" elias: meteorologist sam schrier joins us again with a look at your forecast. sam happy thanksgiving! it is going to be a very messy day with rain, snow, and freezing rain impacting much of iowa through the day. the metro is going to see rain for nearly the whole day, but the bigger story will be the freezing rain and snow in western and northwest iowa. falling temperatures are going to transition rain in northwest and western iowa into a wintry mix and freezing rain starting early in the morning through the afternoon and evening. basically that line of freezing weather will work from northwest and western iowa to the east into the metro as we go through the day. the freezing rain will likely impact western iowa the most accumulations of around 0.1" to 0.2" in a few places. most of the ice accumulation is really going to start sticking around in far western iowa around 10 or 11am, and progressively accumulate to the east through the rest of the afternoon. snow will be falling in far northwest iowa with 1 to 3 inches expected mainly northwest of fort dodge focused along denison to storm lake and mason city. rain will likely change over into a wintry mix after 6pm here in the metro and even some freezing rain after that, but it will have trouble sticking to the roads with how warm our pavement will be. regardless even travel in the metro might be difficult after 8pm tonight. friday will be dry but very cold and windy with a few more wintry mix and snow chances starting sunday and lasting into early next week. elias: a wednesday night car accident backed night car up traffic on i- 235 for more than a mile just before six p-m, neighbors near the m-l-k overpass say they heard a loud bang...which turned out to be the vehicle getting wedged underneath the overpass... fire crews rushed to the scene. officials say they had to cut open the car to rescue the three passengers. they were all taken to the hospital, with non life- threatening injuries, a surprise for those who witnessed the crash. jason lillethun, des moines: " all i saw was two cars sitting on the side of the ramp, didn't notice the one on the side of the ramp at the time, but it didn't sound like a car hitting another car." elias: the cause of the crash is under investigation by the des moines police department. elias: meanwhile, a woman is in jail this morning facing charges in connection with a deadly car crash on hubbell avenue. deanna gliem is charged with four counts of vehicular homicide. two of those counts are owi related. the crash happened on november 15th at east 37th and hubbell. . police say gliem was heading south on hubbell when she hit the victims' car at the intersection. richard hummel and randall sonnenburg died on scene. neighbors in the area say that intersection is a nightmare. "it's an alarm clock that goes off with either a squealing tire or a honking horn. then you know what time it is because the traffic is about to start" elias: despite being weeks away from implementation, a judge's ruling could pose a problem for iowa's medicaid modernization plan. elias: a ruling released wednesday afternoon calls for iowa to throw out one of four contracts awarded to for- profit companies to manage the state's medicaid program. due to millions of dollars in fines for fraud in other states and having three former executives going to jail for fraud, the judge ruled that iowa should throw out the contract with wellcare. despite the ruling, governer terry branstad issued a statement saying hed felt confident the plan would remain on schedule. the medicaid privatization plan is set to take effect january first. elias: many say the governor's deadline of january first is way too agressive. the 560-thousand iowans on medicaid just received these packets in the mail asking them to choose a new managed care provider. the problem is, people don't know if their current doctors and hospitals have contracts with any of the four companies taking over iowa's medicaid program. greg 6:41 when we've contacted larger health care systems in the state, des moines metro hospitals, they've indicated they haven't signed contracts with any of the mco's. elias: the iowa department of human services says more providers are signing contracts everyday, but hasn't released an exact number. another hurdle facing the governor's plan...it has yet to receive federal approval. elias: coming up on local 5 news midday... local 5 news midday... no sooner than your thanksgiving meal is done -- stores are opening for black friday sales. we're showing you who's open and why they're ignoring the backlash. ignoring the backlash. elias: but next.... preparing a holiday meal may not only be time consuming -- but it can hurt your wallet too. hear some handy tips to save you money this holiday season. money thisthis is local 5 midday. we are iowa" elias: on your money now elias: the ingredients for today's thanksgiving meal may have cost a bit more due to the avian flu outbreak earlier this year...but there are ways to make up for the rising prices... a big meal means a lot going on in the kitchen...but some energy saving tips will mean savings on the bill... for instance, cooking side dishes or smaller servings in a microwave instead of the oven can use up to 80 percent less energy... and if you are cooking in the oven, do all of the baking at once and use a timer to monitor the progress. moving up top, make sure you match the pot to the burner....smaller pots on the bigger once can waste more than 40-percent of the burners heat. elias: moving from energy savings to fuel savings...the nation's top to fuel savings...the nation's top airlines are giving thanks this year for lower gas prices. the four top airlines posted record profits thanks to low fuel costs. while it's good news for them... passengers have not seen much savings for