at the white house as the president will sign healthcare reform into law. he's going to do that about 11:15 and the republican back lash has already started. abc news t.j. winnic tells us they are already laying the ground for. >> reporter: the fight is far from over. >> the debate over healthcare reform has really just begun. there's no signs it's going to end soon. >> reporter: the attorneys general in a dozen states, all of them republicans have filed suit to block the bill, it's mandates that everyone get health insurance are unconstitutional. two republicans have introduced bills to repeal the legislation. something republicans will campaign on. >> it sends a message and it lays the ground work because this november the american people need to know where every machine of congress stands. >> in the hours following the bill's passage, nancy pelosi -- while she remains a lightning rod for controversy, the speaker insists healthcare reform simply couldn't wait any longer. >> the cost of health care in america, both in delivery of service and insurance to families is unsustainable. the upward spiral of rising medical costs can drive our country bankrupt unless we take this action now. >> reporter: the senate now debates the bill passed in the house. democrats will try to pass the measure using budget reconciliation rules which would just require 51 votes. speaker of the house nancy pelosi had plenty to say to abc diane sawyer and you'll have a chance to they're hooer that coming up the a 9 -- at 9:00. and of course we wants your two cents on this issue, especially on you were baltimore city, you spend the money on at-risk youth. >> reporter: that sound and this sight are all too family in neighborhoods throughout the city. today state and city officials met at patterson public schools to kick off youth violence prevention week. >> the goal is get the community, whether it be our religious partners, whether it be teachers, parents everyone in the community to come together and help our youth. >> reporter: safe streets depend on community involvement, a strong public educational campaign that focuses on our at-risk youth. for the past year, kathy mcclain has ran a successful program in chery hill. >> it benefits the entire community of chery hill because we do have enforcement programs, we have reentry programs, but safe streets particularly targets young people who are at risk of carrying a gun, at risk of being a victim of gun violence torks help them -- to help them change your decision-making. >> reporter: with this intervention program, they hope to cure the problem. just last week a 14ier old was arrested for allegedly shooting another young man. such a senseless crime. >> it does take a village to raise a child. chery hill is making every attempt to get to that point. >> reporter: this program will target young people ages 14 to 25 and give them alternatives to lead productive lives. there are a host of activities going on all week long. for a complete list, go to our website, abc2news.com. linda, they are eye sores and they breed crime, they're talking about abandoned cars on city streets. they've been getting a lot of attention lately. brian kuebler shows us how the police and the community are working to move these cars. >> reporter: it's not the most liked sound but since august the city tow trucks have been clearing the way. >> sometimes vehicles are abandoned for various reasons, owners can't get them fixed and the owners leave them there but they're an eye sore and a hazard. >> reporter: the city department of transportation and city police have been teaming up to identify neighborhoods, notify cars and lift these cars up and off city streets. >> they can be very dangerous if they're left there. row dents can get into them, make a haven and a home. it's a health issue and crime issue. >> reporter: operation raven has been running since august and d.o.t. says it has removed more than 300 abandoned cars from select neighborhoods. this car near downtown was towed this afternoon. it will join the hundreds of others in the impound lot while the owner is notified. clearing a threat, clearing a space. in downtown baltimore, brian kuebler, abc 2 news. >> operation raven is all but wrapped up but the department of transportation says you can always call 311 to report an abandoned car on your block. we all want to change things in our life but whether it comes down do scalpel and tissue, we call on dr. michael cohen. thank you for joining us. >> you're welcome. >> you say it's spring time, a lot of people are looking to do plastic surgery but there are things you need to be aware when looking for a doctor? >> finding a board certified prafk p -- plastic surgeon is important. it's important to understand the doctor's qualifications, their background, their experience, but i think most importantly, board certified plastic surgeons are the people to go to. >> you know a doctor like you said can claim a lot of things. is there something like a certificate you should look out for in their office? >> absolutely. i think there are ways to find this out before you get to the office. if you go to our society, the american society of plastic surgeons or the american board of plastic surgery you should be able to find a directory of board certified plastic surgeons in your area and that should eliminate the potential forking in gog somebody who may not have the background or experience you are looking for. >> what are some of the questions you should ask? >> you should actually ask do you do these procedures a lot, what's your experience, can you show me before and after photos? can you provide a list of patients who may have had these procedures that may be happy or could you know stand up for the procedure and talk about your qualifications? so i think that you can ask a lot of questions. am i a good candidate. do i have a real problem that you can fix and have you done this many times before. >> are there certain warnings signs that should alert you, may, maybe this doc isn't the one i should be seeing. >> asking around is important. having friends that may have had plastic surgery or may have gone to somebody is going to be a helpful resource. if they're not willing to show you photos or if they're not willing to educate you or the exam is very brief and cursory, i think that's a sign that maybe the person's not the right person for you. >> right. so the bottom line here is obviously to do your home work. you shouldn't just trust any plastic surgeon out there. >> and getting several opinions can be just as valuable. if you go to somebody and you maybe just don't hit it off, go to someone else and get that feeling. >> thanks for joining us this morning. >> thank you. >> jamie. hey, doctor out of the 11 contest ants on "dancing with the stars", how many have had plastic surgery? >> you've got to give it to buzz, really, all over the place. >> next week in a space suit and puts the american flag on the floor. the health care bill got through congress thanks to the speaker of the house nancy pelosi and republicans say she is their target come november. . come lg up, what the speaker thinks of the republican attacks and the motivation why she wanted healthcare reform passed. a special boot camp especially for ladies. the idea is help you get a grip on what's under the hood. . now, back to today's hot topic, the healthcare reform bill. the president will sign the landmark legislation today but the work isn't over just yet. republicans say they will continue to fight it in whatever form is appropriate, including the courts. a companion measure house democrats approved to make changes will be approved by the senate. republicans to -- plan to load up it with a score of amendments. the person who spear headed the effort to pass healthcare reform is house speaker nancy pelosi. many give her credit for locking up the vote. she did with with an epic blend of persuasion, mussel and bill even when half of washington says nothing can do. abc news anchor diane sawyer sat down with the speaker. >> reporter: last night they cheered her in the chamber and lining up in fronted of her offices. they're unwavering, almost 70 year old speaker, mother of five, grandmother of seven. she is powerful and polar rising, republicans say they'll run against her in the november elections but politics is in her dna. her father acongressman and mayor of baltimore, there in a wheelchair when she was sworn into congress. he did not live to see her become the first female speaker. we talked to her in the room where the president called her last night to thank her. this is the room where the president called you. what did you say to each other? >> it was pretty exciting for both of us. many presidents since teddy roosevelt have tried to pass healthcare reform for americans and many speakers of the house have tried to do it as well and last night, we had that level of success. i told him that i was certain it would not have happened without his vision, without his commitment, unwavering commitment to making imprensive healthcare reform, health insurance reform the law of the land. >> reporter: as you know there were such victory all around the capitol and inside the room last night. we heard people saying this is nancy pelosi's one party rule. >> shame on this body. shame on each and every one of you. >> reporter: we heard the minority leader
