they got here, polic detained them, moved them over to the side street, took them off the bus they had been trag another bus. they were detained for nearly four hours. when they were released, they important. >> reporter: polic moved the marines off the bus that the passenger who got sick was on, and held them on another bus. closing the streets where the buses were parked. the d.c. department of health mobilized its team of epidemiolos who met with each passenger before releasing them. >> people were surprised. you get here, you don't expect like that to happen. so we were surprised to hear that. t understanding all of the concerns that have been expressed about ebola and things like that, understandable that, you know, they were taking precautions. d we sort of got caught up in that. >> reporter: now, we spoke with the director of d.c.'s department of health after this incident. he said even if that patient had tested positive for ebola, he would have consid this a low-risk exposure for people on the bus because nobody actually came in contact with her. and he says the response from virginia, d.c. and the feds proves that all the agencies are working well together, and the protocols are in place to protect the public. reporting live on capitol hill, mark segraves, news4. the dallas nurse being treated for ebola at nih is doing well. this is video of nina pham before she left a texas hospital last night. she arrived at nih in bethesda around midnight. doctors say she is in fair condition, talki with her nurses, and eating and using her ipad. >> she is in good say he is confident she will fully recover. today preside obama gave the job of ebola response coordinator to a long-time democratic insider. everyone else is calling ron klain the ebo the white house doesn't like the term. but no matter what you call this job, it's clear the country's ebola response is in need of some high-level help. steve handelsman continues our team coverage from capitol hill. steve, what are you hearing there? >> reporter: thanks. klain's job is to coordinate all the governments to get ready for what everybody has got to assume could be more cases, more real cases of ebola. with criticism mounting of his handling of ebola, president obama tried to reassure the public. >> we've got an all hands on deck approach across government to make sure we are keeping the american peo. >> reporter: he named white house insider ron klain, who critics complai is not a doctor, to coordinate the ebola response that republicans insist ought to include a travel ban. >> why in the world are you letting 150 people a day in from western africa? >> reporter: in the caribbean today, a dallas health worker was still quarantineded in a room aboard a carnival cruise ship after she admitted she handled an ebola specimen but set sail anyway. another disturbing lapse to many americans. >> i think people that may have been in contact really need to but you don't feel s. you're at risk. >> no. >> reporter: oths are worried. >> yes. i'm concerned. they say it's not airborne, but what if somebody sneezes that may be a carrier. >> r nih doctors insisted again, that's not a danger. >> there is no evidence whatsoever that this virus is airborne, transmitted. but fear of ebola is in the republicans say picking a ebola czar, a political guy like ron klain can add to thanks, steve. a little more about ron klai has extensive experience i the federal gov to along with his business served as chief of staff to two vice presidents, so he's managed complex operations like this one. in fact, he guided the implementa of the economic stimulus package back in 2009. he graduated from georgetown universi and harvard law school a little more about that woman who is con find to her room on the carnival cruise ship. she is a lab supervisor at texas presbyterian hospital. she may have been exposed to the blood of ebola victim thomas duncan. cdc officials s she is considered low r that ship set sail on sunday, the same day dallas nurse nina pham was diagnosed with ebola. and three days before nurse amber vinson was diagnosed after she flew between dallas and cleveland. au in dallas are now moving to avoid similar travel among people who may be at risk. jay gray has a live report on the new restrictions coming up in our next half hour. new at 6:00 tonight, more than a dozen members of the ms-13 street gang have been indicted on murder charges. the u.s. attorney for virginia's eastern district says 13 members have now been indicted. some of them as young as 18 years old. they're all accused of three murders and one attempted murder in northern virginia over the past year, and 11 of the members face the death penalty or life in prison if they're convicted. today marks five years since a virginia woman disappeared in charlottese and her parents say this year is much different. morgan harrin vanished in 2009. police found her skeletal remains three months later. morgan's parents say this year brings new hope their daughters case will be solved. investigators he said there is evidence that links morgan's case to the man accused of kidnapping hannah graham. ambushed and then attacked. see the disturbing crime caught on video when the two people now wanted by poli i'm julie carey in sterling, virginia, where a woman originally charged with prostitution is now being investigat for involving children in her activity. coming up, i'll tell you about an unusual plea from the sheriff's depart about the people they want some help a few mi a disturbing investigation under way in loudoun county. a woman initially arrested for prostitution now accused of using children to help advertise her services. as