hillary clinton is expected to announce her running mate very soon. steve handelsman is inside the wells fargo center with the growing speculation. steve? >> reporter: hi, doreen. three days before this democratic national convention starts filling this hall in philadelphia, certainly donald trump has it right, hillary wants to get the attention or voters but there's munich, scattered reports about how she might make the announcement, whether it might be tim kaine. let's go to a live shot right now of hillary clinton. she's speaking in tampa, florida. she's spent the morning and the evening in the big swing state of florida and so far in the speech that you're watching there, she is slamming donald trump for saying he's the only one who can get us out of the trouble that we're in. she says we're not in the kind of trouble he says we're in and he's not the one to fix what needs to be fixed and he hasn't put forth any ideas about how to fix what he needs to she given any clue about her vp announcement and whether it's tim kaine? not so far. >> we have to stand against hate and bigotry. >> reporter: hillary clinton was in orlando, city of the pulse nightclub massacre as speculations swirled about who she would choose as her running mate. >> reporter: possible vp pick tim kaine was seen in boston. he's a first-term virginia senator, former governor, fluent in spanish and close to clinton. she has said that kaine is capable of stepping in as president. others considered, tom vilsack and cory booker. donald trump started the day in cleveland. >> hillary's trying to pick her vice president as fast as possible. i am your voice! >> reporter: trump last night described an america in crisis. >> i alone can fix it. >> reporter: crime, isis and economic decline that he blamed on his opponent. >> this is the clinton. death, destruction, terrorism and weakness. >> reporter: actually, crime is down, said president obama today. >> this vision of violence and chaos everywhere doesn't really jive with the experience of most people. >> reporter: the rnc was chaotic at times but ended like this. >> unless we beat hillary clinton -- and i mean beat her -- >> reporter: in philadelphia, security is gearing up for the democratic convention and clinton asking voters to pick her instead of donald trump as their voice. one apparent factor in hillary clinton's vice presidential picking process is the matchup, if you will. mike pence is not known as having a strong personality or being a strong debater. that frees clinton up, it's thought, to elizabeth warren. so last minute, we're keeping our eye on hillary clinton. she has not made the announcement. back to you. >> thanks, steve. as noted, one of the finalists is in fact virginia senator tim kaine. he has both legislative and executive experience and there are other factors that could make him an ideal pick. our team coverage of the presidential race continues now with bureau chief julie carey. julie? >> reporter: you know, here in the democratic stronghold of arlington, there is great excitement among party activists about tim kaine as the possible running mate with his two decades in virginia politics, many have come to have known him personally and also know his resume well. here's a look at the resume that hillary clinton has had to consider. >> are we ready for hillary? >> reporter: in english and in giving hillary clinton a preview of his value as a running mate at a rally last week. it was 36 years ago the young roman catholic left harvard for a year to become a missionary in honduras. it was harvard that the native midwest earn married lynn. in 1994, he won his first election to richmond city council. kaine hasn't lost an election since. he claimed the political ladder leaving richmond as mayor. in 2002, kaine became the lieutenant governor and in 2006, he was sworn in as governor. in early 2007, he became the first governor outside of illinois to support barack obama for his bid for presidency. a year later came a roaring victory party. >> virginia has gone to barack rewarded in 2009 when president obama picked kaine has the dnc chairman and he was on the short list as the vp candidate. >> all i can say is i went through the process in 2008 so i kind of know the rhythm of it. >> reporter: in 2012, tim kaine joined the united states senate. he's been on the armed services and foreign relations committee and he has a personal stake as a leader on personal policy issues. the oldest of his three children, matt, is a marine officer. here's how his close friend and senate mark warner said. >> i can tell you -- [ applause ] -- you get him on a and he's not boring at all. ♪ >> reporter: but it's kaine's steady demeanor and foreign policy knowledge and connection to the latino community that could take him to the national stage. now, i'm headed up to philadelphia on sunday to cover the democratic national convention and we hope to speak to senator kaine there. >> we know you interviewed kaine last week but you also spoke to some people who were at a party with him last night in northern virginia. >> uh-huh. >> tell us about that. >> this is very interesting. i heard about it from two sources that were there. senator kaine was attending a rally and sometimes between 8:00 and 8:30, all three of them suddenly looked down at their phones, got up and said we have to leave. and left the room. and that, of course, leaves everybody else there to he got the call? back to you now. >> i guess we'll soon find out. julie carey, thanks. at fairfax county committee headquarters, they got tired for waiting for confirmation. this afternoon, they had prototypes for all of the possible contenders but they stamped out the buttons featuring a clinton/kaine ticket first. >> very honest, a very nice guy. we think that he's going to be a stable force in democratic party and for the country. >> if senator kaine gets the nod, the committee has dozens of buttons ready to go. our coverage continues later in this broadcast. chuck todd will join us with both sides on the presidential race. breaking