they took him to the ambulance. but he don't know -- i didn't even see his face. >> reporter: they didn't know either. the fire department says its medic company 11 made the scene and declared quarles dead and left, only for a half hour later the suspect's sighed and gasped, showing crime scene detectives he was anything but dead. the paramedics returned to the scene and transported the suspect to the hospital. >> an anomaly to some degree. i'm not aware of any previous instances where this has occurred. >> reporter: chief kevin cartwright with the fire department says dead or alive is a basic call. >> of course there may have been some medical protocols violated. we're not certain at this point. >> reporter: that will come after an investigation, the department said, will consist of interviewing the paramedic and the onscene officers if possible. after being shot in the head and laying unattended for at least 30 minutes, quarles is still listed in critical condition. now that on saturday, a teenager was stabbed to death on north paca street. on sunday someone shot and killed an 18-year-old on allendale street. and a man was shot near the edgewood lyndhurst recreation center. someone walked into an auto store on saturday and shot a man in the back of the head. he is in critical condition tonight. there is no word on the suspect. today in west baltimore, a rally to help make our streets safer. >> realize that anger is a problem. and senseless anger is even worse. so what we are doing is saying that there is an alternative, and that alternative comes through god. >> the west baltimore coalition held the rally. a neighborhood vigil is planned for saturday. police say they have arrested a suspect in a murder that happened last month. authorities say 30-year-old michael conum is accused of shooting and killing marcus sanchez. it happened in southeast baltimore. a carbon monoxide leak at a baltimore county apartment complex sent ten people to the hospital today. it happened on shipp friend road at the commons of white marsh. bge says the leak came from two hot water heaters with clogged filters. six adults and four children were treated at area hospitals. the apartment is owned by sawyer real estate, the same company that owns the complex in essex that has had been annoying problem with carbon monoxide leaks. a man died after a boating accident in essex. outyeg gi found dead on the shore from what appeared to be head injuries. they smelled alcohol on the boat operator's death. we was arrested for operating a vehicle under the influence of alcohol. at least 26 people have been hurt on a flight that hit severe turbulence late last night. it was so bad, flight attendants were thrown against the roof. despite the emergency, the plane landed safely at miami international airport. the injured passengers remain in south florida. others well enough to travel are continuing on to houston. catering trucks were converted into ambulances to tend to and transport passengers from continental flight 128. >> i hit my head on the light above and it broke the light out and was showered in glass. i was lucky, though. there were people whose faces were cut up. it was terrible. >> the boeing 767 carrying 179 passengers and crew departed rio de janeiro late last night. new at 5, for nearly two decades the fate of an american fighter pilot was a mystery. but over the weekend the remains of the missing navy flier lost during the first hours of the iraq war were positively identified. it was the first night of operation desert storm when captain michael scott speicher, a navy pilot, was shot down by a surface-to-air missile. then dick cheney announced the casualty. >> the total u.s. losses are one aircraft and one individual. >> reporter: but the 33-year- old pilot's remains were never found. for years, some believe he had parachuted to safety only to be taken captive. in 2001 speicher's status was changed to missing in action. a year later it was changed to missing/captured. >> i just want a straight answer. what happened to my brother. just simple and plain, answer that question. >> reporter: but last month, after almost two decades, an iraqi citizen came forward saying he knew where captain speicher's plane went down. the informant said he was buried by bedouin tribesmen in the desert of west central iraq. that's where u.s. investigators found speicher's grave and positively identified his remains. >> captain speicher was our shipmate, and we wanted to bring him home. and today we did that. >> reporter: for speicher's wife, two children, and the rest of his family, it marks the end of a gut-wrenching and heartbreaking mystery. >> to bring scott home. and it really does mean something to us. i'm just sorry we couldn't bring him home alive. >> over the years the family believed the navy had not done enough to search for captain speicher, and in a statement they expressed some comfort in changes in how the military searches for those missing in action. the fate of three taken into custody in iran remains unknown. the swiss embassy in tehran which represents the u.s. interest there's is working to establish the whereabouts of the friends. the area where they were captured is a popular hiking destination. >> obviously we are concerned. we want this matter brought to a resolution as soon as possible. and we call on the iranian government to help us determine the whereabouts of the three missing americans. >> the americans are shane bower from minnesota, based the house approved continued funding, and now it's up to the senate to send the program into overdrive. but for many, both conservatives and liberals, there is a bumpy road ahead. abc's lindsey davis is following the story. >> reporter: the program called cash for clunkers is inciting some clash over clunkers. >> we were told this program would last for several months. as it turned out, it ran out of money in a week, prompting the house to rush a $2 billion extension before anybody even had time to figure out what happened with the first billion. >> reporter: the program is at a fork in the road, and the senate is in the divers seat. >> if the senate does not pass the additional $2 billion, the program will be suspended. >> reporter: it allows car owners to trade in their old gas guzzlers and receive up to $4,500 in government assistance. the concept is simple. pump the brakes on less fuel efficient and accelerate car sales that part is work. 250,000 new cars have been sold. >> it's good for the economy. it's just a matter of how much money can the government afford to keep throwing at it. >> reporter: several automakers credit the program with boosting sales. ford says july sales rose nearly 1.6% over the same month last year. >> it's ban great program there is a lot of upside to it. but as a dealer, it's a little scary because we don't know when the funds will be there, if they are there. >> reporter: the program faces a tough battle in the senate. some conservative senators thinks the program amounts to another auto industry bailout, while more liberal despite sending conflicting messages all weekend long, the white house was adamant today that there will be no new taxes on americans who earn less than a quarter million dollars. questions had been raised regarding middle class tax hikes after two top administration officials during weekend interviews left the door open for possible increases. abc's t.j. winick reports. >> reporter: health care reform alone isn't expected to cut in half the trillion dollar budget deficit. so the white house says one fundraising option remains off the table. >> president's clear commitment is not to raise taxes on those making less than $250,000 a year. >> reporter: swam robert gibbs was forced to repeat that commitment after the administration's top money men wouldn't make such a promise on the sunday talk shows. >> we're not at a point yet where we're going to make a judgment. >> but you can't rule it out. >> what the country needs to do we have to do what is necessary. >> reporter: the director of the economic national council was asked about that tim geithner interview. >> never a good idea to absolutely rule -- rule things out, no matter what. what the president has been completely clear on is that he is not going to pursue any of his priorities, not health care, not energy, nothing in ways that are primarily burdening the middle class families. that is something that is not going to happen. >> reporter: but today in his daily briefing, robert gibbs insisted his boss will not go back on on what was a major theme of his presidential campaign. >> i don't think any economist would believe that in the environment that we're in raising taxes on middle class families would make any sense. and the president agrees. >> reporter: today the treasury department said it is borrowing $109 billion less this quarter than expected thanks in part to the $70 billion that was repaid by large and small banks which received bailouts during the banking crisis. t.j. winick, abc news, washington. dozens sickened after being exposed to strange fumes. where it happened and what authorities are saying about the gas leak. kind of like really?
