welcome to "news 4 today" for this tuesday, june 28th, 2011. >> we already have 72 degrees here in the nation's capital. going to be a warm one, i believe. let's check in with tom kierein to make sure. more humid too. the humidity has increased overnight, and we're going to have a steamy day. right now cloudy, radar showing showers and diminishing thunder showers now just coming into the shenandoah valley out of west virginia. right now they're into the eastern panhandle of west virginia and washington county, maryland, they're drifting east. and all the lightning is gone from that. you can see this trend over the last hour showing it diminishing. temperatures near 70 all around the region except in washington by the bay. mid-70s there. and we'll have this cloudy sky with us through the morning. there's capitol hill under cloud cover. we might have a passing shower over the next two or three hours. after that, a little sun breaking out and into the afternoon. highs reaching upper 80s to near 90 by midafternoon and steamy. and then late afternoon into the evening is when we could have stronger storms developing. there's only a small risk that any storm would produce any severe weather like hail or damaging winds, and that would be from late this afternoon into this evening. a look at your night planner and those changes on the way coming up at 5:11. good morning, danella. how's traffic? looking good so far. our roadways are increasing in volume but nothing significant. let's head over to silver spring first, 16th street and north-west highway, you are looking peaceful. 395 north at glebe road in virginia. i am seeing a lot of headlights, but nothing significant at this time. still an excellent time to be on the roadways. as we check out the key bridge, wouldn't it nice if it could be like this all day? the sunrises over the key bridge, and it's so peaceful. i don't think that's going to happen for very long. i'll be back in ten minutes with a look at the rails. >> looks like paris out there. very nice. >> something would be wrong if there were no cars. >> it would be a sign of trouble, i guess. speaking of trouble, a report obtained by news 4 shows the fbi and the department of homeland security have pinpointed specific targets for possible terror attacks on certain symbolic dates, and that includes the fourth of july, independence day. news 4's tracee wilkins joins us live from the national mall with more on this new report. good morning, tracee. >> reporter: good morning, joe. it's not anything anyone likes to hear. we would like to prepare for these holidays without thinking of the possibility of a terrorist attack, but that is the world we live in today. preparations are already under way for the folk life festival, but, yes, so is the potential for terrorist attack. news 4 has obtained a copy of the latest homeland security and fbi warning against the war on terror. according to that document, since february of 2010, the u.s. government knew about al qaeda's potential plan to attack large groups of people in the u.s., specifically gathered on u.s. independence day. while the alert goes on to say there's no credible information on a specific target, d.c. is taking precautions, especially with the weekend of the fourth approaching. metro expects 500,000 to 600,000 customers system-wide on the fourth of july. there's going to be additional staffing there and also security measures in place. and additional possible random baggage checks as well. know that security will be high all around washington. >> the security people won't tell you how much security there is out here, but you can bet your bottom dollar that, having uncovered what bin laden had in mind, there will be security in keeping with what we've learned. >> reporter: while officials are saying they do want folks to come out and have a good time. do not keep you from coming out. but they're going to have 19 checkpoints. you're going to be screened at these checkpoints, and they do want folks who come down here to make sure they don't leave their bags unattended. tracee wilkins reporting live on the mall. this morning police are investigating a deadly shooting in southeast. it happened along good hope road around 9:30 last night. we're told the victim was found unconscious inside the marbury plaza apartment building. he was taken to the hospital, where he later died. police sources say the victim is 60 years old. his name was not been released, and no arrests have been made. police are asking anyone with information about the shooting to come forward.orning a man fr sterling is behind bars for a sexual assault earlier this month. police have arrested ernesto godoy with burglary. he broke into this apartment on marybrook court in herndon around 5:30 in the morning. that's when a woman reported waking up to find an armed man standing over her. police say godoy then raped the woman and ran away. a 19-year-old is in jail this morning, accused of killing a man during a dispute with a rival gang. robert foster jr. was the man who died. he was one of three innocent bystanders shot as the caribbean festival parade was ending saturday in columbia heights. police charged terry jimenez with the murder. jimenez was also shot in the leg and taken to the hospital. officers arrested and charged him on sunday. today on capitol hill, the man nominated to take over as u.s. commander in afghanistan will testify before the senate armed services committee. this hearing comes after president obama announced last week that 30,000 u.s. troops will leave afghanistan by next year. allen supports that plan. he is replacing army general david petraeus, who says the withdrawal plan is riskier and more aggressive than he would have liked. this morning demonstrators plan to rally outside an fda hearing in silver spring on the controversial breast cancer drug called avastin. the drug maker is challenging a decision that revoked avastin's federal approval last december. government regulators said the drug was ineffective for breast cancer patients. supporters argued that avastin can prolong a terminal patient's life. experts say the fact that the fda granted this hearing could signal a great deal of negative feedback or a disagreement within the agency. 