news in germany. several people dead after a shooting at a shopping mall in munich. authorities there are calling it a suspected terror attack as they continue to search for the kristin wright has the developments from our live desk now. kristin? >> reporter: just in to the live desk now, president obama responding to this mass shooting at the shopping center in munich, germany. first, this is video that we have that is believed to be the shooter. a witness took this on their phone. it appears to show the gunman there raising a weapon and then you hear those shots. now, we think the number of people killed just went up again to nine. we're not sure if that includes one of the suspects. there's a manhunt for possibly three people and we also just got this in. that is, flags lowered to half-staff, you can see there, at the german embassy in northeast washington. here's what president obama said a little while ago about the shooting. >> obviously our hearts go out to those who may have been injured. it's still an active situation and germany is one of our going to pledge all of the support that they may need. >> at a news conference, police in munich believe the attack was terrorism. of course, we'll bring you any new developments. at the live desk, kristin wright, back to you. developing right now, tourists and visitors to the museum is in the heart of our city and they are already feeling the effects of this extreme heat today. several of the smithsonian mu see yums right now have no power. that includes the holocaust museum and african art. they are all closed the rest of the day. the museum also is closed. emergency crews are getting ready for what is expected to be a busy weekend. they are likely to get a number of heat-related calls. northern virginia reporter david culver wrote along with fairfax county fire and rescue >> reporter: we are out and about today in the midst of this heat and humidity. imagine wearing 60 pounds of gear and going into a fire. that's a real struggle. we did a ride-along with the captain as he was responding to calls a little bit different when you compare this ride-along to the one i was doing six months ago with fairfax county fire and rescue. take a look at that one. >> half a dozen calls. >> this is still chilling. we have it on ice to lower the temperature. >> and so you respond to a scene that somebody may need for heat-related illness. >> they recommend to keep drinking water even if you feel they say if you're not one who sweats a lot, you should be extra careful and extra aware of how much water you're bringing in. in the alexandria section of fairfax county, david culver, news4. new concerns today about the conditions inside a jail in maryland as temperatures continue to rise outside. we'll tell you about the urgent message from the warden as they are working to keep inmates and employees safe. you hear donald trump calling out the district during his acceptance speech last night? i didn't start anything with the wife? i think heidi cruz is a great person. i think it's the best thing he's got going, and his kids, if you want to know the truth. his father, i don't know his father. i met him once. all i did is point out the fact that on the cover of the national enquirer there's a picture of him and crazy lee harvey oswald having breakfast. >> that was donald trump on the first day of his general election campaign sticking with the approach that got him through the primaries. >> chuck todd came back from cleveland overnight. >> i need to get some clean clothes. >> and a couple hours of sleep, i guess. >> yes. >> what's your take on that, the trump of last night and now -- >> well, it's like trump is trump, you know? he's not going to change who he is. 70-year-old man, women, they don't change who they are and i thin t under his skin and vice versa. that's pretty apparent. why didn't he spend more time impacting a republican today than hillary clinton, it's all sort of -- falls under that trap a little bit. so it's -- i think that this is what you get when you get donald trump. >> on the brighter side, ivanka, his daughter, she was received well last night. does that ever translate to votes, do you think? >> it could. all of his kids did well and they were very poised and great character witnesses for him and i think it could -- you know, when you sit here, over time -- it's funny, trump himself said it. they love their daddy. i must not be that bad of a guy. you're like, okay, you're not supposed to say it that way but what he's saying is true. the voters are going to look at their interesting about ivanka's speech, it could have been given to the dnc, issue-wise. she talked about equal pay for women, child care, a lot of big government ideas. government getting involved in those things. look, ivanka herself said she wasn't always a part of one party or another. and the problem is while i thought it was a great introductory piece to him, his speech was very tough, very testosterone. all right? it was a powerful speech but it was a divisive speech. some people cling to it and see it as a solution and other people are rappelled by it. i tell you, he's got a wide gender gap here and there's nothing about that speech that's going to close that. if ivanka had done that soft sell and he had a little softer edge to impact. >> if it's not -- i think at this point, if we only should go into breaking news mode if it's not tim kaine. the confidence level is pretty high for everybody at this point. but -- >> when are we going to hear it? >> i think in the next hour or so. they have not fully leaked out yet. they are going to do it by text message. >> that's exactly what they are doing. we will see the new ticket in miami and if it's kaine, they will show off the fact that he's by lingual. i know it's a good one. i promise you that. >> thank you. for more political coverage, chuck and the rest of the nbc news political team will be in philadelphia this sunday morning for "meet the press" at 10:30 right here on nbc 4. donald trump also called out washington, d.c., in