Eyewitness news starts right now. Matthews aftermath in North Carolina. Water relentlessly rising and communities facing catastrophic flooding. The death toll in the state now stands at 18. And there are fears tonight that number could still rise. Good evening everyone. Im tisha powell. And im steve daniels. Heres the latest from the flood zone. four additional deaths were confirmed today. one in Columbus Robeson county. One person is still missing. A 15mile stretch of interstate 95 in harnett and cumberland counties has now reopened. But a section of i95 near lumberton between exits 13 and 31 remains closed. And. The power is starting to come back on. Power Outages are down to 198thousand statewide. Compared to more than 800thousand at the height of the storm. A number of School Districts are closed again tomorrow. Cumberland. Hoke. Johnston. And wayne county schools are closed all week. Edgecombe. Halifax. Harnett. Moore. Nash rocky mount. Sampson and Wilson County schools are closed on wednesday. Also. Lee county is on a onehour delay. And Northampton County schools are on a two hour delay tomorrow. Tonight we have fresh video showing matthews aftermath in goldsboro. A drone flying high above the historic flooding. Right now. Its nearly impossible to get around goldsboro. And tonight wayne county is among the 32 counties now approved for federal funding. Goldsboro where officials dont expect the water to recede until sunday. Angelica . I was here yesterday. Places we were able to drive through. Walk through. Are under water now. Were here on 70. Heading into goldsboro. This route is closed. 581 is also closed. And 117. All flooded out. Now. Showing just how massive the flooding is since the neuse river crested this morning. Hours earlier than originally anticipated. Say the river is at a historical high. Cresting at 28 feet. As of this afternoon. They say there have been 125 water rescues since Hurricane Matthew hit. And more than 700 incidents of flooding. Rescues and reports of stranded and abandoned cars in the water. Were told 131 buildings are impacted. And the damage could reach more than 1. 2 billion dollars. The National Guard has been here. Evacuating people out of flooded areas. Tonight i talk lives here and hasnt been able to work because of the flooding. Again. 70. Closed here. But weve seen people drive past the barrier. Handing out citations if youre caught doing that or. Driving through water. Something else to note ive been hearing from people over the past few days is when are we getting help. Today the governor said that wayne county. Was among several counties not put on the original list for fema help. He said today they are now on that list. Situation continues to unfold tonight in moore county. A mandatory evacuation is still in place. After a leak was found in the woodlake dam last night. The pressure from all of matthews rain wore down the concrete at the base of the dam. At a news conference. Officials said the dam has been stabilized. But a breach would send as much as two to 3 feet of additional flooding to only take 30 minutes for the entire lake to empty. The hole continues to grow in size. Right now its now as wide as this fire truck. Tonight. The rainswollen lumber river leaving its mark on lumberton. The Robeson County community is one of the hardest hit by flooding from Hurricane Matthew. Fema tweeting that rescues in lumberton are ongoing. As water levels remain high. In many areas. The only way to tell there are streets is by looking for the signs sticking up out of the water. tar river is rising and the mayor of greenville is stressing that people need to be prepared for major flooding. A mandatory evacuation in the city is affecting about 4 thousand residential and commercial structures. Theres also a curfew in effect from after midnight through 6 am tomorrow. And in Lenoir County residents are preparing for flooding that will cause major damage to buildings along highway 70. City leaders say the neuse river rose to 27 point 7 feet during hurricane floyd in 1999. This week they originally expected the river they estimated the infrastructure damage to be 17 point 5 million dollars. Kinston remains under a curfew tonight. The view from chopper 11 hd is the best way to understand the magnitude of this flooding disaster. This afternoon i flew to the flood zone in Sampson County along the black river. To give you perspective you cant get on the ground. 13 58 20 its very hard for people to get to their homes or to their businesses here. People are just entirely cut of at that back there. Steve this is just amazing and entire street, house after house after house underwater. 14 31 00 they have no idea what they returning to, theyre in shelters right now i dont know when theyre going to be able to make it back home. 13 56 55 this is absolutely devastating for their crops are underwater and probably ruined. 14 07 14 it looks like the river is so far out of its banks in the water it extends for perhaps a half mile or more. 14 23 20 this is really an amazing sight here. We are over the Ivanhoe Community in Sampson County this is dr. Kerr road right here its absolutely underwater his house after house the entire neighborhood. 