and the illegal cosmetic procedure that killed a woman almost a year ago and now has one man behind bars. news 4 at 11:00 starts now. new reaction tonight to the first government report on the deadly incident on metro this good evening, everyone. i'm doreen gentzler. the national transportation safety board says it took about 45 minutes after smoke started filling the tunnel near l'enfant plaza to shut off power to the third rail. news 4's jackie bensen spoke to a congressman who calls that unacceptable. jackie? >> reporter: well doreen virginia congressman don buyereyer says metro's failure to effectively deal with the situation monday could have longlasting consequence. the ntsb preliminary report is illustrated with what is described as severe electrical arcing damage to a second of the third rail that was about 1100 feet in front of yellow line train 302 when it came to a stop 3:15 p.m. monday after seeing heavy smoke in the tunnel about 400 feet south of the l'enfant plaza station. at 3:06 a breaker at one section of the third rail tripped and ten minutes later metro operations activated ventilation fans in an effort to exhaust smoke from the tunnel. according to a document obtained by news 4, when first responders arrived to evacuate riders nearly 40 minutes after the train stopped after power to the third rail had finally been shut off, firefighters said there was still so much smoke in the tunnel they could not see the train's taillights until they were standing right next to it. >> that's a long time to be facing an electrical fire and generating smoke. >> reporter: virginia congressman don beyer says metro must get to the bottom of what happened immediately and ensure the public it won't happen again. >> we saw in a dry evening last night, thursday night, traffic coming out of d.c. and virginia was like a snowstorm. we see with just a little -- with a small percentage of population deserts metro, the normal car system just falls apart. >> reporter: today's preliminary report was just a few paragraphs. the final report will take many months to prepare and be much longer much more comprehensive. live in southwest, jackie bensen news 4. d.c. mayor muriel bowser is expected to release her own report tomorrow but that's just one of the issues she's had to confront in her first two weeks in office. shomari stone caught up with the new mayor tonight. he continues our coverage live from freedom plaza. >> reporter: doreen good evening. muriel bowser has had quite a challenging week. we talked to her, caught up with her at a community event before she walked inside and we asked her about some of the issues she's facing. d.c. mayor muriel bowser is greeted with smiles at congregation israel for a program honoring martin luther king. the end of the a challenging week. tonight's ntsb released a preliminary report about smoke in the metro tunnel. 61-year-old carol glover died. the district's full report is expected to be released tomorrow. >> the ntsb report i think centers on the cause of the smoke and the incident. our focus will be on our fire department's response. >> reporter: we also asked the mayor about the recent shootings in southeast d.c. >> we're obviously concerned about keeping our streets safe. we know about some particularly worrying events in several of our southeast neighb events like wednesday night when a crowd became angry after a man shot and killed 17-year-old philip jones. a teenaged girl was also shot in the wrist. and last night, three people were shot on savannah street. shelly west told me she's scared of the violence. >> it's also not safe for the older people either. >> reporter: what do you say to the elderly residents and other hardworking people in southeast who are concerned about their safety tonight? >> well we say to all of our residents that we expect our streets to be safe and we're deploying police resources as needed. >> reporter: the mayor also told me that she's in talks with police chief kathy lanier. they're talking about the recent shootings and what can be done to stop them. now as for detectives well they urge anyone with information, if you have any information about the recent shootings in southeast d.c. you can call d.c. police anonymously. live here in northwest, d.c. shomari stone, news 4. mayor bowser has promised to release their own report on the incident tomorrow. as soon as we get our hands on that report we'll let you know what it says. stay with news 4 and nbcwashington.com for continuing coverage of the metro crash throughout the weekend and be sure to sign up for breaking news alerts from our nbc washington app. we're seeing new video tonight of a deadly balloon crash that killed three people in virginia last year and we warn you, it may be difficult to watch. the video is part of a new ntsb report coming out in a matter of weeks. it shows the balloon getting caught in power lines and then bursting into flames. the pilot was trying to land at a balloon festival last may. the ntsb also released pictures of the balloon debris and burned fuel tanks. the ntsb hasn't said what caused the accident. the