national mall. >> a windy day here at the nation's capital and there is ground to be covered as the u.s. prepares to welcome in the next president of the united states, donald trump. taking a look at the preparations happening here along the mall, a flurry of activity as crew members are bringing in equipment like this portable flooring. the swearing in will take place on the steps of the capital but the truth is most people won't have the up close seats, spectators will be packed here along the mall and relying on the giant speakers and jumbotrons to take in this historic moment. >> a great time in american history, a new president and peaceful transition of power. a great thing to see. >> the banging and clanging happening as preparations continue and they want thing in tip-top shape in time for the inauguration come friday morning. in washington, d.c., sharrie williams, channel 6 "action news." >> meanwhile it's a busy day as more of donald trump's cabinet nominee face a grilling from senators. brian taff has the latest. >> reporter: hello from the russel senate building, perhaps you recognize the somewhat familiar backdrop. the legislative home to many in the senate. and it would largely appear to be business as usual but on this most momentous week in washington. two somewhat contentious confirmations, first and foremost tom price the pick to head up the department of health and human services. they have ethical questions, noticeably did he invest in companied he later pushed legislation for and the future of obama care, who would happen to those that depend on it. meantime, at the white house president obama just wrapped up his final news conference as commander and chief. and he started by thanking the journalists and encouraged them to continue casting a critical eye on those in power. and then he answered a wide range of questions about america's future and his own and he is looking to spending time with his family and a number of important issues respect. >> mr. obama refused to comments on the group of democratic congressman that are planning to boycott donald trump's inauguration but the president says he will be there along with the first showers at the enof the week and limited sunshine despite being on the above normal side. looking at clouds and sprinkles that passed through earlier and breaks of sun and pieces of energy rolled down to the south between philadelphia and washington. and south of washington and richmond and roanoke. and plenty of sunshine today and temperatures bounce into the upper 50s and low 60s for that region. for us with a lot of clouds, we managed to get to 47 this afternoon and much colder to the north and buffalo and binghamton in the 30s. a lot of clouds around and not a big drop in temperature falling by 3 degrees between 7:00 and 11:00 and the low will drop to 38 degrees. the clouds will eventually break up late tonight setting up for a spectacular beautiful thursday but then more clouds come in as we go into friday into the weekend. and watching a round of heavy rain and strong winds, we'll have the timing of that, and if it ruins some of your weekend coming up in the full accuweather forecast. >> thank you. in other news it continues to be a violent start to 2017 in wilmington, delaware. a 33-year-old man was rushed to the hospital in critical condition after being shot overnight on the 200 block of north rodney street. shell casings were littered across a two block area and police are looking for several suspects and on monday the city announced new crime fighting tactics. and a woman charged with supplying heroin to an overdose victim waived her preliminary hearing. he overdosed and died. test found the drug was actually fentanyl between 40 and 50 times stronger than heroin. his fiance admitted he had an addiction problem following an injury and wanted to seek treatment before his death. >> don't believe he ever intended on doing too much to die. >> she will remain in custody until her next court hearing in may. >> if you noticed issues with patco service you are not alone, trains are overcrowded and skipping stations and even canceling stops during the morning and evening rush. "action news" reporter john rawlins got to the bottom of this and joins us from the station in collingswood with the detail. >> reporter: well, both patco's president and general manager today apologized for a series of break downs yesterday. not all but most of the the case his to do with the motors that drive the trains. >> this truck came with two detective motors and they have both been changed. >> patco technicians and mechanics working around the clock. >> it was exacerbated by the extreme weather conditions. >> patco president john hanson says that trouble began when the storm blanketed the region with light flurry snow on january 7th followed by up and down temperatures. and since then multiple stoppages culminating with long lines for commuters. >> made for a bad day for our riders. and i am very sorry for that. >> most of the stoppage is due to electrical short able due to motors that drive the trains, back to the light flurry snow, underneath the cars it can be lost hope of finding her all of this as 51-year-old williams was arrested and charged with kidnapping alexis as a newborn from the hospital. she made her first court appearance today and the judge offered no bail. >> i understand what she did was wrong. but just don't lock her up and throw away the key. she loved me for 18 years. she cared for me for 18 years. >> it's pretty impressive young lady and williams remains in jail and is due back in court. in three weeks alexis says she hopes to see her again soon, in the meantime she is adjusting to life with her biological family within that lou klein college. honoring a broadcast pioneer that holds a special place in "action news" history. lou klein was one of channel 6's earliest employees and temple wanted to recognize him for his right now 43 in allentown and 50s in wilmington and dover and lancaster near the 50 degree mark, and beach haven and cooler settling in at 42 degrees, with the 48 so far today for a high temperature. every day you see in red, 18 days through the month is an afternoon high temperature above normal. this is the majority of one stretch the 5th through the 9th and then the brutal cold arctic air even with that we are running 3 degrees above normal for the month so far. just adding another month with temperature as above normal. it has been sometime that we had an actual month in philadelphia where it ran below normal. the clouds move ago way and a break here for the day on thursday. with high pressure and you already see another system coming in from the gulf of mexico and that aims in our direction including the inauguration in d.c. for rain to arrive on friday. as we look at the temperatures tonight, breaks in the clouds and they don't develop until very late, and not to chilly and near freezing in allentown and reading and the 38 in philadelphia should be more of a high temperature this time of year and 37 degrees in dover. as we look at the day tomorrow, with that sunshine going to work and high clouds late in the day, we'll bust well into the 50s here across the region and really the pick of the week and it stays even near 50 degrees at 5:00 in the afternoon. future tracker 6, 7:00 on friday morning you see the sunshine across the board, some high clouds developing north and west and a few hours of sun first thing on friday and you see the rain, overtaking the area as we get a soaking here on friday and that continues to move on. lets take a look at the four day at 4:00 here, as we get into thursday bright and beautiful and 55 for a high tomorrow. that is close to 15 degrees, above normal. afternoon showers developing on friday, a .25 inch at 48 and nice day on saturday and some sun and back to 55 and rain develops sunday afternoon of 50 degrees and the winds start to whip up and we'll talk about a wind driven rain from sunday afternoon to tuesday morning in here. we'll talk about that in the seven day in the next half hour. >> get the umbrellas investigation at a south philadelphia condo building this after a security problem was revealed after a resident was robbed at gun point. today lni was inspecting a broken gate at the marine club, "action news" uncovered the door and realized it was not secure following the crime. and the female had her bag and cell phone stolen monday morning. police are looking for the two robbery suspects. two criminals nearly tripped up their own plan to steal from a philadelphia business. look at the pair going into a cell phone store in queens village. they immediately grab a bunch of smart phones, watch now both men slip on their wet sneakers and fall on their way out and they quickly recover and they got away. here is a closer look this happened on january 3rd. if you recognize the suspects or abuse. >> one of the cornerstones having challenges around social interaction and young people with asd are more likely to be taken advantage of. >> a lingering fear for victoria's mother but hopes
