learned about a crash and a dui arrest near the new mgm casino at national harbor. and the person who was charged is the chairman who oversees liquor county. he's charged with dui and other charges. here he is in a video from a prior story. he was arrested just before midnight last night. only about an hour after the casino opened. he told our prince george's county bureau chief the accident was minor and he blamed his unsteadiness on his age. he is 72. the crash happened at monument avenue at national harbor. it involved three vehicles, no injuries. we're working our sources to learn more information. we'll keep you posted. >> thanks. well, if the rest of prince george's county seems a little quiet today, it's procedure because there's so many people at the new mgm casino. >> it's been packed since the doors opened last night. right now, the parking garage is full, which means nomore people are allowed inside. prince george's county bureau chief tracee wilkins has more. > washington. we're here inside mgm national harbor. we were here for opening night. saw the huge crowds. now it's scaled back to something much more manageable. coming up, we talk with folks about what's happening inside this place, what they think of it. we also talk with officials about what went right and what went wrong on opening night. saw some roads closed. the bridge backed up. was that role in congress could be the next edition of president-elect donald trump's list of cabinet picks. cathy mcmorris rodgers is reportedly in the running to become the next secretary of the interior. she represents washington state and serves as chair of the house republican conference. as interior secretary, she would oversee the nation's public land. she's a proponent of increased oil and gas development and could be instrumental in trump's administration's environmental policies. >> the presidential vote recount will continue in wisconsin. but it may have little impact. today, a federal judge refused to halt the recount initiated by green party candidate jill stein. two pro-trump groups filed a lawsuit last week seeking to stop this process. the judge said the recount is nearly complete and that it likely will not change the election results. trump beat hillary clinton by more than 22,000 votes in wison >> president obama is also looking into any election issues. he's ordered u.s. intelligence agency to deliver any evidence the russian government intervened. the administration officials say the president is concerned that russia may go unpunished for any interference if no action is taken now. president-elect trump is insisting that russia did not interfere. >> first at 4:00, the threat of a government shutdown is looming that bill has stalled in the senate. coal state democrats like joe mantion are fighting to extend benefits for retired mine workers in the bill. if they want to avoid a shutdown, they have until midnight to pass it. >> before the debate on government funding, several senators spoke about the lasting legacy of john glenn. the former senator and glenn will lie in state inside the ohio state house. a memorial service at ohio state university is being planned. glenn will be buried at arlington national cemetery. >> dylann roof's videotaped confession was front and center in the charleston murder trial. in it, roof is seen telling fbi agents he chose emanuel ame in part because it's the oldest bible study, killing nine church members. his defense team is largely conceding his guilt. they're now focusing on sparing him the death penalty. we'll have more on the shocking confession video and roof's reaction when agents told him how many people had died. >> attorney general loretta lynch will visit a mosque in louden county next week to address the spike in hate crimes targeting muslims. she's center. hate crimes spiked 67% last year to the highest number since the immediate aftermath of the 9/11 terror attacks. >> a major smartphone maker is about to do something it's never done before. how it is about to literally turn some of its troubled phones into paperweights. >> major retailers are in hot water just in time for the holidays. we'll tell you why they're accused of deceiving shoppers beautiful day out there today. but even if you are looking outside, it looks cold out there. definitely on the breezy and overnight. >> new details about what's going to put scores of galaxy note 7 phones out of service for good. samsung is releasing a final software update that will make the phones useless. the company recalled the galaxy note 7 earlier this year because of all those reports about devises catching on fire. the new update will keep the phone from charging and render them inoperable. owners have returned more than 90% of the note 7 phones sold in this country, but more than 100,000 are still unaccounted for. >> well, if you're still keeping surge 11 of their safe track work. this weekend, additional safety work is going to affect trains on the red, blue, and silver lines. trains will single track from van ness to friendship heights on the red line. that work started today. they'll wrap it up some time tomorrow. blue lines will single track between addison road and largo town center. they have to