he ran out of the house but the man was already gone. >> reporter: this is where the 10-year-old girl escaped from a kidnapper. she woke up to a man grabbing her legs trying to pull her out of the bedroom window. somehow she pulled away. she came in screaming dad, someone is in my window trying to pull me away. didn't even put clothes on, i was out the front door. >> crime scene investigators were called in and the f.b.i. was called in to help with the investigation. >> reporter: how is your daughter doing? >> she is doing good. >> will she be okay to sleep in her bed tonight? >> she is sleeping in my room. >> reporter: dad also says he doesn't know how the guy got into the house and window. he says his doors and windows were all locked. here is the description that his daughter gave police. police are looking for a white male in his 30s wearing a his head. in fact, what we got from dad, the daughter said he kinda looked like a ninja. he had scars. if you know anything you are asked to call elyria police. live in elyria, denise zarrella, >> dan: we want to put on the map to give you context just how close the two incidents at least the two cities were. this was where denise was live on furnace avenue in elyria. you don't have to go too far to lorain with three separate incidents. one on oakdale west 18th, one on washington west 9th. one in oberlin west 9th all in lorain. that's where dani carlson is live. dani, do they think the lorain case is at all connected to the elyria case? >> reporter: that's the big question we are asking. short answer, so far we have not been able to get a definite answer. descriptions in elyria and looking at the suspect descriptions in lorain they definitely sound very similar white male 20s to 30s wearing dark clothes and something covering up his face. now, lorain police when i was talking to them earlier today i asked them if they knew if there area. they said there was one and they said it was in a neighboring community and then we heard about elyria today. if they are connected, i can tell you people in lorain are on edge tonight. >> i just got woke up to a girl running down washington avenue screaming with a guy behind her. >> that was after 6:00 this morning and then another terrifying call about an hour and a half later. >> they were walking to school and they said a man was behind them and picked up with one of their friends and ran off with one of the students. >> reporter: all told police say three separate incidents and the only thing they appear to have in common all three go to lorain schools. >> obviously, we don't know for sure. we feel they were grabbed in a sexual manner. >> reporter: the first incident at washington and west 9th. police say the suspect grabbed the girl and punched her twice in the face and spoke to her. >> we don't want to go into details exactly what he said. some vulgar comments and threatening comments. >> reporter: the second incident the suspect exposed himself and the third walks away, the man allegedly grabbed a girl before running off. all three girls are safe and police say all three did exactly the right thing. >> it is important if they are put in a situation where somebody grabs them and somebody tries to get them to approach, immediate reaction to scream, fight is the most important thing they can do. >> reporter: police and schools both were asking parents to talk conversation with someone came up to them to try to yell and scream and get attention and try to get away. we can tell you that lorain police are working with the f.b.i. on this case. and schools here in lorain were locked down today. they were released at the normal time. but they say they are on high alert while the suspect is out there and they will be until that person is caught. >> reporter: live in lorain dani carlson, cleveland 19. >> dan: thank you, dani. we saw other school districts try to get the word out amherst village schools west of elyria. they put this out four hours ago. we have been made aware of three attempted abductions in lorain. we do not need to take action at this time. as a precautionary measure there will be increased police visibility in schools this afternoon and be aware within your buildings and school everybody in lorain county area are on high alert. >> denise: avon lake city schools e-mailed parents saying schools. all of these incidents of course putting parents on edge. we have tips from the experts you should definitely share with your kids to help ensure their safety getting to and is from school. national security and safety in groups. form a buddy system. don't walk alone. skip short cuts and follow main streets. stay out of wooded areas or isolated spots. if someone approaches your child or attempts to grab them, tell them to yell and scream at the top of their lungs to draw attention to the situation and try to get away. you should put away