5:06 is the time. the field for women at wimbledon is wide open today after a monday full of upsets. both serena and venus williams are now out after both fell in straight sets. and the number one seed, caroline wozniacki is also gone after losing in three sets. all the men's favorites remain, including rafael nadal, roger federer, and andy murray. the lone remaining player from the u.s., mardy fish, will play nadal. you can watch the [ mr. clopper ] i don't talk to them as much as cindy does... good morning chickens! [ jim ] my dad did, my grandfather did and it's what we do today. welcome back. the man who found the remains of casey anthony's daughter will be in court today. defense argued the man who investigated the case should have requested the meter reader's phone records and never did. a judge also said a requested competency hearing was the reason for today's delay of court. he reviewed notes of state psychologist who examined casey anthony and found she was competent to remain on trial for the death of her daughter caylee. this morning we're learning more about gangster james "whitey" bulger's life on the lam. according to court documents, bulger made several trips back to boston during his 16 years on the run to, quote, take care of some unfinished business. bulger also told investigators that he was "armed to the teeth" during those trips. the mobster also made several trips to vegas to play slot machines and went to tijuana, mexico, to buy prescription drugs. tough new federal standards for cribs will go into effect today. the consumer products safety commission is banning manufacturers and retailers from selling dropside cribs. tracie potts is live to explain these new regulations. tracie, good morning to you. >> reporter: joe, good morning. that ban on drop-side cribs is the biggest part of this legislation, these new rules you want to know about. 11 million of those types of cribs have been recalled over the last several years. 32 children, at least 32 children have died from suffocation. we visited the cpsc. they showed me how this works. when the crib drops, the very popular drop-side cribs, they can detach, causing a gap where the child can essentially suffocate. this bans all sales of these cribs, not just major retailers. we're talking secondhand stores, private sales between individuals, even online. hospitals are exempt, and hotels, places that rank cribs, and childcare centers will get an extra year to deal with this so they don't have to comply until the end of 2012. for others, there will be civil penalties, maybe even state injunctions, if they're found in violation. many retailers have already stopped selling them, which has caused a problem because they had about 100,000 in stock. they could end up taking a $30 million hit, the industry, because of those unsold cribs. now, the other thing you need to know about another change here is that in the manufacturing process, in the testing process, manufacturers will no longer be able to retighten bolts and screws while that crib is being tested. the cpsc said, this is not what parents generally do as their kids are using the crib under normal use. it's not realistic. we need to see how well these cribs hold up based on when they are originally assembled. so both of those things now going into effect as of today. what do you need to do? number one, request a federal certificate if you're getting a new crib so you can make sure that it complies. and many retailers, as i said, have already started to sell them. the other thing is, if you have an old drop-side crib and you're still using it, get an immobilizer from the manufacturer. it will make it safer although it won't necessarily comply with the new standards. joe? >> is it right that childcare centers and hospitals and hotels that would likely see a lot of kids don't have to do this for another year? >> well, apparently, they worked that out because they needed extra time. they use these cribs en masse as opposed to one at home. they needed extra time to comply. again, if they're buying new cribs, many of the ones you'll see on the market now are already in compliance. >> tracie potts, live in washington. thanks very much, tracie. tea party favorite michelle bachmann announced she's running for president. the three-term congresswoman from minnesota picked her hometown of waterloo, iowa, to officially enter the race. >> it's these iowa roots and my faith in god that guide me today. >> the 55-year-old is known for her conservative views. a recent poll showed her barely behind front-runner mitt romney in a poll among likely republican voters in iowa. this morning the tsa is denying reports they asked a 95-year-old woman who is battling leukemia to remove her adult diaper during a pat-down. this happened last week at northwest florida regional airport. lena ripert's family says the tsa saw something suspicious in her adult diaper and asked her to remove it before boarding the plane. the tsa said they did not require the passenger to remove her adult diaper. while the family is frustrated, ripert may be the least irate of all. >> what i had to do, take her diaper off. sorry, i hate to do this, but i've got to do this. this is the only way you're going to get on the plane. i felt, i don't know, so helpless. >> i guess i'm too old to care. >> ripert's daughter has filed an official complaint with the tsa. it's now 5:21. time for weather and traffic on the ones. meteorologist tom kierein is joining us to talk about the forecast. starting off a little humid. are we getting any rain? >> i see it. do you see it? that's what it is. it's humidity. it's back. there's the summer haze all around capitol hill. live picture from the city camera. right now on the radar, we've had diminishing thunder showers pulling out of the mountains of west virginia into the shenandoah valley. right now just a few scattered showers from washington county, panhandle of west virginia, and right along the blue ridge from clark counties all the way down to harrisonburg. these are drifting off to the east and may hold together and head toward the metro area another couple of hours. right now near 70 in washington. mid-70s in washington and by the bay. farther to the west where they've had light showers, it's in the upper 60s. it's going to be warming up today. we'll have temperatures by 9:00 around 80. maybe a lingering light shower. most of the area should stay light except late afternoon into the evening. that's when we could have storms developing. temperatures climbing to near 90 before that. lower humidity in place wednesday, thursday, and friday with sunshine, beautiful weather coming in. here's a look at the fourth of july weekend. saturday, sunday, and the fourth hot and humid and into the 90s each day. small chance of afternoon storms. danella sealock, how's traffic?
