>> uh-huh. >> reporter: job-seekers replying to a craigslist ad lake this one for security guard work. looking to hire ten guard. interview today. start tomorrow. >> i let desperation blind me. that's what happened. >> reporter: experts say, employment schemes are exploding all over the u.s. >> job-seekers beware. >> never pay money up front just to fill out an application. >> promising workers great pay and steady work. >> reporter: including what are in effect employment agencies that offer jobs. but only after you pay for training up front. >> this is a problem that we have heard about from consumers around the country. >> reporter: monica voka said complaints doubled over five years from 10,000 to 20 t. >> in the end, what people find out is that when they pay money up front there isn't any income for them at the end of the day. >> reporter: when we heard it could be going on right here, we decided to go undercover in new york city. rigging up producer, with a hidden camera. >> test one-two, test. >> reporter: to see how the three new yorkers say they were taken in by the man they trusted. so all three of you saw that craigslist ad? >> yes. >> yeah. >> yes. >> reporter: what did it say? >> that we would be paid $12 to $15 an hour. that seemed really good to me. >> reporter: wesley roundtree had a part time job in retail but longing for something better. >> he played me for a fool. >> reporter: lizbeth gomez want to stand on her own two feet. i don't care. you need it. want this job. you will pay foirr it. and this man looking for a new start. >> took the money. he said the next week. next week. following week. after that i don't trust anybody. >> reporter: the person who meets with us is marius oliver. that's not the name he gives to our underskucover producer. >> reporter: mr. o'neal soon asks for money. >> yeah, yeah, of course. i brought that. yeah. here. >> here you go, sir. what's your name again? >> oliver is an ex-con who says he is the supervisor for what authorities call an unlicensed employment agency. owners are unknown. >> training is $997, security license. pay is $21.37 an hour. that's full time. all right. part time, you are looking at $16.87. which one you want to do? >> uh. >> full or part time. >> it depend. how much? i guess i will do. i like the full. >> okay. >> full time is $21.37. training is $997. paid in full. only job you are going to be doing. signing people in. signing people out. turning phone calls. transferring phone calls. aiding and assisting other security guards getting to work on type. your probationary pay will last 30 to 60 to 90 days. kept full time. >> reporter: to get the $997, oliver directs our underskufr p -- undercover producer to the nearest bank and atm. >> how much if i don't do the full $997. >> that's a problem. you have to be licensed. here's what you will do, 38/9, a chase. >> is there a chase bank around here? chase? >> reporter: when the producer returns with $800, due to the atm withdrawal limit. >> i tried. took out the limit. i have $800. can i owe you the $197? >> it's not all right. oliver tells our producer to go get the rest of the money. >> $197. sc come here a second. >> thank you. >> reporter: we show our individually to the new york city top cop for consumers affair whose office is investigating mr. oliver. this is a guy we know his name mr. oliver. >> we are familiar with mr. oliver and bad actors in the industry look him. he is promising there will be a job out there. that is not what employment agencies are allowed to do. >> reporter: so abc news caught up with oliver. mr. oliver, hey, there, gio. what kind of business are you running here? what kind of business are you running? >> business i'm running? >> reporter: security guard business. >> where? >> right there. we tell him about the hidden camera video our abc producer. >> the pay is $21.37 an hour. full time. >> reporter: he denies ever saying that. so you are telling them they're going to get $21 an hour. >> no. >> reporter: you are not? >> no, i did not tell them that. it's not true. >> reporter: really? soap you are saying that the hidden camera doesn't exist? >> i'm saying not true. >> reporter: we have it on camera. >> it's not true. anything else? >> reporter: he says he does not promise people jobs and that all that cash we gave him is only for training. but he says that's illegal. because people are brought into the office by ads for jobs, not job training, oliver is in effect acting as an employment agency. >> he is not allowed to charge any kind of fee for training. employment agencies cannot, as a precondition to m mroimeemploym you undergo training, they only provide. that is illegal conduct. >> mennen says the city is trying to crack down but warns job hunters to be aware of demanned for any type of up front fees. a sentiment echoed on the national level. >> never pay for the promise of a job. >> reporter: how do you sleep at night knowing these people who need jobs aren't getting those jobs? >> first of all. i have nothing to say. what you are saying is not true. >> reporter: you are caught on camera. >> i am not on camera. >> you are on camera. >> i'm on camera now. >> you are on camera at the office meeting with the gentleman. not true? here's abc's linz abc's lindsay. >> reporter: he's been the subject of inaccurate claims, impending marriages and babies on the way. this time the notoriously private actor is going public. the star of the hit film "gravity" couldn't help speak up and defend his future family calling the "daily mail's" latest story about him completely fabricated. earlier this week "the daily mail" british publication, reported his soon to be mother-in-law was oppose to his engagement to her daughter on religious ground, citing a friend of the family, say that she didn't think clooney was good enough for her daughter. the report claiming that she was born into a faith offshoot of islam that forbid intermarriage and several women have been murdered for disobeying the rules. end quote. the alleged friend of the family telling the daily mail that her mother has been telling half of beirut there are 500,000, and none of them good enough. but the pictures tell a different story. both george's mom and his fiancee's look like all was fine