i- pads, tablets, cell phones and high-value tech items so people can't see those walking to and from school or waiting for the becoming a target for robbers. >> jeff: and as expected, we today. a lot coming down this afternoon. not so much in the morning. we had to wait for the temperature to drop. lake-effect snow. the system snow is beginning to wind down right now. a trace to 3 inches. for snow-covered roads. check out the radar. this snow is diminishing right now. we still have some steadier snow western geauga county and in the akron area. but that will be short lived. you can see visibilities are improving along the lakeshore and half mile visibility in akron and watch the temperatures drop in the 20s again tonight and lake-effect snow. an update at 5:19. investigation found that overtime in the city of cleveland is over the top. 7 of every 10 city workers got ot last year costing you $34 million in taxpayer money. >> denise: ems paramedic, one person topped the list of 90 grand in overtime earning him an even fatter paycheck than mayor jackson. five construction workers earned $150,000 with overtime. and in the cleveland fire department alone, overtime was up 25% compared to 2014. carl is joining us now with new information tonight. carl, businesses can't operate this way. why is the city of cleveland allowing all this overtime. >> reporter: yeah. we want to make it clear, though, there's no reason to believe they didn't actually work the time. if you work the time you should get the overtime. there's a couple of overlying reasons. one is the culture in city hall they expect the overtime and union contracts. overtime is built into the contracts. another reason is there's less employees and more time to go around and workers have to work more hours and reason number 4, a lack of supervision as we showed in the waste collection department. some workers not doing their job and still getting paid overtime and that's why the department recently had 45 people disciplined and their overtime ballooned to 274%. >> denise: wow. >> dan: carl, let's talk about the emt, the paramedic. nobody isn't saying he isn't doing a good job and nothing to indicate he isn't doing a good job. i don't think it is healthy for any of us to work 46 straight days without a day off and why is there a concern that he is a paramedic working 46 days straight. >> he earned more than the mayor, earned $142,000 including you've got to admit that's not a good thing for him or people he is attending to. we have talked to the commissioner of ems, nicole carlton says gregory hyde, they overtime policies for the entire department to see if they can spread some of that overtime around. >> dan: you think people need time off to decompress, weekends off. >> denise: it is safety. >> mandatory rest between shifts. they can work 24 hours, take 6 hours off and go back to work. >> denise: really don't need to leave the building. take six hours on the couch at the station. of course this is taxpayer money we are talking about. whether you live or work in the city, your tax dollars are affected. budget hearings are going on this week. let's hope they can come up with some solutions. >> dan: steven terry has up got a loud applause at bw. they need to change the way things are done and change the business climate of the country. paul orlousky noticed one thing was left out. >> reporter: it was a rousing welcome at balls college for bernie sanders not expected for bernie sanders. a college crowd is taylor made. right to determine the future of this country. >> reporter: sanders hit a lot of themes, one of the ones that obviously got a huge reception was his call for free college public education and anyone who wants one in his view people who want to better themselves shouldn't have to deal with crushing debt when they get out. >> why is it we are being punished for what crime, a crime to get a good education. we should not be punished for that. >> reporter: other topics liberal. infrastructure upgrades. legalization marijuana, $15 minimum wage and immigration reform. >> we need comprehensive immigration reform and a path toward citizenship for the undocumented. >> reporter: he was critical of hillary clinton once. donald trump twice and wealth and power of the walton family of wal-mart three times. >> many of their employees have to be on medicaid, food stamps and subsidized housing. and you know who pays for the medicaid, food stamps? >> reporter: the recurring theme in his talk was the wealthiest people in america controlling elections and therefore the country and he suggests the government doesn't care about the average people and decried prison for minorities. >> together we have got to invest in education and jobs. not jails and incarceration. >> reporter: every theme he sounded rang true with a largely young crowd. a theme he didn't talk about is how to pay for it