yesterday was the last day lifeguards were on duty and they were towing off the life bodes today but they are not going into storage, they may be used for storm rescue. >> we'll put some boats in the video, if you know anything about this break-in please call the police. a new development in the case of a man in a wheelchair that was fatally shot by police in wilmington. today police telling "action news" that the mother of that man, 48-year-old phyllis mcdole was accused of assaulting a woman that she thought placed a 911 call about her son that brought cops to the scene in the first place. police say they fatally shot jeremy mcdole last wednesday after repeatedly ignored congressmans to drop the weapon. >> phyllis mcdole went to the house and beat her up leaving the victim with two black eyes and a cut and a trash and bruises. phyllis turned herself in on monday on charges of assault and terroristicic threatening and burglary and conspiracy and phyllis mcdole was released on $10,000 bond. pennsylvania governor, tom wolf made is clear today he has no intense of back down on his demands for the state budget, wolf made good on his threat to veto a stop gap measure from the gop. today he and his allies started to reach out to rank and file republicans in hopes of building support for the republican's plan. dean says it's difficult but not impossible for wolf to get the votes he need. monica malpass asked the governor about his backup plan in case he comes up short. >> i don't have a fall back position, in pennsylvania you have to get ready for huge, huge cuts in education and human services and for more downgrades to the point where our bond rating is, we are at the level of junk. >> we are disappointed that the governor decided yesterday to veto the emergency funding bill to our school districts and nonprofits and human service agents, two and a half weeks ago he told us he would sign the bill. >> the plan that wolf is pushing, resolves around a new severance tax and raising the state's personal income tax. the republicans in the state house and senate says there is not enough support to get that passed. now a look at the traffic from matt in the day, we have a few pops of sun this afternoon, after some really heavy rain last night, a couple of sprinkles in parts of newcastle and chester county and berks county, the temperatures are dry and the humidity is dropping to the north and west and it is 71 in allentown un69 in lancaster and 77 in philadelphia and still near 80 and muggy down in the south between millville and cape may as well as the atlantic city airport. a stalled front is to the south and east. it means the front is not moving, it will slowly over the next 48 hours lift back to the north and west as winds start to sweep in off the atlantic throwing more moisture our way, at 6:00 tomorrow evening, very light rain, wilmington and philadelphia and trenton off the coast, fairly dry and late in the day, and showers increase, it's thursday night into friday morning, it turns heavier and steadier, down to the south, and allentown on friday morning and friday afternoon into friday evening, when we start to see the rain intensify, and at the same time we'll have strong winds coming in from the northeasterly direction and by saturday morning, the rain lifts with the front to the north and west and we'll try to dry is out saturday morning, with light showers around and it stays breezy and cool. >> unlike last night, the heaviest rain, in the next go around, over the sandy soils of southern new jersey and delaware between 2 and 3 inches of rain and maybe 2 in philadelphia, north and west, with the flip that is good news, you won't get the heaviest rain over the same locations that saw is last night. hurricane joaquin, winds sustained at 75 miles per hour moving to the southwest, this is the other big story, it continues southwesterly and then as it gets into thursday, it starts to make its curve, where you see the red with the border of the white, that is the cone and uncertainty, anywhere within that red area, winds sustained at 105 miles per hour and it could be a major hurricane over the open waters, as you can see that swath includes our area but goes from the carolinas all the way to cape cod, it could come anywhere in this region sunday morning into monday, we'll have to watch that closely. be aware and be prepared at this point, i would not panic but keep did in the back of your mind, we have a highly uncertain track and the biggest concern right now for us, even in joaquin makes landfall in the carolinas, it will be flooding rains the second half of the weekend, your four day at 4:00, breezy and cool and a high of just 60 degrees, windy with heavy rain on friday, just 55 degrees for your high temperatures, it's a raw rain and then windy with a few showers around saturday at 64 and watching joaquin as the heavy rain comes back in on sunday with the temperature of 68 investigation into a credit union mystery, we spoke to local customers who say money is disappearing from their accounts. this arizona woman is behind bars on child pornography charges and she feels like she is the one being established. why she is made to give her ex half of her military prison even after he will never get out of prison. all right we begin with what is shaping up to be an active week for accuweather. >> are you looking live now at a dreary picture from our sky 6 camera in atlantic city, it's raining now but it's the second live picture causing the concern, that is a live picture of hurricane joaquin. lets get to adam joseph tracking the systems for us. >> no matter if joaquin has a direct impact or indirect, we'll have impacts in the form of gusty winds and rainfall in the upcoming weekend, double scan live radar shows hurricane joaquin, with winds sustained at 85 miles per hour, we can see thunderstorms blossoming and that means that joaquin may strengthen and push to the south and west in the southern end of the chain of the bahama islands, but will start to curve its way back to the north, the first round is in northern new england with a stalled front off the coast and that front inches its way back inland as we get into thursday and friday, so friday into saturday, the wins you'll really notice picking up as we have the boundary coming in and we'll be squeezed between low pressure to the south and high pressure to the north, really kind of at all intertwined with joaquin so to speak. winds 15 to 20 miles per hour, gusts of 35, and along the coast the dreadly northeasterly wind with gusts up to 45 with beach erosion and flooding, a coastal flood watch goes into effect in the evening and moderate to major flooding at the shore and it's all prior to any effects with joaquin and that is separate from the hurricane, and then from thursday right through monday or so of next week, a six day period, we could see around 5 