northern virginia bureau chief julie carey reports, authorities are turning to an unlikely source for inf. >> reporter: this is 43-year-old natalia davis. and this is the sterling townhouse where noticed a steady stream of men coming and going. the loudoun county sheriff's department checked the complaint and in july davis was charged with prostitution. but there was an even more troubling disco when investigators looked closely at the two cell phones and laptop they seized. as this search warrant document reveals, the phones contained videos and pictures. investigators say some showed juveniles, children, involved in the photo-taking and filming of davis. investigators b dav was using the images and videos to advertise her ser residents in the townhouse complex where davis lives are troubled by the allegations. >> that would be very sad. those children are innocent. >> reporter: natalia davis is jailed without bond tonight. she pleaded guilty last month to the original prostitution charge. no faces five counts of indecent liberti with children. i went to her home today and a man identifying himself as her husband answered the door and said he had no comment. this woman has lived in the neighborho since 1976, but has never heard of a crime like this. >> it's surprising. i have watched the change, but it's mostly been alcohol, driving too fast, stuff like that. i've nev heard of any -- anything like this. and that's awful. >> reporter: and as they continue their investigation, the sheriff's dept has an unusual plea in this case. they are asking anyone who was a customer at this townhouse in the last two years to come forward if they saw any criminal activity in sterling, virginia, i'm julie car news4. u.s. officis juggling two different jobs now, trying to ease the fear of ebola and at the same time making sure there is a procedure if there is a breakout in the u.s. >> health officials believe a wide spread outbreak is not likely in the united st but want to be ready in case. "meet the press" moderator chuck todd joins us now to help us sort through this, politically, socially, whatever. we have an ebola czar. what's the significance of this? >> well, look, i think what the white house -- what the president is saying with this appointment, witho saying it, is that he is admitting they had a behind the scenes organizati problem. agencies weren't talking to each other. that's why perhaps dr. frieden at the centers for disease control went out there, didn't seem to have all the information he needed to have about the dallas protocols and all that. because they didn't hire ron klain to be the public face. for instance, you know, so he gets hired immediately, okay, i have him on sunday on "meet the press." and they say no -- >> no, really. >> they directed us to dr. fauci, at the institute of health who has been a regular spokespers on this. so what they're saying, they had a behind the scenes problem. they don't think they have a public communications problem. >> now, ron klain doesn't have a health background. he's a political guy. >> he's a political government operator, pure and simple, how does his appointme play into the political issue heading into the election? >> look, republicans jumped on this and said, hey, he doesn't have a medical background, this is just the president trying to protect himse. i think when you look at his skill set, this is clearly a behind the scenes organizational pick. i get what they were doing. but he was getting political pressure too, the president was. the republicans have been using ebola in the campaign, tapping and there is insecurity out there, the isis beheadings started this insecurity, this feeling that not everything is there. and ebola is now -- so repus candidates have seen some traction on this issue. so democrats desperately wanted the white house to just do something, you know, just get your arms around this, show the country a sense of urgency about this. and so i think this was the president capitulating on that. >> we have three weeks until the midterm elections? >> three sundays -- less than three weeks. of course, i measure everything on sunday. >> of course you do. we have had a lot of hot-button issues lately, just like in the last month or so. how long -- how long do you think ebo will play out between now and the next three weeks? >> realistically, it depends on if there is another case. i think that that is whether -- i mean, you know, we've proven to be the -- there was a publication called the hotline at a place i used to work. they called it the shiny metal object campaign. it seems whatever the shiny object is at the moment, politicians are globing on and trying to run it. when you think about two weeks ago, i think we were having a conversati about the secret service crisis. >> right. >> and now where is that? nobody is talking about it. so i think it wouldn't shock me if in two weeks weekend before the election we're talking about another issue. >> all right. chuck todd, thank you so much. >> all right. >> all right. and again, watch "meet the press" this sunday at 10:30 in the morning right here on nbc 4. but right now, bermuda is bracing for impact. hurricane gonzalo expected to make landfallater tonight. that category 3 storm is already bringing some high winds, rough surf, people bracing for what may be the most extensive damage since fabian hit bermuda back in 2003. these are some live pictures from the island, forecasters say they can expect -- you can't see much because it's blowing hard. expect wind gusts up to 150 miles per hour. and, of course, major flooding. yikes. 