an investigation. washington city paper was first to report these problems. today police claim they've been reporting problems ever since it went back into use in 2011. >> we've replaced our records management system at least three times in the last few years. >> reporter: the head of the police union says cops have already been warning of problems. >> the core computer was not communicating. the reliability problem went down all the time. >> reporter: in a letter sent to defense attorneys, they called it an imperfect system which the police department is planning to replace. but the damage may already be done. the letter says thousands of criminal cases are being reviewed to determine if prosecutors failed to provide defense attorneys with evidence they are required to share. >> this could be a problem resulting in the wrong people getting arrested and the person that did it going scot-free. >> reporter: it's not just a problem for lawyers and clients. the massive review will cost taxpayers as well. >> the problem is every one of those cases now have to be checked, which means law enforcement time prosecutors time which means that their time is being taken away from law enforcement and locking people up. >> reporter: there's no telling how many man hours or how long this review will tackke. they have thousands of cases to review. it's caught the attention of lawmakers at city hall. they are demanding answers from the chief of police to tell them how they should have confidence in the judicial system. mark segraves news 4. we did some digging and found many more issues. in february 2010 a private consultant found breathalyzers inflated blood alcohol levels. about 400 were convicted using bad results. the program had to be suspended for 20 months. last october an fbi agent was arrested on drug charges, releasing more than a dozen suspects on cases he worked on. this month they stopped sending dna to the district's crime lab. they hired outside experts to look over 160 causes handled there. we're learning more about the terror attack that killed at least 20 people at one of tunisia's tourism sites. two of the attackers were killed and tunisia's prime minister says it's possible three other gunmen got away. there's been no claim of responsibility but oohisis used social media to congratulate the attackers. president obama and netanyahu are stuck with each other. mr. netanyahu just won re-election after publicly opposing the president's policies. steve handelsman is live an capitol hill. where do they go from here? >> reporter: president obama plans to call netanyahu but aides say he's got a big are job. re-evaluating u.s./middle east policy that's for 20 years backed a so-called two-state policy israel and palestine. a policy rejected in yesterday's election. the victory of benjamin netanyahu has israeli conservatives celebrating and liberals worried. >> this is not a good morning. >> reporter: facing defeat netanyahu promised no palestinian state, and israelis agree. rejecting the efforts of u.s. presidents from jimmy carter to bill clinton to barack obama. >> the israeli public voted no to the there will be a confrontation not over the palestinian issue but over iran if there is a deal. >> reporter: kerry called netanyahu with congratulations. democrats are turning down the heat. >>or relationship with israel is a strong one. doesn't depend on personalities. >> reporter: but two personalities who clashed before the election may do so again if there is a nuclear deal with iran. congressional critics are sure to argue netanyahu being re-elected proves israelis fear the obama approach to iran. turning to our weather. and a reality check of these last days of winter. doug is still watching that chance of snow here on friday and a chill that's going to stick around for a while. an friday the first day of spring really? >> first day of spring and we're talking about snow coming down. it looks like it will affect us during the morning commute. what a far cry from where we were yesterday. 73 degrees the high temperature during the day. temperatures today, much colder. take a look. temperature of 73 at 11:43 yesterday morning. and then dropped all day. high temperature so far only 52. 21-degree temperature difference between yesterday and today. this is what we're talking about. friday morning at 9:00 a.m. the area covered in snow from quantico to the pennsylvania border. everybody has a good chance to see snow. we'll talk much more about that coming up around 6:15. mesa arizona's locked down parts of the city all afternoon but those have been lifted now that a gunman is in custody. he shot six people killing one of them. it started with an argument at a motel, spilled outside and led to a shooting that wounded three people. then the gunman shot someone at a nearby restaurant carjacked a sedan and shot two more people at apartment complexes. he was shot with a taser and arrested. there could be harsher penalties for penn state fraternity members. anyone found responsible could be expelled from school. right now the kappa delta rho chapter has been suspended for a year. members are accused of posting photos of nude women on a private facebook page without their consent. >> we have a lot of people that become great leaders, and that leadership came out of fraternities. we also have cases where young men do things that are not appropriate. >> penn state's president is hoping women who are targeted in the posts will come forward to the school. their privacy will be protected. the man who accidentally landed a drone at the white house in january will not face criminal charges. he told police he borrowed a friend's quad copter drone. he figured it ran out of juice and landed on the t day he saw the news that it landed on the white house lawn. the faa is reviewing that case. eric holder weighed in today on the delay for approving his replacement. holder joked about senate republicans leaving him in office by delaying a vote on loretta lynch's nomination. >> it's almost as if the republicans have discovered a new fondness for me. i'm feeling love i haven't felt for some time. >> senate republicans won't call a vote on lynch until they act on a human trafficking bill. and the democrats are holding that up because it would restrict federal funding for abortions. a lot of people are concerned about walter fauntroy's health. he has had very little contact with his family here. his lawyer had to file bankruptcy papers to avoid foreclosure on the home in northwest d.c. his family and friends tell us they are worried. >> there is a concern. there's a concern about his physical well-being and concern about his mental well-being. >> they are part of a group trying to bring fauntroy home. he was a top aide to martin luther king jr. and also a pastor. new at 6:00 adam tuss shows us if changes are national archives. we put up pictures on our nbc washington app. montgomery county students will find out next week if they have a longer school year than expected. they've used 3 more snow days than allotted for the year. if so classes would be pushed back to june 17th. extra days could cost $2 million. the maryland state board of education is set to decide on this on tuesday. >> some tell me they'll be rnd pressure