association with high pressure to the north. that's the reason these winds will be really increasing. a lot of moisture and a lot more moisture coming north. that's the reason in washington we are going to see a fair amount of rain now tonight and into tomorrow. there you can see that area of green. folks into southern maryland have barely been catching it. moderate rains continue now. fredericksburg into southern maryland. around washington, it's light to moderate rain. even a band of moderate rain from the panhandle of west virginia around martinsburg into frederick county. this will be the situation, this will be the story, as we go through the nighttime hours. look at the rainfall. well over an inch of rain. some of you folks into southern maryland may be seeing as much as two to four inches of rain before everything winds down. that's not going to happen until late friday. overnight tonight, during the day tomorrow, increasing winds. there are gale warnings along the coast. a coastal flood advisory is out and there could be localized flooding out even here in washington. all the details later. >> thank you, bob. heavy rains during the night causing flooding in parts of atlanta today. whole neighborhoods were under water. high water covered roads stranding many cars, play grounds and recreational parks flooded. as much as four inches of rain caused creeks to swell there. the rain is expected to subside later today. a developing story this evening. d.c. police are investigating a deadly shooting that happened in broad daylight. a man was gunned down before noon today while waiting to board a bus in the 1300 block o h street northeast. police believe the suspect may have been at the same bus stop as the victim. so far, no arrests have been made. also some scary moments for children this afternoon after their bus kit and hild a woman in bethesda. police closed off edgemore road and wilson lane. >> reporter: we are told the woman who was struck and 60 years old, we can tell you that this accident occurred about 1:30 this afternoon. it was a half day for elementary and middle school students here in montgomery county today. accident reconstruction officers are here on the scene trying to determine what happened. trying to determine whose fault it was, if any. they have been here for quite a while and moved the bus several times. this very busy section of arlington road between old georgetown and edgemore is closed at this hour. it is probably likely to be closed another hour or so as the accident reconstruction offices from montgomery county try to figure out what happened when among county school bus struck a 60-year-old woman here on arlington road this afternoon. back to you. jackie benson, thank you. the secret service hit and kill a pedestrian overnight on suitland parkway near the d.c.-maryland border. they returned from taking the vice president to washington state. both officers in the vehicle stopped to help the victim, but he later died at the hospital. the cause of the crash is still under investigation. in the hours before his execution last night, sniper john allen muhammad gave a four-page letter to family members during the prison visit. at first his family said they intended to make that letter public, but today they changed their mind. christ gordon is back from covering the execution and reports on this new development in the sniper saga. christ? >> reporter: mohammed gave the letter to his 27-year-old son lindbergh williams who spent time with his father yesterday at the prison. muhammad's first wife carol williams was also there. as she left and read the letter, the family said they were going to release it, but as news organizations gathered today in richmond, virginia, they were told the family changed its mind. the world will have to wait to read the sniper's last written words. his family let their lawyer make the announcement. >> we have a letter. right now we are not prepared to disclose anything in that letter because it would be extremely inappropriate at this time. based on the emotional climate, some of the comments i'm sure you all are aware of last night, the family is not comfortable disclosing any of the details in that letter at this time. >> reporter: neither the lawyer nor family representatives would answer questions. the last letter made public was part of muhammad's appeal of his death penalty conviction, handwritten in may 2008, which he declared, "muhammad innocent and back to the fight and still on death row." maryland lower jay wendell gordon who helped represent muhammad spent time with him before the substitution. >> mr. muhammad maintains his innocence in this case, and he always has. he is not remorseful, although he does extend his condolences to the families, what these family went through was tragic. >> reporter: muhammad was executed after being convicted for capital murder for the sniper shooting that killed dean myers at a manassas, virginia, gas pump. myers' brother bob traveled from pennsylvania to represent his family and witness the execution. >> the word closure, i think, is elusive. i don't believe there is such a thing, at least not full closure. i would say that the idea of the finished work of the system has given us a bit of solace in that we don't have to go down this road time and time again.