it's really held our temperatures down. as you said, finally in the 80s and not the 90s, the first time since july the 15th. so today very nice. but we do have the potential to see just a few isolated thunderstorms. that cloud cover also helping us out in that department. we're at 80 degrees right now. it's humid out there, 72 degrees. the dew point temperature. so it feels like 84 degrees. you can easily see where the heavier rain is, and it is just down to the south of us, but several waves of rain moving through the area, again, since early part of the day today. right now inside the beltway, we've got some very light showers. and off to the west in fairfax around reston and maryfield, light showers. those will be heading east and southeast. probably the heaviest area of rain just down to the south around fredericksburg, hartwood, beaver dam, all headed east toward colonial beach. so that location seeing the heaviest rain. throughout the evening hours, keep your umbrella handy, because we do still have a chance to pick up some rain showers. we'll talk about the possibilities of more rain in the forecast for tomorrow in just a little bit. we sit at 80 degrees right now. 79 up in olney. you folks over in reston, you're at 75 degrees. and 81 in culpeper. so some areas not just in the 80s, but in the 70s and again it's humid out there. here's a look at your good night forecast. temperatures will be cooling on down, folks. we'll be cooling down to about 77 degrees by 9:00. we'll have your seven-day forecast in just a few minutes. >> 70s. can you imagine? >> in august. >> are you ready for that? >> thanks, veronica. >> thank you. authorities are investigating a crane collapse in stafford county. it happened this morning at a construction site at quantico corporate park. the crane operator said the machine was lifting a heavy panel when the ground gave out, and the 200-foot crane toppled. the driver was not hurt, apparently, but the accident caused about $3.5 million in damage. authorities say it will take about a week to clean up the mess. the building under construction was part of the military base realignment and closure program. the debt crisis is over for now. but the worries aren't over, or the work. lawmakers still have to pick up bipartisan group, a so-called super committee to deal with all of the red ink. and while congress managed to avoid a default, investors worldwide are still jittery. steve handelsman has more from capitol hill. >> reporter: a victory lunch, the day after the federal government avoided default. president obama took white house staffers out for burgers to thank them for working long hours. then thanked his cabinet for helping craft a deal on the debt. >> we have now averted what could have been a disastrous blow to the economy. >> reporter: but u.s. stock markets opened lower. world markets fell. europe and asia, to their lowest levels this year. not fearing the debt agreement signed by the president was too small and short-term. in fact, the opposite. that $1 trillion in spending cuts will hurt the u.s. economy. even though the cuts are delayed to prevent that. now, a house/senate super committee has to find deeper deficit reduction. >> hopefully, we can all come to the table and sanity and balance will prevail. >> reporter: but defense secretary panetta warned, deeper pentagon cuts are completely unacceptable. house democrats say no to deepen titlement cuts. most republicans say no way to tax hikes. good luck picking that 12-member super committee. >> if democrats just put on people that will not go along with any entitlement cuts, and republicans put on people that will not go along with any kind of revenue increases, then basically, it will be just as dysfunctional as congress is. >> reporter: in china, where the government holds $1 trillion in u.s. debt, the head of a rating service lowered u.s. bonds from a plus to a negative. chinese commentators called the house and the senate process a madcap farce. but the process did come up with a way to try to ensure that debt deal 2.0, this fall from the super committee, will be bipartisan. automatic spending cuts, strongly opposed by both political parties, would be automatically triggered if the house and senate don't buy this super committee's recommendations. i'm steve handelsman, news4, capitol hill. an extremely volatile day on wall street as the market struggled to avoid a ninth straight day of losses. in the end, it succeeded. the dow actually closed up about 29 points today. the nasdaq is up you about 23 points, and the s&p 500 is up about 6 points. meanwhile, congress approved the debt deal, but they failed to take action on a bill to restore the part of the federal avenuation administration. the stalemate has tens of thousands out of a job right now, and it's costing the government millions of dollars. kristin dahlgren has the latest now from reagan national airport. >> reporter: at the oakland, california airport, a new control tower sits half done, one of 240 construction projects stopped as part of the faa shutdown. so at the white house today, calls on congress to finish those jobs by doing theirs. >> this is a lose-lose-lose situation that can be easily solved if congress gets back into town and does its job. >> come back to washington. leave your vacations. >> reporter: the government's already lost more than $200 million in uncollecteded taxes on ticket sales. 4,000 faa employees are furloughed, and another 70,000 construction workers off the job. >> these are people that work hard. these are people that are right in the middle of the construction season. >> reporter: at issue, many republicans want to cut subsidies to 13 small airports, like morgantown, west virginia, within driving distance of a larger airport. democrats are against that, and a labor provision that would make it harder for airline workers to unionize. so on the hill, it's the barbs that are flying. >> all we're trying to do is end these wasteful subsidies, some as high as $3,700 a ticket. >> we need to act on this issue now, 75,000 americans demand it. >> reporter: leaving some furloughed workers feeling a little like political pawns. >> it's put a lot of stress on me and my family. this is the first time that we've ever gone through something like this before. and it's really disheartening, to say the least. >> reporter: for now, out of work, their futures up in the air. now, secretary lahood insists that flying is safe. air traffic controllers here and around the country are still on the job, but many safety inspectors have been asked to work without pay, using their own credit cards for expenses until the faa is able to reimburse them. kristen dahlgren, nbc news, reagan national airport. bwi airport is setting new travel records. new data reveals bwi marked its first, it's best first half of the year. and 12-month period in its history. 