direct connection to suspeus iu expect shahzad. the fbi searched a home in the boston suburb of watertown, massachusetts. and the trunk of a car in gas station in nearby brookline. the authorities also executed search in long island, new york, and new jersey. the leads come a week after the times square suspect was arrested and charged in connection with the car bombing attempt. authorities say that shahzad is cooperating and told investigators that he received money to finance the plot and used a cash currency exchange where nonbank funds are exchanged through different broke zblers now they made these arrests. over the next few days we are going to find out the extent he had support back here within the united states on money and perhaps even further with the failed bomb attempts. >> reporter: the federal complaints state shahzad claimed he received explosives training in pakistan. and the government has since found evidence the plot is likely linked to the pakistani taliban. michelle franzen, nbc news, new york. >> shahzad is charged with entertainmenting to use weapon of mass destruction and with trying to kill and maim people as well as other charges. he has yet to appear in court because he waived his u.s. rights. he's 9 years old the sole survivor of the terrible plane crash in libya. so far there has been no official confirmation of his identity. dutch officials believe the boy is named rubin and his parents and brother were killed in the crash along with 100 other people. a dutch couple saw a video of him in the hospital and immediately recognized their nephew. rubin's recovery now from surgery to repair fractures in both legs but appeared to recognize his relatives and managed to smile for them. here is a live look outside right now. it has been a damp, cool day and we are in for a damp, cool evening with a possibility of thunderstorms. veronica johnson is here to tell us more about what we can expect and what we are getting now. >> right. we will keep them separate. damp, dreary for today. thunderstorms for tomorrow. tomorrow afternoon this time could be more rough weather moving through. boy, oh, boy. today have you been outside? yesterday we were close to 08 degrees. today folks just 61. the reason why is because we have this easterly wind that's off the water and the clouds, again, hanging low. and add fog even this morning. 60 is our temperature in hollywood, maryland, south and east of us. month will rain, .11. we are down at reagan national more than an inch now for the month. across the area right now, temperatures are running in the low 60s from benning, laplata, 66 degrees. radar is quiet. no drops showing up. this time tomorrow powerful storms could be moving through. just drizzle for the evening. and the continuation of damp conditions which does not spell for a good hair day for most of us. >> we have been warned. this fire blocked traffic to the exit to the beltway. after the blaze was clear another accident on i-66 caused backups in the west bound lanes. prince george's county police say they are looking into three factors, including alcohol, that may have caused a crash that killed a toddler. it happened last night in largo. police say a woman was driving her chrysler seabring with her 2-year-old daughter in the back seat. when the car veered tv road into the woods and hit a tree. the impact split the car into pieces and the little girl was ejected from the vehicle and the mother couldn't get to the child but she did manage to get out of the wreck and to the road to call for help. >> the mother was crying -- child she had in the vehicle. at the time the child could not be located. the child was ejected from her child safety seat. the child was later located. >> police are trying to determine whether alcohol, speed or wet road conditions may have played a role in the crash. the investigation is ongoing. so far no charges have been filed. a teenager has been charged with reckless handling of a firearm after a bullet pierced a fairfax county school bus. it happened in alexandria. near summit place in oak ridge drive. a bus crass traveling with 31 students aboard when the driver heard a loud voice. police came and determined the bullet pierced that bus. no one was hurt. police found a 14-year-old boy nearby and identified him as the suspect. it is not clear if he was aiming at the bus pfrmts a scare at west springfield high school in fairfax county. four students complained of feeling sick this morning. ambulances and hazmat team responded to the school located on rolling road in springfield. medics checked out four boys ages 15 through 18. three of them were taken to the hospital. there's no word on what their symptoms were but we are told this afternoon it was nothing life threatening. a school spokesperson said whatever made the boys sick must have happened before they got to school. >> if you are one of the millions of folks that ride metro every day brace for higher fares. metro's board is putting the final touches on a plan to raise prices across the board and it is all part of a plan to make up for a huge budget deficit. news4's megan mcgrath reports from the metro headquarters. >> metro riders are going to have to pay more. the question is how much more? metro's board is putting the final touches on fare increases. if approved the new rates would take effect in july. among the possibilities, a 15% increase in rail fares and 20% increase in bus charges. board members are also considering a number of surcharge options. some tied to peak of peak travel. the surcharges could be anywhere from 10 to 50 cents. many riders aren't happy but some say metro has no choice. >> it is high enough as it is. you know. honestly. so -- i don't understand why they need to have a pay hike and why they are always in a deficit. >> actually, i think it is -- i hope it is not too much. i really do. because we had an increase in february. >> considering metro needs a lot more money. >> either take that in tax dollar or have the riders pay. >> reporter: megan mcgrath, news4. >> metro board member chris zimmerman from arlington told t"the washington post" today he won't vote to approve a rate hike as large as the one proposed unless the board guarantee no cuts in services or cap tamm spending along with it. residents of prince george 's and montgomery counties will soon be paying more for water. both county council just voted on and passed wssc's $1.1 billion budget for next year. it includes an 8.5% rate increase and add $4.60 to the average customer's monthly bill. the new rates would take effect july 1st. stocks slid on wall street today. following the release of a new report that shows the job market just isn't growing quickly. the three major indices all wound up today in negative territory. the dow down 114 points to close at 10,782. nasdaq dropping 30 points. the s&p 500 also falling about 15 points. there is word today that more of wall street banks are under investigation by both federal and prosecutors. the probe senters to whether banks defrauded investors p the news comes as the senate debates tighter financial regulations. steve handelsman has the latest now. >> reporter: new york state attorney general andrew cuomo is going after eight banks. he's investigating whether the institutions, some in the u.s. and some in europe, provided false information to ratings services like standard & poors, fitch and to make securities like those based on mortgages look safe when they were dangerously risky. >> our credit rating agencies were interested in the bottom lines. instead of getting accurate ratings for the financial instruments which our universities, our pension funds, were buying. >> reporter: federal prosecutors already suing goldman sachs for alleged fraud. a reportedly widening their probe to include four more banks. the senate today debated tougher financial regulations. >> this country witnessed bailout after bailout after bailout. and yet, not one piece of legislation passed this body that would establish protections for taxpayers. >> reporter: president obama was in buffalo saying steps he took to rescue the economy worked. >> we can say that beyond a shadow of a doubt, today we are headed in the right direction. >> earlier mr. obama headed for some wings. in the nbc poll, only 51% said that they believe president obama is more concerned about the financial interest of average americans than the interest of large corporations. i'm steve handelsman, nbc news, washington. >> the senate approved two major amendments today of the financial reform bill. both would shake up the credit rating agency business affecting companies such as moodys and standard & poors. this year the government has some new tools to help crack down on health care fraud. the affordable health care act gives the government more authority to investigate health care fraud. so far it involved $2.5 billion in medicare overpayments and almost $2 billion in fraud settlements and judgments. the crackdown is zeroing in on areas where fraud is most widespread. places like south florida, los angeles, brooklyn, and baton rouge, louisiana.