install radio cable there. that work is going to last all weekend. >> well, the official start of winter still two weeks away around here, but as lauryn has indicated, other parts of the country have it a lot worse. how snow is causing headaches on both coasts. >> during the old and new. we're learning a lot more about the store because it's going t library. mark is getting more information and shows us the impact the store could have. >> shoppers in d.c. are soon going to be able to take another bite of the apple. apple is going to put a flagship store in the old carnegie library. the plan is to have apple connect with the community, particularly students east of the river, where apple will offer classes as well as tech support. this will also create jobs. max brown says he hopes at least half the jobs at this new store will go to d.c. residents. >> we're taking this historic building and transforming it for the 21st century, creating jobs, creating a retail space. creating information and knowledge for our residents and for our visitors. >> no firm timeline on when the apple store will start construction or when it will open, but brown hopes it will be in the next 18 months. fr mark segraves. news 4. >> a surprise food delivery for an alexandria senior veteran. aides from the washington nationals racing president dropped off the man's meals on wheels lunch today. the washington nationals mascot is among the volunteers in the let's do lunch campaign. he's one of the folks who take meals to 85 seniors every day in alexandria. >> a new campaign for meals on wheels that is inviting people country, to volunteer at meals on wheels by donating their lunch break. >> well, it's a very pleasant, saves me lots of time, you know, for buying some food. particularly in inklemmant weather. >> if you would like to join the volunteers in the let's do lunch program, search meals on wheels in the nbc washington app. across the country, more than a million meals are delivered to seniors of some 2 million volunteers. great program. >> well, there's no snow, no rain, but we're in a weather alert day. it is that cold out there. >> and getting colder, doug? >> getting colder by the minute. as we go down, the sun makes its way down, temperatures are going to fall. winds are still up. winds gusting 20 to 25 miles per hour. that makes the windchill down to the teens and low 20s in many areas. we have dealt with the sunshine wind, it wasn't all that bad. but still, 38 degrees. look at the winds. winds out of the west at 15 miles per hour. gusting to 25 at the airport. so it is frigid across our region. we talked about a frigid friday. here it is, 26, the current windchill in leesburg. 24, gaithersburg. 18 in winchester, 22 in martinsburg. a cold night tonight for sure. nothing on the radar in our immediate area, but take a look at the wider picture here. we're still seeing a lake effect cleveland, ohio area, up to a foot of snow. same in michigan. parts of new york, numerous areas under lake effect snow warnings there. and this isn't the only part of the country hit hard by this latest winter blast. the deep freeze is on in much of the country. chris has more on what we can expect on the next couple days. >> from the pacific northwest to upstate new york, and even as though the calendar still says fall. >> a shock because it has been pretty mild. >> a blast of arctic air has settled over the northern half of the country, bringing single digit temperatures to parts of the plains and midwest and keeping all but the hardiest of people outside. >> i prefer to run outside. i still just do it. >> lake effect snow is burying parts of the great lakes. more than a foot in upstate north. conditions spawning a rare water spout over lake erie. hev traffic pile-ups. in michigan, three killsen a pile-up. >> you couldn't see. it was kicking up that bad. >> ten people sent to the hospital in erie county, pennsylvania, when more than a dozen cars collided there. >> turn your wheel. >> snow and ice had people spinning their wheels in washington state. >> i came to warn moy coworker that the roads were bad and i parked over here. when i took off, i slid. bring snow, ice, and rain to more than 2,000 miles across the northern u.s., from the pacific northwest and into the northeast by early next week. don't look now, but an even colder shot of arctic air in the forecast for next week. chris pallone, nbc news, new york. >> and even colder blast for next week. yeah, that's true. that's what we've got. take a look at the windchills. these are hour-by-hour. this evening, on the cold side. by 11:00, it's friday night. about. 21, leesburg. 21, giethers brg. 25 in the city. frigid windchills. tomorrow morning, waking up to windchills of 19 in gaithersburg. 25 in d.c. a very cold one. on saturday, too, and a lot of us have things, places to be and things to see on saturday. this is the windchill around 1:00. only in the twints in many areas. 39 by 3:00. 34 by 7:00. another cold night tomorrow night, and still talking about a cold sunday. sunday we'll have a lot more cloud cover. we're going to watch a system move through. i wouldn't be surprised on sunday to see a few flurries. not much of a system, but it will bring clouds. 