the primary relief well. jay gray, nbc news, louisiana. tonight reagan national airport is recovering from a power outage that force ad shutdown of ticket counters and security screenings for hours this afternoon. the electricity is back on now inside the two affected terminals but some people trying to get out of town are still feeling the effects. john schriffen has the latest. >> reporter: tonight we have good news and unfortunately, we also do have some bad news. first good news. as you said, the power is back on inside this terminal. as you can see, the long lines that wrapped around the building have all gone away. the bad news, unfortunately, those delays that cause so many people frustration earlier, those delays will continue on into tonight. with no power to check, computers were down, escalators were stalled, and people were frustrated waiting in line after line after line. how long have you been waiting here at the airport? >> about an hour and a half. it feels like longer. >> reporter: melissa was trying to get home to kansas city but her four young kids were growing impatient waiting for the power to come back on. what has it been like sitting around in the airport? >> boring. >> reporter: what have you been doing to stay busy? >> nothing. >> reporter: are you hoping to get out of here soon? >> yeah. >> reporter: the power went out in material naturals b and c around 11:45 this morning when the metropolitan washington airport authority says the problem occurred in a maintenance room next to the terminals. >> many of the back-up systems are running. >> reporter: many planes were affected and tack off as scheduled. but passengers waiting to get tickets or checked bags were out of luck. >> pretty frustrating. it is. if i had done my boarding pass from the hotel, i could have just got on the plane. i was waiting to check the bag so i decided not to. but they're telling us, the planes will leave regardless of whether we're on them. >> reporter: businesses in the terminal also took a hit. they had to put oeg ice. because the cash register wasn't working, workers estimated prices. >> it is slow. no business. we're trying to accommodate everyone. trying serve cold food and everything but it's slow. >> reporter: around 2:00, over two hours later, the power slowly began to come back on. for some passengers, the damage was already done. >> my flight left. >> what are you going to do now? >> stand on this line, see if my office can get me on a different flight from a different airport. and when and if they do that, i'll leave. >> reporter: authorities are still investigating the exact cause of this whole power outage here earlier. for anyone who is traveling here out of reagan national, you are advised to call your specific studio. >> good advice. thank you. progress is finally being made on those stationary escalators at the dupont circle metro station. some riders are still frustrated. two escalators on the q street entrance are now in motion. one escalator on the 19th street side won't be fixed until the end of the month. the problems began monday when smoke was seen coming from one of the escalator motors. crews have been trying to repair them ever since. some riders are having a tougher time than others. >> aid sprained trying walk down the steps. i believe this has been broken several days. i found it to be ridiculous. absolutely. >> some of the part needed to fix the escalator are so old, metro has to make them. the entire problem, metro says, should be fixed by the end of the month. an update on the metro access driver accused in the rape of a special needs passenger in montgomery county. metro transit police now believe 31-year-old tanveer may have left the country tuesday on a flight to qatar. he is wanted in the alleged assault of a 36-year-old woman with disabilities a week ago. local authorities are working the get an international warrant for his arrest. >> there will be no jail time for delonte west, provided he follows the terms of a plea agreement from the circuit court today. the 26-year-old nba player was pulled over last area for speeding when police made a surprising discovery. derek ward was in the courtroom today and he joins with us more. >> reporter: he was apologetic and thankful for the outxom could have ended very differently for delonte west. his probation and communicate service after a traffic stop on the beltway revealed a cache of weapons. >> first, i'm happy that it is resolved. >> reporter: on the evening of september 17th of last year, it was a prince george's county police cruiser that was behind delonte west. corporal jeffy brown said heçó w westñi speeding and driving recklessly on the beltway. he pulled him over and west told him he had several weapons on him+i police found a remmington shotgun in the guitar bag across his bag, a .9 millimeter in his pocket and a magnum in the pants leg. all were load. >> i don't know where he was going. i don't know what he had in mind. >> reporter: in court, his attorney that he was moving the weapons from a home he shared with his mother in ft. washington to another home he owns in brandywine, maryland. his mother objected to having the guns around. still transporting load asked concealed weapons is a claim in prince george's county. after a guilty plea today, he is sentenced to two years no pro-bags and month months supervised detention. he will have to wear an ankle bracelet. way the sentencings take place in this courthouse and under the guidelines of the state, this is off the court. >> reporter: he is ordered to perform 40 hours of community service. he told the court, his youth mentoring that he's already been doing. and he apologized for his actions, noting he realized because he was an athlete, many young people placed him high on a pedestal. he is ordered to undergo psychological counseling and