>>evan: you know, it's funny. i, being a finance guy, i would like the opportunity to get the cash payment because then i know how i would invest it and i feel like i can do better than they would be able to get for me on the annuity payment. but, i was looking it up, they give you 5% increase on your annuity payment every year to keep up with the cost of living, and, a lot of financial -- a lot of financial analysts think that because you have such a danger of blowing all that money, the annuity is the smarter way to do it. >>zack: i think at this point, $806 million for a cash payout, it's almost unfathomable about blowing that much money. you almost can't do it. >>hope: that's what i'm thinking t. first things that come to my mind on how i want to spend it are little things, like -- >>zack: the chicago cubs? >> yes. >>reporter: mire chief dustin bradley says 48 firefighters from 8 stations responded to the call. they are working to put out hot spots and secure the scene. >> there is lots of unknowns with digging up a property like this. >> >>reporter: before calling ate day and turning it over to the sheriff offense office to investigate. >> i just praise the lord we are safe from home. >>evan: the fire chief says the cause of the fire appears to be accidental but they are still investigating. authorities will resume the search for a georgia man this morning. they say he fell from a waterfall in macon county. first responders were dispatched to dry falls near highlands around noon yesterday. officials say a man fell from the falls into the cull low sage river. swift water ( ) crews searched the area but that effort was a section of highlands road near turtle pond road remains closed to give emergency workers better access to the scene. we have an update this morning on an asheville man behind bars. this is all related to that stolen car in biltmore park. timothy williams is charged with possession of a stolen vehicle and possession of a firearm by a felon. police say they found the car around 11:30 friday night near heathbrook circle and columbine road and they discovered the gun after searching the vehicle. the car has already been returned to the owner. williams is in the buncombe counun jail under a 40,000 bond. 7 gop presidential candidates attended a poverty summit in south carolina. the kemp forum on expanding opportunity was moderated by house speaker paul ryan and south carolina senator tim scott. candidates speaking included mike huckabee, ben carson, and chris chris tee. chris tee says republican more attention to minority groups. >> we need to be going into african-american churches. we need to be going into the hispanic communities and the barrios to make sure that we do, and jeb and paul are right on this -- we go there first to listen. don't go there first with a ten point plan, because thehe don't want the hear it. >> >>evan: gop front runners donald trump and ted cruz did not attend the summit. buncombe county residents got a chance to enroll for health insurance as the deadline to enroll for obama-care approaches. the ywca hosted certified navigators of the affordable care act yesterday to give assistance to those without insurance. to be eligible for coverage that begins february 1st, you have to enroll by january 15th. 91% of north carolina enrollees ( ) receive subsidies which help lower costs. >> you know, a lot of small employers who cannot afford to offer health insurance and therefore we can help them sign they may only have to pay 15 or $300 month for very very good coverage. >>evan: again the deadline to have coverage begin february 1st is this friday. the final date for 2015 open enrollment is the last day of the month, january 31st. details on the arrest of the so called affluenza mom. an arrest affidavit states tanya coach withdrew $30,000 from her bank account and told her husband he wouldn't see her or their son again. then, the pair fled to mexico. ethan couch is still there. last week a judge granted a temporary stay halting deportation proceedings. ethan couch was on probation for killing four people in a 2013 drunken driving accident when he was 16 years old. mexican authorities say "el chapo" will likely be extradited to the united states. fugitive joaquin guzman was recaptured this week after the escape that kept him on the run since july. including murder, drug trafficking, and money laundering. the mexican government says it will now begin the extradition process. i never know which onion to pick, adam. tell me which onion i want. i got red and white and yellow? >> a lot of times if you are eating a raw onion, yellow is too sharp. so, like in a salad we tend to put the red onions. >>evan: and white or yellow is a matter of taste? >> it's taste. the onions are getting translucent and the fancy bacon, as you called it, is getting nice and crispy. you see some of those juices so rodrigo sliced the pear. we are go ahead and add a half a pear to the pan. >>evan: you put it right in there with it? >> right in there. one of the most important parts of this dish is we will take a little bit of that delicious poaching liquid and it will go into the hot pan. that's going to reduce down to a syrup and get nice and sticky. >> >>evan: okay. >> then we will let it reduce for 30 seconds, see how it's all coming together? >>evan: yes. >> and then, we have some delicious organic arugula ( ). so we have a nice sweet component and this is a little bit of tartnesssnd bitterness going into it. >>evan: we will put that right over the top of that olive oil-brushed flatbread. >> and we will finish that with >>evan: a nice blue cheese. that looks delicious and i will tell you whether it is coming up the guys f >>zack: welcome back. clear conditions already across the mountains after some rain showers did roll through in the overnight hours. now, fog could be seen if you are heading out on the roadways early this morning. 42 degrees right now in asheville with the wind at about 8 miles per hour. they are going to be whipping around later on this afternoon. our temperatures are also going to be decreasing as we make our way through the rest of the day. down in the upstate, much more of the same. maybe just a little more cloud cover. 