150, that's massive. >> exactly. extensive roof damage, flooding, structural damage. i mean, this could rival, of course, fabian, that was in 2003 for them. so rough going for them. a lot of folks monitoring that with interest in bermuda. here is a look at the track. again, for several hours, they're going to deal with winds over 100 miles per hour. the track of gonzalo is to the north and northeast. so it will be moving out to sea once it makes its pass on the western side of bermuda there. again, it's bei carried off the coast from that same weather front that delivered all the rain here earlier this week. right now we're at 72 degrees, we've got some fairly dry air over us. it's going to be cool. 9:00, 67 degrees. the temperature nice conditions, though, at 11:00. 65, nice starry sky. but we are taking a look at the next weather system. the next one is a weak weather system. however, it is going to really be bringing temperatus down. it's not going to deliver much in the way of rain, but temper come down for the second half of the weekend. that weather system right no back here, areas of indiana. so it's overnight saturday. you're barely going to notice it in the way of even any clouds in the sky. but you will by those temperatures. again, here's a look at future weather. i' show you when that rain moves in for saturday night. for us this evening, overnight, we're clear. mostly clear, cool conditions to start your saturday. there we are, shortly after 7:00. part sky for saturday. then the winds are going to start to pick up ahead of this weather system. so saturday late it will start turning breezy. here we are shortly after 2:00. scattered light showers across the area. could be anywhere that these fall from that weather front. frederick, leesburg to warrenton, even charlottesville. but just like that, the front is out of here and we're left sunday morning with what we're calling cold conditis back to the west around i-81, areas just off the mountains. luray, hagerstown, starting in the 30s and many more locations starting out in the 30s by monday morning. deal is, folks, on sunday it will be brisk out there. we get a chance to warm up with sunshine, but a cool one it will be, which is why i think it's a good for university of maryland, ho university. homecoming saturday. 1:00 that temperature at 66 degrees with sunshine across the area. some areas south could hit 70 around stafford, fredericksburg, pax river, 68 for a high tomorrow. look at the drop for sunday. from 67, almost 68 to 58 degrees on sunday. and as we get into the early part of next week, again, those temperatur in the 30s to low 40s across the area. monday, sunshine. not only is next week looking like it's going to be cool, but also wet. there's tuesday. i'll show how many more days we've got wet weather posted in a couple minutes later in the news. next, a fall washington tradition gets a major makeover this year. new at 6:00, the new look to howard home coming and why many alumni welcome the change. an emotional plea from police after robbers break into an apartment and steal a woman's dog. tonight, the social media push in our backyard to help find the pet. >> reporter: yes, the silver line is open, but now we've got to get it to dulles airport and into loudoun county. i'm adam tuss, an update on phase two. and you'll start to see a lot more work. >> nec ♪ i thought it'd be bigger. ♪ ♪ (dad) there's nothing i can't reach in my subaru. >> reporter: wendy, chris, what we're talking about is not a court order but what dallas county officials call an agreement that they have asked these employees to sign, prompted by trips the hospital employees have taken. one, two trips on a jet airliner, commercial airliner. the other currently in quarantine on a cruise ship. texas governor rick perry cut short a trip to europe, returning overnight to deal with the ebola crisis in his state. >> we must admit, along the way, we have seen ample opportunity for improve. from the cdc all the way to the hosp. >> reporter: today, perry said it was, quote, indefensible that the cdc allowed nurse amber vinson to fly with a low grade fever a day before she tested positive with the virus. that trip and news that another hospital employee is now in voluntary isolation on a cruise ship heading back to port in texas has prompted dallas county officials to ask at least 75 hospital emplo to sign a voluntary agreement not to fly or use public transportation or go to public areas where people congregate. they just needed the rules of the protocols for this 21-day period. it an incredibly difficult 21 days for them. and they need our outpouring of compassion. >> reporter: amber vinson continues her treatment at emory university hl now. there has been no update on her condition, and her colleague, nina pham, also infected with the virus s now at the national institut of health. >> this virus knocks you out. >> reporter: doctors say pham is exhausted by responding well and they expect her to make a full recovery. we fully intend to have this patient walk out of this hospital. and we'll do everything we possibly can to make that >> reporter: as teams across the country do everything they can to make sure more ebola patients dot walk in. now with the transfer of the two nurses here, that means the isolation unit right now is empty. the staff, though, still on alert with the possibility that more health ca workers could test positive for the virus. that is the latest live here in dallas. i'm jay gray. chris, wendy, back to you. >> thanks, jay. virginia is taking new steps tonight to be better prepared for ebola. governor terry mcauliffe is mobilizing a statewide command group responsib for coordinating resources and people. the group