let's hit the roads right now. we're still pretty dry on the schuylkill expressway looking live here at girard. this is your eastbound traffic as you head towards center city. if you're coming from conshohocken or gladwyne you're looking pretty good so far. we want to warn you about this in fairmount park. they're doing that resurfacing project until 6:30 this morning you're going to see restrictions on kelly drive between huntington park and fairmount avenue. it's not causing a problem at this hour but just watch for that with these restrictions. stick to mlk drive instead. burlington bristol bridge expect an opening about 5:40 for a northbound ship. stick to the turnpike connector instead. on the new jersey turnpike as you're heading southbound at the delaware memorial toll plaza an accident involving a jackknifed tractor-trailer. crews are out that right now. they're blocking the right lane so expect some slowing on the turnpike southbound. matt and tam. >> thank you, karen. we continue to follow breaking news in west philadelphia. a call went out for medics to arrive at a scene where a man was slumped over in a car and police got there and realized that man had been murdered. they found the man in his 20's shot to death. police suspect that the body had been lying in the running car for hours. the investigation is unfolding at this hour. stay with "action news" and 6abc.com for updates. >> this is also new. a fast moving fire damaged two homes overnight. the flames broke out on the 600 block of north 42nd street in west philadelphia just before 3 a.m. crews knocked down heavy flames on the first floor of a home and some smoke led to damage next door. no injuries have been reported. >> ♪ >> happening today, mayor jim kenney is welcoming two new members to his administration. "action news" reporter katherine scott is live outside city hall to tell us what the new leaders will bring to the table. katherine. >> reporter: matt, people have been talking about this for days now but the official announcement comes today here at city hall. it's going to happen this afternoon inside the mayor's reception room. mayor kenney will formally announce two new appointments to his administration. sources last week had told "action news" adam thiel will be the new commissioner. he comes from virginia where he served as deputy secretary of public safety and homeland security for the pelt. where that he was the fire chief in alexandria. branch kearny will serve as the new prisons commissioner. she's been with the prison system for more than two decades. in january 2015 she was appointed deputy commissioner for restorative and transitional services. her previous role was overseeing programs that served inmates with substance abuse issues. she has a bs in psychology from lincoln university and has a degree from bryn mawr college graduate school of social work and social resources. again, that announcement comes this afternoon here at city hall. we're live at city hall, katherine scott, channel6 "action news. >> police in gloucester county released a sketch of a man they say claimed to work for a gas company so he could burglarize a house. the woman said she confronted the nan her home on april 1st and later discovered several pieces of jewelry were missing if her bedroom. a neighbor describes seeing a gray van or suv driving around at the time. police are asking anyone who recognizes this man to contact them. >> a student's suicide has the university of pennsylvania reaching out and that outreach effort will be obvious today as the campus deals with the a tragedy. students at pep held a vigil for 21-year-old olivia kong. the central high grad was the tenth suicide reported at the university in the past three years. students have come up with a term penn face that points to the underlying problem. the expression references the pressure to mask signs of sadness or anxiety to avoid showing weakness. >> there are people here trying to deal with it. i think the school itself it is more of a systemic pron blimp. it's like oh you're in therapy, like what's wrong with you. >> we need to start changing the questions, you know, how are you high levels of lead in that water. officials shut down a fountain at greenwood elementary in hamilton township. that building dates back to the early 20th century. and at morgan school in the same district they're now -- there are now water coolers and the staff has stopped cooking on location as a precaution. advocates in new jersey are now pushing for a law to mandate water testing in all of the schools. >> ♪ >> 5:35. donald trump continues to complain about his recent struggles secure delegates. the republican frontrunner told a crowd in albany new york yesterday that the system is rigged. rival ted cruz fired back accusing trump of a lot of whining. trump's troubles have also taken a more personal turn. two of his children ivanka and eric, missed the deadline for registering as republicans and cannot vote in next week's primary in new york state. democrats hillary clinton and bernie sanders traded jabs on gun control. clinton lasted the vermont center for failing to take a strong stance against the spread of firearms. sanders explained that rural states like his have a different relationship to guns. but clinton insisted to an audience on long island yesterday that most guns used in killings in new york can come from out of state including vermont. >> medical marijuana may be legalized in pennsylvania by the end of the week. the senate is expected to vote today on an amended bill that was passed out of committee and if approved it would then go back to the house tomorrow where it originated for a final vote on the new amendment. governor tom wolf does support this measure. >> david joins us and is this sort of like yesterday where the rain is going to stop later in the morning? >> yeah, i mean, it's basically a wet morning, drier in the afternoon, much like yesterday. maybe a little steadier rain at times. >> okay. >> you'll see that on future tacker. storm tracker6 live double scan shows you we're starting to see a speckled pattern of