She came to the aid of the little boy after he was wounded. 12th and bruce places southeast. It was 5 30 in the afternoon saturday when a 7yearold boy was shot and seriously wounded playing on a sidewalk outside an apartment here. Today police chief cathy lanier say there were adults with the kids when it happened and when the bullets started flying the adults ran away. From the information we received they fled. As soon as these shots were fired . They left the kids there . Correct. What does that tell you . Well, you know, first of all, anybody that would be careless enough to fire shots in the vicinity of children, thats as i said earlier thats one of the and the community. Reporter broad daylight brazen shootings appear to be on the upswing in our city. There were five yesterday including two murders in southeast. A 21yearold man shot and killed near the valero gas station on benning road and a woman in her 40s gunned down near her home about five blocks away. Police believe those two murders may somehow be linked. Now that little boy is expected to be okay, but police need your help. They need names. Tonight were hearing from friends of the young woman who was hit and killed by a trois inin Fairfax County and they cross the tracks all of the time and even hang out there near the intersection of brook road and brook lake road. It was i mean, just heartbreaking. Not much to say about how terrible it is. Reporter here in the area where 18yearold erica dunn was killed there are several popular foot paths. Dunn hadded gra waited from nearby Braddock High School last year. She would greet you at the door, you know what im saying . She was a very nice girl. They were walking along the tracks when dunn was hit by a train. Shes not the first teenager to be killed by a train along these tracks and a 15yearold girl was killed as she walked along the same stretch in 2014. A lot of people like to go out around the train tracks and hang out there. It is very dangerous. I think people dont realize how dangerous it is. Despite the warning sign, teens we spoke with say its common place to hang out along the tracks. Ive been walking on it since i was, like, 6 years old. My grandpa lives over there. Its a cross walk pretty much from the high school to the pictures and i myself have taken a picture on the Railroad Tracks so i know how dangerous it is. I would hope they would put some kind of barrier or wall or a cautionary thing to tell everybody, not just people that live there that this is no trespassing and nowhere to be at and have some kind of memorial for her because this could have been any kid. This could have been me or anybody i grew up with. Its very, very tragic. Reporter while there are these no trespassing signs posted sporadically up and down the train tracks, there are no fences or any other barriers that would prevent people from crossing the tracks in the many path weise have found along this area. More than 100 trespassers were injure order killed by trains between september 2011 and september 2014. Officials at amtrak say theyre reviewing the findings from federal investigators on what probably caused that deadly derailment in philadelphia. Eight people were killed as a speeding train rounded a curve near philadelphia last year. The National Transportation safety board says human error is to blame. The trains engineer was distracted, we are told, by radio traffic. Investigators also point a finger at at track for not installing positive train control and that is technology which automatically slows trains down that are going over the speed limit. Potholes and the lack of lane striping on roadways are just some of the issues the president of the Park Police Union says is causing roadways to be dangerous and potentially deadly. Coming up at 6 00 its been nearly a year now since a man in virginia, in vienna virginia, a husband, father of two, was found shot dead in his bed. Police have now made an arrest. Northern Virginia Bureau chief julie carey reports the reporter kim pham la roke and husband eric la roke in happier times. Both Virginia Tech grads and successful in their careers. He was an engineer at dewberry consultant and she worked at fannie mae. They started a family and had two young children. Last summer eric la roke was found shot to death and monday night after she left work, kim laroke was arrested accused for shooting her husband to death. Somehow it led to a 35yearold woman killing her 33yearold husband. Eric laroke was found dead in his bed on july 31, 2015. Police discovered a handgun still there, a bullet, pillow and sheet stained red. His wife mourned the sudden death. 