all. >> reporter: paul orlousky, cleveland 19 news. >> denise: the remaining candidates will take the stage tonight in a debate. ryan nobles will talk about what impact this debate will have on super tuesday coming up at 5:30. >> dan: historians inspired the film the shawshank redemption and this recaptured ohio fugitive could be a free man once again. >> they say we have a baby's head right here. >> we ended up delivering her on 271 on the way to hillcrest hospital. >> denise: a new baby boy makes his appearance in the back of an ambulance speeding down the highway. live from cleveland's newscenter driven by don joseph toyota in kent, this is cleveland 19 news. the battle continues to get legal weed back on the ballot in ohio. today we are learning more about the impact of recreational pot can have, and it isn't good. a new study finds legalized the e.r., since colorado made it legal two years ago emergency rooms by out of staters have spiked. doctors say experimental pot smokers aren't prepared to handle side effects like hallucinations and anxiety and also say edible marijuana products have a delayed reaction which could trigg an overdose. >> denise: in new york, a controversial plan would give heroin users a safe place to shoot up. in an effort to combat soaring deaths of overdoses, the mayor of ithaca, new york wants heroin addicts to use the drug under supervision. the city would provide clean needles and medical staff on standby with the antidote narcan. >> his prison break film the shawshank redemption. >> dan: great movie. we have seen it 100 times. frank freshwater received probation for killing a >> denise: later he violated probation and sent to a reformer to and work camp which he later escaped. 60 years later a cold case unit caught him in melbourne, florida where he was living under another name. the 79-year-old fugitive was put back behind bars and had a parole hearing and just granted release. >> dan: an update on a rogaine robber we told you about yesterday. if you are in the market for a hair regrowth product be aware of buying it at a flea market or on line. this is pictures of a bald man stealing rogaine from kentucky to cleveland area and clearly isn't using it on himself. police believe he is selling it on ebay or craigslist for less made for a busy day for shaker heights crews. they delivered him speeding down the freeway to the hospital. check it out. this is kara mclaughlin. she says her water broke and called for an ambulance to get her to hillcrest and fast. when paramedics got there they said they should be able to make it in time. once they were on their way the little boy had other ideas. >> once we got 271 we realized we would be delivering this baby in or out. >> i had a couple of contractions and they said the baby's head and i pushed three times and he was out. >> those calls are few and far between and the stress level goes higher on those. >> he came right there and wanted to make his grand entrance and he wanted to make it special. that's my birthday present. my birthday is tomorrow. >> this is her third child. this was her fastest labor. time for the first two. >> dan: better in the back of an ambulance than in a car. >> denise: than in a car. >> jeff: remember in the old school movies, they used to say get the hot water. what will you do with hot water, you know. >> denise: wash the baby after he is out. >> jeff: or make some tea. one of the two. let's look at the visibility reports. these have dramatically improved. a couple hours ago, a quarter mile visibility at cleveland hopkins airport coming down at near whiteout conditions and just like that it just stopped. i will show you why. 3/4 of a mile still in canton. this is where we have steadier snow. can you see how fast the snow shield is moving from northwest to southeast and it is beginning to break up a little bit. this is still the system snow portage county and ravenna and middle field and geauga county. akron-canton area between akron and canton, you have reduced visibility and band of snow moving through holmes county and around 2 inches of accumulation most spots. that wind is an issue as well. 2mile-an-hour wind in sandusky. we are gusting to 35 at burke lakefront airport 31 gusts ashtabula and this is all part of that big system. this is the snow by the way that came out of that blizzard they saw west of us yesterday. we got a piece of it. it will get cold enough tonight for a little lake-effect snow. i don't think it will get out of control. we don't have any advisories out for the lake-effect. we have temperatures right now around 30. and there's going to be a brief chunk of some arctic air that comes in by morning. here is 7:00 this evening. and can you see the banding off the lake by 10:00 this evening. it is a northwest wind. anybody is fair game for a few snow showers here and it looks like tomorrow morning some leftover snow showers or flurries. so it will be a lot better commute tomorrow morning. trace to three inches of the lake-effect and we will drop down to 20, north wind 14-28 akron-canton and lake-effect at 18 and here is 10 a.m. tomorrow morning and could be lake-effect snow in ashtabula county and by afternoon we are dry. i will keep it cloudy, though, the majority of the day and as a result of that only 25 for the high. look at these big changes over the weekend. 