Reporter dorine, for the first time we learned an american was on the flight. He was born in new york, but he spent most of his life in the netherlands. He held dual citizenship. His Facebook Page said he was attending Business School in amsterdam. A former classmate describes him as funny, sensitive, and caring. Many of the Crash Victims were prominent researchers working on h. I. V. And aids. At least six people on the plane were headed to an aids conference in melbourne. An aids expert from nih is traveling to melbourne today, and we are expecting to hear from him when he lands. Were also learning more about the Indiana University Exchange Student from the netherlands. Carline keitser was also a member of the universitys rowing team back in 2011. One mans facebook posting just before takeoff ended up being tragically prothetic. He posted this picture with the caption that reads if the plane disappears, this is what it looks like. Obviously he was referring to the missing Malaysia Airlines flight 370. He and his girlfriend were headed on vacation. And we have just learned of a second Indiana University connection. Right now a candlelight vigil is getting underway at the embassy of the netherlands, northwest d. C. Mourners will honor the victims of flight 17 and then walk to the embassy of malaysia. News 4s Chris Lawrence is at the embassy right now. Chris. Yeah, wendy. Were just minutes away from the start of this candlelight vigil. People are being asked to wear black, to bring candles. No one no coury lost more on board this crash than the netherlands and malaysia. That is the significance of starting here and walking over to the embassy of malaysia. With me here is you just moved here from the netherlands about a year ago. Why are you here tonight . Yesterday seeing the images of the crash and knowing that two of the people i know were on the plane, i just feel such a loss, and im looking for a place to kind of cope with that. We have other people that have the same familying and have experienced similar losses, basically, and, yeah, im far away from home now. It feels further than i have been any time. I know that my friends are coming together in the netherlands. Some of them were really close with one of the victims, and i just yeah, i just want to do something as well and thats what brought me here. I was really happy to see that there was a signup procession from the embassy to here. Thank you so, so much, and i very very much appreciate that. Can you see just the impact that this is having not only around the world, but right here in washington. We can show you. Its hard to see from here, but right up the road, right at the gate of the embassy earlier, we saw flowers, candles, a teddy bear, a young woman left a car that says ukraine stands with holland. Theres also a note from the actual embassy of the netherlands in which the embassy is thanking people for their condolences saying theyre going to open up a registry so that people can write down their condolences monday and tuesday. The investigation into what happened is just getting underway. Here in washington plans are well underway to send American Resources to ukraine. Kristen welker with nbc news joins us live from outside the white house. Kristen, how long is it going to be before american investigators arrive to see the devastation for themselves and also how long before they can get to the scene safely . That is the big question tonight. Senior Administration Officials say the goal is to get them there rapidly. We know theyre already on their way. Theyre initially going to go to kiev, so to your point, when will they actually be able to access the crash site . That remains a question mark. The goal is to secure the crash site to make it safe enough so that those investigators from the ntsb and the fbi can actually access it. That is going to be the key here. You heard president obama talk about the importance of making sure that this investigation moves forward, that the crash site is not tampered with, that evidence is not tampered with. You also heard him call for an International Independent investigation making the point that this crash is something that affected many nations, including malaysia, australia, of course, the netherlands. Theres a real effort right now on the part of this administration to get an International Coalition to that crash scene. One of the key reasons, dorine, is the administration wants to make sure that they have an airtight case against whom ever is responsible and, of course, at this point it appears as though this may have been the work of those russianbackedists and there may be a strong russian list to this. If that is the case, then this administration and lawmakers on capitol hill are going to have to start to discuss next steps. What happens next . What will the reprecussions be for president putin . Again, we want to caution that there is an Investigation Underway and this administration is still not ready to say who is responsible. The president was very clear, though, dorine, in that he is not going to put boots on the ground, that he is not going to take military action in the wake of this. He says he can understand how a man who works for a congressman may have forgotten he had a gun in his bag when he came to work today, but other gun owners say thats no excuse. I can see it as an honest mistake, but at the same time you got to abide by whatever the local laws are. Reporter ryan is a press secretary for republican congressman tom marino of pennsylvania. Capital police say he carried his pistol and magazine into the cannon house Office Building where he works. Marino platesed the staffer on unpaid leave. I reached him by phone, but he would only say it was a total accident. Sdmroop there were policies and procedures. She referred questions to the congressmans chief of staff fo gun in his briefcase or bag and put it on the Conveyor Belt just inside the building. He was taken into custody. His chief of staff told news 4 he is taking this very seriously. He says, frankly, we are disappointed in ryans lack of judgment. While ryan works on the hill, he lives in virginia which has much different gun laws than the district. Ryan is now facing a felony charge, carrying a pistol without a license. It was a mistake that got him in legal trouble and could cost him his job. Ryan was booked earlier this afternoon. Im told he will spend the night in jail. He is not scheduled to appear in d. C. Transit officials there broke new ground on the transit way along route one today. It includes a dedicated path just for buses and street cars. Well, this is what the infrastructure looks like. This section of the crystal city potomac yard transit way in alexandria along route one is scheduled to open next month. Today article ton leaders broke ground on their section in crystal city. So alexandria and arlington together said, you know what, we can carve out space for dedicated lane here and really help this route one corridor in particular, help people have a better option. [ siren ] reporter yet another transportation project happening in virginia while some quietly whisper about maryland transportation projects stalling. The corridor citys transit way is a very similar project planned for the 270 corridor, but its not happening yet. Arlington board member and metro board member mary hines with a tip for her counterparts in maryland. Part of the challenge is theyve got some metro assets that they havent fully taken advantage of, and, you know, thats a place to start. Reporter now, kim is a Maryland Commuter coming from buoy to crystal city. She says she welcomes new options, but admits it will be tough to get her out of the car. We told you about an art project that would have put a fake gas station right in the middle of the Anacostia River. Today news 4 is the first to report that the project is now being moved, and it comes at the height of public outcry. Mark seagraves reports. Reporter its part of a districtwide art project called five by five that will place art in neighborhoods across d. C. Whether it was first announced, promoters said the sunken gas station was meant to bring attention to the environmentalal issues. The rising tides in the world very real issue and very timely issue. After the art project became public, environmental groups and local leaders cried foul. The artist is trying to start a conversation around Climate Change and that impact. Given the many years of Community Investment and hard work to clean up and change the negative perception of the Anacostia River, there could hardly be a worse public message than sinking an entire mock gas station in the anacostias waters.