themselves the average cost on american, united and southwest has decreased by only four- percent. fares have stayed high despite lower fuel costs because demand for travel is growing. elias: americans are saving money faster than they are spending it. it's a key shift in spending habits that started during the great recession. and the trend continues heading into the holiday shopping season. the u-s commerce department says the savings rate in october. in almost three in other words, americans put 40-billion dollars in october rather than spend it. elias: now to all like to know big on your groceries. americans will spend -- on average -- more than 150 dollars spend -- on average -- more than 150 dollars on holiday food shopping and those weekly bills can be much higher. but abc's linsey davis shows us how one family saved thousands a year. " you're watching local 5 news midday in hd. we are iowa" elias: good morning and thanks for joining us for local 5 news midday...i'm elias elias: chicago on edge this morning after protesters taking to the street overnight. new video is released of that officer chasing that teenager right before shooting him. abc's alex perez is in chicago with the latest in your national headlines. the latest in your national headlines. this morning new images from the dashcam inside chicago police officer's jason van dyke's squad car - showing 17 year old running away as van dyke pursued him..shortly after, the the car and shoots the teenager 16 times in 15 seconds. we will not show you the entire video. this as we're learning more details about van dyke's past with the police department. according to civilian watchdog group invisible institute- citizens filed at least 20 complaints against him since he joined the force in 2001. including allegations of using excessive force and racial slurs. but so far van dyke was not disciplined. abc news has confirmed 18 complaints. (good boy) but his dog... is just years with the state patrol... most everything else hes gotten rid of. 23:30:25 i had my retirement letter typed up, i couldn't wait to hit send. one of the happiest days of my life. he says he doesn't even like being referred to as "sergeant" anymore... its a reminder of what he says is a mistake that will stay with him forever. 23:29:36 that is something you'll never forget. i was part of this organization. we all have to take responsibility, its something that will stay with us for the rest of our lives. the mistake... he says was when missouri highway patrol merged its road and water operations...and he was in charge of signing off on the training of a trooper named anthony piercy... 2:50:27 they enouraged him to the the first 20/20/20 officer, 20 dui on road, 20 bwi and 20 drug arrests. they actively encouraged him to be top dog, and i think that had a little to do with all of this. rush rush so we can get to the next one. he says piercy wasn't experienced enough on the water to be making arrests... so when he took 20 year old brandon ellingson into custody for boating while intoxicated may 2014... it was a perfect storm. 22:52:12 he called me several hours after he killed brandon ellingson, said he went from the highest of highs to lowest lows. piercy handcuffed ellingson... and later investigations show he placed the wrong type of lifejacket on him 22:33;54 he said he had a brainfart... just picked the first one, he was in a rush to get out... ...and took off on speeds topping 40 mph... when ellingson fell out into the water... the lifejacket fell off.... henry says thats when piercy continued to fail horribly to do the right thing. 23:03:39 it was a very simple rescue, if he had maintained his wits, jumped in and told people he could have held onto him for over an hour, you don't let a kid out there while you're in the boat... he didn't even call for backup. piercy did eventually jump into recover wasn't able to keep ahold of him... and says he struggled to stay it's a story randy henry says changed over time... 23:02:17 i told him he was lying, i was gonna support you through this. you're lying to me. we are done. i'm not gonna support you. you killed this kid, now you're lying about it. you are not very remorseful if you're lying about it. nikki: what did he say? nothing. he walked out. i haven't spoken to him since. lies and mistakes.... that randy henry says was paid for with brandon ellingsons life. 22:55:34 could brandon have done anything differently? no. brandon ellingson was cooperative, you can see that in the photo (show photo) 23:23:26 missiouri highway patrol killed responsible, but i share in that responsibility. when it came time for the state coroner to investigate if piercy should face criminal charges, henry says purposely withheld evidence and witnesses to change 23:07:23 if the jury had seen all the evidence, i could have accepted this but the evidence was witheld. the system is broke and no one was held accountable for that. today piercy is still on the job... a fact henry struggles with. 23:05:41 i believe there are elements there for involuntary manslaughter. nikki: should he be in jail? not saying he needs to be in jail... but charged with a felony and let the courts decide. henry himself was demoted and transferred to another area after he claims officals encouraged him to lie their training program on the record. with the organization... but believes changes need to be made... or this could happen again and again. 23:25:27 until missiouri out of the practice of themselves. this isn't going to work. elias/lam we tried contacting the missouri state patrol but they won't respond to our request for any comment. a new special prosecutor will be investigating, and the ellingson family has filed a civil case. stay with local 5 as we follow what happens in both cases. elias: still to come on local 5 news midday...
