What are you learning . Reporter news4 has learned that suspect, rico leblond, was arrested for attempted murder just two years ago. But the charges were later dropped. News4 spoke to people who know both the suspect and the victim. They all grew up together. They say 20yearold rico leblond was an angry, violent man who hated zella zionas love for life and the joy she brought to those around her. Friends and some of the victims god children came to the grungy Service Alley where the 21yearold was shot and killed thursday night. Thats her best friend. She went to school with her. Thats my boyfriend, and me. And we we were very close to her. Hahp hc reporter leblond, who in addition to a murder charge in 2013 that was later dropped, has an extensive criminal history. He was arrested around 8 00 last night. Because hes from this area and because we knew some things about him and some of his habits, they went to places thoughtfully where it was believed they might find him. Reporter charging documents released this afternoon say leblond became embarrassed and enrageded after zella came up and spoke to him while he was with his friends at lake forest mall across the street a few days prior to the murder. Penelope ann garland was speeding just after midnight and did not have lights on. She drove off the road and crashed into a traffic pole. She was rushed to Suburban Hospital where she died. Garland was 68 and from the baltimore area. We havezuo learned new information in just the last couple minutes on a fatal hit and run in bladensburg overnight. Police say gabriel ruiz was crossing the street when he was hit and killed by a driver who just took off. It happened on annapolis road near kenilworth avenue. Investigators are looking for a late model ford with damage to the bumper. If you have any information that may help police, please give them a call. We just learned that all 19 People Killed in a Historic South Carolina flooding were in vehicles. 12 of them died after being trapped by water or swept away. The others were weather related crashes. Reporter they struck up the band and cut the ribbon at High Point High School in Prince Georges County. And this is what all of the excitement about. Its saturday, and this is a classroom. And this was the kickoff to saturday school. A 20week Pilot Program. 20 hours, two hours a day, to turn opportunity into success and increased achievement. Reporter the day would start with a breakfast and a motivational period and two hours or so of instruction. There will be an emphasis on mathematics. Our goal is to make kids love math, because thats what its about. We know that mathematics is the foundation for success. Reporter but come on, school on saturday, sounds like a students nightmare. I dont mind it much, as long as it brings my grades up. The whole country needs more workers, more graduates, so we can be a successful country. I came from this area, and my wife did too. So being able to go as far as we did is great. And programs like this is what propels people further. Reporter they have been doing it for more than 20 years in the Montgomery County schools, and dr. George thomas was a driving force behind the effort there, and this Pilot Program. He says its worked fine on students there. To improve the academic performance substantially. Reporter this program will mirror the one in Montgomery County. School ceo dr. Kevin maxwell says the benefits easily outweigh the costs. Its a total 40 hours for everybody. So anybody getting paid, its less than a weeks worth of work spread out over the course of the year. It will be to grades 1 through 12, and it will start next saturday. Derrick ward, news4.
