The 17 year old was shot and is facing several charges after the january 16th incident. We are seeing two perspectives of the shooting has it played out in pine hills. After the shooting the driver crashed into the a vacant house on stony brook lane and was treated for minor injuries and the 17 year old is now charged with three felony charges including aggravated salt on a Law Enforcement officer with a motor vehicle, fleeing and alluding and grand theft of a motor vehicle. The officer wasnt injured in the situation. The Florida DepartmentLaw Enforcement is investigating the shooting. Reporting live in the studio holly bristow. Bob the Salvation Army is opening a new homeless shelter for thousands camped outside of the administration building. Tiffany teasley has the latest from there. Reporter dozens in the Homeless Community are here outside of the Volusia County administrative building. They have been camped out for two months here. I am standing with pastor mike who is a homeless advocate. And this is an ongoing dispute between the city and county for two months. Give us the back story. 7th. They gave the city of Daytona Beach before that an altimatem to come up with plan to shelter the homeless within 60 days or risk loosing funding for the regional shelter that has been mired in politics for the last two years. This is just a situation that has grown stronger by the day. Last night we had 135 people here with another 50 in cold shelters. So obviously it is something that is not going away. They did open up 46 beds at the local Salvation Army. It is a little too little too late. A lot of people just dont want to go because they know what they have here and they are fearful of what happens if they left here. Made. One of the particular promises that was made that they could leave later in the day, like 9 are finding out they have to leave at 6 a. M. So they would be dumped on the street anyway. I dont know how reporter that was sort of my next question. We understand buses were provided to go to the Salvation Army homeless shelter. Why did so many chose to stay in the administrative building . They like it here. Not a lot of rules. Not a lot of supervision. Ultimate solution. But you are talking about folks that are independent. Helped. They just have to be in a structure that has some rules and be left alone, really. Reporter thank you so much, pastor mike. Andrea a man from deland is grazed by a stray bullet and says his lucky hat saved his life. Kelly joyce is live. Talk about being in the wrong place at the wrong time. Reporter police are hoping anyone who saw anything or knows anything about the shooting happening on garfield avenue at about 4 30 on saturday afternoon. They are hoping anyone with information comes forward. Laura cronin and her son josh are close. When josh was a few weeks ago he had a shunt put in his head and he is developmentally delayed with a mind of a 14 year old. He has come a long way. He is a regular kid. Reporter josh was walking with two friends near this apartment on garfield in deland. And the first thought was it was a firecracker. And then he said that he felt like he had gotten hit in the head with a baseball bat. And he put his hands back and there was blood. Reporter josh was shot in the back of the head. His friend called 911. Laura cronin told her joshs baseball hat might have helped save his life. They think perhaps the plastic clip that clips on the side for the back of the cap possibly deflected the bullet enough and the momentum so it didnt go through this skull. Reporter doctors told josh it was a miracle. There is too much swelling to remove the bullet and they will try again in ten days. Josh and his mom want to know who did this. Police havent been able to find any witnessess. I believe he was in the wrong if anyone saw anything they need to come forward because this can happen to anybody. Reporter josh is at home recovering tonight. Doctors will go back in ten days to see if they can get the bullet out. Right now doctors and the family believe the bullet looks like a 22caliber. Bob the Marion CountySheriffs Office is investigating after a neighbor shot and killed his fellow neighbor over the weekend. His girlfriend got into an argument and detectives say she ran to a neighbors home for help and when the two showed back up the neighbor and rat cliff got into it. The investigation is leaning toward self defense. Right now our main goal is to meet with the state Attorneys Office this week to determine if any they feel any charges should be pressed against this individual. There is state legislation going on about when you move items in the city who should pay for that. Should it be at t or the city. So we have agreed that we would front the cost and then we would argue later, i guess, about what the percentage or who should pay for that. Reporter would that be the soccer team, at t or the city . None of that has been determined. Reporter taxpayers are unsure. Was not fully understood up front. It is like the plumbing line that was 4. 5 million. In those two items we are up to 8 million and counting. Reporter this is the second time the ` city is paying for infrastructure around the stadium after the mayor said there is no city money into the deal. We went into the agreement believing we would be the ones responsible for the construction, operation and maintenance of the stadium so we were well underway with all of those improvements when we thought it would be publically funded.
