then it prompts a call to check on your welfare. this augments the existing notifications like e-mail since that doesn't always get the attention it warranted, especially in an emergency. it adds to an existing security profile and platform here at thisampus. >> our entire security program involves our crime prevention programs, our progressive patrolling programs, working with the students with the student association. we also have an alert system that was in place that we just recently upgraded. whenever we have any sort of emergency that we can reach out to, you know, quick 8, 9,000 students and make sure they're aware to stay out of harm's way. >> i've seen what it was and what it is, and i think it definitely is advancing like i said earlier and it's a step in the right direction. >> now, this is not in response to any particular incident, but this is an urban campus, a relatively open campus, so security is of utmost concern here and it will be for this upcoming to discuss health care. he did not experience the same animosity that many of the senators faced. mr. barack obama told the audience what they've seen on tv does not tell the whole story. most who attended seemed to support the president's plan, but not everyone. one man even turned the president's own joke about bull in washington on him. >> and we keep getting the bull. that's all we get is bull. you can't tell us how you're going to pay for this. >> you are absolutely right that i can't cover another 46 million people for free. >> the president went on to tell the man he will not raise taxes on families make 2g $50,000 or less and admitted the wealthy will have to pay more. some protesters did come out. they were kept about a half mile away from the town hall meeting. senator ben cardin's town hall meets have been roundier than the president's. he tells the crowd and "news 4" he has not been diskaurjed. in fact, the opposite has happened. he's more determined to get a health care plan. he alsonswered numerous questions on the cost of reform. he has said over and over again he will not vote for a bill that increases the deficit. now to the story of a local marine who was killed in afghanistan. his family and friends are sharing his story. they say after the september 11th attacks bill care found his calling to the marine corps and he knew the risks. >> reporter: 40-year-old bill care, a marine corps sergeant, was killed in the line of duty thursday while fighting in afghanistan. john care is his father. >> well, we're just devastated with the loss. he's a wonderful young man. he's a son that every mother and father wont love to have. >> reporter: he was deployed to afghanistan in the spring and shot while on foot patrol. he was signed to the fourth civil affairs group, a marine unit based in the district. he lived in alendria with his wife rene brown who's expecting twins in december. >> we're sort of putting one foot in front of the other. we're all jt demolished by it, but there are those glimmers we're so proud of him and what he's done. >> reporter: deborah is the former bureau d.c. chief. she says he felt compelled to join the marines after 9/11 and he couldn't be dissuaded that and i said, when you're an old man, will you regret it if you don't go? he said, yes, i think i will. and i said, but, bill, what if you end up dead sna? and he said, well, it will be for a good purpose. >> reporter: his death has devastated his family, the community, and journalists across the country. >> every note, every e-mail he sent me she parked in his space said he should have thought before he acted. naly was in charge of the courthouse until thursday. he now faces safrmgss. he will not with s o sit on any criminal cases until the matter is resolved. >> this is a sry that's going to have legs and keep walking. and he said why. i said, first of all, you're a judge. second airily, you're the judge in charge of the court and the public put its trust and confidence in you that you're ot going to do stupid things, knowingly anyway. >> judgele naly has declined to talk about t n incident. baltimore police are issuing two citations to michael phelps. they say he provided them with an invalid michigan driver's license after the accident. he lived in michigan between the '04 and '08 olympic. the police also cited him for failing to establish residency in the state of maryland. the other driver also was cited because she ran a red light. you only get one shot at a second chance. that's how michael vick describes his new contract with the philadelphia eagles. the team introduced the troubled quarterback yesterday in philadelphia. vick sned a contract that could pay him almost 7 million bucks over two years, but none of that money is guaranteed. he said he is sorry for what he did and is ready to focus on the future. >> i made some mistakes. i've done some terrible things. i've made a horrible mistake and now homes have been spared, for now. >> michael says the fire is about 15% contained. a suicide bomber killed seven people in afternoon and injured more than 90 others. the bomber got around tight security, detonating his explosiving right in front of nato's military headquarters in kabul. the taliban has already claimed responsibility. it's the first major attack in february and comes just five days before afghanistan's presidential election. virginia senator jim webb is in myanmar attempting to open a line of communication with the country. his first visit is the first in more than a decade by a senior u.s. official. it's getting a lot of coverage by state-run news meade yachlt critics say webb's visit