12 days after the passing she updated her facebook profile picture with this button bearing her husbands initials reading forever in our police analyzed the evidence seized in the home, cell phone call, monday they presented their case to the Fairfax County grand jury. They won an indictment. Kim pham laroke was charged with seconddegree murder and use of of a firearm in commission of of a felony. Some cases take longer than others and in this particular case there was a lot of evidence and documents that the detectives had to sort through and wait for. In a homicide case especially, they want to build a very solid case. Reporter Fairfax County police will not comment on a motive for the shooting. Reporter doreen, the Union President for the park police say the problems along the bw parkway in some places are so bad that even defense attorneys, hes, are using these maintenance issues as a way of getting their clients out of tickets and sometimes even charges. Its usually less congested, but the Road Conditions there are a lot of potholes. The bw parkway says it could be dangerous. Its printed. Pamela is talking about the Line Striping on the roadways. The outer fog line on the outer line of the roadway in main areas is missing as are the center lane dividers. Ian glick is the Union President for the park police. He said the problem as the officers patrol g. W. Are getting work. You obscure your visibility compounded with the lack of lane markings and it could be something deadly. The lack of lane striping on some stretch of roads has become a tactic as some of the drivers as officers pull over. Defense attorneys are now using that to attack the probable cause for dwi arrests and which is why he says his officers have made changes in the way they do their jobs. Two Police Officers are facing manslaughter charges for the death of a patient outside Washington Hospital center. Police officers Clifton Montgomery and officer brown got into a confrontation with James Mcbride in september and he died in october. That confrontation happened after mcbride walked out of the hospital after an discharge. The d. C. Medical examiner said the cause of death was Blunt Force Trauma to the neck and thigh. A judge today dealt a major blow to part of d. C. s tough gun laws. It all centers around the requirement needed to carry a concealed weapon. Mark segraves has our report. Reporter this is the third federal judge to rule on this question in more than a year, whether or not the districts requirement that anyone seeking a concealed carry permit for their handgun have what is known as a good reason for having that permit. The first judge ruled againedst district more than a year ago and more recently a judge sided with d. C. And a third judge ruling against the district of columbia and finding today in his words that the concealed permit require iment of having a good reason is likely unconstitutional. What this means for the time being is that anyone applying for concealed carry permit in d. That carry permit. They will have to meet other requirements such as a background check. Legal sources familiar with this case say it is more than likely that d. C. Will appeal this latest ruling and will ask a judge to stay this decision, but in the meantime, for now if youre applying for a concealed carry permit you will not have to show that you have a good reason to have that permit. Just a short time ago we learned the district will appeal that decision today. The u. S. Attorney for the district is asking the courts to in fact allow them to continue enforcing the original law until that appeal is heard. It used to be a premier Shopping Mall in Prince Georges County and theyre moving out to make room for redevelopment and a big new hospital. The handicap entrance was a long journey and then he found a heavy gape. My hope would be that this would be open. And a door with no automatic push button to open. People that know their polling site, they had a bad experience ask they just dont vote anymore. They dont come back. No. The news 4 iteam wanted to know if this was a common problem so we helped ian to help us canvas the city and help other polling locations. The church on pennsylvania avenue southeast had a handicap entrance door that opened outward banging into his chair. Another polling location had a too tough to climb. The ramp is just a smidge too steep. Reporter in northwest we found a door in a tricky place. You would have to maintain yourself on this steep ramp. Reporter a disability advocate with University Legal Services Says the d. C. Government should have fixes or find new polling places. The board of elections has an obligation to make everything fully ada accessible every election year. Reporter including closing d. C. Public schools onpr imary day june 14th, schools are open that day and the board of elections makes it more difficult for the disabled to get inside since school doors are often closed or locked to keep the kids safe. They came to the government offices to find the internal offerses, we found 37 of 89 polling places checked after the 2 accessibility issue including all of the places we checked with ian. There were problems with door bells, elevatorsor missing signs to direct with people. We dont agree with everything in the auditors reports. It has fixed the problems found in 2014. We have made changes. We know that we will be accessible for voters. The agency said something quite different in a memo to the d. C. Council just this past december, formally acknowledging it would be required to use polling places with accessib accessibility issues and when it comes to making polling places more accessible, theres been a lack of cooperation for managers. In virginia, a review by the Disability Law Center found 40 of 200 polling locations they reviewed this year had access problems including a broken door at a fairfax church. Fewe maryland with the states board of election records showed eight voting sites and ian wattlington said it was more difficult to know because they are staying home for some of this.
