learned about a crash and a dui arrest near the new mgm casino at national harbor. and the person who was charged is the chairman who oversees liquor county. he's charged with dui and other charges. here he is in a video from a prior story. he was arrested just before midnight last night. only about an hour after the casino opened. he told our prince george's county bureau chief the accident was minor and he blamed his unsteadiness on his age. he is 72. the crash happened at monument avenue at national harbor. it involved three vehicles, no injuries. we're working our sources to learn more information. we'll keep you posted. >> thanks. well, if the rest of prince george's county seems a little quiet today, it's procedure because there's so many people at the new mgm casino. >> it's been development and could be instrumental in trump's administration's environmental policies. >> the presidential vote recount will continue in wisconsin. but it may have little impact. today, a federal judge refused to halt the recount initiated by green party candidate jill stein. two pro-trump groups filed a lawsuit last week seeking to stop this process. the judge said the recount is nearly complete and that it likely will not change the election results. trump beat hillary clinton by more than 22,000 votes in wison >> president obama is also looking into any election issues. he's ordered u.s. intelligence agency to deliver any evidence the russian government intervened. the administration officials say the president is concerned that russia may go unpunished for any interference if no action is taken now. president-elect trump is insisting that russia did not interfere. >> first at 4:00, the threat of a government shutdown is looming that bill has stalled in the senate. coal state democrats like joe mantion are fighting to extend benefits for retired mine workers in the bill. if they want to avoid a shutdown, they have until midnight to pass it. >> before the debate on government funding, several senators spoke about the lasting legacy of john glenn. the former senator and glenn will lie in state inside the ohio state house. a memorial service at ohio state university is being planned. glenn will be buried at arlington national cemetery. >> dylann roof's videotaped confession was front and center in the charleston murder trial. in it, roof is seen telling fbi agents he chose emanuel ame in part because it's the oldest bible study, killing nine church members. his defense team is largely conceding his guilt. they're now focusing on sparing him the death penalty. we'll have more on the shocking confession video and roof's reaction when agents told him how many people had died. >> attorney general loretta lynch will visit a mosque in louden county next week to address the spike in hate crimes targeting muslims. she's center. hate crimes spiked 67% last year to the highest number since the immediate aftermath of the 9/11 terror attacks. >> a major smartphone maker is about to do something it's never done before. how it is about to literally turn some of its troubled phones into paperweights. >> major retailers are in hot water just and overnight. >> new details about what's going to put scores of galaxy note 7 phones out of service for good. samsung is releasing a final software update that will make the phones useless. the company recalled the galaxy note 7 earlier this year because of all those reports about devises catching on fire. the new update will keep the phone from charging and render them inoperable. owners have returned more than 90% of the note 7 phones sold in this country, but more than 100,000 are still unaccounted for. >> well, if you're still keeping surge 11 of their safe track work. this weekend, additional safety work is going to affect trains on the red, blue, and silver lines. trains will single track from van ness to friendship heights on the red line. that work started today. 26, the current windchill in leesburg. 24, gaithersburg. 18 in winchester, 22 in martinsburg. a cold night tonight for sure. nothing on the radar in our immediate area, but take a look at the wider picture here. we're still seeing a lake effect cleveland, ohio area, up to a foot of snow. same in michigan. parts of new york, numerous areas under lake effect snow warnings there. and this isn't the only part of the country hit hard by this latest winter blast. the deep freeze is on in much of the country. chris has more on what we can expect on the next couple days. >> from the pacific northwest to upstate new york, and even as though the calendar still says fall. >> a shock because it has been pretty mild. >> a blast of arctic air has settled over the northern half of the country, bringing talking about a cold sunday. sunday we'll have a lot more cloud cover. we're going to watch a system move through. i wouldn't be surprised on sunday to see a few flurries. not much of a system, but it a few minutes. >> thanks, lauren. arlington county's board is on the eve of taking steps to officially acknowledge and regulate short-term rentals. we spoke with folks who use the popular site. >> no doubt you have heard about them, perhaps you have used them. talking about the short-term rental websites. things like airbnb, becoming increasingly popular. here in arlington county, some 600 residents rented out their homes or apartment space to more than 27,000 people from around the world. that was just last year alone. among those participating is terry and andy murphy. they have lived in their arlington for the past three years they have used airbnb to rent out their spare bedroom. they're concerned some of the proposed rental regulations that may be voted on tomorrow could be more restrictive on them. but just ahead at 5:00, you'll hear from the board chair about some of the regulations and some of the changing rules. she warns this is a very new territory they're charting. so taking a bigger toll on military families. researchers from the organization blue star families serving more than 8300 active duty service members, family members and vets. 72% said of them say the current rate of military action is unsustainable. the study says quality of life and wellness issues have emerged as top stressors. issues including the impact of deployment on their kids, stability, and operational tempo. blue star families says the defense department has to do a better job of incorporating families into its current thinking. >> 40 years ago, service members were single. they chilly. clear skies in annapolis. temperatures in the 30s, but it will feel