>> correct. >> reporter: and now the police say that the three teenaged suspects have en released into the custody of their parents. live in prince williams' county, pat collins, news4. the fbi is once again helping the alexandria police department investigate a series of high profile murders and more tips are coming in following the r revelation that three unsolved mu murders there could be related. meantime, julie carey spoke with ron kirby's widow, and how she is hoping that it be change the nature of the investigation. >> and a man is in jail for murder. kelvin paross was accused of killing kevin frazier, and the shooting happened in route 33 and oxbridge drive. he is charged with first-degree murder. and we are uncovering new details of the recent arrests involving the d.c. fire department. there are 13 people arrested following duis and drug possession. the latest happened today. police in st. mary's county charged the police chief in con snek shun with oxycodone possession. and the mayor says it is a problem that can interfere with the department's work. >> firefighters have a special trust. we go into people's homes, and so we want to make sure that we have a workforce, and a workforce that is appropriate and that we are abide big the rules, and that is what public safety is. >> we will have more on the arrests, and what they mean for the future of hiring in the d.c. fire department coming up on "news4 at 6:00". >> and massive flames an significant damage, and right now the investigators are working to find out what caused the three-alarm fire. and the fire broke out at 10:00 a.m. at the apartment complex in odenton. fortunately everybody got out safely, and those inside have some story s aies are to tell. zachary kiesch spoke with some of them and he has a report coming up at 5:30. new developments at 5:00 for a search for a missing girl. >> yes, for kacaitlin virts and her father timothy. police sent out a car they believe are being traveling in. it is a 5 aj 4458. baltimore county police have issu issu issued a warrant involving the death of the girl's mother who was found dead in her home. i'm scott macfarlane. and energy drinks and youngsters and many, many believe it is a dangerous combination, and maryland lawmakers in annapolis would ban the sale of energy drinks to minors. doreen gentzler was the first to cover it, and she has more. >> it is a story that we have been covering for two years. news4 reported the death of a 14-year-old girl in hagerstown in february of 2012. doctors say that she died of caffeine toxicity, and that is what is on the death secertifice after she drank two large energy drinks in less than an hour, and her mother was on capitol hill asking to prevent the death of another child. >> i performed cpr before the rescue team got there. >> reporter: and she talking about the tragic accident of her niece who was a girl with a mild heart condition who died after consuming two energy drinks in a 24-hour period. >> one of the problems with the drin s s is that they target children, and even though it says on the label, it is not recommended for children, but that is who they target. they target to kids with extreme sports, an sponsor rock bands and concerts. >> reporter: delegate kathleen dugay responding. >> what happened is when i first looked into it, the medical community is against the kids having access to the drinks. that is why we have to have the conversation. >> and in addition to lobbying for bill, wendy croslin is suing the manufacturer of the energy drink that her daughter consumed. more on that coming up on "news4 at 6:00." jackie bensen. >> and the energy drink sales have skyrocketed over the number of years, and so have the in number of energy-drink emergency room visits. according to the number of e.r. visits reported, it doubled from over 10,000 in 2007 to more than 20,000 in 2011. most of those visits the people from 18 and 25. the fda does not regulate the amount of caffeine in the energy drinks, because they are sold as dietary supplements, and so how much of a jolt do they give? well, monster does not list the amount of caffeine in its product products, but a mayo clinic study found that it contained 85 milligrams per serving. so here are three 16-ounce cans of the monster drinking, and this is the equivalent of what she drank before she died. according to the mayo clinic, that is the same of drinking up to five 8-ounce cups of coffee or eight sew is das. a -- sodas. and if the maryland law prohibits this sale to mier norse, it would be the first state in the nation. and we will have more on that on the website nbcwashington.com. and that is stunning to see that many cans of coke lined up. wow. >> and the kids think that this is going to make me feel more energy and stronger, but they don't have a regulator like adults used to drinking coffee. thank you, doreen. >> in prince george's county county, the clock is ticking on a bill that could force some families out of their home. one week from today, the water is to be shut off at the lynn hill condominiums. they say they paid over $3,000 on the water bill, but they still owe more than $100,000, and so the wear the could be shutoff later in the week. >> and everyone who lives and works in the yellow section on this map which includes american university and seven d.c. public schools, and the advisory went into effect wednesday after a power outage at the ft. reno center for contamination. and they say it is safe to drink again. >> you hear snow days and you think that the students have to be happy, but it is not the case for the virginia high schoolers, because the days out have hit double digits, and it is adding pressure for those who are participating in the placement exams. >> well, those a.p. exams are two months away, and the college board sets the same date for students nationwide, but the trouble is that the winter weather is leaving some not as much time to prepare and the stress is mounting for both the students and the teachers. >> it is going be important as we talk. >> reporter: and welcome the mr. french's history class where time is everything. >> any questions?
