outcry against an alt speaker. >> it's a cloudy day we go outside to david murphy. >> reporter: we have clouds around, i expect them to break a little bit as we get sun and clouds. 38 degrees in philadelphia. 35 in trenton. 36 in wilmington. 34 in reading. 32 in millville. not a lot of wind this morning, but cold enough for coats and extra gear. as we go through the day we're expecting a clouds and sun mix, 36 degrees by 7:00 a.m. 42 by noon. this afternoon it will be chillier with a high of 44. itplus there will be a breeze buildings as the day goes on. coats this afternoon and maybe gloves if you're outside for a while. 40 by 5:00 p.m. 7:00, here back to 35. it's colder tonight, most of us in the 20s, karen, tomorrow, windchills in the 20s, i'll details on that and the weekend call in the seven day. >> we're looking live on i-95 in bucks county approaching route 1. we had an accident that cleared a second ago involving a van that ran into the median, they pulled it out, traffic is moving better. we have two accidents in new jersey involving tractor-trailers, one at route 45 lincoln road woodstown, salem county. we're watching for this accident and problems around the area. also in bordentown, burlington county, we've got an accident involving a tractor-trailer that overturned and partially blocking the ramp to 206 northbound to the turnpike northbound. let's get to the breaking news, a hostage situation at a delaware prison continued this morning. it started 20 hours ago. it kicked off yesterday morning when four hostage also were taken and held by dozens of prisoners inside the james t.vonn correctal -- correctional center. >> let's go to annie mccormick who has more on the demands and we'll start with katherine scott near the prison. >> reporter: two employees have been freed, but two remain hostage inside building c. authorities have been in communication with the inmates and hoping for a peaceful resolution. no longer, two staff remain hostage inside buildings c at the correctional facility in smyrna. two correctional officers have been released. >> i've talked to their families, as you can imagine, it's very difficult for them, as well. >> reporter: this all started around 10:30 a.m. yesterday. four members of the department of corrections staff taken hostage. doc emergency response team was activated. state and federal authorities were called in. the first staffer was released with non-life threatening injuries. the 35-year-old officer was struck with fists and mop wringer. a few hours later 8 inmates came out and chopper 6 hd was over head as the second officer was released, as well as 19 more inmates. around 12:30 a.m., 14 additional inmates were released and held securely elsewhere in the facility. >> at this time the investigation is on going, we don't know the dynamics of the takeover if any inmates were held against their will or requested to be released. >> reporter: officials have not said how many people are behind this, whether they have weapons or made specific threats against the hostages. there are reports that the moat vacation is political. the hostage takers mention the the oppression of the inmates and the conditions. >> we're working in the negotiation process, there is discussion about phones in the negotiation process, but i can't expand any further at this time. >> reporter: you may remember that initially state police reportedded that five -- reported that five employees were taken hostage, but the 5th employee was found safer in the buildings. katherine scott channel 6 "action news." >> reporter: annie mccormick joins us live from the satellite center, you have more on why the prisoners say they are doing this. >> reporter: at this point they are just demands. last night up to a point we were able to hear conversation over police radio between one of the hostage and employee and the inmate holding him hostage along with the conversation they were having with the negotiator. >> how we do gentleman? >> reporter: a negotiator is checking in with inmates hours after a group of prisoners took four police hostage. one was released around 2:40 p.m. yesterday. a second employee was released several hours later. this prisoner in communication with the negotiators, only gives a description of the demands. >> what is it, bottom line up front what are you going to accomplish. >> i want a full apology from the governor that the oppression that's been going on here. >> if we can get a letter we can call it a night. >> we want the world to know -- it doesn't happen again. >> reporter: the prisoners made a clear demands to have the phones turned act on. the employee is asking them to do so. >> i'm bleeding out, you need to to get it together now, before i pass out. >> reporter: and details are still working on going investigation as you heard in katherine's story. we don't know if the employee we heard on the call was released. last night we were no longer able to hear the communications on the police radio. we don't know if the phones were turned back on, that is how they are communicating now. there were demands made by the prisoners in that portion of the radio. now reporting live in the satellite center, annie mccormick channel 6 "action news." >> thank you for that. >> as