51 on monday. system heads to our north. that gives us the warmer air. rain likely on monday. 47 on tuesday. next chance for snow, wednesday afternoon and evening. that's something i'll b not expecting much, but watching this one. this is the one to watch. we'll be watching this closely. see what i have here. a mix on saturday of 29. and that could be snow to freezing rain to didn't talk long for police to take two guys into custody, but officers are going out of their way to make sure the boxes end up in the right hands. >> meagan fitzgerald was there. >> your name goes the age of 95. his remains will lie in repose >> got some breaking news when it comes to donald trump's presidential transition. we have just learned that rudy giuliani is no longer in contention for a cabinet job. >> the transition team just released a statement saying giuliani removed his name from consideration late last month. meanwhile, the president-elect has wrapped up a rally in louisiana for the republican candidate in the senate race there. edward laur nls is tracking all of this from capitol hill. hi, edw exactly. rudy giuliani coming out and saying that he's doing what's best, not for himself, but what's best for the administration. donald trump in that statement saying that he would see or he could see a place for rudy giuliani in his administration down the road. just not as secretary of state. as giuliani has removed his name from that consideration. donald trump again trying to help himself in congress through lose lose's run-off election. right now, the republicans have a slim majority in the senate. easier path for his agenda. trying to get one more republican senator elected to congress, donald trump went to louisiana to help john kennedy win saturday's run-off election. >> if he doesn't win, i got myself a problem in washington. >> trump's now picks another woman for his cabinet. washington state representative cathy mcmorris rodgers as interior secretary. he's also being criticized for tapping secretary. >> he has given a big middlen finger to the entire department by nominating somebody who was found to have 50% of his restaurants in noncompliance with labor laws. >> today, a new coalition of labor groups emerged to block trump's promise to repeal obamacare and instead make changes. >> it's clear he's movable. the question is whether the people he's appointing are going to help make this happen. towards calming the twitter war with the president-elect. today, indiana united steel workers boss chuck jones said he would still work with trump after being verbally attacked by him online. >> if trump is sincere about keeping jobs in the country, and you guys heard him numerous times, that's what his goal is, we'll sit down. we'll work out something to keep these damn jobs here. >> he wants to make sure trump keeps his promise by saving american jobs. >> my administration will okay? >> and tomorrow, donald trump is a few minutes. >> thanks, lauren. arlington county's board is on the eve of taking steps to officially acknowledge and regulate short-term rentals. we spoke with folks who use the popular site. >> no doubt you have heard about them, perhaps you have used them. talking about the short-term rental websites. things like airbnb, becoming increasingly popular. here in arlington county, some 600 residents rented out their homes or apartment space to more than 27,000 people from around the world. that was just last year alone. among those participating is terry and andy murphy. they have lived in their arlington for the past three years they have used airbnb to rent out their spare bedroom. they're concerned some of the proposed rental regulations that may be voted on tomorrow could be more restrictive on them. but just ahead at 5:00, you'll hear from the board chair about some of the regulations and some of the changing rules. she warns this is a very new territory they're charting. so we'll look at what's being considered. we'll look at what's going to be and coming down and what they'll in arlington county, david culver, news 4. >> a new report shows the demands on troops are taking a bigger toll on military families. researchers from the organization blue star families serving more than 8300 active duty service members, family members and vets. 72% said of them say the current rate of military action is unsustainable. the study says quality of life and wellness issues have emerged as top stressors. issues including the impact of deployment on their kids, stability, and operational tempo. blue star families says the defense department has to do a better job of incorporating families into its current thinking. >> 40 years ago, service members were single. they weren't married. when they were, the spouses didn't work. we were in a cold war. people did not deploy. now we're deploying constantly. we're an educated force with educated spouses. we have families. disease control. he than gun violence. new information tells us nearly 13,000 heroin-related deaths took place last year. a slightly larger number than that of gun murders. just eight years ago, gun murders outnumbers heroin deaths more than 5 to 1. deaths from all opioids including prescription pain killers topped 30,000 