ñr >> reporter: after muhammad's execution, his body was transported to the medical examiner's office in richmond. his family will take him back to louisiana to bury him there. >> christ gordon. thank you. on this veterans day, president barack obama paid tribute to the americans who lost their lives in battle, as well as the men and women serving in the military today. a soft rain fell as the commander in chief visited the tomb of the unknowns at arlington national cemetery, placing a leaf laced with flowers. he spent the afternoon with his afghanistan war council. there was a special ceremony at the world war ii memorial, the first ceremony of its kind since the memorial was dedicated five years ago. world war ii vets from around the nation were there. they said their thoughts were with those who did not come home from that war and with the men and women still in harm's way today. veterans day is being marked in a different way for a frederick county community. friends and family of a local marine killed in afghanistan over the weekend are mourning the loss. jane watrel joins with us more on the story. >> reporter: 26-year-old charlie cartwright still keptñr h touch with his speechers at walkerville high school. today they say reality is setting in, that the young man with the magnetic smile is gone. >> when charlie walked in a room, everything stopped and everybody's like, hey, chuck's here. they called him chuck. he wasxd very charismatic, very energetic. as my son said, he had a good spirit. >> reporter: memories of charles cartwright brings a smile to those who remember the young man. he was from the high school class of 2001. growing up, his teachers say he had one goal in mind, to be a marine. >> and he knew, he says, from a little boy that's what he wanted to do. he worked hard, he trained hard. he knew what the mission was. he knew what the sacrifices were, but to charlie, that's what he was meant to do. >> reporter: cartwright was lled saturday in afghanistan supporting a combat operation. it was his second deployment to that country after two previous deployments to iraq. the purple heart recipient took on demanding assignments. no surprise for those who knew him in walkersville. they take comfort in the fact he loved serving his country. >> he is telling us through his service what all our men and women in our services are doing to help serve their country. on veterans day, i think it hits home a little bit. it's tuchlt. >> reporter: a military funeral will be held monday in union bridge, maryland. >> jane watrel, thank you. tonight new video was giving us a closer look at what prompted charles county sheriff deputys to shoot and kill a drug suspect last month. a grand jury cleared the deputies. pat collins is live for us in charles county with the latest on this story. >> reporter: jim, a speeding ticket leads to a drug bust that turns into a confrontation. when it's all over, the suspect is dead. what you are watching is a video from ani-cop camera mounted in a serive's squad car. it shows as an officer jumps in the front seat of an suv to try to prevent a drug suspect from fleeing the scene. as the suv moves down the road, and out of camera range, the sheriff says the suspect grabbed the officer's gun. sheriff's officers fire 11 shots. eight strike the suspect. he is killed at the scene. the suspect identified as 44-year-old cornelius warren of indian head. this happened at the intersection of mason springs and nelson point road. it was a friday, october 2nd, around 3:30. there was a traffic stop. cornelius warren pulse over. he was driving the suv. there was another man in the passenger's seat. warren, they say, was going 51 miles per hour in a 40 mile-an-hour zone. he was going to get a warning ticket, but they say the officer got suspicious. asked for permission to search the suv. in the back, they say, they found marijuana. as ty did, they say cornelius warren pulled off. that led to the struggle. that led to the gun fire and the death of cornelius warren. a grand jury has cleared the officers in this case of any wrong doing. >> the shooting occurred, not as a result of egregious behavior of the officers, but rather as a result of mr. warren's decision to try to escape and the subsequent struggle for control over the officer's gun. >> reporter: after the incident, the suv was searched by police. they said they found 400 grams of marijuana, 60 grams of crack cocaine, a total street value of $16,000 in illegal drugs. no comment tonight from the family of declaring a health emergency. >> and he's at it again, folks. former redskins john riggins. d.c.'s already-troubled aids prevention program could face more challenges. the u.s. department of housing and urban development or hud is threatening to cut more than $12 million from d.c.'s aids program next year. that's according to "the washington post." hud officials say they're deeply concerned about district reports that the district gave $25 million to organizations that failed to offer adequate care to residents living with aids and hiv. hud says the federal money is provided to help house patients that will be yanked if d.c.'s administration doesn't make improvements. an organization that represts thousands of black churches across the country has declared the swine flu