real shooting with the real gunman that led to the death of 12 people. The shooting scare this morning cement him ducking for cover. Heard someone yelling, you know get out of the Building Stay away from the cafeteria, get out of here and everyone started running toward the exits and so we were nearest an office so we just dove into the office and locked the door. Reporter Cassandra Johnson remembers the attack two years ago. She was at the navy yard today. Is it tough coming to work here with all this . Yeah. Its kind of screwy. Because a lot of people saying to themselves why go back there . Its just like you at the mall. You on your own. Reporter at the same fence at Depaul Catholic church, a mass for the people at the navy yard. How do you tell people to deal with it . Encourage them to pray. To be with each other. To comfort one another with that assurance that peace to bring to us. Reporter it appears tonight that normalcy has returned to the navy yard. But for some people, it may be some time before we can truly confirm that. Now back to you. Thanks, pat. As pat noted the scene at the navy yard brought back a lot of very unpleasant memories. It was september 16, 2013. A man named aaron alexis a contractor for the navy, opened fire inside building 197 at the navy yard. When it was all over 12 people were dead. Alexis was shot and killed by the police. It was one of the worst Mass Shootings ever at a u. S. Military facility and one of the deadliest single events in the Nations Capital. A lot has changed since that shooting rampage nearly two years ago. As news4 as the news4 iteams Scott Macfarlane reports now, d. C. Police have the response and the coordination between the many agencies involved was a lot smoother this time around. Reporter two years ago, after the navy shootings, d. C. Police say there were too many vehicles on the scene, so crowded, officers struggled to maneuver around the area and navigate the building and that not all of the Many Police Agencies on the scene were on the same page. Two years later, the mayor said Police Worked well together. Im very proud of all of the officials that answered the call. We know that there have been a lot of Lessons Learned from previous incidents. Reporter but why did so Many Police Agencies respond to what amounted to a false alarm . Because different agencies have different specialties. U. S. Park police flew their eagle two helicopter above the navy yard today, a specialized unit from which rescuers can rappel to the ground in an emergency particularly helpful because its kept in a hangar in southeast d. C. Within close range from the navy yard. We have a crew here at what we refer to as the eagles nest and they are ready to launch any time. Reporter a u. S. Park Police Helicopter looked at victims from the roof from 197 in 2013. We saved lives with that aircraft. Reporter u. S. Capital Police Deployed their bomb squad to the scene today, an expert unit which handled more than 3,000 calls about suspicious packages or vehicles along Capitol Grounds in just the past three years. They have stateoftheart robotics, allowing them to inspect and deactivate a bomb from a safer distance. Officers tell us they work as a team with other Police Agencies when there is an emergency call. Professionally, i can count on everyone of them. And a great amount of pride down here. It happened during a bicycle race this afternoon in the Prince William forest park. Mark segraves is gathering the latest information right now. He is in wood bridge virginia. All three were listed in Critical Condition facing lifethreatening injuries but now told at least one of those riders is now in grave condition. All three are in their mid40s and all three are members of Law Enforcement agencies. One from the United States two from other countries. Heres how a Prince William county Police Officer described the accident to us. We responded out right around 12 30 p. M. This afternoon to investigate a crash involving multiple bicyclists that were participating in the world police and fire games. As of right now,bicyclists were traveling down hill. One of them for an unknown reason right now, lost cell of the bike and crashed, causing a chain reaction. We have three bicyclists that were significantly injured and were taken to area hospitals for treatment. Some concern about the Mental Health for those who work at the navy yard, because many of those employees could be dealing with posttraumatic stress after the incident in 2013 and todays scare could just be adding to that stress and anxiety. Posttraumatic stress is triggered by a frightening convenient, things like a Sexual Assault being in a con bat zone or witnessing some kind of violence. Symptoms can include flashbacks, nightmares and severe anxiety. Typically will last for months, even years and the symptoms can often interfere with daily life. Thats why its so important to get effective treatment when youre dealing with pts. The navy immediately brought in support for employees today. Based upon the events of a couple of years ago, we have counselors and our chap lips are with them now providing the support that they need or desire. Time served and a stay away order. That is the sentence for a man who hopped the white house fence and kicked a secret service dog. A judge sentenced dominic edisana earlier today. He has been out of jail since the arrest. He pled guilty back in april. As part of a sentence, he must stay away from facilities under secret service protection. That includes the white house. For the second time the man charged in the d. C. Mansion murders has fired his defense team. Darron wint dismissed immigration attorney sean hanover at a hearing today over whats called a difference of opinion. Hanover took over the case after wint fired the public defender who originally represented him. Wint will now go back to that public defender. Hanover says he still supports wint and believes more people were involved. We believe he was set up. Set up by somebody else involved in these murders . Interesting presumption. He had support from the principal of Suitland High School and also from another judge here at the Prince Georges County court. Former Suitland High SchoolPolice OfficerCharles Picard is seen here beating a student inside the school he was sworn to protect. Today a Prince Georges County courtroom was full of people who were calling him a great map and mentor including the principal of suitland high and Prince Georges County court judge Hasan Al Amin who was once picards next door neighbor. He defended the officers character and told the presiding judge this about the incident nobody is going to argue with all the good that hes done in the community and the students that hes helped. Thats not in question. On this particular day and with this incident, officer picard was not protecting anyone and he was not helping danyone. It was a good decision that the judge made. Reporter today, the student seen in this video talked about how this violent incident back in 2013 has impacted him today. I thought he was somebody that i could run to and talk to and problems going on and something but turned out it was falls. Reporter picard was assigned to Suitland High School as a School Resource officer. He was found guilty of Second Degree assault, misconduct in office and reckless endangerment, and could have been sent to prison. And thats what the state was seeking. But the judge took sommerscy by ordering him to home detention Community Service and probation. And while we are happy that officer picard is being held accountable for his actions we do feel this case deserved a period of active incarceration and something we would have liked to have seen. Reporter in addition to his 60 days of house arrest, he has also received prohibition and 100 hours of Community Service. We have learned four metro Bus Operators were fired last year for using their phones while driving. Metro has had a zero tolerance policy since 2009. The Transit Agency tells us no train operators were fired for using phones in 2014. Tonight, Montgomery County is one few jurisdictions in the entire county that will require most companies to provide paid sick leave. Its a new law that was signed by county executive ike leggett today. It requires companies to provide one hour of sick leave for every 30 hours of work. The law will take effect in october of next year. Workers will get up to seven sick days a year at all but the smallest of companies. Most of the change would come along dale boulevard between miniville road and maple dale avenue. A team of urban Design Professionals has been tasked with making dale city a december at this point nation point. Preliminary plans call for adding new shops, restaurants, pedestrian walkways, along with lowering the speed limit and adding bike lanes. I think its a good idea, be interesting to see where the money comes from. I think its really something that the residents will in jeep have to look at and say yea or nay. A final report is expected later this summer with some of the changes beginning this fall. Students in Loudoun County may not have to make midterms or finals next year. School board is considering dropping the end of semester test. Instead, teachers would evaluate students progress by giving smaller tests throughout the year. Loudoun county was forced to cap sell midterms the last two years because of snow days. Thats when they started reevaluating the benefit of the tests. Three School Systems in maryland are also taking a closer look at the way students are tested. Montgomery county Prince Georges County and frederick are considering changes to all standardized tests.