photographed walking together earlier this month near lake cuomo. while clooney the son of a retired journalist and subject of tabloid stories, says he respects freedom of speech. in an op-ed he slammed the daily mail for publishing a story that put his family and friend in harm's way. he said, quote, i seldom respond to tabloids unless it involves some one else and their safety or well being. rebecca ford from the hollywood reporter has been tracking the story. >> this is his future mother-in-law. so i think that was kind of the -- the line in the sand for him. i think a lot of people are going to view this as chivalry, here he is standing up for them and just another reason women will continue to love him. off awe in fact, clooney goes on to say that amal's family isn't part of the sect, i don't care if they fabricate stories of amal being pregnant or that the marriage will take place on the set of downton abby, but this lie involves larger issues. to exploit religious differences where none exist is at the least negligent and more appropriately dangerous. the clooney camp isn't interested in making any further comments but has told abc news there has been an enormous response to his written statement. his 36-year-old fiancee amal is a high-powered attorney, author and human rights activist based in britain. their wedding is reported to take place this september atñr clooney's home on lake cuomo. the long term bachelor famously telling barbara walters that marrying again wouldn't be in his future. >> you said you never want to get married again? >> no, i won't marry again. >> how do you know you won't marry again? >> i know i am never going to get married again. because i wasn't very good at it. it didn't work out for numerous amount of reasons. and most of them were probably my fault. but ultimate lowly i wasn't wil to fix those things. i wasn't willing to try to make them work. and i'm not going to -- i'm not going to, i don't want to screw anybody else up. >> reporter: that was almost 20 years ago. cleany was 34 at the time. the guy once called eternal bachelor is now ready to walk down the aisle again. in an e-mail to abc news, mail online said the story was supplied in good faith by a reputable and trusted freelance journalist. however we accept mr. clooney's assurance that the story is inaccurate and we apologize. >> the piece that george clooney wrote was so passion that and so well written and so intelligent that i don't think there is anything else the dailymail could have done to save face at that point. >> reporter: it remains to be seen if clooney will accept that apology for take it even further. >> a lot of times the tabloids will have no shame. but i think that when a letter like this comes from a celebrity directly, it is something that stands out. >> los angeles attorney aaron moss who represented katie holmes in a successful case against "star" magazine says there is a difference between the way british and american ones do business. >> british tabloids tend to be more vicious than their american counterparts. but the counterveiling issue is that it is much easier to sue a british tabloid than an american tabloid because of first amendment concerns. >> this isn't the first time the daily mail had to apologize due to an erroneous story. including elton john who sued the daily mail for libel after reporting he was rude to guests at a charity event. earlier this year the paper printed an apology to j.k.rowling falsely reporting that people at her church taunted her for being a single mother. rowling sued the paper and won. kate winslet took on the daily mail winning $40,000 libel lawsuit after it posed the question should kate winslet win an os scar for the world's most irritating actress. in this country tom cruise settled a $50 million lawsuit from the publishers of "life & style" magazine after he said he abandoned his daughter suri. why do some tabloids publish these stories? >> there is an insatiable appetite for celebrity gossip. and most of the time they know that celebrities are not going to do anything about it. >> for clooney's part. he says the laughable tabloid crossed the line into an arena of inciting violence. and heap ju just needed to set record straight. for "nightline," i'm lindsay davis in new york. >> next, this terrifying water slide failed the sandbag safety test. so what happens when we put it to the test? [ bleep ] now amusement park rides are supposed to offer just the illusion of danger to send your heart rate humming. up here the danger was no illusion. >> pretty tight. >> every time someone goes up, a park official has to read the two page waiver out loud. >> there is a risk inherent -- >> reporter: a serial killer of sandbags during the year of testing. captured by the travel channel, showing extreme water parks. testing may be over. the construction not so much. >> should i be concerned they're using jack hammers and saws on this ride right now. >> reporter: so dangerous the grand opening was delayed again and again. >> they're doing their due diligence in making sure the ride is safe. >> reporter: some times it was the weather and some times the darn flying sandbags. that's not too bad. you see, we're neck deep in a walt water slide arms race. there are nine slide hyperthan 100 feet. and two hyperthan the statue of liberty, the gold standard for water sliding height. the co-owner jeff henry is an eccentric wizard of the wet. rickly. >> my partner john some times an idiot. >> reporter: and maybe just a little mad. truth is the water slide was so fast they had to slow it down to a zippy 45 miles an hour. hen reap was involved in every aspect from the design to the construction to yes, the testing, or crash testing. henry first built an 80-foot mockup in texas earlier this year. rafts launching into orbit again and again. but there are human crash test dummies. and henry is their chief. as challenging as the the ride is so was construction. like a lego set with pieces that had to fit with laser-like perfection. it didn't always happen. how much over budget and how late? >> we are way over budget. >> reporter: there is one more person about to get his waltter slide face on yet again. whoo. >> better him than me. thank you for watching abc news.