pilot and two members of the richmond women's basketball team were killed that day. demand for buttocks enhancement surgery is leading to some deadly alternatives that are not only illegal, they're deadly. prince george's county police just arrested vinnie taylor on second degree murder charges. they say he injected silicone into the buttocks of an exotic dancer at a capital heights hotel back in march. she died four days later in the hospital. police caught taylor in st. louis. plastic surgeons in our area say it's often hard to track down the people who offer these illegal procedures. >> no one really knows who it is or the credentials of that person or more importantly, what they're actually injecting. >> legal enhancement surgery costs several thousand dollar but doctors say it is worth it to protect your health. howard county police are asking for your help in tracking down vandals who tagged 150 vehicles in columbia. it all started december 15th when several cars were spraypainted in the 7500 block of monarch mills way. some of the phrases are jack boys over the letters "hs" spray painted over them. police do not think this is gang related or motivated by hate. they're offering a reward for information that leads to an arrest. turning to our weather now, if you have plans this weekend, it sounds like one day is looking a whole lot better than the other right now. is that rue? >> i think tomorrow's looking like a pretty good day even though it will be a lot colder than it was during the day today. take a look at the high temperatures we saw on oured from. we told you it would be a fantastic friday. there it is 43 in frederick. that was the high temperature of the day. look at fredericksburg 52. wouldn't that be nice if that was everywhere? tomorrow just on the cool side. a few clouds from time to time. but that's it. sunday is the day that we have some rain out there. we're not just talking about rain everywhere we're talking about some heavy rain in parts of the area. some of the latest computer models i'll let you know who has the best chance to see some heavy rain. how long it will last and what comes next. that's all in my forecast. free at last, free at last thank god almighty we are free at last. >> celebrateing the legacy of dr. martin luther king jr. today fifth graders read his "i have a dream" speech on the steps of the lincoln memorial. the students are from watkins elementary school in northeast d.c. his birthday was yesterday by the official holiday will be monday. the battle over marriage equality i the u.s. supreme court. the nine justices will hear the case that will settle the issue nationwide. several couples are challenging a lower court ruling that left bans in place in five states. >> reporter: 36 states permit same-sex marriages. now the supreme court will take on the issue. it could make same-sex unions the law of the land. the justices agreed to resolve two questions, does the constitution require states to require marriage licenses and must states recognize same-sex marriages legally performed elsewhere? >> there aren't that many uncharted areas of the constitution and how much are we going to rely on tradition? >> reporter: the court will hear arguments on four cases. one a challenge to michigan's ban brought by april duboer and jayne rowse. together eight years, each has adopted children. they want to be married for legal rights for the children. >> that it apply to all 50 states of the union. >> reporter: for supporters, the issue is who decides? >> is it a handful of federal judges that get to decide this important policy question of marriage, or is it the american people at the ballot box and through our democratic institutions? >> reporter: the court will hear arguments in april with the decision expected in june. reporting for nbc news. all fraternities and sororities at the university of virginia have signed on to a new stricter agreement with the university. the new agreement bans kegs and requires security personnel at parties. it calls for three fraternity members to be sober and act as monitors at events. two fraternities refused to sign on. the school pushed ahead with the policy after a "rolling stone" magazine report about a gang rape on campus. much of that report has since been called into question. there's been a delay in the case involving a d.c. rabbi charged with voyeurism. prosecutors say barry freundel videotaped women as they undressed for a ritual bath at the mikvah. the judge in the case granted a delay until february so prosecutors can review videotapes found at freundel's home that would potentially show more victims. a small group of protesters held signs demanding justice for the victims. a high state of alert tonight in europe after raids on terror cells this week. what the u.s. is promising after today's meeting between the president and british prime minister david cameron. plus the ceo of a private space company apparently has no worries about this big explosion. and how winter weather in other parts of the country is affecting a university tonight europe remains on alert for possible