loved and cherished. i just hope that -- we don't hate the person who did it, but we just hope and pray that justice is served. >> reporter: what message do you hope to send to the community tonight? it is the second senseless killing in baltimore city in less than a week. >> yes. it's everything that has gone on in baltimore city, it's not worth all the killing, the fighting, the hurting each other. it's not worth it. it's really not. it seems like it's not going to get any better. sorry to say but seems like it's not going to get any better but i hope and pray that they can get the people who done this. that goes to everybody who lost someone in a tragic way. i just hope and pray that baltimore city people, we just learn how to love each other and stick together and stop hating, a whole bunch of hate for no reason. >> reporter: thank you so much. again, all the best to your family. again, that vigil is underway now. to remember the life of milton hill. a father, a grandfather, even a great grandfather. he was such a loving man here at the church, he volunteered, again, for more than 20 years. you can see by the turnout how much people loved and respected him. just a quick update on the police investigation, they are still looking for his green scooter. and the suspect behind the killing. live in east baltimore, cheryl conner, abc2 news. >> thank you. police in queen anne's county are asking possible witnesses to come forward following a two-car crash that killed two people over the weekend and left two others seriously injured. police say a bmw driven by 35-year-old victor smith was northbound when the car crossed the yellow line, slamming into an oncoming vehicle. two passengers in the bmw were killed. officials say no one was wearing a seat belt. another lawsuit has been filed against the federal government in the 2008 maryland state police helicopter crash that killed four people. the attorney for kenneth mower says he deserves compensation because of the negligence of air traffic controllers. his wife tanya died in the crash. she was a volunteer paramedic. mallard is seeking $7 million. it's the second wrongful death lawsuit filed as a result of the crash of trooper 2. clouds are breaking up across the area. we had some scattered showers way down to the south. especially anne arundel county got reports of showers through the afternoon but everything is clearing out nicely. as we go to the satellite and radar you can see the showers now over the east shore. that is continuing to move offshore. digital weathernet numbers coming into the upper 70s from glen burnie down to edgewood, brooklyn park at 79 degrees. else where, around 80, the warmer spot is frederick, especially to carroll and howard county, away from the shoreline. moisture content is the headline of the weather feature. we're getting more in the way of humidity. temperatures into the 60s. the overnight numbers play out to about 80 degrees but turning more humid and stormy. we're going to talk more about that in a bit. should howard county executive ken ulman have county police officers provide security for his day-to-day activities? the policy is being questioned not just here but in other jurisdictions. as many struggle with tight budgets. roosevelt leftwich joins with us more. >> reporter: howard county police officer acts as a driver and provides security for ulman as he makes the official rounds of the county but it's what some are calling the private use of a police officer that is in question here. howard county executive ulman usually has a very busy public schedule from giving a speech or talking to the media to interacting with children on a playground. that is official business but ulman reportedly has had his county paid police driver and security take him to campaign events and other nonofficial events. that has ulman's republican challenger in this year's election crying foul. >> if there's a credible threat and he's in danger it's a different story but it's not something that i can imagine happening. and if it is i think that is something we would like to know. >> reporter: ulman has declined comment saying it's up to the police to determine his security. howard county police chief william mcmahon wouldn't comment on direct threats against the county executive but in a statement says "the police department provides one officer for security to the county executive, that is consistent with other jurisdictions." however, kit theman says even though the cost in overtime is roughly $20,000 a year and may not sound like much in the overall budget she says the county executive needs to serve an example. >> serving as county executive would be a wonderful honor but not something that makes the person who holds that office more important than the people they serve. i think that's the message it sends, when you use county taxpayer dollars to have police officers chauffeur you around. >> reporter: there are several other county executives in our area that do have police officers that provide security and transportation