his speech last night and used the district as an example of the city's spike in crime. >> reporter: when he accepted the republican nomination last night, our city found itself in an uncomfortable spotlight. >> in our nation's capital, killings have risen by 50%. >> reporter: trump didn't give specific dates and used the broad term killing. so we decided to take a look at homicide numbers for washington, d.c., starting in 2007. at 181 murders, that's the year that police chief cathy lanier took over the police department. the numbers then declined 2012 at just 88 murders that year. the next couple of years, they were right about 100. but then in 2015, we did see a 54% increase in homicide. >> any homicide, quite frankly, in our city is too many for me. >> reporter: d.c. mayor muriel bowser said the city has created multiple programs to try and knock the numbers back down. >> i just want the new initiative, for example, to attract more police officers who are d.c. residents and are expanding our cadet program. we also work with our communities to put out 1200 security cameras, which also makes neighborhoods safer. >> reporter: when you compare the homicide numbers for july 2015 to where we are now in 2016, murders have actually decreased by about 9% and the mayor's staff says we're now on pace to get back to where we were before 2015. ti coming up, new concerns about the zika virus here in the u.s. doctors are worried about its spread. summer vacation is so precious. here in montgomery county, it soon could be changing. i'm scott macfarlane. a big p hey how's it going, hotcakes? >> reporter: well, i'm standing outside the national museum of the american indian and it has been hot all evening long and a lot of tourists have been walking past asking what about this museum? i explained that it was closed and they replied hot out here. officials tell me that it will remain closed for the rest of the evening. the power outage came as d.c. swelters under the near triple digit heatwave with a high of 99 degrees. now, this power outage issue with underground equipment problems near pennsylvania avenue, crews are still trying to fix it. we're now going to hear from the tourists. >> it's disgusting. >> we try and get water as much and as often as we can. >> and the national museum of the american indian. >> just came from the air and space museum and heading towards the botanical gardens. castle and the national museum of america history is open. tomorrow, by the way, if you plan ongoing to the museum, of course, we are here, they open at 9:00 tomorrow morning. hopefully you have a good time and that everything is resolved. of course, as we've been telling you, it's going to be a very hot weekend. live here on the national mall, sm shomari stone, news4. because of the heat, 200 inmates have been moved out of their cell and another jail, the one in st. mary's county in maryland has no air conditioning at all. the warden says it is having an impact on everything from sentencing to staffing. mark segraves got a look inside. >> on that second tier, it gets up to over 100 degrees. >> reporter: it was built with no air conditioning. >> this is where it gets the hottest in the >> reporter: he's providing ice water, large fans and extra shower time for the inmates. he's also allowing them to wear shorts and t-shirts rather than the traditional prison jumpsuits. >> it's too much. it's too hot. remember, my officers, they are in uniforms all day. >> reporter: the lack of air conditioning is just one of many problems. >> we have overcrowding, we have an aging infrastructure, we've doubl double-bunked to save money over the years, our locks are failing. >> reporter: the county has approved $18 million to make improvements. >> they are being used to address heating and air conditioning and pods for women inmates and medical treatment as well as future needs for capacity. >> reporter: those improvements are years away and, in the meantime, the excessive heat at the jail is impacting how criminals are sentenced. >> we have judges that won't sentenc sentences here in the summer. >> reporter: he's had a 100% turnover for the officers. >> in ten years, we have had 110 officers and we have lost 105. >> reporter: the captain told me he's surprised that no inmates or groups who advocate on behalf of inmates have sued the county yet because of the conditions inside the jail. mark segraves, news4. breaking news right now. a major development from the virginia supreme court. the state supreme court just now issued its ruling on terry mcauliffe's order for restoring voting rights which would allow more than 200,000 felons the right to vote but now all of those people that already had the will now have them canceled. no response from governor mcauliffe's office. >> kristin wright, thank you. a sad milestone in new york city as we learn about the first baby there to be born with zika-related defects. >> by talking to the people who were in this county about what they need to improve their neighborhoods, i'm tracee wilkins. coming up on news4, we'll have their story. this is how hot it will feel in your neighborhood tomorrow afternoon because of the heat. it's the storm team 4 weather alert day. i'll be breaking down sunday and monday coming up in my fl forecasult. know you're budgeted for the expected, and the unexpected. know that at least the process of buying a new home can be clear and simple. know your investments can make retirement closer than you think know. the one word behind all the guidance we provide, tools we create, and services we offer. because when you have insight, you know. high school and college interns in prince george's county are doing all they can to improve the conditions in some of the county's most challenged neighborhoods and they are doing it by using technology. bureau chief tracee wilkins takes a closer look at a summer project. >> hey, good morning. how y'all doing. >> reporter: these students are college interns on a mission. >> nice to meet you. >> reporter: their focus, to make them a prince