46 saturday. a huge warm up. and 58 on sunday. it will be windy throughout the weekend. monday 45 and this could be the next bigger thing to watch tuesday and wednesday and we warm on tuesday and we drop in temperature tuesday and rain changing to snow situation right there in the middle part of the week. dan? >> thank you for getting us through the storm, jeff. when it comes to finding love, what you do for a living may be more important than how you look. >> dan: and we want to get to some breaking news. this came into our newsroom. a jury reached the decision in the brecksville man who crashed into five cyclists and killed two. jurors found tim wolf not guilty. the crash happened last september in brecksville. wolf was facing charges of secular homicide but yesterday in court we learned also police thought wolf may have been crash. again, he was found not guilty. your job may matter more than your looks when it comes to apps. the dating app tinder. the top five men are looking for, physical therapyist, interior designer, pr, communications and teacher. pilot is the top job when women are looking for love followed by entrepreneur and firefighter and tv radio personality. how is that working out for you. >> dan: not that well. >> denise: the ladies man here. >> dan: get out of here. >> stop. >> go away. >> denise: all right. they spent years saving up to >> dan: like we do every day at 5:30 time to talk politics. donald trump is pulling away from the rest of the g.o.p. field and tonight could be the last chance for other candidates to try to catch hip. >> denise: the remaining five republican contenders will face off in a cnn republican debate. our ryan nobles and joining us live from houston, the site of the showdown. this is a big night and could be a turning point in the race. right? >> reporter: i mean, it could be denise. you know, the opponents to donald trump have all been attempting to edge each other out and to become the alternative to donald trump and have been doing it by beating each other up. donald trump will finally become the target. >> reporter: tonight in houston republican presidential candidates know what's at stake. good week in the world of politics. >> super tuesday i am convinced will be the most important day in the election cycle. >> reporter: it could be the last chance candidates have to address super tuesday voters on a national stage. donald trump, marco rubio, ted cruz, john kasich will face off in a highly anticipated debate so far this election season. so far, will rubio and cruz go after each other or focus attacks squarely on trump. >> people have not done well against me. so far everybody that's attacked me has gone down. >> reporter: on tuesday 11 states will hold their republican primary contest. 595 delegates are at stake. a strong performance for trump could put this race out of reach. yesterday rubio and cruz delivered heavy blows to the trump frontrunner. >> time for clowns and acrobats >> the frontrunner, donald trump, actually eluded to the fact that he thinks part of obamacare are pretty good. >> rubio and trump are fighting and five candidates in the race it is difficult for either to gain necessary support. with trump riding a three-state winning streak into the debate, time is running out for anyone to catch him. >> reporter: even if opponents go after him on the debate stage there's little evidence it will impact trump in the polls. he's had rocky debate performances before and it's never knocked him from the frontrunner status. dan and denise? >> let's talk about ohio governor john kasich. and maybe cruz and rubio focus on trump maybe this is a chance for kasich to rise above and keep on the positive message or >> yeah, that's always been the problem for john kasich in these debates. he is not the type of candidate that equips himself well when it is an attack fest and if attacks are thrown at each of the candidates, candidate kasich will often have a shining moment where he tries to become the adult in the room and then he is forgotten. if you can't play the game says difficult to make a lasting remark on the debate stage. he is not doing very well in the polling of many super tuesday states in the vote upcoming next week. he is really pinning all his hopes on winning ohio, which is pretty far down the road and there are increasing calls for him to get out of the way so there can be a con sol indication of the vote