to events. baltimore and anne arundel county executives have police drivers along with the baltimore city mayor but the harford county executive drives himself. roosevelt leftwich, abc2 news. the firefighters and police officers union in baltimore want mayor stephanie rawlings-blake to get the picture loud and clear. today the two groups began a billboard campaign to express anger over the city's handling of recent labor issues. the billboard near east baltimore street and president street reads "welcome to baltimore, home to a mayor and city council who turned their backs on police and feist firefighters. the billboard was paid for by the fraternal order of police and national association of firefighters. the mayor released a statement on the billboard "this year's reform of the fire and police pension system ensures our retirees will have a dignified and secure retirement plan the city can afford." controversy brewing in baltimore city over the sale of unpaid tax bills. the issue is drawing criticism from some who say the city unfairly puts people who owe small amounts past the foreclosure. the city recently sold 1,600 wills -- bills who can move to foreclosure later this year if the owners don't pay up with interest. one bill was less than $4 in unpaid taxes and less than $400 in citations for a messy yard. the baltimore city council is expected to vote tonight on a five-year pilot program to test wind turbines for use in rural areas or manufacturing. also in tonight's agenda, a bill that would allow construction of cell phone towers in rural areas only in f the tower doesn't rise above prominent ridges and hilltops. they make the rounds every summer. door-to-door sales people trying to sell you all types of products. in this week's "scam alert" joce sterman explains why you should read the fine print if you get a knock about magazines. >> reporter: they are ringing door bells and pounding the pavement all over maryland. >> this isn't new. they do so every summer. >> reporter: they are selling magazines door-to-door. off seasonal work for students, many try to pay for their education or raise money for their school and make an emotional appeal they hope will seal the deal. >> you could actually be getting into a scheme that will deplete your bank account quickly because you were reacting to emotion and with emotion. >> reporter: that is why the better business bureau is fielding calls and warning marylanders to get a contract they can read before buying any reading material door-to-door. sellers are supposed to offer paperwork that clearly outlines the terms and conditions of your purchase. and lets you know how to cancel if you change your mind. >> that's what you should expect from any good door to door sales regardless of the product. >> reporter: if the door knocker that shows up at your house doesn't fully disclose what they are doing tell them to keep on knocking, somewhere else. you also need to make sure they are registered with the state to do door-to-door sales and supply contact information for the company they work for in case you need it. >> people should of course buy magazines if they want to. not discouraging that. you just need to be cautious. >> reporter: or else the final chapter on door-to-door sale could have a very unhappy ending. joce sterman, abc2 news. >> angie says you should be wary of any door-to-door offer billed as free or a bargain because they may end up having hidden fees that could cost a lot. she says keep in mind state law gives you three days to cancel any contract on items worth more than $25 so you've got plenty of time to change your mind. for decades a heart transplant was the only option for people suffering with congestive heart failure. there are other options now. the device helping give years back to heart patients. if you think you've got a tough job imagine trying to turn around the worst team in baseball. fortunately for orioles fans the buck stops here. those people are happy. [ all ] grab your bag. it's on. in tonight's "health alert" recently former president dick cheney received a device designed to help his ailing heart. what is it and how does it work? here's john lisk with today's health minute. >> reporter: tekila williamson wheeler has a busy life, a mother, wife and daughter, she needs energy to keep up with loved ones, but two months ago she could barely raise her head. ? i was pretty much living on the couch. i didn't want to get up or do anything. >> good morning. >> good morning. >> how are you today? >> fine. >> good to see you. >> reporter: wheeler suffers from congestive heart failure, the left ventricle in her heart was so damaged it needed help to pump blood to her body. though she was a candidate for a heart transplant it takes a long time to find a perfect match. her doctors recommended she have a ventricular assist device or vad implanted in her chest. >> it's hooked up into the ventricle and then gets the blood out of that left ventricle and then there's a motor or rotor that is actually then helping propel that