treatment. >> reporter: after his apology, the judge said he had talked himself out of a third year probation. today a federal judge in phoenix heard the first of several requests to block arizona's new immigration law. but a bigger showdown is expected next week. when the judge hears six other lawsuits, including the one brought by the justice department. virginia is formally siding with arizona. the commonwealth has joined nine other states that have followed friend of court briefs. that's according to the attorney general. the arizona law requires police while enforcing other laws to question a person's immigration status if officers have a reasonable suspicion that the person is in this country illegally. that law takes effect july 29th. maryland governor martin o'malley told news4 today, he believes that new arizona law could be the beginning of a dangerous path. >> i think the arizona law creates a very dangerous precedent for requiring all citizens to have to carry immigration papers, status documentation, or face being detained for no other reason but that. it kicks the door open for racial profiling. >> governor o'malley made the comments on news4 midday. he said he believes the country needs immigration reform but as for the money the u.s. paid him, it is in a frozen account and he cannot get to it. >> the vatican issued a revised set of in-house rules making it easier to discipline priest who's sexually abused minors. in its revision, the vatican doubled the statute of limitations in abuse cases from 10 to 20 years from the victim's 18th birthday. the new rules include possession of child pornography and the sexual abuse of mentally disabled adults are added to the list of crimes. the revision does not, however, contain measures to hold bishops accountable for abuse by priests on their watch. it does been tracking. kettering moving south and east. these will be fading as we move through the day. that one really has been dissipating and that is it across the area. but tomorrow, we could have the same sort of scenario. a lot of moisture in the air. so we get the heating, the showers to follow. 98 in culpepper. and there is the pattern. a big ridge of high pressure across much of the nation. the blazing heat that was down south. that now advancing to the east and northeast. look at the temperature. 90 in wichita. again, close to that even here. so so much of the nation, be only hot but plenty sticky. plenty steamy. and yesterday, newton, iowa, had one of the highest dew point temperatures i've ever seen. up to 88 degrees. that helped to fuel some storms. today that pocket, dallas to witch dark st. louis still. and memphis. now we'll see the higher heat index values right here coming our way for the next couple days. and for the weekend, the pattern that is unchanged. we'll be around the low to mid 90s around the area and still quite sticky. today storms in michigan. yesterday they were in wisconsin. let me show you the wind damage as well as the heavy rain that picked up. there were about a half dozen reports of tornadoes. some high winds around kenosha. up to 60 miles per hour. quite a bit of damage. as far as the rain goes, milwaukee, they've really had the rain. nearly four inches from severe storms that quickly turned those streets into parking lots and cars into boats. so what can we expect around here? well, we'll take a look at ocean city forecast for the weekend. our next chance of rain areawide is saturday. the water temperature now at 75 degrees. for the bay, 79. also some showers. it will be hot and sticky. cooling showers and storms coming our way city leaders say will make a rec center safer. the arrests were aimed at cleaning up street crime traffic. >> the drug traffic had been holding a local rec center hostage over the last few months. jacky benson joins us with more on the story. >> reporter: this started when people in the neighborhood began complaining they had this beautiful rec center. the kennedy rec center here at seventh and o streets. but people had stopped using it. that's because the good kids in the neighborhood were afraid to walk through here because they had to walk past an open air drug market. people standing around with guns in the waist bands to get here. d.c. police and dea agents started serving arrest warrants this morning. dozens were arrested. and officers recovered guns and drugs including an astonishing amount, about a kilo. this was a concentrated effort that we put in during this summer initiative to specifically look for those folks who remain in this community that are firing guns out here on the street while the kids are out here trying the play. those selling drugs, you heard the. a drugs recovered in this operation. the ones that are hanging in front of the rec center and selling drugs, or walking around with guns in their waist bands, those are the people we targeted. >> reporter: now what police tell us is there was a shooting just two days ago here right in front of the rec center. two young men were shot in the foot. they survived. back to you. d.c. police are searching for a suspect in the deadly playground shooting. it happened about 9:30 last night. that's the same rec center where a former congressional intern, joshua hopkins, was killed over the fourth of july weekend. last night's victim has been identified now as 39-year-old craig thompson of capitol heights. a d.c. school was put on lockdown today while police searched for a gunman. an 18-year-old was shot in the hand at raymond elementary school on spring road in northwest. he was visiting friends there at the school who were taking part in a city jobs program. police tell us, two groups of teens got into a fight. one of them pulled a gun and shot the victim in the hand. the school was put on lockdown while police searched for a suspect and a weapon. no arrests have been made.