terrorist attacks. police have conducted raids hitting alleged terror cells in france belgium and germany all triggered by last week's massacre in paris. nbc's bill neely has our report. >> reporter: they offered emotional support to france and its president. >> i really wanted to come here and share a hug with all of paris. >> reporter: france needs more than that. it's at war and on edge. this the response to a deranged man in a post office. in belgium the terrorist threat was real. police killing two gunmen just back from syria who were, say police, about to launch a major terrorist attack. they sifted through evidence today and arrested more suspects in a dozen raids. police say they found four assault rifles here, explosives, police uniforms and radios. they've been listening to the men's phone calls and say they would have been the prime target of the planned attack. in germany more raids and arrests. the 9/11 terrorists found their attack in germany where police are now tracking hundreds of islamic radicals. in britain, security was stepped up outside synagogues and jewish schools. the prime minister with president obama talking tough. >> the world is sickened by this terrorism, so we will not be standing alone in this fight. we know what we're up against. >> that was nbc's bill neely reporting. u.s. officials say they were aware of the terror cell operating in belgium and are promising to share more expertise and intelligence with europe going forward. you could run into some street closures if you're near capitol hill tonight. hundreds of police officers and supporters will take part in the sea of blue march that starts at noon at the national law enforcement memorial on e street. they'll then take 3rd street and pennsylvania avenue to the capitol. there will be rolling street closures at noon. they're trying to target an anti-police climate. george mason university is taking some of the pressure off of some high school seniors, at least for now. gm's dean of admission said they heard from students parents and counselors that many couldn't complete their applications on time because of school closures around the country caused by winter weather. george mason is now accepting applications through february 2nd. that buys them a little more time. the weather shouldn't affect working on apps or anything else. >> you know what i'm doing tomorrow? >> you're taking down the christmas decorations finally? better do it tomorrow. >> tomorrow's the day to do it. >> mm-hmm. >> at least unplugged them last night. so they don't look like they're up. it will be a cool night and a cold start to our day on saturday. saturday right now is a dry day with lots of sunshine. i do think, however, sunday is going to be a little bit different for some of us. outside right now a pretty nice shot. 37 degrees. but look at that wind north at 14 miles per hour. so our wind chills are into the 20s. current temperatures are into the 20s. gaithersburg 32 degrees. the wind will stay up a little bit during the evening. that will keep these temperatures close to where they are. they'll drop a few more degrees, then the temperatures will drop fairly quickly. not showing anything in our area and really you don't see anything across the entire mid-atlantic. a few clouds but from the parts of maine all the way down to the carolinas back towards chicago mostly clear except for these clouds. notice where they're coming from. they're coming way up from the north across the lakes into our area. that's a colder flow for us. that's why we will see colder temperatures tomorrow after a cold front made its way today. 25 in d.c. 19 in gaithersburg early tomorrow morning. tomorrow afternoon temperatures about 5 to 10 higher than they were today. 36 in gaithersburg and 40 down towards fredericksburg. a chilly day but not too bad. as long as you're dressed for it it shouldn't have that much of an impact on your day. bundle up if you're outside taking the kids out in the weather. a few clouds from time to time but sunshine. here's the rain making its way up. this could about some heavy rain but look where it is. i-95 all off the to south and east. southern maryland you'll get hit by this but northern virginia you're going to be on the clear at least for the most part. fredericksburg could see some of this quantico. let's show you who will get what. this is the hatest model estlatest model. a shower or two, that's it. down to the south and east, lock at the gravy in here a tenth of ab inch the closer you are to the bay, the more rain you'll see from this storm sunday. it will be out of here fairly quickly. heavy in the morning on sunday, then get out of here. behind it a little cooler. could see snow showers on the back side late sunday evening. don't get excited about those. high of 41 on monday. then we fall back again, down to about 39 degrees next thursday. but that's really about it. no frigid cold air. we are watching one storm system for next weekend, but again not even on the seven-day forecast. so i'm not even going to talk about it. >> the rain is over in time for the king day activities?
