"your watching local 5 in your world headlines, now-- nikki/bam for four decades, china has enforced a controversial policy restricting most parents to just but on sunday, chinese lawmakers officially put an end to that... now allowing all chinese parents to have as many as two children. the reason is age: china's population is getting older, and china is worried it won't have enough young people to support them, creating a huge financial burden for the government. but only some parents are convinced it's a good idea. " ( xiong ying, chengdu resident) "i think two children are better. the only child is too selfish. because there is only one in the family. his grandparents and parents are all focusing on him. there is too much attention for him." (chengdu resident) "one child is enough. another one would be a burden, especially when they need to go to school, and find a job when they grow up." (huang xiaoli, chengdu resident) "it will be harder for us now to have another child. but i think two children can have less pressure looking after us when we are old." " nikki: in your national headlines nikki: it's a case of animal abuse - caught on camera in california. police say they know the woman are working to track her down. doug johnson has the story. "(nats of video) this video's already gotten almost 40 thousand views on facebook, and more are coming every second. (michael ramirez, solano co. humane animal services) "she was recently seen walking down the business district in fairfield and she apparently had the dog by the tail and she was swinging it around." (nats) "no the dog is not even here." we were able to find the home this surveillance video was shot in front of...near texas and pennsylvania streets in fairfield. (reporter off-camera question) "she just took it and threw it?" (candy seward, roommate of suspect's boyfriend) "yeah basically." seward says she and others in the video wanted to take ben from chin, but she stormed-off with the pug before anyone could. she agrees ben needs to be taken from her. (candy seward, roommate of suspect's boyfriend) "i think that she should be punished and maybe someone should talk to her about animal cruelty." ramirez believes chin is hiding in the vallejo area... and hopes people who know where she and ben are will help end the dog's torture. (michael ramirez, solano co. humane animal services) "we are looking to file animal cruelty charges against her and have this dog removed from her because the dog doesn't deserve that." "yes!" after a detailed investigation thailand's national reform council concluded the risk of bangkok sinking is "moderate". more analysis & research committees are in the pipeline. it did say action needs to be taken, but not what... experts say, that's not enough - if the government doesn't act now & construct a multi- billion dollar sea wall soon, the city of bangkok will not just be sinking but a sunken city under the sea. saima mohsin, cnn, bangkok, thailand" nikki bree i'll have your forecase next. most accurate forecast certified by experts" nikki: texas governor greg abbott held a press conference today to talk about the severe weather that has hit his state. the death toll from a swath of tornadoes that roared through the dallas area rose to eleven as the state also fought against "epic" snowstorm. the governor asked residents to be vigilant and to stay off the roads. at least 43 people have died in 7 states throughout the south. bree weather adlib: a winter storm warning will be in effect for a vast majority of iowa through the day on monday and expire by early in the day on tuesday. overnight tonight, temperatures will dip into the teens and 20s as the storm lifts into the state from the south. the approaching winter storm will cause travel headaches for monday. western and central iowa should expect mainly snow, although freezing rain and sleet the metro are possible. eastern iowa should expect a mixed bag of freezing rain, rain, and snow as the day progresses. winds will also be very strong at 15-25+mph, gusting to near 40mph at times. there is the potential for power outages with this storm, particularly in areas where ice accumulates on the power lines. possible snow totals with this system range from 5 to 8" in central iowa, so stay with local 5 for the latest. the system will start moving out late monday night with most of iowa remaining mainly dry for tuesday. beyond our winter storm, the weather quiets down with limited precip chances and cold nikki: we're now less monday and expire by early in the day on tuesday. overnight tonight, temperatures will dip into the teens and 20s as the storm lifts into the state from the south. the approaching winter storm will cause travel headaches for monday. western and central iowa should expect mainly snow, although freezing rain and sleet in the metro are possible. eastern iowa should expect a mixed bag of freezing rain, rain, and snow as the day progresses. winds will also be very strong at 15-25+mph, gusting to near 40mph at times. there is the potential for power outages with this storm, particularly in areas where ice accumulates on the power lines. possible snow totals with this system range from 5 to 8" in central iowa, so stay with local 5 for the latest. the system will start moving out late monday night with most of iowa remaining mainly dry for tuesday. beyond our winter storm, the weather quiets down with limited precip chances and cold temperatures through the extended monday and expire by early in the day on tuesday. overnight tonight, temperatures will dip into the teens and 20s as the storm lifts into the state from the south. the approaching winter storm will cause travel headaches for monday. western and central iowa should expect mainly snow, although freezing rain and sleet in the metro are possible. eastern iowa should expect a mixed bag of freezing rain, rain, and snow as the day progresses. winds will also be very strong at 15-25+mph, gusting to near 40mph at times. there is the potential for power outages with this storm, particularly in areas where ice accumulates on the power lines. possible snow totals with this system range from 5 to 8" in central iowa, so stay with local 5 for the latest. the system will start moving out late monday night with most of iowa remaining mainly dry for tuesday. beyond our winter storm, the weather quiets down with limited precip chances and cold temperatures through the extended nikki: we're now less bowl! jordan and now it's time to get to work for iowa, they had fun with mickey yesterday... up next, hear how iowa is prepping for stanford's defense... we'll be right back... you're watching local five news at 10. (candy seward, roommate of suspect's boyfriend) "yeah basically." seward says she and others in the video wanted to take ben from chin, but she stormed-off with the pug before anyone could. she agrees ben needs to be taken from her.