ledge miezs a brutal regime, especially given the timing. just days ago aung san suu kyi was arrested. senator webb has suggested engagement rather than isolation might make a change. the obama administration gave their blessings for his trip. a unit of 46 marines is all women. the team carrying out a number of crucial missions in afghanistan's dangerous southern region, those missions include searches of afghan women. they say they've been known to find men dressed as women in an attempt to avoid being searched. the female marines wear scarfs under their helmet out of respect for islam. >> if you show your hair it's like seeing a nude photo. it's more to be respectful of the population and to show them you're trying to understand their culture and you're trying to be as respectful as possible when we're doing this kind of engagement. >> the u.s. marine corps technically bans women from combat units but this group is valuable to coalition forces in the region. we're learning more about what happened moments before last saturday's deadly crash over the hudson river. a single-engine plane struck a sightseeing continue in clear weather after taking off from the teterboro airport. the controller who cleared the way got on a phone call and made a personal phone call. a newark controller who did see the traffic never heard from the pilot and told teterboro to warn the plane. the teterboro controller was still on the phone at the time. two other attempts to contact the plane were unsuccessful. nine people were killed in the collision. the teterboro controller and his supervisor are on a leave pending an investigation by the faa. be prepared >> i would have. i set the boys down about a year ago and i said to both of them, they have four children a piece, i have eight grandchildren. i said, lo, i missed a lot of your guys growing up because i was coaching and doing all the things you do when you're charging around in life and living that life as a coach and so i said don't do that. it wasn't only football. i got caught up in playing racket ball tournaments and some of the things you do. it was just -- you know, i get a little bit sad when i look at the pictures of the boys, those days. i don't like looking at it because i get a little upset with myself. >> how do you choose which driver you're going to reach out to first after a race? >> after a race? i know i'm going to go to the place where we have the most problems. chances are if you have three cars you're going to have some problems. i'm still waiting for the race where we all leave and everybody's happy. >> with kyle bus, everybody will say he's the best driver and he's also one of the most tempermental that shows that side of his personality. >> first of all, he's very smart. i wish people could see the kyle busch i know. he's very, very competitive, i know. >> i think tony stewart is also somebody who has knocked their socks off this year with expectations because obviously the first few mihms. but he always points the reason that hes we able to come so far back to you, learning things from you. how gratifying is it to see the kind of success that he's had? >> i sometimes want to walk over to him right now and want to choke him just from the standpoint saying you put me through the all that and now you're the model citizen. it's like what's the deal there. has he had a la botmy or what. >> with jim zosh in his second year as head ach, how critical is that second year? "news 4's" derrick ward joins us from howard university with more. derrick, will students notice the changes? >> reporter: they may not notice. as a matter of fact, they may have those changes or a big part of the changes already with them. you know, this is an important day for returning students and the 1700 incoming freshmen. they've got a lot on their mind. the new measures are something to think about but they don't have to worry about. now, campuses all over have e-mail alert systems in place, but suppose you're away from your computer or you tend t put off opening those incoming e-mails. in the event of an emergency or something serious that is correct could be detrimental to your well being. cell phones, everybody has one and a new sigs from a company called rave wireless makes the cell phone an enhanced security tool. >> we're very excited because we even gotten a new system called the h.u.g.s., h.u. guardian system. the guardian system is actually a system you can use your cell phone to contact the police right away. there are a couple of features on it. there's a timer feature as well as a panic alarm. and we really think it adds to the overall security program here at howard university. most of our students carry cell phones. we want them to feel safe. they can contact us right away. e we're working with the student body, faculty and staff to implement the new technology. >> we tested it a couple weeks ag it's very interactive. you can put pictures on it to identify yourself. if you have a sprint phone it tells of your location. it's a very active system and makes you feel more secure, especially the yuck women on the campus. and, of course, that is a big concern because this is a very open urban campus in the middle of a lot of different neighborhoods. a lot of ground to cover, a lot of things to keep safe. >> glad to hear it. thank you, derrick. well, it's one of the most expensive universities in the country and a handful of d.c. high school juniors are headed there later this month. unlike students at georgetown university, these high schoolers will be attending 2002 igs-free. julie kcarey has their story. >> reporter: