said -- given the failure of the immigration policy in this country, i would have preferred to see the supreme court give more latitude to the states, not less. coming up in our next half hour, julie carey will examine an ordinance in prince william county that helped shape arizona's controversial laws. two children and a camp counselor are recovers from a shooting. a witness said when it was all said and done, 11 shots had been fired. wendy, this is the area where the shooting happened earlier this afternoon. we are told that 30 kids were in the line of fire, and that gunman is still on the loose. they had gunmen chasing and shooting at one here in southeast d.c. about 12:20 this afternoon, shot and wounded three innocent victims. >> how many shots do you think you hear today? ivities i heard 11 shots. >> i've always felt safe here, and to come home and find this chaos. it's just appalling. >> reporter: please say the 7-year-old was shot in the shoulder, the 8-year-old and counselor in the ankle. please say the gunman chasing his intended targets sprayed the victims with gunfire. >> the individuals really didn't pay attention to where they were shooting or didn't care, because their rounds struck innocent people. >> this is just absolutely ridiculous. anybody that would shoot when there's a group 6 kids coming down the street, to open fire when there's children in the streets is just ridiculous. >> the kids were from the orchard camp. they were returning from having breakfast when the shooting start the. they ran into a nearby apartment building rental office to wait for help. >> they shouldn't have to dodge bullets. that's not what it's about. police believe the shots were fired from a grassy area. a police dog and helicopters circle over the neighborhood for some time. several vehicles were towed from the scene. >> i grew up here. it's just getting worse and worse. it's not so much the drugs, you know what i'm saying? that was a problem, too, but they don't have nothing to do. >> reporter: d.c. police say all three victims are expected to survive. again the worst injury, that 7-year-old boy. at last check, he was in ser condition. reporting live, darcy spencer, news4. remember that storm that blew through here on friday evening? some are still cleaning up witnesses schedule it felt like a tornado. pepco says 4,000 to 5,000 customers lost power, and crews had to come in from out of state to help. that same microburst damaged several buildings there. authorities say about 2,000 people were seriously impacted. they say 600 have been displayed, many of them using an emergency shelter set up by the red cross. more than 100 buildings have been inspected. nearly two dozen of them have been considered unsafe. skies are clear once again, but there's some nasty storms in the area around rich morland and south. doug, what's going on? >> for us, a few showers, a couple rumbles of thunder, and really through the morning hours, but then that storm system moved to the south and the cold front associated with it kicked off big-time storms. you can see what i'm talking about. storm4 ray dare, that moving right across rich morland, this was about 2:50 in the afternoon. anytime you see the pink, you now you're talking about a severe thunderstorm. numerous trees down there, estimating potential hundreds of trees, and at one time almost 80,000 people were without power. the winds coming in there at easily 60, 70-mile-an-hour winds, a lot of people were out for the baseball game down there. you can see that fence did not make it throughout that storm. now, down to the south. it's a completely different storm. you're talking debby, just off the coast here, not moving very fast at all. this is a very weak storm, but it will cause a ton of damage. most of the state of floridash the peninsula under a tornado watch, but it's the rain that's really going to cause all of the problems here, most of that rain coming just to the south of tallahassee. we've seen upwards of 15 inches of rain. they've seen some rain here, and that's where gentleman i gray joins us live. how are you doing? >> hey there, doug, a great point that you're making right now. we're getting some sunshine peeking through the clouds, but only after another band moved through. the wind here has been building, the surf as well, also building the concern all along the gulf coast. >> reporter: stalled in the gulf less than 100 miles from the shore, it's lost some intensity, but still is making an impact. winds are up, so is the surf. but it's the driving rain. floodwarts have swallowed roads, now threaten homes from alabama through florida. forecast tracks still aren't clear about where or wen debby might make landfall the systems is only creeping at 3 miles an hour, which means the rain will likely continue for days. >> we got down saturday, and all we've had is rain. >> reporter: washing away thousands. >> or counseledo is prepaid until saturday, so we will ride the storm out unless they evacuate us. >> we're making the best of it. >> reporter: to this point -- twisters have been blamed for at least one death, and have ripped away roofs. damage that many fear will continue to unfold. and unfortunately the rain is going to continue in many areas through the weekend. there have already been 20 tornadoes or more associated a role in a crash. they say a man was driving a chevy tahoe on route 210234 waldorf when he crossed the median yesterday, hitting one car, sideswiping another. jennnae woodard was a passenger in that third car and she was killed at the scene. >> you can tell alcohol was involved, because right there all in the driver waugh was budweisers everywhere, like glass from the beer bottles. a little girl, and she didn't get to live her life. she's killed by a drunk driver. the little girl's mother is in the hospital in critical condition. police identified the driver as 73-year-old jackson tutt. a sentencing date has been said for a former campaign aide to mayor gray. howard brooks pleaded guilty last month to lying to the fbi about payments to a minor candidate in the mayor's race in 2010. that candidate was suleiman brown. investigators say suleiman brown was paying to stay in the race and continuing to attack gray's chief rival, of course, the former mayor. brooks will be sentenced on the 24th. mayor gray denies any knowledge of the payments or any wrongdoing. mayor gray is in china this week. he spent this day in beijing. he's working to strengthen business relationships. the goal is to help dc-based companies to take advantage of china's expansion. coming up tonight, somebody attacks some animals at a local farm park. police believe they have caught the guy who did it. fbi agents have arrested a man in an extortion plot targeting rg-iii. there was an important milestone today at the world trade center