against trump. at this point any one of the candidates that's not trump can make the that they have a strong opportunity to win. he needs to bolster his argument >> denise: may be the best debate yet. thank you, ryan. >> dan: thank you for the time. we have new developments in an akron murder case. tiffany powel was sentenced to life in prison in connection with have to start over. >> it was in front of the plant. >> diana tyler says she can't believe it. earlier, a thief broke into washington avenue christian church and stole the entire donation jar. >> we were filling it with change. children's change, changing lives. this was started by our christian education director and the kids. they wanted to collect their leftover change and spare change to give to the cleveland christian home. >> reporter: tyler says there was an estimated $1,000 in the water jug. mostly, students have been donating more than two years. they busted this window to get tyler says the bandit left a trail of change and glass in the hallway. >> any violation of personal space is difficult. but this is a church. we are here to help people. we like to see people at their best. >> reporter: there was no surveillance video and police do not have any leads at this time. many are reaching out via social media. >> it is heart warming and wonderful to see the way the community is saying this is awful. this is not right. what you are trying to do is a good thing and we want to help support that. >> tyler says the church will increase security measures benefiting the entire neighborhood and they are making other changes. >> that change charge was too big to be locked in a safe. this new change jar will be locked in a safe and believe me no one is getting away with the safe and not getting it open. >> reporter: the church staffers didn't want anyone to know about it but news spread and good they are sponsoring a chili cook off and donations will go directly to the cleveland christian home. back to you. >> dan: thank you, sia. i-480 is open now in twinsburg. it was shutdown for hours after a semi jackknifed. the driver of the big-rig was trapped in his truck about an hour and a half until firefighters got him out. he was taken to the hospital. no word on his injuries. >> denise: what a difference this afternoon has. look at the skies. clear skies. no snow right now at the moment. this is a live look from the feazel roof cam. so, jeff. how about it. is it over? >> the worst is over. yeah. the system snow is winding down. we will see lake-effect snow tonight. i don't think that will be real heavy. you have around hinckley here, akron, fairlawn, richfield light snow and snow from champion in part of portage county and canton. there you go. visibilities are dramatically improving 3/4 mile in canton. the reason i show you these visibility reports, the higher the visibility, chances are it is not snowing. where you do have 3/4 mile to a mile it is still coming down. here is your first alert tonight for the lake-effect. trace to 3 inches with a northwest wind. wind gusts over 25. wind chills in the teens and it will be pretty cold out there. travel alert for some snow-covered roads and see how the lake-effect sets up. main area roadways are in good shape now. so we've got that going tonight. very cold tomorrow for one day because then we have the big weekend change coming. here is a look at the temperatures. 30 degrees in cleveland. 29 mentor and in ashtabula. upper 20s, wind chills. we are starting to slip into the teens throughout the night. here is a look at the future view. and still indicating snow at 7:00 and lake-effect will kick in by 10:00. it won't add up to much. i think the heavier stuff could be in ashtabula county and northwest pennsylvania. that's where you may get up to 2, 3 inches of snow there. 7:00 tomorrow and it will be some leftover lake-effect and flurries. but a high of only 25. a blustery day and cloudy sky out there. akron-canton you could see light snow the first half of the day. 24 for your high and the planner, 7 a.m. 20. only 22 at noon. as i mentioned, this cold spell will be short lived. and i will show you in the 7-day forecast coming up. denise? >> denise: all right, jeff. thank you. a penny for your clothes. j.c. penney is staying true to its name and selling dan: let's take a look now that most of the snow ended. no accidents here. this is the i-480, cloverleaf and independence. we know there are quite a few slow spots but you can expect seeing how it snowed pretty much all day. we got through it. >> jeff: yeah. you know, the first half of the day it was hard for the snow to accummulate because it was warm from the weekend and 1 to 2 inches and most of it on the grass and it is beginning to wind down now. and tomorrow will be a very cold day. we will get one day here where temperatures will be quite a bit below average with a high of some