like the teens and 20s. layers, heavy coats, like chris cold again. we're not going to quite have the wind. there could be a wind early tomorrow morning, but all in all, not that bad. a lot of football going. it's december, but a lot of football going on, including the 117th meeting of the army and navy. and they're up in baltimore. plenty of sunshine. i know a lot of these games we had some snow. no snow for them, but chilly without the wind. but if you're heading out for this weekend, you have to get your tree, that's one thing i have to do. even in the decorations department, i would wait maybe we're going to have clouds on sunday, but all in all, not bad to decorate the house because we're not going to have the winds. bundle up. sunday morning, we could have a few areas that get a little bit of flurry activity. i want to mention sunday morning, we'll have a piece of energy that scoots through to the north. we could have a few flurries trigger off that. most of us will be dry, but we'll be stuck in the clouds. not the prettiest of days on sunday. again, overcast skies ahead of we do believe it's all going to be rain because look at this temperature as we go from sunday into sunday night. that temperature staying steady. we make it up to 51 degrees on monday. rain will be falling, unfortunately, through the day. it's a cold rain for us that will continue through much of the day. again, just some showers. it doesn't look like it's going to amount to much, but showers, and then we drop into the 40s for tuesday. we got a chance of snow late on wednesday. yeah, temperatures are going to be ith towards the end of next week. not making it out of the 20s on friday and saturday. a advantage. >> the playervise the ability to sit on the heating bench. on the sideline is probably close to 20 degrees warmer than it actually is outside. >> how hypercold shirt pretty much from the beginning of november until the end of the season. >> you'll see him wearing a hand much. inside the hand muff will have 4 or 6 hand warmers to keep his hands warm. >> when you add up the hats, hand warmers and hoodies, it's a load wrk look at all these things. i feel a lot warmer and heavier already. for now, just remember that preparation is key. layers on, and you can always take, you know, a sweatshirt off underneath your jacket or something like that. but you can't ever put more clothes on once you're in the stadium. >> well, we need some of what they wear. chuck and the entire storm and kohl's. the lawsuit alleges the retailers falsely claimed the merchandise was previously sold reference pricing. one example cited is a sterling silver necklace with an original price of $120 and a sale price of $30. however, that original price allegedly was never available at that price to people. now news 4 reached out to all four retailers, kohl's, jcpenney, and sears said they can't you're watching news 4, first it's a weather alert day. we're tracking cold, bitter windchills. just in time for the weekend. doug and lauryn are updating the charleston church shooting trial. prosecutors played accused shooter dylann roof's chilling videotaped confession. he talked to fbi agents shortly after the shooter at emanuel ame church. the defense team largely conceding his guilt is now focusing on sparing him the death penalty. >> today, jurors watched a videotape of accused shooter dylann roof's confession, taking after his arrest in north carolina. roof telling investigators, quote, i went to that church in charleston and i did it. i had to do it. someone had to do it. as part of his confession, roof admits to researching black on white crimes and black churches online, helping him choose mother emanuel ame. and he describes himself as a white supremacist, saying, quote, what i did is still minuscule to what they're doing to white people every day. the gunman's own account of the crimes comes on day three of what's already been a gut-wrenching trial. yesterday, juror saw never before seen video showing dylann roof arriving and leaving the church holding the weapon prosecutors say he used in the killing. graphic photoers were also part of the exhibits including a snapchat video taken from inside just before the shooting. and survival felicia painstaking testimony ofeft to protect her granddaughter as bullet rang out, killing her aunt and son. dylann roof is charged with 33 separate counts. >> and we begin this hour with the start of what's about to be the coldest weekend of our winter. >> yeah, storm team 4 weather alert day, which means we want you to take the cold and wind ready. let's begin with doug kammerer. >> it really is quite nasty out there as far as the windchill is concerned. temperatures all day today have been in the 30s. windchills have been in the 30s. now that the sun is going down, it's going to feel a lot colder tonight, if you're heading out on this friday evening, be ready for it. temperature wise, in the 30s, look at the windchill. currently 28, the windchill in d.c. 28, gaithersburg. the teens back to the west. that's what many of us will see of the season, it's also opened the doors for lake effect snow all across the region. that means cold air coming across the great lakes from canada, right down intowards our area. we're not expecting snow here. for us, it's just on the cold side. so what do we do? we sent lauryn outside on the weather deck. a very cold night tonight, if you're heading out, make sure you bundle up. >> i just walked out here. it's chilly. and now that the sun's going down, as you said, those temperatures are dropping and dropping rather quickly. now, another thing that's going down that i noticed, the wind is coming down. we're still seeing isolated gusts, and that cuts right through you. and you don't need me to tell you that. if you're out and about today, it was chilly. as we continue into tonight, it's going to continue to be chilly. windchills by 7:00 are going to stay in the 20s, and that wind will continue to settle down. not quite as gusty tonight, but still that air temperature making it down to freezing mark, just around midnight tonight. and even overnight, those temperatures in the 20s. now, winds will calm down as we get into tomorrow morning, and the weekend all in all, i think both you and i agree, not that bad. but still cold. >> yeah, very cold. big thing is going to be the wind. the winds should die a little tomorrow, and not talking about much wind on sunday. so the weekend just cold. so as long as you're dressed for it, you may be okay. frigid overnight tonight. a very cold weekend.
