the death a psychiatrist inside a seventier city hotel, they say that howard baker was strangled inside of the roadway inn at market, and chad pradelli is live at police headquarters now where we learned the new details, what is the latest here. >> that is right police continue to search for the person of interest and they are making good progress and they have a better idea of what is happening in the hotel room when they bring him in. howard baker checked in at 3:00 p.m. on sunday, surveillance cameras show he left his room and returned with a man and after some time they left and baker returned to the hotel the follow evening with another man and the follow morning he was found dead. he was on the floor and naked with a leather belt wrapped around his neck, he was pronounced on the scene, the cause of death is strangulation, police are looking for the second man, captain james clark says investigators are close to identifying him. >> the second person, a person of interest, a light complexion male wearing a red puffy vest is seen leaving the decedents room at 12:30 a.m. carrying the victim's backpack and his wallet. >> sources say it's unclear if the death is caused by a sex act or a robbery gone wrong, the 76-year-old was a psychiatrist with practices in wynnewood and center city. he told his wife hes with going to the bar to watch the eagles game. >> the wife did not even know he was there, we are backtracking his lifestyle and whereabouts to get an answer to the questions. so this investigation is very much on going, we reached out to roadway inn and no comment. breaking right now we have learned that one of the americans killed in afghanistan was from wincoat, montgomery county, staff sergeant peter taub was one of six americans. he served with the air force special investigations and was scheduled at elsworth air force base in south dakota, he leaves behind a pregnant wife and 3-year-old daughter. police say they shot the man who shot three people when they were watching the eagles game on sunday night. nelson is charged with murder and other crimes, he got into an argument while watching the game in a garage, he got in a fight and started shooting, one of them remains in critical condition. out going philadelphia police commissioner, charles ramsey says wants state police to take over whenever a city officer shoots a suspect. this came from the justice department who updated their investigation into police, ramsey asked for that investigation after a spike in police involved shootings. they made 91 recommendations to improve the department and they havented 21 of them and are working on 61 others. >> the perception is it's biases because it is internal and part of our responsibility is to see to it that we can do as much as possible to guarantee to the public that it is indeed objective. >> ramsey says the fraternal order of police is fighting against one recommendation that they should be interviewed within three days of a shooting, and he is against a bill in the state assembly that would stop officials from releasing the name of officers that shoot suspects. >> alicia thanks. >> police say it was a particularly bad hoarding situation in pitman, new jersey, and now officials there are trying to find homes for 100 cats, new jersey correspondent, nora muchanic, has the story of precious pets looking for a home for the holidays. >> reporter: they have the sweetest faces and no names and no homes, almost 140 cats rescued from a hoarders house in pitman last week, and they were brought to the animal sheltner clayton where the population exploded. we have room for 140 and we have 290 when we brought in this cats from pitman. the shelter is focused on trying to find homes for all the cats in their care. >> our goal is 100% placement that is the control chief, he says that the shelter is so crowded cats are being kept in dog cages. >> they are stripped of the only environment they know, they are seeing the hands that are reaching for them are not harming them. >> to reach out and encourage adoption, the shelter offers reduced rates, if you adopt a cat that comes from the hoarding house you can get them for $25, and there is a toward for one deal, two cats for $95, and all the animals up for adoption are screened by a vet, vaccinated. >> they are all handleable, and a rain moved out and we have a low cloud deck and that is causing delays, and these delays are multiplies tomorrow, philadelphia reporting, two hour delays, newark, new jersey, jfk and the fog intensifying and another round of rain moves in. dover 62 and cape may 54 degrees, the next 12 hours, plenty of clouds and temperatures on the mild side and the overnight low 44 degrees and center city 52 and the problem tonight though, is that dense fog will be developing and i think that fog will be with us all day tomorrow. now satellite 6 along with action radar showing that the steady rain from earlier today pretty much lighter rain has moved off and still plenty of clouds and as i expand this view, we have a conveyer belt of moisture, it's a stalled front and what this will do is pull in another round of rain tomorrow and some of that rain is on the heavy side. future tracker 6 showing at 7:30 in the morning, plenty of clouds and dense fog and temperatures in the 50s, not a lot of shower activity, and the morning commute is not a huge problem but we see how rain is overspreading our region and across south jersey and that continues into the evening hours at 5:00, philadelphia 61 degrees, look what happens tom night, another round of rain and by 9:00, 65 degrees, the record high is 66 tomorrow and i think we have a good shot of tying that and that will not come during the day that comes in the evening, wednesday as far as rainfall, there is a pretty good agreement, we are looking at an inch of rain and some could get 1.25 inch, this is a good steady soaking, fog with a soaking rain and tying the record high of 66 in the evening hours and thursday though christmas eve, this is when we have the effect with the winds out of the southwest, high of 76 degrees, that is an all time record warm day for december in philadelphia and then a cold front that moves through and brings another round of showers and behind that on christmas day, not quite as warm but still 68 degrees thark would tie the record high for december 25th, some rain developing in the afternoon and evening hours and saturday temperatures cool off a bit. it's going to be cloudy and on the damp side with a high of 56 degrees, if you head to the linc for the eagles game take the rain gear, people are happy we are not dealing with snow and cold, but not a bright and sunny forecast. it doesn't governor, tom wolf is blaming house republicans for blowing up a deal that would have ended the state's budget standoff. gop helped to negotiate the agreement and they walked away from it over the weekend, the republicans want to pass a stop gap measure calling it a responsible thing to do. wolf promised to veto that today and said it would lead to deep furloughs and cuts of programs. santa is live in reading with an update on her condition. >> reporter: brian, that dad as you imagined very emotionality talking about his daughter who remains in the hospital tonight with a bullet lodged in her thigh bone. >> the victim's father says his daughter is having a hard time process what happened. he says she is traumatized and doesn't want to come home from the hospital. he says it's hard for him too because he works nights and feels like he should have been there to protect his family, it was 10:30 last night when the young victim was in the passenger seat of the vehicle when her mother rounded the block looking for a parking space. and someone with a gun opened fire and now one of the bullets remains lodged in her thigh bone. they don't believe she was the intended target. >> she is all but certain this was an accidents, the little girl and her parents lived here for a long time and never had a problem with anyone and the little girl is a real angel. doctors at reading hospital are still deciding whether to surgically remove the bullet or leave it there. the dad says, it's tough because his daughter is taking dance lessons and wants to be a ballerina, he says quote, we don't know how this will affect her ability to walk much less dance, so we are taking it day by day and praying for the best. >> family members tell us the decision to remove the bullets hinges on which evening hours and this spikes the temperatures by 9:00 we are looking at 65 degrees in philadelphia, dover 9:00 tomorrow night up to 70 degrees. we'll likely tie the record high of 66 during the evening them books tomorrow but it's not a bright and sunny day tomorrow, travel forecast not looking great. fog i think there is the major problem if are you flying we'll have rain on the roads so delays are likely all along the mid-atlantic where we expect rainfall around an inch of rain, then here comes in the truly warm air, right ahead of christmas eva head of the cold front, we are looking look at the temperature on sunday, another record high 68 and we drop down to 60 on monday with more rain and tuesday mostly cloudy and milder with a high of 57 degrees, you look at the numbers it
