today a timeline to get the regional rail service back on track and 120 cars were off line for a month because of a structural defect. john rawlins is live now. this has to be welcome news for all the riders that are dealing with modified schedules and packed rail cars. >> it is a move in the right direction but as you said it will be little by little, relief will not come overnight. the gold returned to normal weekday rail service by sometime in october. if all goes as planned. the first silver liner cars return to service the week of august 21st and then the posted schedule calls for 10 cars per week until they are all back. >> the cars should start running near the end of the august, you see ten car a week coming out until early november. >> septa's grounding of all the silver line cars meant one-third of their service was shut down. >> any additional cars good news, but it just remains to be seen. >> it's slow in coming. >> yes. >> septa pulled the 120 silver liner cars when small metal fatigue cracks were found in a part called an equalizer beam. this equipment is used to test an equalizer beam design. were the original beam poorly designed or manufactured. >> septa ceo says apparently both. >> i believe there were design issues but on top of that there was manufacturing issues as well. when you coupled the two together it results in a problem. >> reporter: an expensive problem, the ridership is down 5% to last year and overtime and leasing trains from other sources and factors, all of this is costing septa a million dollars a month and that does not factor hyatt at the bellevue in center city. a driver shot and killed last week unknowingly drove right into the middle of a shootout. it happened last thursday on the 5100 block of german town avenue. al ford had his little daughter in the backseat and ford suffers gunshot wounds to the head and shoulder and he died the next day. ford drove into an area where two groups were shooting at each other across the roads and police believe they are close to making arrests in the case. a 11-year-old was the target of bullying at a local playground. he was playing basketball when a group of teenagers attacked him. gray hall has much more and police are working to identify the attackers. >> indeed they r. this happened several weeks ago and still no arrests. police hope that by getting the story attacking a boy in olney. it started at this play grown on a street and they spotted the child and chased him and beat him up and pointed a gun at him. >> psychologically scars, to have something like this happen to you, someone pull a gun on you and make you strip down from your clothing. >> it happened on july 14th, a basketball playing at the playground. >> they chased him out of the playground to the 1600 block of a street. one of them produced a handgun and pointed it at this young man and demanded they he remove his clothing and take a photo of him on the iphone. neighbors are outraged by the crime. >> i lost my brother, an innocent bystander shooting in 2012, it's heart breaking and teenagers don't understand what they are doing until it's too late. >> they will think twice before letting their kids play alone in this park and use this unfortunate situation to talk to their kids about bullying. >> nobody wants to deal with the drama, their kid being bullied and having a gun pointed at them. that is ridiculous. >> reporter: all right back out live, this investigation continues and police are still not sure if this young victim knew his attackers and not sure what led up woman, she is wanted for robbing a washington savings bank branch on friday, it happened on east lehigh avenue in the afternoon. she handed a note to the it willer and got away with an undisclosed amount of cash and the robber should be considered armed and dangerous. the battle over teacher penses heated up today. steve sweeney had harsh words for the large of the teachers union. nora muchanic is live with more. >> reporter: the war of words is escalating after senator sweeney accused the largest teacher's union from lobbying to bribery and extortion. >> i am blown away that they would make these kind of threats, and you know like it was nothing. >> a fired up senate president, steve sweeney is calling for state and federal investigations into the new jersey investigation after njea leaders called top democrats threatening to withhold contributions unless the pens payments is voted on next week to be on the ballot in november. >> it's like going to the planning board, and saying if you approve my project i'll give you money. >> the union flatly denied doing anything illegal and while sweeney is talking about probable bribery and extortion in trenton. njea members were picketing his office in west depford. >> we want it engravered in the constitution that they cannot use our pension as a cash cow to plug holes in the budget. >> it calls for quarterly payments into upon the aftermath in the city's logan section, he spotted flames starting in the engine and saw the driver of one of the cars unconscious on the front seat and a private balance is passing by. >> with their help i pulled the male out of the front seat of the car as the flames were growing. >> the driver was rushed to einstein medical center and he is in stable condition. the police people on delaware's death role. the ruling may be used by inmates attorneys on appeal. and a ribbon was cut on a new fueling station in newcastle today, this allows them to expand the transit buses, hurricane and then continues to push to the west as we head towards the weekend, we are looking at the potential for 8 to 1 inches of rain along the path of earl. could cause mudslides and flooding,
