Just under an hour ago the governor warned we could see the worst flooding since hurricane floyd and president obama declared a state of emergency for 66 counties. Reporter the governor walked into this new sense of urgency. This 48hour map says the track has shifted more north and west. As a result, he says most of the state will get winds and rain. The map shows according to the Emergency Operations center, wilmington and moorehead city could get up to 18 inches. The governor says some of the threatening rain throughout our state. This has the potential for North Carolina to see the worst flooding since hurricane floyd in 1999. Coastal regions of the state, including the wilmington area, could see rainfall totals over 15 inches or more. Reporter duke energy beefed up the staffing to handle what it anticipates will be a as matthew works its way up the coast. Dozens of corporate employees from other divisions have been brought in for training so they can get outage reports into the system with minimal delays. We submit the outage while the customer is on the phone with us. That goes straight to dispatch and we have somebody sent out. Currently there are a total of 975 customers in your area. Reporter right now the apparent from florida but coastal areas of the state could soon be the focus of outage repair efforts. North carolina, we are expecting to be the hardest hit in the southeastern area of the state. We have crews from western North Carolina headed in that direction. We saw some surfers out here earlier. People who were going to ride this out yesterday, today they pretty much changed their mind we went up the coast to the lazy turtle. They spent the day boarding up windows and placing sandbags on the floor so water cant get in. Their back porch is feet away from where the water can get into the building. The waves are amazing. They are already maybe 7 or 8 feet from our back porch. So its kind of fun and exciting, reporter again, mandatory evacuation for all visitors, voluntary for those who live out here. The big concern is flooding. Emergency officials warn if these roads flood, they may not be able to get to people quickly if emergencies happening. We had a bad experience evacuating from hurricane isabel when we lived on the outer banks. So were reluctant to go and then have trouble getting back. And we have been about the situation with airlines, thousands of delays an canceled flights due to the hurricane. Reu has business as usual for passengers headed to other parts of the country. Even in airport in this South Carolina are having to cancel flights. Major airlines are offering waivers for people flying to areas impacted by Hurricane Matthew. It is now friday night and after covering this storm all week and going through the what we are expecting to be the worst of the weather is going to arrive tomorrow. Today was heavy but no Severe Weather today, just light to moderate rain showers well ahead of matthew as they rotate through the area tonight east to west. It got a lot more humid today because this is a tropical system. That tropical moisture is around muggy and it will stay with us through tomorrow. The eye of the storm is down here off the coast of jacksonville, florida. The rain shield extends all the way up to our neck of the woods. The heavy rain shield extends about 200 miles up to charleston. Its now a category 2, the weakest its been in a week. Remember earlier in the week our dew points were in the 50s in today they shot up into the low 70s. Thats where it is in the summertime. We dont like that. Its muggy out right now but temperatures are in the 70s, so it may not be horrible. You can definitely feel the mugginess. With that and thick cloud cover, our temperatures wont move much for the next several hours. Low 70s now, staying 70s through tomorrow morning. Ill keep the rain light and scattered through midnight, really through 2 00 a. M. Its about 4 00 a. M. And beyond the heavy rain starts to arrive from the south. Ill take you through the satellite and radar hour by hour in a second. Our friends at the air force are out there in the National Hurricane hunter aircraft, and they have found a 110milean hour winds moving to the north bit. The higher the pressure goes, the weaker the storm is getting. So well keep an eye on that. The latest track is still a hug to the coast before it loops out south as we head into next week. Theres the center line. I want to show you whats changed. Not a lot has changed tonight at 5 00. And shifted closer to our coastline. So saturday afternoon, its going to be in between charleston and myrtle beach, staying that strength as it loops around through late saturday night and early sunday morning. Again, close to our coast. Since its closer and since its a slow mover, we have a lot of rain coming. Thats one of our concerns as we head into tomorrow. Morning hours tomorrow. We are watching the yellow here, Tropical Storm force winds above 39 miles an hour. By about 7 00 a. M. , those winds are hitting the sand hills and could reach the i95 corridor saturday afternoon. The worst of the winds, saturday afternoon and saturday evening along the coast. Then well see relief after midnight. Its pretty much an all day wind event for us. The rain, well pick it north of the Florida State line. The heavy rain still pummeling South Carolina. Well watch the heavy rain arrive in our area. Then its