includes officials from the governor's office, health department, police, transportati, t natiol guard and other agencies. the state developed this system after 9/11 to help it coordinate its efforts. keep in mind that ebola is spread in very specific ways. it is not airborne and it cannot be transmitted by food or water. it can only be contracted through direct contact with blood and bodily fluids from an infected person. ebola does cause vomiting and diarrhea, which is why those who care for ebola patients, the medical workers and their family members are at a higher risk of contracting that disease. we've posted a list of resources on our website, just head to nbcwashingm and search ebola crisis. police are looking for these two pe involved in a violent attack. surveillance video shows him walking into a parking lot near chinatown last month. moments later, the man runs up to the victim and punches him several times in the head. he keeps punching and kicking the guy, even after he falls down. this is right near the corner of f and ninth streets in northwest d.c. both suspects were able to run away. > the new springfield counsel center is officially open tonight. lin up to be among the first inside. this town center sits on the same spot as the old springfield mall that it's replacing. that mall closed two years ago. the building had decayed. the area around it was infected with crime. northern virginia bureau reporter david culver is here to explain why officials think this new space is going to be a lot safer. david. >> wendy, some may remember springfield mall when it was at its prime. high-end shops, state-of-the-art desi and even attracted prince dianna and prince charles. but in the past decade or so, started to >> reporter: these are the images many think of when you mention springfield mall. police lights and crime. >> it got creepy, actually. i would be scared it be at the mall at night and the evening, because it would be so empty and barely any stores. >> you would stay away from the mall. >> yes, we did. >> reporter: wha now? first, the washington post reported, barbara comstock failed to report eighty-five thousand in income. now, we learn, barbara comstock pushed a client's issues in the virginia legislature and didn't disclose it. barbara comstock shepherded a trio of bills through the legislature and into law, but barbara comstock never officially disclosed that all the while she was being paid thousands of dollars. no wonder she hid it. there is reaction to a news 4 i-team investigation. prince georgs county execu says his school board should think about tossing taxpayer funded credit cas after an i-team revealed a few board members swiped those cards for thousands of dollars in pricey restaurant meals. here's scott macfarlane who broke this >> reporter: baker says he wants the school board to review its ethics rules and consider getting rid of these taxpayer-fund government-i. crab dinners, room service breakfasts, $23 a night hotel rooms, just minutes. a recent news4 i-team probe found members of the prince george school boa swiped their governmen cres r tens of thousands of dollars of expenses in the past 18 months. including more than 140 sit-down restaurant meals in the county. within close range of home and close range of board offices. >>it very disturbing. because we thought we had gone past this. >> reporter: in th wake of our story, county executive baker says the board ought to consider cutting up its credit cards. >> what we did when i came into the administration was, we got rid of the credit cards, and what we have is the reimbursemt for employees. felt that was a better way. i think it's a wake-up call for the school board. >> rep after our investigatio the school in a written statement said it would review its credit card policies. our investigation found the two biggest spenders on local meals, board members carolyn boston and regina jacobs, swiped their cards for dozens of restaurant lunches and dinners while meeting with other board members, with local leaders or simply with each other. they defended their expenses as important and allowable. you meet with each other and taxpayers pick up the tab. so close to home. so close to the office. >> we also meet with constituents and we meet with other board members from different areas. >> we meet together sometimes to talk about issues or sometimes th that are going on in the board, i think that's appropriate. >> repor the district says under current rules, all meals are allowed. but late today, a school spokesman told us the board has asked its auditor to review credit card policies to increase fiscal accountability. that review expected to be complete within a scott macfarlane, news4 i-team. to watch the i-team's other investigat on local school board spending, go to nbcwashingto k on investigations and while there, you can also send a tip. > y just couldn't even dial up a better day out there than today. it sure would be nice to have a whole weekend like this. >> yes, it would. >> see, you're giving a little away. yeah. the second half of the weekend is looking really brisk. a lot like november, which is why i'm like, okay, everybody get everythg -- if you don't like the chill, then tomorrow really is your day. and where i will be early tomorrow morning is down at the nati mall for the best buddies challenge. this is a great event. you can find ought a lot more information, by searching best buddies challenge. the race kicks off early 7:00 a.m., it will be chilly, folks dressing in layers. 62 by 11:00 a.m. and top out at 67 degrees with sunshine at 3:00. but hey, this time, guys, remember last year when we were there?