broad back to the rest of the body. >> reporter: the vad is a mechanical device that is attached to a battery pack outside of the patient's body. there are different forms of the vad. wheeler is in a trial study for her device. like most vad patients she carries her battery in her purse or special bag. it's her lifeline until she gets a new heart. for today's "health minute," i'm john lisk. >> also in health news, a new study reveals calcium supplements may be associated with increased risk of heart attacks. a there were clinical tries involving more than 12,000 patients. the supplements taken without vitamin d with associated with a 330% greater --30% greater risk of heart attack. to learn more about the study log on to abc2news.com click on the news tab and then our health tab. it looks like coppin state isn't making the grade when it comes to graduating its seniors. the school is now taking steps towards a drastic overhaul to improve retention and graduation rates, the worst in the state university system. coppin also plans to toughen admission standards, also requiring students to meet with academic advisors before enrolling each semester. those laser pointers are a hot item in ocean city. especially among kids. but police say the new green pointers which are much more powerful are being misused. even threatening the safety of others. tonight, ocean city council is holding an emergency meeting to vote on whether children under 18 should be banned from buying or possessing the pointers. the meeting got underway 15 minutes ago. the latest on abc2 news at 11:00 and also on abc2news.com. travel record at bwi marshall airport, and an parent spokesperson says more than two million passengers went through bwi marshall in june, an all-time record for passenger traffic at the airport as well as nearly 9% overall increase over last june. we had a nice weekend. >> not bad. we had the sun and clouds. we were advertising some heavier rain but that stayed to the south which was good news. always good news, now we're going to watch for some heat and humidity, storms and we're going to wrap it under the package in the forecast. >> it's back. >> it's back. it looks like august is going to be hot, too, like july and june. here's the shot in the chesapeake beach. you can see we had the clouds, we did have a few peaks of sunshine so that allowed for the temperatures to head up into about 80 degrees or so. not a bad-looking day per se. downtown we go, still clouds out there and it's 80 degrees at the 6:00 hour. 50% humidity. southerly winds now switching more inland of a wind at 6 so that is allowing for the humidity to come back into play. bwi marshall got up to 82 degrees. normally should be about 87. so we were below average again. we're going to keep that 1955 record in the books for another year. that was 100 degrees. downtown 80 degrees, to the north, the west, the warmer spots, frederick 84. dc dulles at 80 and into cambridge temperatures into the 70s. so the headlines shape up like this, a little more sticky into tonight and especially tomorrow. we'll hold up the storm chances wednesday and thursday but the tropics are heating up. we're going to show you tropical depression four in a second. satellite and radar, there's the showers down to the south now starting to dissipate, everything moving offshore. our next weather feature now over into the midwest. this is going to take a couple of days to get to our backyard so we're going to allow for sunshine tomorrow and then increase the clouds for wednesday with the chance of storms. pretty nice-looking temperatures up and down the eastern third but here's the hot spot now, oklahoma city, down into dallas, temperatures into the hundred-degree mark. some of this air will continue to modify as it pushes towards the north. so the clouds are with us for the rest of the overnight. there's the clouds still with us tomorrow morning. we will peak into a partly cloudy sky for much of the 95 stretch. its not until say around wednesday afternoon where we get into some showers and even thunderstorms and some of those could test severe weather limits. we'll keep an eye on that as we head into the middle of the week. here's the depression we've been watching. you can see along the international -- i should say the i-tc line we keep an eye for showers and storms for the season. the storm is overall not impressive at the latest hour. it's encountering some dry air out ahead of it. that is inhibiting development but we will see this storm track just to the north of the antilles, north of puerto rico and some of the computer models diverge into multiple solutions but we'll keep an eye just in case for the southeastern coastline of the united states. for the overnight, 70 degrees, mostly cloudy, patchy fog is going to be out there. tomorrow, sun and clouds, more humid, temperatures about 91 degrees. it will feel like middle 90s. wednesday showers and storms, 93. we crank up a couple more degrees for thursday, a chance of showers and thunderstorms, 95. and middle and
