Elias the Des Moines Police chief says the deadly june 9th shooting with one of his officers was justified. This morning a closer look at the minutes leading up to a bizzare chase that left an unarmed man dead. Local fives kattey ortiz has the story. It starts with a routine traffic stop on merle hay road. While an officer is running plates. 28 year old Ryan Bolinger pulls up next to him in the middle of the road. move your car out of the way the officer repeatedly tells him to pull over elsewhere. move your car out of the way youre going danger bolinger outside of his car he gets back inside, and takes off. Starting a low speed he pulled up next to me at a traffic stop and got out of his car. Started running around on the highway then jumped back in enter officer Vanessa Miller who was called to help. This is video from her dashcam. Bolinger makes a u turn at the intersection of merle hay and urbandale. were gonna turn around, were turning around bolinger is blocked the first officer in the front and miller in the back. In a matter of seconds. Bolinger gets out of his car and runs up to millers window. were running shots fired once bolinger is on the ground. Miller is shaken up. are you okay . Yea. He came up to the window. Right up to my window. Were alright Des Moines Police chief dana wingert cleared miller after an extensive internal review and says she feared for her life. And did what any reasonable person would do. Scanner traffic never suggested that bolinger was armed and he was never weapon on him. but it also didnt about him not being armed. Thats where you put yourself in that officers shoes. In that split second she has to make that decision. If we want to she didnt do this or why she didnt do that, lets speculate if he had a firearm. If he had ill intent, and he does have a firearm, and she attempts to put her car in reverse, now we could be talking about a tragedy in a whole different light. elias officer Vanessa Miller is on personal leave. This is different from the administrative leave that was done following protocol after the shooting. The chief did not want to answer when she would come back. If at all. Elias still no verdict. And a court case weve been following now for a week takes a surprising turn. Elias and the trial could possibly be headed for a hung jury. Pete polson is charged with shooting up a Pleasant Hill neighborhood last fall, seriously injuring two people. Elias after 16 hours and two full days of deliberation the jury in his trial had a lot of questions. Asking the judge and attorneys to clarify what intoxication and mental disability means in relation to this case and if attempted in relation to this case and if attempted murder necessitates premedatation or motive. Elias moving now to the western iowa city of harris, a project is moving forward with a tax plan that will divert millions of dollars into a fund for future projects. Its called tax increment funding the money is coming from a wind farm near harris iowa. Tif funding essentially borrows against the projected revenue of an existing project. The dollars generated from the turbines near harris will generate more than 170 thousand dollars a year for tif projects. Thats three and a half million over 20years. Elias some in the greater sibley community dont agree with how that money will be used. And shared their thoughts at a Public Meeting farmers associated with the wind farm are furious and say no other options for raising money were ever discussed. Despite their objections the city plans to more forward with the tif funding. We have 170 people in our city, we dont have the budget, we dont have the debt ceiling like bigger cities do to take on stuff like this, said greg spaethe the mayor of harris. Elias the Wind Turbines are on the tax roll at 17 percent and this is the last year that a tif can be passed to divert those revenues. Those will now help fund updates to the cities roads and sewers next spring. Elias on the other side of the state, a different type of tax will help build and improve projects in cedar rapids. This time were talking about a selfsupporting Municipal Improvement district. The city council brought up the idea for the new bohemia and Czech Village areas of cedar rapids. The hike in taxes would go directly back into the area. The proposed change would raise commercial and Industrial Property taxes resulting in about 56 thousand dollars a year for new projects. Elias get ready to see preparations around central iowa for the coming winter. Elias starting today, city workers in ames will begin winter preparations at park facilities. The parks and Rec Department will shut off the water in the 37 parks it manages, with no heating infrastructure in the facilities, cutting off the water prevents burst pipes. My family has suffered loss and i hope there would come a time that sooner rather than later when you think of you loved one, it brings a smile to your lips before it brings a tear to your eyes. But while i will not be a candidate, i will not be silent. I intend to speak out clearly and forcefully to influence as much as i can where we stand as a party and where we need to go as aation. Democrats should not only defend this record and protect this record. They should run on the record. We have got a lot of work to get theres a lot of the president theres a lot tt the president will have to get done. But let me be clear that well be building on a really solid foundation. But it all starts with giving the middle class a fighting chance. I know you in the press love to call me middle class joe and i know on washington thats not usually meant as a compliment. It means youre not that sophisticated but it is about the middle class. It isnt just a matter of fairness or economic growth, its a matter of social stability for this nation. We cannot sustain the current vels of inequality that exists in this country. I believe the huge sums of unlimited and often secret money pouring into our politics is a fundamental threat to our i think its a fundamental threat. Because the i domiddle class will never have a fighting chanc in this country as long as several 00 families, the wealthiest families controlol the process. Its just that simple and i believe we have to level the Playing Field for the american people. And thats going to take access to education and opportunity to work. We need to commit. Were fighting for 14 years. We need to commit to 16 years of free Public Education for all our children. We all know that 12 years of Public Education is not enough as a nation. Les make the same commitment to a College Education today that weade to a High School Education 100 years ago. Children and child care is the one bigst b barrier for working families. We need as the psident proposed to triple t child care tax credit. Increase in the number of women able to be in the work force and will raise our economic standards. There are many ways to pay for this. How do you pay for this . Many ecquit kabl wayays. By limiting the deductionso 28 of income. Wealthy folks will end up paying more. Buff its my guess and i mean this sincerely. Theyll be hapappyo help build a stronger economy and a better educated america. I believe we need to lead more by the power of our example as the president has than merely by the example of our power. We have learned some very hard lessons from more than aecade of large scale open ended military invaons. We have to accept the fact that we cant solve all the worlds problems, we cantt