from jumping to nearby buildings but the flames have spread to nearby buildings and utility poles. other buildings in that area have been can haved. >> witnesses say they heard explosions sounds before they saw the flames. the apartment was under construction. it was unup anned. so far no injuries have been reported. we're in the early stages so no word on what might have caused the fire. now the fight 0 over trump's budget plan. the president hosting a st. patrick's day celebration with ireland's prime minister at the white house last night. >> that was happening as his budget plan >> the american taxpayer will pay for the wall at first? >> all it is is we will be reimbursed at a later date. >> reporter: the big losers in the budget, the epa, the state department and education. you might be seeing less of this guy. ♪ >> reporter: no more federal funding for public broadcasting. >> i put myself in the shoes of that -- that steel worker in ohio. the coal miner, the coal mining family in west virginia. the mother of two in detroit, and i'm saying, okay. i have to go ask folks for money, and i have to tell them where i'm going to spend it. can i really go to those folks, look them in the eye, and say, i want to take money from you, and i want to give it to the corporation for public broadcasting. >> reporter: and on science research. >> regarding the question to climate change, the president was fairly straightforward. we're not spending money on that anymore. >> reporter: but many of the programs on the chopping block are intended to help the poor. federal funding for meals on wheels and afterschool programs, nixed. >> that's what they're supposed to do. they're supposed to help kids who don't get fed at home get fed so they do better in school. guess what? there's no dem mon strabl evidence they are actually doing that. >> reporter: but this pennsylvania family disagrees. >> honestly, if they weren't in the program, they probably wouldn't excel in school as good as they are right now to be honest with you. this is a program that should not be cut. >> reporter: some job training initiatives gone. like the program that helped kentucky coal mine ter preston learn new skills. >> as a former marine, i understand that the military needs more support. but i don't feel that's one of the things that needs to be cut. >> reporter: for some trump supporters we talked with in west virginia, the deep cuts are worth it. >> i know cutting back on different things kind of hurts, but i would say our national security is more important. >> yeah. >> even some republicans are voicing serious concerns about some of these deep cuts especially to the state department even the house speaker noting the president's budget is just an opening offer. mary bruce, abc news, capitol hill. >> and president trump's team is defending his wiretapping claims despite growing bipartisan agreement there's no evidence to back them up. that many defense started after the top members of the senate intelligence committee issued a statement saying, "we see no indications that trump tower was the subject of fail slans by any element of the united states government either before or after election day 2016." when jonathan karl asked white house press secretary shawn spice bertha statement, spicer fired back with a long response citing various reports where possible surveillance of trump tower. fbi director james comey is all but certain to face questions about this issue when he testifies before congress on monday. as the trump administration steps up deportations, the mexican government is taking steps to help the people returning. it is contracted with a private company to provide as many as 50,000 jobs for the deport tees involving 22 organizations and aims to take advantage of the skills and knowledge of the people. now to breaking news from new york city. and just a horrible story. a new york fire department emt, a young mother of five, killed ran over by her own ambulance. police sayia dear ra anrroyo an her partner were flagged down by a pedestrian looking for help. arroyo got out of the ambulance and then police say the suspect jumped into the vehicle and took off driving it. an royiol grabbed onto the vehicle and was dragged, then the suspect we're told backed up the ambulance and ran over her. >> it was a bloody scream like i'll remember it screaming my partner, my partner. like really bone-chilling scream. >> talking about arroyo's partner there who was in the passenger seat of the ambulance during the entire incident. she was treated at the hospital for shock. authorities say the suspect is a mentally disturbed individual. firefighters are finally getting upper hand on brush fires in central florida. a massive blaze which has scorched 7,000 acres is now about 80% contained. a second smaller brush fire about 25 acres is also contained. it's unknown what caused those fires. so workers at a of some heated exchanges between reporters and white house press secretary sean spicer. abc's jonathan karl was right in the middle of it and he has details. >> reporter: the top democrat and republican members of the senate intelligence committee declared in no uncertain terms that they have seen nothing to prove president trump's explosive allegation that president obama had his phones tapped. "we see no indications," they said, "that trump tower was the subject of surveillance by any element of the united states government either before or after election day 2016." speaker of the house paul ryan was equally blunt. >> that no such wiretap existed. we've cleared that up, that we have seen no evidence of that. >> reporter: but the white house is not backing down. >> the senate intelligence committee is saying point blank they have seen no indication of surveillance. >> i understand that, jonathan. where was your passion and where was your concern when they all said there was no connection to russia? does the president still stand by the allegation? >> first of all, he stands by it but again you're mischaracterizing what happened today. >> no, they said they saw no indication, i am reading exactly from their statement. >> i understand that. at the same time they acknowledge that they have not been in contact with the department of justice. >> so you think he'll still be vindicated?