going to rain heavy for most of the day and into the early evening hours. Late evening well start to see the heavy rain move out. Well dry out overnight and quickly sunday morning, up, well start to see some clearing. There you have the all day heavy rain event. If you stepped away over the last day or so, there have been changes. Since the track shifted north, our rainfall totals have also shifted. It could now be 7 to 9 inches of rain in the sand hills, 4 to 7 through that could cause minor flooding. I am worried about flooding in the sandhills and trees coming down on the power lines and homes and cars. Our storm team has been tracking this all week and we begin tonight with a look at the changes. Lets start with the 5 00 hurricane center. For the first time in more than a week, this system is not a major hurricane. It was a major hurricane for that long. Tonight winds have dropped to 110 miles an hour, making it a category 2. It has also still not made landfall officially in the united states, staying 30 to 50 miles offshore as it came up the georgia night. It cons to cause problems with way too much rain and strong winds. We are feeling the effects and we still have light scattered showers rotating through the area overmight. The heaviest of downpours up along the virginia border. What well see is not severe and not going to cause any threat in addition to stronger winds. No big shift at 5 00 tonight but there was a shift this morning. Saturday morning its approaching myrtle beach and curving around through the Morning Hours of saturday. The center is possibly 150 miles from raleigh. But the rain shield is 250 miles out from the center. So we could see 7 to 9 inches of rain in the sandhills, top of 50mileanhour winds. We could have a threat of Power Outages due to that as well. To find out more about what id did to florida, lets get to bill. You can see the storm off jacksonville. Over 150 miles of solid rain and that shield goes further than that to the north. The yea of the storm didnt come ashore. Within 10 or 20 miles. Right now its about 38 miles away from the coast of jacksonville, florida as it moves north. The good thing, how much rain did they get . Most of the rain for florida stayed offshore. You could see amounts that came in about 4 and a half inches of rain. You can see around jacksonville, picking up about 4 and a spreading to the north also. Look at the wind gusts. They have died down somewhat. That is good news, still 55 mileanhour winds. Look how calm it is there. We look toward oak island and this will only get worse. The hurricane warnings go all the way to surf city so we have to prepare for strong winds and some rain. Thank you. One of the areas we are island. Wind gusts could be up to 50 miles an hour, leading to power the whats coming tomorrow. Today it was just light scattered showers and came with absolutely no sunshine. Those clouds will stay with us through the overnight hours. Temperatures wont move much because its also now humid outside. This is a tropical system and its bringing tropical humidity with it. Well lock temperatures in tonight through the overnight in the low 70s. Its going to move in from the south, sandhills then up to the triangle, then maybe getting closer to the virginia border. But i think the triangle is about as close as the heavy rain is going to come. Theres the storm, looks a lot different after watching it all week. Its a powerful storm act 30 to 40 miles east of jacksonville right now. Look at the path. Remember, this still has yet united states. At 5 00 tonight, the winds came down to 110 miles an hour. For the first time in a week, its not a major hurricane, a 3, 4 or 5. Its now a category 2, and will stay parallel to South Carolina as it weakens to a category 1 throughout the day. Holding that category 1 status saturday night and sunday around and heading south and weakening to a depression by next week. Theres the center line. It didnt move much tonight but it shifted north earlier today. Hour by hour, satellite and radar starts tonight at 10 00. The heavy rain is still in South Carolina. The eye east of the georgia coastline. Well stop it again 5 00 a. M. On saturday. Some light rain falling, reach the sandhills. So 5 00 a. M. , and its not going to stop in the sandhills. It reaches the triangle about 9 00 a. M. Then its not going to stop for us. I95 will see the heaviest rain after lunchtime, say north of rocky mount. Most of us are getting heavy rain all afternoon and into most of the early evening hours. Thats an allday heavy rain. Thats why the totals have gone up. By sunday morning early, if youre up really early sunday, you could catch some rain and clouds. Otherwise we clear and dry out quickly. The problem with sunday, it will still be windy and could have additional Power Outages. Because of how long and how heavy its going to rain, most of us are under a flash flood watch. So 8, maybe 9 inches. The wind situation, the Tropical Storm force winds will start to reach the sandhills about 8 00 a. M. Then its going to be windy all day down there. Hurricane force winds are possible for the southern beaches, around the corner to ocean isle, places like that. Our winds will start to let up us. We have a wind advisory and could see gusts 20 to 40, even 40 to 50. So not a pleasant day, as you can imagine. And the threat level has increased for us in the last 24 hours.
