effect from low pressure from northern new england tw the tennessee valley and in between the two we have strong winds and sinking air and not a cloud in the sky and that will remain the case have more of that coming up in the full accuweather forecast. >> thank you. a deadly fire broke out in the early morning hours in the grays ferry section of philadelphia. and this afternoon officials are still working to determine the cause. those flames started around 2:00 this morning at this two story home on taylor street. near 50 firefighters and medics responded and found an elderly man trapped inside. that man a world war ii veteran in his 90s, was in the second floor bedroom. according to neighbors he was missing a leg and relied on a wheelchair and a walker and did not make it out. later they removed his charred wheelchair from the home. neighbors next door said they made it out just in time with their children. >> i heard noise like knocking on my door. like banging next door and i opened my window and all the smoke was coming in and i just rushed everybody out of the house. >> they did make it out okay, philadelphia fire commissioner, adam teal, says despite the efforts of his stoppeders, the outcome was still tragic for the elderly resident whose name is not released. they are working on the cause and the deadly fire is under investigation this afternoon. philadelphia city council continues to debate the sugary drink tax and today the new policy moved one step closer to a decisive vote. john rawlins is live at city hall with details where the money would go if it passed. >> reporter: hi sharrie the proposed tax is in the pipeline, council will consider it next week or likely to consider it next week. there are changes, but you are right we have a better idea how the money will be spent. >> what is on the table is no longer a 3 cent per ounce tax, it's shorten to 1.5 cent tax. >> the only thing you can get away with not paying tax on is water. >> and milk and water. >> diet soda will be taxed an additional $2.07 per 12 pack. >> people with the economic needs, will say the heck with it and chase them out of the city. not to move out of the city but to shop out of the city. >> the surprise for many is that millions raised by the proposed tax will not go to the kids programs but the general funds, which is shrinking. >> i don't think we are against fortifying the fund balance but we were never told that that was part of this soda package. if passed the controversial soda package will raise $409 million over five years, how will it be spent? $200 million will go to pre-k that will produce 650 new positions and recs and libraries, $49 million, $81 million for other programs and the fund balance, $24 million and 40 additional park and rec workers will apparently cost taxpayers $14 million. >> over the five year period half the money will go to pre-k and 9% to community rec centers. our tax money at work. >> yes john, this tax a big talker here and across the nation. fedex is building a new facility that will be its largest hub in america and doing it here in pennsylvania. fedex says she will build their new facility on 260 acres of land it bought from the lehigh north hamilton airport authority. workers will break ground later this month. the hub is expected to open in 2018 and when it does it will process 75,000 packages an hour and means 600 new jobs in the first three years. thursday afternoon, time to get a check on your ride home. lets go live to matt pellman in the traffic center. >> closing down norristown road, stay on township line to get around that. and chester county crawl is on this afternoon. on the 30 bypass, westbound from past 100 to this point at 340, an accident with fire crews on the scene taking out the right lane is the reason. on the garden state parkway, heading southbound extra emergency construction is taking out one of the two lanes there for about the currently 73 degrees. dew points though, this is really unusual for this time of the year, we have a bone dry air mass, when you get dew points below 60 degrees it's dry and we have dew points in some areas in the 30s. that is part of the reason why we can't get clouded bubbling up in the atmosphere in the afternoon. the dew point will stay on the low side again tomorrow. the dew point of 43 degrees, that will spike on saturday, and saturday becoming more humid a dew point of 64 before a cold front moves through and the dew points drop as we head towards monday and then begin to peak by the middle of next week. ups and downs as far as humidity. not a long stretch of humid air not a long stretch of dry air either though. satellite 6 along with action radar this is showing the system people and are looking for more suspects after a huge drug bust in berks county. this is a result of after a two year investigation. police were focused on one suspect but found an entire network. they raided 12 homes and found cocaine, heroin, marijuana cash and guns. they say 16 of the suspects were involved in stealing the drugs and 26 others were buyers. we are details on the suspects including their mugshots now at 6abc.com. philadelphia police are looking for the man that broke a window at the district attorney's office, they gave us surveillance video of the incidence at south penn square yesterday morning. he then ran off. police want anyone with information about the crime to please call them. >> at least one person was injured in a crash in west philadelphia this morning. chopper 6 hd was over the scene at 58th street and florence avenue. the crash happened at 6:30 a.m. one when up on to the sidewalk. crews had to cut one person out of their car and we are working on the names of those involved and how badly they are hurt. a french court convicted uber and two executives of deceptive practices but gave out light punishments. it's still lower than what >> this bear was spotted at the oakland corporate center. they posted the video on their facebook page and warned people to be on alert. while it is still on the run they will use extra caution when going out. >> i like to run the roads in chester county, i think i'll take it inside or in a more populated area for now. >> we found this area empty, they are keeping all outdoor activities inside as 17-year-old. a judge handed down richard howl's sentence this morning. back in february he plead guilty to sexually abusing a female student. it happened when he was a teacher in camden, wyoming in court today howell apologized for his actions. philadelphia police are looking for three men accused of an armed robbery, the trio confronted the victims outside of ontario and arbor streets. they forced the victim to lie on the ground and robbed them of cell phones, shoes and watches and wallets. the suspect's car a newer model ford fusion driving away from the scene. call police if you have any information. a man was rescued from a montgomeriville rooftop after sufficienting a medical emergency. chopper 6 hd was overhead as they carefully lifted the man to safety and he was taken to an area hospital and no word on exactly what happened here. >> an ordinance making its way through philadelphia city council will focus on making city fire escapes safer. today the committee on licenses and inspections held a meeting on the issue. the issue re lated to fire escape and prevention will hopefully prevent accidents like the deadly one in july of 2014. that is when the apartment collapsed with $16,000 in cash but it turns out that the teller put the gps tracker device in with the money. police arrested the trio minutes after they made their get away. calmer weather is helping firefighters fight a wild fire. winds are blowing the flame as way from the town of yarnel, where wild fire killed 19 members of an elite firefighting crew in 2014. it causes people to evacuate their homes last night and investigators are trying to pinpoint the cause. >> big talkers now and it is an amazing story out of florida. two kids working together and using the lessons they learned in school to save a toddler's life police say in a split second this could have ended tragedycly. watch in this video a little 3-year-old walks into the pool and tries to swim. the toddler is nearing drowning and spends 2 minutes and 9 seconds under the water. her cousin notices her and swims over and pulls her out. and then see the person running that is 18-year-old brianna moseley, she runs over and uses the cpr training she used in school to save the little girl's life. >> helder and kept her warm and comforted her until the ambulance and parents got there. >> paying attention and quick thinking, police are reminding you that if your kids are strong swimmers do not let them swim alone and that child was swimming without adult swimmers. and in georgia a mom on her way to volunteer gets pulled over by police. well, it turns out that traffic stop was all one big orchestrated surprise, lets say that mom's day goes from one of the worst to the best ever, her son just arrived home from iraq hatching a plan to surprise mama, his chief arranges that phoney traffic stop. he gets mom out of the car where he then hands her license over to her son in the back there. who is in below normal and 78 degrees, this warm front brings us more warm, humid air on saturday. 84 degrees and then saturday evening, is when we could get some thunderstorms rolling through in fact the severe storm prediction center put a good chunk of offer viewing area under a slight risk of severe weather, what this means any thunderstorm does have the potential for damaging wind gusts and hail and even the possibility of an isolated tornado. we'll see how strong that line is as it moves on through, it looks like we have a great start to the weekend and meteorologist, melissa magee, you have