for the first time in recent history. >> if you're planning to give season, even before you take the windchill into account. in some places, it feels like it's in the teens and 20s. >> teens and 20s? that's big cold weather. i traded in my sport jacket. i got my big coat on. i'm ready to go. >> you're going to need it. i thought you were going to walk out the door after this. then i realized why you brought it. >> you're going to be outside. >> i'm going out in a little bit. stay tuned for that. i brought one jacket and it's you're going to need it. you're going to need it all weekend, in fact. even though we have the winds right now, they're going to be settling down as we get into really the overnight and through early tomorrow morning. otherwise, current temperatures, 38 in washington. 35 in dulles. 32 in gaithersburg. 34 in leesburg at this point. those temperatures not quite how it feels. you have to factor in the wind. the winds, gusting up to about 20, 25 miles per hour. so this is actly feels like as we continue throughout the evening. 25 in gaithersburg. 29 in washington. feels like 24 in leesburg. mighty chilly out there. if you're headed to the maryland high school football championship, oh, bless your heart. it's going to be very chilly. clear skies in annapolis. temperatures in the 30s, but it will feel like the teens and 20s. layers, heavy coats, like chris cold again. we're not going to quite have the wind. there could be a wind early tomorrow morning, but all in all, not that bad. a lot of football going. it's december, but a lot of football going on, including the 117th meeting of the army and navy. and they're up in baltimore. plenty of sunshine. i know a lot of these games we had some snow. no snow for them, but chilly without the wind. but if you're heading out for this weekend, you have to get your tree, that's one thing i have to do. even in the decorations department, i would wait maybe we're going to have clouds on sunday, but all in all, not bad to decorate the house because we're not going to have the winds. bundle up. sunday morning, we could have a few areas that get a little bit of flurry activity. i want to mention sunday morning, we'll have a piece of energy that scoots through to the north. we could have a few flurries trigger off that. most of us will be dry, but we'll be stuck in the clouds. not the prettiest of days on sunday. again, overcast skies ahead of we do believe it's all going to be rain because look at this temperature as we go from sunday into sunday night. that temperature staying steady. we make it up to 51 degrees on monday. rain will be falling, unfortunately, through the day. it's a cold rain for us that will continue through much of the day. again, just some showers. it doesn't look like it's going to amount to much, but showers, and then we drop into the 40s for tuesday. we got a chance of snow late on wednesday. yeah, temperatures are going to be ith towards the end of next week. not making it out of the 20s on friday and saturday. a big system that could impact us saturday into the weekend. doug will have more for you on that as i go outside. guys. >> all right, lauryn. well, if you're a fan of the burgundy and gold, you probably know the best ways to bundle up and stay warm at fedex field, but how do members of the team handle the cold winter game days? chuck bell meets the guy the temperatures. >> one, two, three. >> redskins. football. victory. >> there are many names synonymous with success at the redskins. theismann, gibbs, kirk cousins, tresway, the kicker from oklahoma, those are the names you know. there's one name you might not know, scott rotear. the hats fit, all the gloves fit, all the hand warmers are in all the equipment. he's the guy who helps keep the team prepared. >> we want to make sure they're focused entirely on playing football. >> the number one takeaway is something every parbt knows. >> layers work. >> we have a hat, winter hat for them. a balaclava they can wear over their head to keep their neck warm. they have gloves to keep their hands warm. they have a thermal shirt, the cold we had to this point in the season, but how about christmas eve in chicago? >> we get into a little bit more nuclear options. wear the extreme cold compression, tight to your skin, then you wear this looser, lighter wat gear, and then a parka on top of that. >> the players have one main big advantage. >> the playervise the ability to sit on the heating bench. on the sideline is probably close to 20 degrees warmer than it actually is outside. >> how hypercold shirt pretty much from the beginning of november until the end of the season. >> you'll see him wearing a hand much. inside the hand muff will have 4 or 6 hand warmers to keep his hands warm. >> when you add up the hats, hand warmers and hoodies, it's a load wrk look at all these things. i feel a lot warmer and heavier already. for now, just remember that preparation is key. layers on, and you can always take, you know, a sweatshirt off underneath your jacket or something like that. but you can't ever put more clothes on once you're in the stadium. >> well, we need some of what they wear. chuck and the entire storm 40,000 proposing airlines allow in-flieth