14 31 55 these homes these gallons of muddy water and silt running through them. 14 23 58 you look at this and you just feel for these people. Their homes are destroyed. Its going to take a long time for these families to try to get back on their feet. Ender 1429 48 its clear from the air community after community is dealing with something they are going to need to band together and try to find ways to help these people. Coming up in a few minutes. I had to actually do a lot of evaluation during the past 48 hours on whether to do this or not. But i also thought 2 things, democracy cant stop. The attorney general whose office has spent the last 4 days warning residents about hurricane scams and investigating storm price gouging. Went after the governor about money for storm victims. Blasting mccrory for not vetoing republican legislation that Disaster Relief fund. He wanted money for lawyers for house bill 2 and took 500,000 out of the Disaster Relief fund. He just did not tell the truth. We have not spent a dollar of the Disaster Relief money. We were approved to by the legislature and i said we will not spend any of that money. The governor couldve vetoes this legislation that took the 500,00 out of the Disaster Relief fund. But he did not. Its still in the Disaster Relief fund and by the way, its being used for disasters. The Edgecombe CountyAnimal Shelter is taking care of over 200 pets in the wake of Hurricane Matthew. Normally this building, which took a hit during the storm is all there is, but now theyve got three trailers full of dogs. Phyllis mueller volunteer its just really sad i cant imagine why people would leave their pets. While some of the animals here were pulled from flood waters, others are here for temporary shelter. This dogs owner asked to remain anonymous. He said the water is up to his house, he suffered through floyd, and isnt taking any chances. Flood victim tarboro then i lost everything and right now hopefully im not gonna lose everything this time. Its being spared from harm that inspired others to help. Mindy lester volunteer im blessed and im thankful that i didnt lose anything or i didnt have to move my animals so if i can just help people then thats why i came here today. Brought in by volunteers but theres still a lot more that they need. Things like dog and cat food, blankets, and other pet supplies. Theyre asking folks to bring donations to the shelter on 2900 main street in downtown tarboro. And while theres still a lot more work here to be done, its the dozens that have already come forward thats lifting others up. Raleigh Police Officers and other city officials prepared and served hundreds of meals at chavis community center. Showers were also provided here and other City Community centers. Showers will also be available tomorrow morning. Wake county didnt see much flooding, but fierce winds toppled trees and power lines and made a mess in many neighborhoods. Serving up free pizza in fayetteville. Papa johns set up its mobile kitchen in the Harris Teeter parking lot on raeford road. People lined up early. To get a slice. The mobile kitchen will be handing out free pizza through sunday. And Harris Teeter will be handing out free ice. Abc11 together is helping the Community Recover from this flooding disaster. This ridge of High Pressure will continue to bring dry, stable air over central North Carolina night tonight and another nice day tomorrow. Some clouds will start to show up tomorrow as the wind flow turns a bit more out of the east. This will tap some shallow moisture off the atlantic supporting a partly sunny sky tomorrow afternoon and a partly cloudy sky tomorrow night. A strong upper level disturbance swinging through the Northern Rockies this evening will swing east and force a cold front from minnesota into the Central Plains this evening into the great lakes and the ohio and tennessee valleys afternoon. This front will move through central North Carolina thursday night with just a few clouds. Current model output still shows very low moisture levels across the region ahead of and along the front, so we see no chance for rain. In the wake of thursday nights front, another surge of dry, stable and cooler air will follow, and afternoon readings on friday should still run about 710 degrees cooler than thursdays mid to upper 70s. Be back close to 70 on saturday and in the lower 70s across the viewing area on sunday. High pressure building in from the north will be more rounded and therefore the wind flow moving into the carolinas will have a stronger ocean component compared to what we will see the next couple of days. This flow more off the ocean should bring some shallow moisture leading to some clouds on saturday and sunday. A series of weak upperlevel disturbances will work across the western and United States this weekend into early next week causing an upper level ridge to build over the eastern u. S. During sunday and early next week. This building upperlevel ridge will support warm and mostly dry weather for central North Carolina for sunday and through early next week.