starting this fall, 14 espially selected schools without o walls juniors will ke all of their classes at the university in sted of a high school. it's called an early college program. >> it's an enticement and encouragement. many of the students i found as a principal here when i was here, many of the students in their senior year were, for lack of a better term, probably bored. >> reporter: this summer the teens are getting a taste of what's ahead with this six-week university writing course. >> that's on the next to the last page. >> reporter: this 15-year-old jumped at the chance to apply and was accepted. >> i was happy about it because there's a wider spectrum of courses than in high school so i was able to take things i was more interested in instead of generic classes, you know. i could take philosophy. >> reporter: the students will take a regular college curriculum. for most that means four courses each semester. >> reporter: for erica, the program was slim a chance to push herself harder. >> really, it's all about my future, so everything i'm doing no is helping me to get to where i want to be. >> reporter: but perhaps the biggest draw, when the students finish in two years, they'll not only get their high school diploma, they'll be award add two-year's associate degree if gw. >> you're getting free college credit it to the tune of -- the average tuition is around $55,000 a year. they're getting $110,000 worth of education for free as a result of gw wanting to contribute to the community. >> some adjustments could be ahead when the high schoolers start regular classes with older students but the wright teach hearse been impressed with their maturity and focus. >> there's a point that somebody sayse're 15 or 16 and it shocked me. this is about the third week. f and i thought, oh, my goodness, that's right. >> reporter: and while erica says herom is a bit worried about college boys, the teen is ready about college work. don't worry because i believe that they have prepared me for it. students without walls are encouraged to complete their four-year degree but they can also transfer their college credits elsewhere. you may want to set aside extra time if you're taking metro this weekend. once again track circuit repairs could cause a delay of a half hour on the orange and red line. otown trotten line. coming up on this saturday morning edition of "news 4 today," it's more than just feeling down. doctors say they're seeing seasonal a depression in the summertime. what they say could be triggering it. and it's not a tuxedo. it's a real penguin suit. why this little guy needed a wet suit to get back in the water coming up. t which one would you choose? the president held the town hall meet, the rest of the first family was here, white water rafting. that's sasha with the helmet a touch too big for her. mrs. obama was not as adventurous as her daughters or she chose to stay drier. she chose to stay in the back of the raft. they're visiting some national parks. the president hopes that will encourage other people to do the same. news for your your health this morning regarding seasonal depression. it's usually something we talk about in the cold gray winter months but they're finding the summer heat may also send people into depression. >> reporter: it's enough to bring on the winter blues, but for some that a hot summer sun might be triggers seasonal affective disorder also known as s.a.d. >> it hasn't had nearly the research into it that wintertime depression has had but there appears to be a small group of people that actually get depressed in the summer. >> reporter: psychiatrist dr. dale archer say some who are affected with this syndrome already live in a hotter climate and already live in a depress ive state. >> it makes them predisposed. >> reporter: but others can trigger summertime depression. making exercise and sleep priority os can help stave off the blues. >> sleep is the most important way for the brain to recover for stress and trauma. you can have a horribly stressful day, get a good night sleep and you wake up the next morning and you're good to go. about 18 million americans have been diaosed with seasonal affective disorder. if you're experiencing a look of energy, poor sleep, per appetite, anxiety and hopelessness for more than two weeks you should go see a professional. well, up next on "news 4 today," the morning's top sports story. we love the sun. >> we love the sun. >> no sadness there. >> no. don't forget your sun block. you don't want to get a sun burn and there'll be plenty of talk thlk abou . a penguin in a zoo in england is attracting lots of attention these days, not for his behavior but for his new coat. chris clakham has his story. >> poor ralph. he lost all his feathers and couldn't go out t swim with his friends a zoo in new hampshire, england. the staff got him a wet suit and now he's back in the swim of things. >> for two reasons. to keep him safe from sun light and the other is to keep him warm at night. the. >> reporter: the keeper said most penguins lose their feathers gradually over four to six weeks so new feathers are growing back while others fall t. but ralph lost his all in one day and penguins can get very sick from sunburn. since he was also raising two orphaned baby penguins and a needed to be able to baby him, the wet suit was for him and, yes, ralph was named for ralph lauren. >> that is one awesome penguin, raising two orphans. >> you know the other penguins are teasingi him unmercifully. >> give him a fur coat. >> i don't know about that. >> which one of our friends did you do in, buddy?
