off with no delays. joe? following breaking news out of fairfax county. the man police say walked into a barbershop and shot two people killing one of them is now in custody. he opened fire at the bellevue shopping center in alexandria, the alexandria section of fairfax county. we find news 4's tracy wilkins. she joins us with the latest. the man who turned himself in lived in the annandale area and was a former employee of the barbershop here. they say he turned himself in in the sully station and is cooperating with police. they have charged him with murder. this is after an extensive search for this man yesterday. let me show you what they were trying to do yesterday as they were trying to find him. they searched neighborhoods through the bellevue area. they entered a home with a blood hound and searched this vehicle in the strip mall parking lot. this began shortly after 2:00 p.m. yesterday. the former employee, the man who they say turned himself in walked inside the barbershop and was there for a few minutes before opening fire and killing hanl lee and another employee wo is expected to survive from his injuries. the suspect was last seen running from the scene. at 11:00 p.m. last night, he turned himself in to the sully station and is now cooperating with police. he's been charged with murder. he's not been charged yet in the other shooting for the man who was injured. at this point, the police do have their man. i'm tracey wilkins live this morning in alex andalex andr -- alexandria. a fairfax county was accused of tying up and choking a first grader. jasmine rohrers says her daughter is afraid of going back to the school in chantilly. a boy wrapped a jump rope around her neck last week and tied her to a pole. friends found her crying on the playground and untied her. this is not the first time the boy has bullied her daughter. she won't send her back to school until she's safe. >> i'll do anything i can to make sure she's safe in the future. if this is what it takes to go to the media and get a response from the school, that's what i'm going to do. >> they say they have hired a lawyer. happening today -- the house and the senate are set to vote on the long overdue spending measure to fund the government for the rest of this fiscal year. it calls for cuts of $38 billion from the $3.8 trillion budget. today's vote could be a sign that the lawmakers are willing to compromise in the future. president obama is laying out plans for next year's budget and he's detailing a larger plan to cut the nation's deficit by $4 trillion in the next 12 years. the president is recommending cuts in three main areas. the first is medicare and medica medicaid. the second is defense funds. those cuts will amount to $400 billion over the next 12 years. finally, the president called for an end to tax cuts for wealthy americans. the cuts put in place by president george w. bush apply to individuals making $200,000 or more a year and couples making more than $250,000. the president will kick off his re-election campaign today with some fundraisers in chicago. he'll attend two events of local restaraunts in the day and one more at the navy pier tonight. chicago bulls star derek rose is expected to be there to lend his support. president obama will spend the night in his chicago home before heading back to washington tomorrow. and it looks as if another republican is entering the race for the white house. former pennsylvania senator rick santorum announced he's funding a fundraising committee. this is usually the first step towards a presidential campaign. right now santorum is not polling very well but he said the committee will help him figure out whether he can raise enough money to be a serious contender in 2012. nato foreign ministers from 28 countries will meet in germany to discuss the situation in libya. leaders will talk about the effort to enforce a no-fly zone. three weeks of air strikes have not stopped muammar gadhafi's forces and france has said nato is not doing enough. this morning, we know that the u.s. is doing limited air strikes in libya even though nato took over mission control last now. this morning, we learn a mother tried to reverse after driving into the hudson river with her four kids. 25-year-old lashondra armstrong put all four of her children in a minivan before driving down a boat ramp in new york. armstrong and three of her children died. her 12-year-old son escaped out of a window and ran for help. the mother told her son she made a mistake as she tried to reverse but it was too late. >> was waving his hands, frantically and was full of fear. he was saying, please help me. please help me. the frozen fear on his face was just i'll never forget it for the rest of my life. she went to the back seat and held them together and said if i'm going to die, you're going to die with me. >> the boy told the passerby his mother was upset that a stepfather was cheating on her. >> the fbi is getting involved in the investigation involving ten bodies found on a new york beach. the fbi will provide high-tech surveillance aircraft to authorities looking for evidence on jones beach on long island. police think it could be the dumping ground for a serial killer. police believe four of the victims were kill bid the same person. they were all female prostitutes who advertised on line. today a house subcommittee is set to grill leaders about the mistakes at arlington national cemetery. there are eight cases in which family members were buried at the same grave site but not all of their names were added to the headstones marking those graves. a concussion or any brain injury is serious, especially for students, of course. prince william county schools have set a care policy for students. under the new rule, students diagnosed with or appear to have a concussion will be given time to heal. the students will receive comprehensive support until they are symptom-free. the school board adopted that policy on a 6-0 vote last night. for the first time in more than a month, attorneys for the nfl and locked out players will meet face-to-face. the two sides will meet at the request of a federal judge in minnesota. this is the nfl's first work stoppage since 1987. a judge ordered both sides to keep details about this meeting confidential. despite the lockout, the league released the preseason schedule this week. attorneys for barry bonds say they will file an appeal after the jury found the slugger guilty of obstruction of justice. however, the jury deadlocked on the other three serious charges against him. he faced three perjury charges after he testified before a federal grand jury back in 2003 that he never knowingly used steroids or human growth hormones. bonds faces a maximum sentence of ten years in prison for that obstruction of justice conviction. the capitals began their quest for the cup in dramatic fashion. alexander simon provided the fireworks with the overtime winner as the caps take a 1-0 series lead over the new york rangers. lindsay czarniak has more from the verizon center. >> oh the capitals stole the momentum last night winning game one in the first round of the playoffs against the rangers. it went to overtime. it wasn't pretty. but in the end, it feels alexander simon who made the difference. he was criticized for not scoring at all in the playoffs last season. with two minutes left, he nets it game winner. the capitals beat the rangers, 2 2-1, winning game one after the first series. e players talked about the things they did well. >> we did a lot of good things. a big relief when alex scored, you know, to tie it up. and i thought, we played pretty strong overtime. and just the turnover incidents around the country, including one right here in re gan national airplane in march. a live look right now. the federal aviation administration is beefing up staffing. effective immediately, the faa will place an additional controller in the overnight shift at more than two dozen airports. melissa mollet has the latest. good morning. >> good morning to you. reagan national airport has had an extra person on the job, of course, after last month when two planes landed without assistance because the controller in the tower was asleep. another 25 airports and a radar facility have extra air traffic controllers on staff after the faa found two more cases of controllers asleep on the job. the most recent incident happened wednesday morning in reno. a special medical flight carrying a sick passenger was trying to land at 2:00 a.m. when the pilot couldn't reach the tower. the pilot landed with the help of a controller in northern california. >> at no time, and i want to stress, at no time was safety compromised. the airport authority takes this matter very, very seriously. >> people expect to land at airports safely. i will not sleep until i can assure the flying public that our controllers are awake and alert and are able to control airplanes in and out of airpl e airports. >> that controller was asleep and out of touch for 16 minutes and has been suspended while the faa investigates. a seattle controller fell asleep in his early morning shift. he had fallen asleep two times before. two others in lubbock, texas were suspended when they couldn't be reached for a