authorities focus their attention inside the prison, emotions were running high in the surrounding community. >> it's shocking to hear something like that going on there. you don't expect things like this to happen. >> i hope they settle it peacefully. >> my prayers they be safe and this ends real quick. they are just doing their job, it's just wrong. >> people are worried about their loved ones who work at the prison lined up outside the facility last night. our coverage of the hostage standoff continues at 6abc.com. we've been posting new developments all night long and we will alert you as soon as the situation is resolved. >> new this morning, a man was shot while sitting inside his car in southwest philadelphia. it happened on south 58th street near trinity street at midnight. police say the gunman walked up to the vehicle and shot the personality points blank range. he suffered from several gunshot wounds, he was rushed to the hospital in critical condition. a 17 year veteran of the philadelphia police department could be out of a job for being arrested on several domestic related injuries. he is charged with 6 misdemeanors including assault and making terroristic threats. rex tillerson was voted to be secretary of state and was sworn in last night. he will have a busy first day on the job. he'll so to deal with the fallout from the executive order on immigration. there has been outcry from parts the public and world leaders. tillerson may face aftermath after testy phone calls from the president of mexico and australia. >> i listen to the guy without the if you are. you're mainly smooth. >> reporter: phil will get his say in what, about an hour and a half? them leading inmates across the basketball court. you can see the inmates at the front of the screen, some of them prone laying on the ground this is going on right now. >> the problem with the situation it's been hard for authorities to figure out which inmates have been part of the hostage drama and which one is giving themselves up, that was the chopper 6 picture you saw there. it continues after 20 hours. we have questions whether anybody is being held hostage at the facility. we'll have two live reports up shortly. first up, let's head over to david and karen, we'll have a look at accuweather and traffic. >> reporter: chilly to start out, storm tracker 6 live double scan, we've been in and out of light precipitation in the northern tier in the lehigh valley. this new blob of precip has popped up north of reading. looks like it's sleet and rain mixed. some very light snow north of that. i doubt it's a big impact, just letting you know it's out there. probably falls seven day. >> reporter: starting to get busy on the roads, i-95 southbound at allegheny. you can see the heavy traffic heavy toward center city. heavy past cottman to girard, slow speeds on the big picture, i-95, at times, 19 miles per hour. we have an accident lincoln drive northbound involving an overturned vehicle. now they have shut that down, lincoln drive northbound is blocked. take school house or walnut or the boulevard instead. problems lincoln drive blocked at this point. there you see the slowing on the schuylkill expressway, 35 miles per hour. we've been talking about this accident investigation and a damaged pole in hatboro, they have cleared it. county line road at madison avenue all lanes back open now. >> we continue to follow the breaks news from inside delaware's biggest prison. a hostage situation dragging on 21 hours, we're in the second hour. two officers were released two more employees are stuck in the buildings. chopper 6 hd shows several inmates being restrained on the ground in the prison yard and if this is ending at this point. >> our team of reporters are on top of this at every ankle. annie mccormick has -- at every angle. annie mccormick has more. >> katherine scott is live at the prison, what's happening, katherine? >> reporter: the latest information provided by authorities overnight two prison workers are being held hostage inside building c. a hostage situation at the james t. vonn in smyrna. this morning two staff members and 82 inmates remain inside buildings ca total of 46 -- buildingy. a total of 46 inmates have been released. >> we put on together outline the resource yourself we have to bear to get our employees out. >> reporter: four members of the department of corrections staff taken hostage. officials have not said how many people are behind this, whether they have weapons or made any specific threats against the hostages. the first staffer was released mid afternoon with non-life threatening injuries after the 35-year-old officer was struck numerous times with fists and mop wringer. chopper 6 hd was over head as the second correctional officer was released, as well as 19 inmates. 