to keep school open on friday morning and proceed as planned. >> can you help them out? >> will we see significant delays friday morning? this will happen during the morning toward colder air. that's why we think it will come don as snow. cloud cover around the area. another cool day. a peek of sunshine. mostly cloudy skies through the day. tomorrow night, we start to see the rain down to the southwest. by around 6:00 a.m. just about everyone in northern virginia and back to the west starting to see the snow. maybe rain and mixture at first. everybody changes over to rain. washington leesburg and culpeper 9:00 a.m. that's when the snow will be coming down. fredericksburg lexington park you may stay all rain for this. so by noon we're on the better side of things. this will move out by 5:00 and change over to rain during the afternoon friday. the impacts come in the morning. one to two inches around d.c. annapolis and waldorf. two to three around gaithersburg toward baltimore. but it's almost all an the grassy surfaces. we think we'll have some impact but washington rockville, annapolis, woodbridge almost no impact on your roads. moderate impact around montgomery county. ooum not really worried about fairfax county d.c. may be some delays but not a whole lot. this is what we're going to be watching. will those temperatures get closer to freezing. right now temperatures staying above freezing and we're not too worried about the roadways early friday. most accumulation will be on grass. 39 on friday with snow early, then changing to rain. saturday much nicer. 60 on saturday. 48 on sunday. just as we go up we come back down and stay don to start the first week of spring. monday tuesday, highs in the 40s. close to 60 on wednesday. could protecting their kids from online predators. an american staple recalled. 6 million boxes of kraft macaroni and cheese. also a support group helping a northern virginia mother after the death of her son. new details in his death revealed for the first time today. naming melte inging metro's newest stations. phase two of the silver line. we're receiving more information about a timeline for a d.c. officer who could not get an ambulance. kristin wright has new information from the dispatch log. >> reporter: this isn't the first time we've talked about delays in the d.c. dispatch system. an officer was here making an arrest. there was a scuffle. he was hurt. next the timeline of what happened next. ambulance sirens blaired in northeast today. but at this time yesterday, an injured police officer was waiting and waiting for an ambulance to take him to the hospital. he was hurt during an arrest near a liquor store. news 4 obtained dispatch records. 6:38 first call for officer down. seven minutes later, they report an officer's leg injury. then five calls for transport to take the officer to the hospital. at 7:06 an ems officer is dispatched to the scene. police stop waiting and take the officer to the hospital in a cruiser. this is 30 minutes after the initial officer down call. then the ambulance is dispatched and then recalled. 31 minutes after the first call of an officer down. they are looking into this trying to determine why there was a delay. developing tonight, just about an hour from now, students will rally after allegations that alcohol beverage control agents used excessive force against this uva student. he was arrested after he was from a ball. the agents are on administrative duty. this case comes nearly two years after abc agents arrested another student in charlottesville after mistaking sparkling water for beer. elizabeth dailey sued the state saying they tried to break her car windows and pulled a gun dearing the arrest. she was awarded more than $200,000 in a settlement but they never admitted wrongdoing. kraft recalled more than 6 million boxes of macaroni and cheese. at least eight people have complained to the company. the recall only applies to certain flavors of original kraft mac and cheese. new at 6:00 a loudoun county mother is sentenced for child neglect. she prostituted herself on craigslist. natalia davis will spend a year in jail and then be deported to her native, crane ukraine. her son was shot to death last year. she'll be among the first members of a new support group for mothers of murdered children. she learned painful new details today about how her child was killed. julie carey was the only reporter in court as detectives gave chilling testimony. >> reporter: for this mother losing her 16-year-old son brenden wilson has been hard enough. today it got even worse when she learned details of how he was shot to death last november 10th. >> kind of innundescribable. >> reporter: five suspects have been arrested in connection with wilson's death at a preliminary hearing for the triggerman kuwain smalls. he told police he and his sib lungs had a dispute with wilson. they then jumped wilson and placed a gun in the small of his back. brenden wilson fell in the grond. for the last shot he reached eded down moved the body over and shot him in the head. >> treated him like a dead animal. >> and shot him again. >> shot him again. >> reporter: the judge ruled the evidence was enough to move the case ahead to the grand jury. brenden wilson's mother finds comfort in coming to this memorial that's continued to grow. she also funds s finds reassuring words on facebook. beverly ruwain's son was shot to death 13 years ago. she'll thereby as ruwain hold's the first support group for parents our nbc washington flash survey. do you think writing "race together" on cups is a good idea. here are the results so far. 5% say yes. 76% say no. and 19% say right conversation coffee shop wrong place. fairfax county schools could be changing to a uniform grading policy. deputy superintendent steven lockhart wants to change the scoring on an f grade from 0 to 50% so it doesn't drag down a student's gpa. it also calls for a separate grading for effort and achievement. it would be for middle and high school students. he's looking for teacher and community input. next an amtrak passenger picks up the wrong backpack which leads to a drug bust across state lines. fairfax county police logging on to keep your children safe online. the warning for parents tonight. >> you have to keep an eye on what they local police are leading a new initiative to stop child predators. they are doing it by reaching out directly to parents. david culver explains how police suggest parents ss find a d.c.'s union station. a guy walked off an amtrak train with the wrong backpack. he also noticed $17,000 in cash tucked inside. the man called police who linked the money to another passenger. a man with family in new york city. a police canine dog indicated it may have been linked to drugs. the new york man has since been locked up for drug sales. the debate over what to call two new metro stations could come to an end tonight. they'll be presenting names for the broad run and ashburn. the leading choice is loudoun gateway and the other one, ashburn. metro will have the final say on those names. metro will keep track work to a minimum on weekends during the cherry blossom festival. the first weekend of april there will be some longer waits but then there will be no track at all