calls using wi-fi. flight attendance don'ts like the idea. they think it could be disruptive. airlines will be required to tell people whether cars are allowed. >> parents are lashing out at fisher price because of this ad circulating online. it appears to show children at a bar holding beer. the only problem is that this is fake. the ad claims to be a fisher-price happy hour set, but it's a phony. even though fisher-price had absolutely nothing to do with this, the company is reaching out to customers to explain that this ad and the product are completely made up. >> does it make me a bad dad that when i first saw that, i didn't dismiss it outright? i was like, this is kind of interesting. >> maybe you didn't think it was beer they were drinking. >> no, i knew that. four of the nation's largest retailers are accused of duping their custor retailers tricked shoppers into believing they got bigger dist counts than they actually did. >> susan hogan joins us in the studio with this developing story. >> this is really crazy. the lawsuit waz filed by a los angeles city attorney. the retailers named in the suit, macy's, sears jcpenney, and kohl's. the lawsuit alleges the retailers falsely claimed the merchandise was previously sold reference pricing. one example cited is a sterling silver necklace with an original price of $120 and a sale price of $30. however, that original price allegedly was never available at that price to people. now news 4 reached out to all four retailers, kohl's, jcpenney, and sears said they can't you're watching news 4, first it's a weather alert day. we're tracking cold, bitter windchills. just in time for the weekend. doug and lauryn are updating the charleston church shooting trial. prosecutors played accused shooter dylann roof's chilling videotaped confession. he talked to fbi agents shortly after the shooter at emanuel ame church. the defense team largely conceding his guilt is now focusing on sparing him the death penalty. >> today, jurors watched a videotape of accused shooter dylann roof's confession, taking after his arrest in north carolina. roof telling investigators, quote, i went to that church in charleston and i did it. i had to do it. someone had to do it. as part of his confession, roof admits to researching black on white crimes and black churches online, helping him choose mother emanuel ame. and he describes himself as a white supremacist, saying, quote, what i did is still minuscule to what they're doing to white people every day. the gunman's own account of the crimes comes on day three of what's already been a gut-wrenching trial. yesterday, juror saw never before seen video showing dylann roof arriving and leaving the church holding the weapon prosecutors say he used in the killing. graphic photoers were also part of the exhibits including a snapchat video taken from inside just before the shooting. and survival felicia painstaking testimony ofeft to protect her granddaughter as bullet rang out, killing her aunt and son. dylann roof is charged with 33 separate counts. >> and we begin this hour with the start of what's about to be the coldest weekend of our winter. >> yeah, storm team 4 weather alert day, which means we want you to take the cold and wind ready. let's begin with doug kammerer. >> it really is quite nasty out there as far as the windchill is concerned. temperatures all day today have been in the 30s. windchills have been in the 30s. now that the sun is going down, it's going to feel a lot colder tonight, if you're heading out on this friday evening, be ready for it. temperature wise, in the 30s, look at the windchill. currently 28, the windchill in d.c. 28, gaithersburg. the teens back to the west. that's what many of us will see of the season, it's also opened the doors for lake effect snow all across the region. that means cold air coming across the great lakes from canada, right down intowards our area. we're not expecting snow here. for us, it's just on the cold side. so what do we do? we sent lauryn outside on the weather deck. a very cold night tonight, if you're heading out, make sure you bundle up. >> i just walked out here. it's chilly. and now that the sun's going down, as you said, those temperatures are dropping and dropping rather quickly. now, another thing that's going down that i noticed, the wind is coming down. we're still seeing isolated gusts, and that cuts right through you. and you don't need me to tell you that. if you're out and about today, it was chilly. as we continue into tonight, it's going to continue to be chilly. windchills by 7:00 are going to stay in the 20s, and that wind will continue to settle down. not quite as gusty tonight, but still that air temperature making it down to freezing mark, just around midnight tonight. and even overnight, those temperatures in the 20s. now, winds will calm down as we get into tomorrow morning, and the weekend all in all, i think both you and i agree, not that bad. but still cold. >> yeah, very cold. big thing is going to be the wind. the winds should die a little tomorrow, and not talking about much wind on sunday. so the weekend just cold. so as long as you're dressed for it, you may be okay. frigid overnight tonight. a very cold weekend.