12:30 a.m., 14 additional inmates were released and held securely elsewhere in the facility. >> we don't know the dynamics of takeover or if any inmates were held against their will or if they requested and were released by whoever is in charge. inmates. >> reporter: there are reports that the taking of hostage is political. they mention the the inmates and the conditions. >> we can't speculate on what the motives are at this time. >> reporter: the inmates have access to television, last night officials said if they can send a message they want this resolved peacefully. we are a waiting an update from authorities as to what is happening inside buildings c. we'll bring you updates as we get them. katherine scott channel 6 "action news." >> let's turn to and -- annie mccormick, you've been listening into to audio with prisoners and police. >> reporter: we heard conversations on police radio up until a point last night. it is conversation between an employee being held hostage and the prisoner and the conversations trying to resolve the situation. a call is coming from inside the corrections center a prison employee pleading for help. >> they are at my neck with a knife if you don't turn the phones on. >> reporter: the prisoners want the phones back on, they have other demands, too. one of the police were released with non-life threatening injuries around 2:40 p.m. a second employee was released several hours later. authorities have not said if the inmates released were being held against their will. we don't know if the employee you hear over the police radio was one of the employees who was released. later last night we were no longer able to hear the conversations over police radio they have moved to speaking over the phone. when asked about the demands, there was another portion of the conversation that was captured -- [inaudible], they want a formal apology from the governor for decades of what they call [inaudible] going on there. >> thank you, annie. let's go back to our live chopper 6 hd what is going on at the james t. vonn correctional center right now. clearly something is going on. all these people are inmates, they look like they are in the restraints in the prison yard with corrections officers on the graduator. the problem habits difficult for authorities to figure out which inmates are conducting the hostage drama and which ones are not involved in it at all. they are trying to make sure they clear each individual to make sure they were or not involved in the situation as we pan around here to see what is going on. again at this correctional center live. >> in fact you can see somewhat officers are leading inmates back into this facility. a lot of still in flux trying to get a handle on what you're looking at. over a dozen inmates were released, again hard to tell who was in the on the hostage situation and who was not. dozens more still in the buildings, how many more may be still in the builds in a hostage situation -- in the building in a hostage situation it's not clear. maybe they are bringing out the last of the people, they are bringing inmates out, here they come bringing another person out and putting them on the ground. there are two prison employees, katherine reporting one mail, one female, waiting to hear an update on whether or not police have gotten to them, what sort of conditions they may be in after 20 long hours in the situation. >> they are leading them out one by one, there are 50 as far as we can count. we'll continue to follow what is happening live at the prison. this is not the first time someone was held hostage at this prison facility. scott miller a convicted serial rapest took a -- rapist took a female hostage and sexually assaulted her a shopper shooter killed him -- is a the james t. vonn correctional facility in smyrna, delaware, where we have been watching s.w.a.t team officers leading inmates out of the building laying them on the ground. every so often they will pick someone up from that area and walk them, you see that going on right there. they are walking the man around the corner into a second building. what's not clear are these people that they have pulled out of a hostage situation or inmates that have been brought out earlier in the night. >> in a prison uprising situation, control is the imperative, it's the goal. they are taking each individual inmate taking them outside to make sure they don't have any weapons on them. bringing them back into a building where they can be interrogated to see what they have done in this hostage drama. >> let's go over to karen rogers, good morning. >> reporter: we have an accident southbound 295, jammed from approaching route 73. chopper 6 hd was overhead in woodstown, salem county. route 40 east avenue. that's right in front of woodstown high school. it's a dark shot, but it's an accident involving a head on tractor-trailer and pick up truck, what a nasty accident in front of the high school there. that's creating problems on route 40. stick to bail street, main street and lake road as the alternate. lincoln drive, gypsy lane and rittenhouse street an overturned vehicle. normal there is something happening at the james t. vonn correctional facility in smyrna. a number of inmates are lying face down. some of are being led around in cuffs. authorities on the scene. this started at 10:30 a.m. four prison workers were taken by inmates they were being held hostage. the first was released yesterday afternoon. a second worker was released last night. and then two were being held overnight. prisoner have been released in waves. what is happening right now, you can see that they are on the scene, there's a number of inmates face down, we'll bring updates as we get
