3 3 3 as the rain 3 as the rain continues this morning, it will likely impact your morning commute. news 13's lauren brigman has been driving around asheville to see what the roads are like and joins us live from amboy road. lauren, what have you seen so far? 3 3 3 we are following new developments this morning regarding charlotte's controversial new law that allows transgender people to use the public restroom of their choice. north carolina house leaders now say they plan to take up the issue when the legislature reconvenes in april. state house speaker pro tem paul stam says he and other state lawmakers will use their constitutional power to reverse the law. 3 the new law is called the "non-discrimination ordinance." bathrooms, but in how businesses treat gay, lesbian and transgender customers. supporters say the change recognizes the importance of gender-identity... but opponents, including governor pat mccrory, say it flies in the face of tradition and decency. 3 2113 "if you have the anatomy men's restroom or locker room." 2118 0632 "hopefully what we'll see is more cities saying what charlotte did do is something we should be doing in our city." 0637 1030 "if they were like, just actually dressed like a man and came into the woman's restroom, that would be a little weird." 10360053 "they present as a woman but they are a male, what do we care, it's who they are inside that matters." 0100 news 13 also talked with asheville mayor esther mannheimer. she says no one has approached the city council with this type of gender-identity issue. but that if and when it happens, it will be given serious consideration. 3 3 3 now to an update... on the canine distemper outbreak in henderson county. deputies say since the start of this year, they have euthanized nearly 30 animals, like foxes and raccoons, because of the disease. while harmless to humans, distemper can be deadly to pets. in raccoons, infected animals display drunk and almost friendly behavior. 3 30:30 "he didn't really look at me, or anything. he just himself more comfortable." call the sheriff's office immediately if you see an animal displaying similar behavior. and authorities stress--the best way to protect your pets from becoming infected is to have them vaccinated. 3 3 3 today, a group of scientists from all over the world will meet at n-c state univeristy in the fight against the zika virus. it is all because of new research there to genetically modify mosquitos to keep the virus from spreading. anna laurel takes us inside the lab where the work is being done. 3 this is part of the gmo process. scientists- injecting eggs with dna they have genetically modified...with anti- viral genes. sophia webster 11:16:35 the end goal is not to eliminate the mosquitos, but to basically replace this population that can transmit disease with a population that can no longer transmit disease. for years..scientists have made good progress on creating anti-viral genes for insects...but no good way to move it through a population. that's where phd student comes in. -webster- 11:17:27 what we are working on is basically a system to push those anti-viral genes through the population so you need a vehicle to get that through. after webster genetically modifies the dna...she injects it into the egg. careful not to damage or lose it. and it needs to go in at just the right "moment" to get into a mosquito's reproductive system. then that mosquito will produce offspring that carry the anti -viral gene..and their offspring can carry it..and so on. -scott 12:07:19 so that all of his offspring carry the anti viral gene. then you can show mathmatically that this will spread through the 3 population." max scott is 3 part of a team of entomologists...studying gmo insects at n-c state. -scott 12:05:45 if you're dealing with an insect that's present in high levels, it's very hard to out number them. so the alternative strategy is- ok, we won't try to eradicate it, but we will try to change them so they can no longer transmit disease." reporting. mosquitos are not the only way the virus is spread. the u-s centers for disease control and prevention says it is investigating at least 14 reported cases now of sexually transmitted zika virus. coming up in our next half hour, we will talk live with the medical director of buncombe county health and human services about the virus and it's affects on pregnancy. 3 3 3 you could be key in helping deputies catch suspects on the run. in this morning's fugitive files, we are teaming up the haywood county sheriff's office. joining us is deputy gene williamson.. thanks for being here. who are we looking for?