10.9 million travelers used the airport during the first half of the year. now it's set to exceed 22.5 million passengers this year. the airport also set a record in june with more than 2.1 million passengers. bwi says the success stems from maryland's relatively strong economy, and the military's base relocation program. in egypt, all eyes were fixed on state television as the trial of ousted president mubarak in cairo. it was quite the spectacle with mu barrek denying all charges from inside a cage. here is martin fletcher. >> reporter: on a dramatic historic moment it was to see hosni mu barrek brought in on a stretcher. they're also accusing him of corruption. the bigger charge that hosni mubarak is facing that he ordered the shooting that led to the killing of 850 of his countrymen, and that charge, if he's found guilty, carries a death sentence. so hosni mubarak could face a death sentence. outside the court, there was -- one can only call it rejoicing by many of the egyptians who had come to witness the moment they didn't really believe whatever happened. mubarak going to trial. but they're also mubarak supporters outside the court, and that led to some stone-throwing, fighting, riot police broke it up. many of the people we spoke to in the poorer areas of cairo, people who have suffered in the uprising were delighted mubarak did end up in the dark today, and they're hoping that the egyptian justice system will take its course and that mubarak, the man who led them for 30 years, and so many of them feel abused for that period of time will face justice. and that would mean if found guilty, the death penalty. martin fletcher, nbc news, cairo. the judge adjourned the trial until august 15th. more bad news for the drought-stricken somalia -- country of somalia today. the united nations says famine has spread to three new parts of southern somalia, including the capital. last month, the u.n. declared two areas. now the number of famine zones is five. the u.n. says the rate of acute malnutrition and mortality has passed famine thresholds in all three new areas. somalia is suffering its worst drought in 60 years. handing out aid is hard, because al qaeda-linked militants control a lot of the most desperate areas. when news4 at 4:00 continues, one mayor goes to the extreme. instead of towing illegally parked cars, he just gets rid of them. >> i mean, why else would you take a [ the central park zoo has safely returned to the zoo, we understand. the zoo's director said the bird flew back home on its own this morning. the peacock escaped yesterday and person itself along a window ledge in an apartment building. zoo officials say staffers monitored the bird throughout the night. the colorful bird is once again safely secured inside the zoo's aviary exhibition. certainly the grass, all of us like the cooler weather. promised you the 80s, now they're going to stick around for a couple he days. later. 80 degrees is the current temperature at reagan national airport and breezy, too, with the rain falling out there. we've got winds gusting up to 25 miles per hour. out of the east at 3 miles per hour. so enough wind, i think, that will hold through tomorrow morning, where i don't think we'll have any patchy fog around the area. but that could be something to deal with friday morning. range in temperature, 73 to the north and west around hagerstown and frederick. and then we've got upper 70s to 81. they're in culpeper, and 80 degrees also in areas like alexandria, where down to the south is where some of the heaviest rain is. we've got a pocket of some moderate rain making its way eastward, just shy of the district. it will be heading into areas like alexandria in the next 42 minutes. so you'll get some heavy rain, where i'm seeing some lightning is down south, areas around fredericksburg. this all pushing southeast and probably heading just south of the dahlgren area. i-95 there with some heavier rain. as far as our weather goes, we're going to see this front move through for tomorrow. i do think that we will see still some clouds around the area, and the potential for an isolated shower. but definitely on the cool side still for tomorrow. and then some pretty nice conditions on friday. sunshine comes back, but still, again, cooler temperatures around the area, which i really do like. the other thing we're focusing on is emily, because there's a possibility days out that it could make a very close pass to the southeast coast. so this storm bears monitoring very closely. it's winds at 50 miles per hour, moving west at 13. and on this westward track, that's why it could come closer to the u.s. coastline. you can see it is a sizeable storm. it could be growing in strength, too, because there's really nothing to get in the way of this storm system developing more and more over the next couple of hours. so here's the track. thursday, for areas like hispaniola and haiti, it will make its way south of haiti, but still producing a lot of rain. that's what that area does not need. hispaniola and across the east side of cuba. but saturday, close to the coastal areas of florida. by sunday, it's on up to the outer banks area. so we, by the time we get to monday/tuesday time period, at least for ocean city, maryland beaches, for delaware beaches, we could be looking at rough rip currents. your forecast, then, 76 to 82 with some showers and thunderstorms lasting up until about midnight. then 67 to 72 for tomorrow morning. not a bad start at all for tomorrow morning. as far as the afternoon goes tomorrow, we'll hit a high temperature of 86 to 90 degrees. keep the umbrella handy. i think even for tomorrow, with that possibility of rain. we'll talk more about the upcoming weekend in just a couple of minutes. >> all right. thanks, veronica. >> thanks, veronica. still to come on news4 at 4:00 this afternoon, the probation deadline is just hours away for casey anthony. she's got to go back to florida. the latest on her case, next. and if you're one of those folks who has to have every new welcome back to news4 at 4:00, i'm barbara harrison. jim handly has the evening off. >> i'm pat lawson muse. a crane collapsed at a construction site in stafford county this morning, causing more than $3 million in damage. it happened at the quantity co corporate park. the crane operator says he was lifting a heavy panel when the ground gave way and the 200-foot machine toppled. he was not injured. president obama is pushing c