irnlgs of rain in philadelphia, but go to the south where they could see anywhere from a half a foot and up to 9 inches of rain but still a healthy amount of rain to watch for coastal flooding or some fresh water inland flooding. when i come back, we'll chat more about the possible path with joaquin and the timing coming up in the seven day. be sure to like the 6 abc "action news" facebook page as the storm asking questions after a customer contacted "action news" after money disappeared from her account. sara bloomquist is live with that story. >> reporter: sharrie, we don't know exactly how many credit union members had their debit cards compromised. they said it's a very, very small number, less than 1% of its members, one member had $400 in unauthorized charges, she didn't know until she tried to get money out of the account. >> stanley is one of the members that had her debit card pro placed. yesterday she went to get money from a gas station atm and she was declined and she went home and logged into her account and saw unauthorized purchased from wal-mart all over in texas. >> i was like i didn't do any of this, it wiped out the whole account. >> the credit union issued a statement that over the weekend we were alert that a small percentage of our members had an impact to their cards. >> i received a call sunday evening, from their fraud prevention unit and told me there was an unauthorized charge on my debit card. >> today ross lynn stanley when to her branch to get a new card and had questions for the employee that helped her. >> i said how long has this been going on, and she said it started last week and i was like, last week? when was something going to say something. >> that employee told her that so many members were impacted they couldn't call anyone, this time when she went home she called "action news,". >> i am going to call the news because if she knew this last week maybe some of this could have been avoided. >> stanley also doesn't have her money restored to her account, she is told that the unauthorized charges are being reviewed by the fraud department, it's unclear how this happened here, the credit union says they are working closely with the fbi on the matter. live in east mt. airy, i'm sara bloomquist, channel 6 "action news." >> lets hope investigators get to the bottom of it. police in chester say they have captured two drug addicts that terrorized a korean war veteran during a home invasion reeves is accused of bursting into the 81-year-old victim's home back in july and chester county officials say that he stole cash, and prescription pain pills and even jewelry from the veteran's late wife and reeves allegedly punched the victim several times and fled in the victim's car where they drove to buy heroin and they targeted the victim after doing repair work in the home and both are facing charges including robbery and assault snoor police have reviewed their call for identifying suspects in a series of burglaries, this is surveillance video of one of the burglaries at the philly pharmacy back on march 25th, police say what one of the suspects got out of truck and breaks the lock and then leaves and later a silver suv arrives and thieves enter and steal medication, an hour after that a silver suv is seen on academy road where medication was stolen from there as well. police also released surveillance video of a papal petty theft at graduate hospital, a white suv pulled up outside of a house on south 27th street last tuesday morning, you can then see a man jump out and make a beeline for the man's papal flag, he swipes it and jumps back in the car and the driver floors it, if you have information on the flag thief here you are asked to call south dsks. delaware state police are investigating a crash that shut down part of i-95 for most of the morning, it happened at the churchman crossing exit in kristina, two people were hurt but their injuries were not serious, it took crews several hours to clean up the crash, because the truck spilled some of the racing fuel it was carrying, all lanes of i-95 were back open by 12:30 this afternoon, there was concern for studentses in gloucester xoint, after four students in the same time were diagnosed with viral meningitis, monica malpass is live now with more on that. >> hi rick, two students attend pitman high school and two others attend gloucester technical institute and three of the four are feeling better and are back in class. however, school officials did send home a letter letting parents know that viral meningitis is most common in the summer and fall and most people get better on their own in about a week, but coming up at 5:00 ali gorman will be here to rundown the symptoms of viral meningitis and the west walking again despite a spinal injury 30 years ago, mcclain suffered the injury in 1988 and was left wheelchair bound and always an athlete he learned to you to compete using a wheelchair. you learned to walk using therapy. >> to pick up our son from day care and running up to daddy and daddy being able to cuddle him, and bike rides, it's xraury to see how far i can go with my journey. >> that is wonderful. mcclain is the first person in a wheelchair to compete in the iron man championship and he will do the bike ride portion in an un altered bike. an archdiocese school is celebrating an we'll try to pin it down day by today because it can be confusing. we have a lot of clouds and pops of sun and we are dealing with light sprinkles in the philadelphia area, delaware county and newcastle county and parts of montgomery county. highs are 81 be muggy in philadelphia today and same for wilmington 80 in millville and 82 in wildwood and cooler to the north but they are quickly dropping with the northerly win starting to dry us out with respect to the tropical feeling and september is the last day of the month and we come in second for being the warmest september in philadelphia, temperatures running 5.5 degrees above normal for the month. as we look at the front it's to the south and east and it is stalled, however it starts to move back to the north and west as we get into late thursday, friday and the upcoming weekend as the front drifts up to the north and west, it throws moisture our way and light showers start to break out, but nothing too heavy during the day tomorrow, it's thursday night into friday morning we intensify the rain and win as well out of the northeast to the south here and that area lifts to the north through the entire delaware valley on the verge of the lehigh valley by the evening rush on friday, a combination of the strong winds from the northeast as well causes beach erosion and coastal flooding and this has nothing to do with joaquin and that move as way early on saturday morning and saturday we may catch a break with steadier rain and light showers but it stays on the windy side. here is what is going on and we