site. and a wedding party photo shoot did r. the air force is partners with the wildfire fighters in colorado. it's in the midst of its worst fire season in a decade. some 250 homes destroyed in just three weeks. this weekend 11,000 residents near colorado springs fleeing from their homes, though many of them had been allowed to return. the forest service requested four military karno planes to drop water and chemicals on thinks wildfires. those can be used only when all available private tankers are already in service. election victory celebrations are under way in egypt, but there's an undercurrent of worry in some quarters, the first democratically elected president is a member of the muslim brotherhood. he says he will be a president for all egyptians, but some moderates are not convinced. >> reporter: egyptians woke up to the realization that mohamed morsi will be the next president for the country. supporters have been day, yes everybody it was democracy that brought this to power, but they saw the hand of god. on the power at the end of this month when morsi will be sworn in as egypt's next president. you are looking at the last and the final piece of 4 world trade center in new york. the 72-story tower was completed today in an emotional and patriotic ceremony. the first tower to be completed on that site since the september 11th attack. more than 100 -- and with "god bless america" playing in the back ground, the last piece was hoisted up 977 feet with an american flag attached. a michigan couple posing for their wedding pictures made quite a splash over the weekend. this is a video from the wedding. they were on a dock for about 30 seconds, and that happened. the entire wedding party in the drink, but they all took it in stride, thought it was funny, no one was hurt. the bride said she across the country got a mandatory life sentence today, a life sentence without parole. he was found guilty of killing a man in flint, michigan. he's suspected of establishing more than a dozen black men in several states, including three men in leesburg. he is 35 years old, an israeli immigrant. he's still facing an additional eight trials for murder and attempted murder in flint, michigan. the prosecutor says he will consider offering a plea deal to close those remaining cases. a scheme to teal tens of thousands from the north strom's department store. >> pat collins explains just how that in prince georges county, pat collins, news4. somebody shot two young boys. they were all walking on their way to a swimming pool about noon. somebody fired a gun several times at somebody else, missed the person they were shooting at, hit those innocent victims instead. they're all in a hospital now recovering. they are expected to survive. nobody's been arrested yet. jerry sandusky says he wants people to know he's not guilty, according to a lawyer for the retired coach, who last friday was convicted of abusing ten boyce over. state of florida is under a state of emergency appear debby churns off the coast. all right bringing heavy rain, flooding, one woman was killed inside a home, hit by a possibility tornado. at least 35,000 people are without power. a 17-year-old boy in fairfax county is charged with felony animal cruelty. police say he used a large machete to hash barnyard animals. as chris gordon records, a tip from the public led police to their suspect. >> reporter: in april viewers were shod to see news reports that three horses had been slashed here at frying pan park. they are used in a riding program for people with special needs. they animals are so gentle and trusting, this one came over when i called him, even though he was one of those that had been slashed. >> a second attack in may, gentz two goats, a chicken and calf. henri was just two months old at the time he was cut across the crown of his head, requires stitches and staples to close. on friday fairfax county police, acting on a tip, arrested a 17-year-old from herndon, charging him in both the april and may attacks. >> we were very, very sad about the news, but also we're dlied that we have reached resolution. >> that's really sad. i wonder why he did it. why anybody would do that. >> we asked the fair tax county police. >> certainly that's the big question that everybody would wonder, what was the motivation, but that isn't something that police are able to discuss right now. we can say, however, that we did recover the weapon we believe was involved. visitor are are reacting. >> i thought it was a strange thing, because it's just kind of random for someone to do. i mean, i'm glad they are found and that won't happen again. >> reporter: the people who run the park are grateful to the police and the community for the outpouring of support during this difficult time. chris gordon, news4. a reward was offered, so far police have not said who will be receiving that money. the director of the reston zoo is now facing animal cruelty charges. police arrested 26-year-old megan mogensene. back in january an employee alerted animal control about the death of an adult wallaby. the animal was put down. officers say the zoo does not have the proper permits to dispense the drug that killed the animal. the supreme court deliberate a mixed ruling today. in the meantime there is an immigration ordinance in prince william county, virginia, that helped shame the imgray law. the virginia ordinance has been in force for five years now. >> reporter: before the nation's eyed focused, they were on prince william county and the emotional debate that led to a policy that was one of the toughest in the country. the prince william county ordinance allows law enforcement, but it did not include the broader crackdown contained in the arizona law, the park that was just rejetted by the supreme court. >> i never thought it was a good idea for arizona to create some of its own immigration law. it's enough, i believe, simply to enforce federal immigration law, which is what we do in aspirin william county. >> reporter: those who oppose the ordinance dispute the public safety benefits, arguing instead it's fostered distrust from latinos and police and actually increased crime in that community. >> if anything, it has caused increase in crime in communities where latinos live because again of the fear. people will target latinos, because they know they're afraid to contact the police. >> reporter: but community surveys show that residents increasingly support the policy. this woman says it helped clear out some drug dealers from her block. >> if they're here illegally and doing illegal things, then by all means they should return to wherever they came from. >> reporter: in the past five years prince william county has referred about 5,000 people to i.c.e. after they were arrested and found to be without proper documents. slightly more that