george's county most challenged community better using technology. >> we are trying to figure out how we can improve the area. >> we feed a lot more c beneficial things for the youth. >> when you guys went out, what was some of the information that you were drawing from the citizens? >> reporter: this is through the counties of office of information technology after meeting people where they live, they come back to their office and brainstorm on how to use technology to fix that particular community's problem. >> we bring them in and make them project managers without them even realizing that's what they are doing. >> the community isn't tight-knit enough. >> and a group for each one of those neighborhoods, in competition to come up with the best idea. they created a job finding app but -- >> it's not about winning. we want to come up with the best solution. it's about serving the community. >> reporter: there are five other groups like this, 36 kids total. they are going to present their ideas to a board of judges and one group will win and get a prize for their ideas. into that particular community. i'm tracee wilkins, news4. today, news4 got a firsthand look at the work being done during metro's safetrack program. we were on the track in west falls church where crews worked on the fifth surge. they are single tracking in the area. this perspective shows as trains pass by just feet away. the crews are replacing deteriorated wooden rail ties. this surge will last through the end of the month. a new effort to start school earlier and end summer vacation seener for tens of thousands of kids in our area. plus, a new push to get but how did we end up here? >> reporter: yeah, we are at the splash park. it's packed here all day. it's the halfway point for school in montgomery county. here tonight, for one particular reason, people are talking about school. so lonely inside seneca valley high school on a friday in july, only the maintenance staff here preparing for next month's reopening. but come 2017-2018, this could be the week families start buying back-to-school supplies, including melanie, who spent the day today with her kids at the park. >> i guess the only issue would be setting up camp for those parents that work. a lot of camps run from late june until the end of august. so that could be a potential school board will debate whether to start the 2017-2018 year on august 21st, 2017, a week earlier, to give kids an extra week of learning before the exams unless potentially quiet time after. >> it puts us in line with 11 other school districts in maryland. >> reporter: news4 has learned 1300 parents, students and staffers have sent comments about this plan to the school district. one high school social studies teacher wrote about that and keeping kids so deep into june, "some teachers like to use this time to show a relevant movie or documentary with an accompanying assignment." one parent who opposed wrote, "for families like mine who work for congress or aligned with the congressional calendar, our vacations must always be during the august recess." the hundreds of parks and camps will shift their programming earlier if a change is for their kids in the summer. >> reporter: to help keep the kids active? >> yeah, get the kids outside. >> reporter: it is so fast-moving, it is so precious, debate over whether to shift summer vacation in 2017-2018 starts in november. until then, enjoy summer vacation. live in germantown, scott macfarlane, news4. just one month now until the schools in prince george's county begin. kids may be able to get their immunizations for free. clinics will be held for students entering kindergarten through seventh grade or those starting ninth grade. parents have to take the exclusion letter that they received from the child's school in order reserve your spot, go to the nbc washington app and search immunizations. concerns continue to grow over the zika virus has. an infant's mother became infected while traveling to a zika-infected area. the bay baby has been diagnosed with having a smaller head along with other birth defects. this brings the number to at least 13. there are about 400 pregnant women in the u.s. known to have the zika virus. this weekend, nbc 4 is teaming up with dozens of animal shelters in the area to help pets find forever homes. 40 nbc and telemundo stations are taking part in the second annual clear the shelters event. all this week on "news4 midday wonderful cats and dogs up for adoption. most of the fees will be waived or discounted during this one-day event. you can find a map of the locations on nbcwashington.com. it's a great opportunity if you're thinking about adopting an animal, a dog or a cat, tomorrow is the day. >> yes. so we're trying to think positive about all of this heat. amelia said i don't think it felt that bad today. >> yeah. in all honesty, we made it into the mid-90s so it wasn't as hot but the humidity levels were still as high. tomorrow is going to be extremely hot and the area is under a heat advisory. those advisories are issued by a national weather service and regardless of whether they issue anything for our area, wre alert tomorrow through monday due to the heat. here's your feels-like forecast. temperatures feeling like they are between 100 and 108. on sunday, temperatures feeling like they are around 100. monday, anywhere from 100 to 108 again. tuesday, we start to see the heat breakdown. so the humidity, the worst on saturday and monday. right now, showing you dew point temperatures. this is mugginess. when it's about 65, it's humid. when it's above 70, it's oppressive and disgusting outside. that's the case tomorrow as well with a high temperature of 98. 97 on sunday and 100 on monday. notice there are some 80s on the board next friday and next saturday. >> thanks, amelia. we've got sports coming up. you're going to hear why the starting pitcher for the nats game is the nats newest star. first, here's a look on "nbc nightly news." >> jim and do latest out of munich. can hillary announce her running mate for vp?