precipitation across the region. if we go if tighter it's mostly the lighter stuff in lighter shades of green. every now and then there's a slightly darker shade around norristown where the are a sin slightly steadier and i'm seeing that towards pottstown. if i go out wider though you can see there's heavier stuff out by harrisburg and lancaster and as that dries through a little later this morning it will be a little more intense. right now just light stuff down in south jersey, really not much more than a nuisance and as i go ahead and lapse this for you, you'll see that the movement much like yesterday is coming in from the west with a slight shift off toward the northeast. as we take a look outside, we have cloudy skies. little breezy out there this morning. temperatures not too bad, though. we're starting out damp in some spots but fairly mild. your temperature in philadelphialy 61 degrees currently. winds out of the south-southwest at 18 so again a bit on the breezy side but not a shoulder huncher 'cause it's not that cold. as we take a look at future tracker6 for the next several hours up until 9 o'clock you'll see some off and on showers and again every now and then a little steadier rain than what we saw yesterday is possible. and then as we get to about noon, there is a chance that it's still raining across most of south jersey with some steady enough and maybe that light stuff just getting ready to escape philadelphia. looks like this gets down to the coast pretty quickly though so that by about 2, 3 o'clock we're mostly dry down by the shore and look at the return of a decent amount of sunshine this afternoon to the north and west. as we take a look at the temperatures today, it stays fairly mild. now, the temperatures will drop a little bit as we go toward the latter morning hours and lunchtime because of that rain bringing down cooler air from aloft but once the rain is over the numbers will bounce back up and we do wind up with a temperature of 62 at 3 o'clock with breezes blowing and some sunshine returning, a high today of 64 probably around 4 o'clock. high temperatures across the region, 60 in allentown, 64 in philadelphia and wilmington and the upper 50's down by the shore. for the phillies tonight it looks like it's a cool one but dry. 55 degrees for the first pitch. down to the upper 40's potentially in the ninth inning so bundle up a bit, mainly clear and breezy for the padres and phillies. overnight future tracker6 shows you how we drop down to the freezing mark in the northern and western areas and i could see that in some areas of rural south jersey and as a result we have that freeze watch that kicks in late tonight, doesn't end until early wednesday morning and it's mainly down south and south jersey and up in the on wednesday with a high of 58 and this begins a long stretch of really nice weather. 62 on thursday. 64 on friday. that earlier concern about rain is gone as the storm misses us down south and how about that weekend. it looks like we go all the way up to 68 degrees with lots of sun and nice conditions on saturday. the low 70's on sunday and the mid 70's on monday with perhaps some late rain. i thanks karen. a team of emergency responders freed a 12-year-old boy who was stuck waist deep in the mud right behind his house in chester county. he had been there for hours. chopper6 hd was over the are rescue last night on the 200 block of kingswood lane in west brandywine. the boy was conscious and alert when crews puddles him out of the trench. he's now being treated at paoli hospital. >> los angeles police arrested a man who they say posed as an uber driver to kidnap and rape a woman. the woman's screams alerted neighbors to her attack early sunday morning. police got to the scene and broke the suv's windows but the diver dartanian smith managed to flee in the car with his victim were police were able to get inside the vehicle. an officer tried firing a shot at the vehicle but he missed. smith then pushed the woman out of the suv about four blocks away. police say dna evidence is what helped lead to his area are rest. >> new this morning, a north jersey school district voted to allow transgender students to use facilities associated with their gender identity. the pascack valley board of education voted seven to one to adopt the policy. some parents raised privacy issues for students who are not transgendered but the district says the policy is needed to comply with antidiscrimination laws. several other schools in new jersey including public schools in cherry hill a red car wanted in connection to a robbery. the driver pointed a handgun at a worker at the valero gas station sunday morning. another person was in the vehicle as well. investigators say this is a red four-door car with a loud muffler. call voorhees police if you have any information. and a father who faced a second trial for a deadly arson will be staying in prison. it took six days for the jury to come back with a guilty verdict against daniel dougherty. the philadelphia man was accused of setting a fire that killed his three and four-year-old sons back in 1985 he originally faced the death penalty but that sentence has been thrown out on a technicality. dougherty will now spend life in prison without parly. >> a judge has ruled eminent domain can be used to seize land for a protective dune project on the jersey shore. new jersey's department of environmental protection has been fighting to assemble strips of privately owned beach fonder land in margate for the dune project. the city claims its wooden bulkhead is sufficient to protect it if storms. margate officials actually sued the state to block the project and have yet to comment on this latest ruling. >> an idaho couple is fighting to evict a complete stranger from their home after a judge sided with an alleged squatter. renee and brian print dell but their napa house up for sale earlier this year and then moved out soon after. this woman moved in and said she put down a deposit and signed a lease with someone. they maintain they never authorized anyone to rent their home and they never met their