a health emergency and is urging families to get vaccinated. michael flynn joins us to explain. >> reporter: as the swine flu continues to spread, leaders of one organization are hoping to keep african-americans from becoming an overrepresented part of the population when it comes to h1n1 victims. a group that represents 34,000 african-american churches across the country today declared a health emergency the organization called the national black church initiative is urging its members to take all precautions available to fight h1n1. >> we are finding there is a lack of information. >> reporter: reverend anthony evans is a member and joined today with health experts at a news conference at st. stephen's baptist church in temple hills, maryland. they are encouraging families to seek out the h1n1 vaccine and take precautions not just in church, but everyday life. >> we want to make sure they are taking the corrective steps like wash your hands, coughing into your arms and doing everything possible not to attract but prevent the disease. >> reporter: they want to dispel fears of the h1n1 vaccine they say exists in the african-american community. >> it is a fairly safe vaccine. i have taken it myself. i have to tell patients, i haven't turned green. the whole point is to preventxd massive issues with people becoming sick. >> this is a no-brainer. please get your flu shot. it can prevent pneumonia, serious illnesses and death. >> reporter: "new york times" is reporting the cdc will announce the numbers of americans who have died from h1n1 since april is around 4,000. >> thank you. another victim of the swine flu appears to be blood donations. the "wall street journal" is reporting some blood centers are witnessing an unusual drop in the number of donors. they're attributing the decline to potential donors coming down with h1n1. in our area red cross officials tell us a handful of high schools and colleges canceled or rescheduled blood describes. the red cross is making sure blood from flu victims does not make its way into their stock piles. >> that the donor calls back within 24 to 48 hours and said they have come down with flu symptoms, the unit will be discarded. there is no risk right now. >> red cross officials tell us their blood supplies are good, but are hoping to see more donations. >> with the cold, damp weather, we all are afraid we'll get sick with something. >> did you like today? >> from the inside by the fire. >> we are going to be stuck under one of those slow-moving patterns. we did get some rain. i thought we wouldn't get as much as we had right here in washington.xd it's been heavier rain to our south. outside it is a gloomy, wet, damp, chilly evening. 48 degrees. the record rainfall for tomorrow here in washington only five years ago, over two inches of rain. i think maybe not in washington, but close by there will be some areas. the temperature contrast, 40s, 50s where we are, 40s and not too far to the south in the 60s. what had been ida has become now just a coastal storm. remember the circulation there? it is teaming up now with an overall wave pattern in the atmosphere. that storm off the coast is more like a nor'easter with high pressure to the north and will only slowly drift out to sea and behind it. because there's been so much rain, macon, georgia, yesterday, 2.5 inches of rain. atlanta had over 56 inches of rain. flood watches remain out. you can see all the way from down in the northern neck into north carolina. right now, look at all the rain down into the carolinas. around us, this is the batch that's been coming in. because of a little convergence, you folks up at new frederick county are seeing moderate rain which is more on the northern edge of this area of moderate to, in some spots, around leonardtown, st. mary's county. very wet and very cold into leesburg. moderate rains up into frederick county, maryland. we are closing in on 0.5 inch of rain in washington. winchester hasn't had that much out there where the rains came farther west and north. look at lynchburg, virginia. closing in on five inches of rain. here is what's going to go on as we go through overnight tonight. high pressure still to our north. in a way that is blocking things. there is that area of storminess you can watch as it slowly moves off the coast. keeps us under this moist flow with increasing winds. highs could run two to four feet above average. friday that storm slowly moves off and maybe another two to three inches of rain, especially to our south. they are the areas under gale wa warnings along the coast. breezy and chilly here in washington. then later on tonight during the day tomorrow, winds will increase. it's going to be a cold, wet and then windy day tomorrow. with temperatures not much different from sunrise to sunset into it 40s. we could be seeing another one to two inches of rain, perhaps another two to threexd inches o rain for you folks into southern maryland, fredericksburg, stafford, spots like that, around the bay. gale warnings are in effect. around the bay it will be a nasty day tomorrow, and breezy. on the chilly side on friday. begins to dry out for saturday and sunday. sunny in the high 60s. judge, that seems like a longxd way off. >> localized flooding where those leaves clog the storm drains, too. stay withrwuñi