solve many of the argument that we just he to do something when bad people do bad things isnt good enough. Its not a good enough reason for American Intervention and to lives on line. I believe we have to end the politics ripping this country apart and i think we can. Its mean spirited and petty and its gone on for much too long. I dont believe like some do republicans. I dont think we should look at republicans as our enemies. They are opposition. Theyre not our enemies. And for the sake of the country, as the president said, compromise is not a dirty word. Look at it this way folks, how does this country function without consensus . Being able to arrive at consensus . Four more years of this kind of pitch battle may be more than this country can take. We have to change it. We have to change it. And i believe wee need a moon shot in this country to cure cancer. Its personal. But i know we can do this. The president and i have already been working hard on increasing funding for research and development because there are so many breakthroughs just on the horizon in science and medicine. The things that are just about to happen and we can make them real. With an absolute National Commitment to end cancer as we know it today. And im going to spend the next 15 months in this office pushing as hard as i can to accomplish this because i know there a hill who share our passion, our passiono silence this deadly disease. If i could be anything, i would have wanted to be the president that ended cancer because its possible. I also believe we need to keep moving forward in t arc of this nation toward justice. The rights of the lgbt community, immigration reform, equal pay for women and violence. Racism. Every one of these things is equality. Its about fairness, respect. As my dad used to say, i its about affording every Single Person dignity. It not complited. Every single one of these issueses. Forces of hate and division wont l up but do not represent the american people. They do not represent the heart of this country. They represent a small fraction of the political elite and the next president is going to have to take it on. Most of all i believe theres unlimited possibilities for this country. I dont know how many of the white house staff and people have heard me say repeatedly that we are so much in a better position than any other country in the world. Ive been doing this for a long time. When i got elected as a 29yearold kid i was called the optimist. I am more optimistic about the possibilities, the incredible possibilities to lead forward than i had been any time in my career and i believed in my core that theres no country on the face of the earth in the better position to lead the world in the 2 21st century than the United States of america. Washington just has to begin to function again. Instead of being the problem, it has to become part of the solution again. We have to be one america again. And at our core ive always believed that whatt sets america apart from every other nation is that we ordinary americans believe in possibilities. Unlimite possibilities. Possibilities for a kidrowing up in a poor inner city neighborhood, a spanish making home. Or a kid from mayfield and delaware and pennsylvania like jill and i. I. To be able to be anything we want to be. To do anything, anythg that we want. Thats what we were both taught. Thats what the president was taught. Thats what i grew up believing. And you know, its always been true in this country. And if we ever lose that, weve lost something very special. Well have lost the very soul of this country. When i was growing up my parents in tough times looked at me and would say to me and my brothers and sister, honey, its going to be okay. And th meant it. They meant it. It was going to be okay. Some of you cover me by saying go back to your old neighborhoods. Talk to your contemporaryies who arent as successful as you have been. There are too many parents who dont believe they can look their kid in the eye and say honey its going to be okay. Thats what we need to changege. Its not complicated. That wilill be the true measure of our success. It will not have mett until every parent out there can look at their kid in tough times and say honey, its going to be okay. And mean it. Thats our responsibility and i believe its totally within our power. The nation has done it before in difficult times. Ive had the great good fortune and privilege of being in Public Service most of my adult life since ive been 25 years old. And through personal triumphs and tragedies my entire family, my son beau, my son hunter, my daughter ashley, jill, our whole family and this sounds corny but we found purpose in public life. We found purpose in public life. Not just me, we intend to spend the next 15 months fighting for what we ha always cared about, what my family h always red about with every ounce of our being and working alongside the president and members of congress and our future nominee. I am absolutely certain we are capable of accomplishing extraordinary things. We can do this. And when we do, america wont just win the future, we will own the finish line. Joe biden says he is not running for president. Also happening in the political world. Elias the search continues for the next speaker of the house. And now representative paul ryan says he is now willing to pursue that job if he gets the support of three key republican groups. Ryan has given them until friday to get back to him. Elias thats where a man was arrested for threatening another man and his 17yearold son. They say 22 yearold Alex Spangenburg fired a rifle out of his truck window at them and drove away. Officers later pulled spangenburg over they say he was intoxicated and found a rifle and ammunition in his truck. Hes charged with carrying weapons while intoxicad, reckless use of a firearm, firstdegree harassment, and operating under the influence. Elias also in newton a man is jailed on attempted murder charges. Police say john britton intentionally hit a man with his car, then repeatedly hit another car carrying a 5 month old child and a 50year old woman. Britton told officers that his intention was to kill all three of them. He faces three counts of attempted murder, as well as reckless driving and leaving the scene of the accident. The investigation is ongoing. Elias and over in norwalk last night disaster is averted. Multiple fire crews were called out to help with a structure fire in a home in rural warren county. A familys garage caught fire and the flames were getting dangerously close to a propane tank. Luckily, firefighters were able to douse the flames and keep the tank cool as well. There were no reported injuries. Elias and over in ames a Police Officer was able to turn a common crime into something extraordinary for one young boy with the help of a local business it started off as a theft report. But what a Police Officer did next completely changed the outcome of this story. Five year old fionn fin s bike was stolen out of his yard last week. He insisted to his parents they needed to report the crime to the police. Officer vince junior took the report and went one step further. He contacted local business skunk river cycles and was able to get a donated boys bike to give to fionn. Me being the middle man, i knew the resources. It worked out that i was able to go there and get the bike. Its amazing, sweet and above and beyond the call of duty for sure. Elias skunk river actually low on now.