46 degrees is what we are at for the moment. your sun rise is official in just about 15 minutes. that's 7:40 and we will be seeing those clear conditions sticking around as we make our way through this afternoon and the start of the work week but our temperatures are certainly taking a hit. the afternoon highs only in the >>evan: a dramatic film debuts friday about the benghazi tryst attack called 13 hours telling the story of cia officers who were told to stand down when they tried to rescue americans under attack at a satellite compound. this week's episode of "full measure" has new information on the investigation. news 13's jay siltzer talked to investigative reporter sharyl attkisson about the findings. >>jay: good morning, sharyl. you, of course, received an investigative emmy award nomination for your reporting on benghazi. what havav you turned up new for this week? >> we have new information on another rescue interrupted. these were so called special forces who were operating not far away while these americans were under attack on foreign soil. and we now know that they were ready, available, and bottoms up as they say in the military to go into benghazi, not long into that night and yet, were not use. we know that even though the military requested the state department to prepareo ask for permission to enter libya's air space the permission was never so, that raises a lot of questions about who was calling the shots and what was decided fairly early on on that night. >>jay: it's been three years and there have been many investigations. what new evidence, if any, is there at this stage? >>hope: yes, relatively. little. drawing number, the powerball is 13. but now lottery officials anticipate $1.3 billion on the table for the drawing later in the work. the biggest worldwide jackpot ever. sales have just been soaring over the weekend for powerball tickets. the u.s. saw about $4$0 million in sales on saturday. more than $5 million of that were sold in a single hour in texas. as much fun i have had talking about what you can do with all of that money? here is a reality check. there are plenty of winners who blow all of their money too soon. for example, a west virginia man, andrew whittaker in 2002, he took the lump sum payout of $170 million according to cnn he just carried around too much cash on him all the time and was robbed far too often including a briefcase full of cash at a strip club. he is now 70 years old and still working. an example o o what not to do. >>zack: i guess so. >>hope: the cash payout in this jackpot is $800 million. $806 million to be exact. the overwhelming majority of powerball winners choose the lump sum payout. >>zack: i think i would, too. >>evan: we have been talking awhat to do with the money, i want to talk your actual chances of winning. it's hard to get your mind around it. right? germany. but also in the interest of the great majority of the refugees >> cologne's police chief was fired amid crit sivment of his violence. they received nearly 400 complaints on new year's eve with about 40% being investigated as sex crimes. i'm mary malone, reporting. >>evan: police in new york city say a 25 year-old patrolman was wounded over the weekend in a shootout. the officer was responding to numerous 911 calls about a large street fight involving guns, bat, and knives. >> backup units arrived. the office engaged in a gun fight during which police officers stuart was struck in the right angle. he returned gun fire, striking the male suspect four times. >>evan: officer stewart is in stable condition this morning. the suspect is 19 year-old christopher rice who is listed in serious condition. a nebraska pub goes up in flames. yesterday an explosion at m.'s pub in omaha, shortly afterwards flames burst through the front manager of the pub says everyone inside was able to get out safely and no major injuries were reported. the cause of that fire is under investigation. the u.s.a. national psychloe cross championships continue today for the final day of races. huge crowds have been gathering at the biltmore estate all week to watch. cyclists of all ages are in asheville to race around the estate. several thousand people are visiting to watch some of the best before the break. already trying to get that cloud cover out of our region. but, there you go. right across that north carolina and tennessee border, still some mixing with just a little bit of snow. of course this is for the higher elevation, limited impact this morning, but after yesterday's event, anywhere between a quarter to half an inch of rain. so, really not a whole l l of activity to be speaking of and little impact because it was in the overnight hours. wet roadways and maybe just a little bit of fog could be seen if you are heading out the door in the early morning, may have reduced visibility at times, but overall, that fog is going to be lifting off and our temperatures instead of warming up are actually going to be cooling down, following another front coming across our region. so, right now, upper 30s and low 40s for those in western north carolina. still closer to the 50 degrees mark in some portions of the upstate. but we will decrease the temperatures with those skies clearing and the wind certainly picking um. the first front rolling through, taking precipitation and pushing to the north and east at this point. you see the second front. now it's a little weaker but on the back side of that we are talking high pressure and we are talking about windy conditions mountain locations. so, a breezy, clear and gusty day overall. but again, i do think it's probably the pick of the weekend. if you are thinking about heading outdoors. so, there you go. clearing already by about lunchtime. later on this afternoon, looking at plenty of sun. i do think this trend is going to continue as we make our way into the overnight hours. take a look at this. we will go 6 p.m. tonight to 6 a.m. tomorrow morning. and all really looking at some of those clear skies. and that's going to be dropping off our temperatures dramatically. our overnight lows into the upper teens an low 20s. but the wind chill value is actually going to be down into single digits. so a very chilly start to our work week. the red, orange and yellow you are seeing on the screen here, gusts upwards of 40 miles per hour as we make our way east of i-26. maybe quieting things down as we head into the afternoon and evening hours. but still, going to be upwards of about 5, 10, maybe 12 miles per hour for tomorrow morning. so, it is going to be a bit of a blustery start heading into the work week. temperatures this afternoon, upper 30s and low 40s. much more of the same tomorrow. a slight rebound come tuesday with a little more cloud cover. now, wednesday, take a look at the headline. mountain morning snow going to be possible again, similar situation as today. we are looking at the north carolina and tennessee border. temperatures, however, going to be into the low and
